This Safety Statement sets out the Safety Policy of The Executive Committee of Cumman Luthchleas Gael Naomh Muire Cill Tochairt GAA Club and sets out the means to achieve that policy. The objective of the Executive Committee of Cumman Luthchleas Gael Naomh Muire Cill Tochairt GAA Club is to endeavour to provide a safe and healthy work environment for all our members and employees and to meet our duties to players and members of the public with whom we come in contact. This policy requires the cooperation of all members and employees. It is our intention to undertake regular reviews of the statement in the light of experience, changes in the size and nature of our Club, operational changes and legal requirements. The Executive Committee of Cumman Luthchleas Gael Naomh Muire Cill Tochairt GAA Club will undertake to carry out a safety audit annually and to make the findings know to members. This inspection/safety audit will be carried out more frequently if requested by either employees, club members or of the Executive Committee. All accidents/incidents/details of ill-health will be recorded and will be monitored in order to ensure that any safety measures required can be put in place, wherever possible, to minimise the recurrence of such accidents and ill-health. This statement will be made available for inspection to all Members of the Executive Committee, club members and employees and shall be available for inspection to all members. . Signed Chairperson of the Executive Committee 1 GUIDELINES AND RULES When the Club is making nominations to The Executive Committee of Cumman Luthchleas Gael Naomh Muire Cill Tochairt GAA Club, they are requested to bear the Health and Safety Act in mind and, where possible, to ensure that The Executive Committee of Cumman Luthchleas Gael Naomh Muire Cill Tochairt GAA Club should contain at least one member with skills in this area. Persons coming onto the Club premises must identify themselves clearly to whoever answers the door before gaining admittance to the Club premises. Any contractor should make direct contact with the Chairman or Vice Chairman before initiating any work on the Club premises. It is the policy of The Executive Committee of Cumman Luthchleas Gael Naomh Muire Cill Tochairt GAA Club to minimise sound pollution, externally, external to internal, internally and compartment to compartment. When people are working on the premises with drills or other loud implements they must wear protective ear muffs. Where such work is taking place which constitutes any threat to Health and Safety, the Club premises will be closed or the work will not take place simultaneously with other activities in the Club premises. Comm. of Cumman Luthchleas Gael Naomh Muire Cill Tochairt GAA Club -continued (f) (g) (h) (i) (j) (k) (l) (m) (n) provision of such information, instruction, training and supervision as is necessary to ensure safety and health at work of its employees. provision and maintenance of suitable protective clothing or equivalent as necessary to ensure the safety and health at work of its employees. preparation and revision as necessary of adequate plans to be followed in emergencies, e.g. fire drill, injuries etc. safety and prevention of risk to health at work in connection with use of any article or substance. provision and maintenance of facilities and arrangements for the welfare of employees at work. obtaining where necessary, the services of a competent person for the purpose of ensuring the safety and health at work of any of its employees. continuing updating of the Safety Statement, provision of arrangements for the consultation with employees on matters of Health and Safety and provision of arrangements for the selection from amongst its employees of a representative. 1.4 The Executive Committee of Cumman Luthchleas Gael Naomh Muire Cill Tochairt GAA Club recognises that its statutory obligations under legislation extends to employees, players, any person legitimately conducting Club business, and the public. 1 .5 The Executive Committee of Cumman Luthchleas Gael Naomh Muire Cill Tochairt GAA Club will ensure that the provisions of the Safety Health and Welfare at Work Act. 2005 are adhered to. 1-6 A Safety Committee may be established to monitor the implementation of the Safety and Health Policies of Cumman Luthchleas Gael Naomh Muire Cill Tochairt GAA Club and the requirement under the Safety Health and Welfare at Work Act. 2005. 4 DUTIES OF EMPLOYEES 1. It is the duty of every employee while at work: (a) to take reasonable care for his/her own safety, health and welfare and that of any person who may be affected by his/her acts or omissions while at work, (b) to cooperate with his/her employer and any other person to such an extent as will enable his/her employer or the other person to comply with any of the other statutary provisions, (c) to use in such a manner so as to; provide the protection intended, any suitable appliance, protective clothing, convenience, equipment or anything provided (whether for his/her use alone or for use by him/her in common with others) for securing his/her safety, health or welfare while at work. (d) to report to The Executive Committee of Cumman Luthchleas Gael Naomh Muire Cill Tochairt GAA Club without unreasonable delay, any defects in plant, equipment, place of work, or system of work, which might endanger safety, health of welfare, of which he/she becomes aware. 2. No person will intentionally of recklessly interfere with of misuse any appliance, protective clothing, convenience, equipment of anything provided in pursuance of any of the relevant statutory provisions or otherwise, for securing safety. health or welfare of persons arising out of work activities. 3. Employees will, by using available facilities and equipment provided, ensure that work practices are performed in the safest manner possible. CONSULTATION & INFORMATION It is the policy of The Executive Committee of Cumman Luthchleas Gael Naomh Muire Cill Tochairt GAA.Club: - to consult with members in the preparation and in the completion of the Health and Safety Statement and of Hazard control forms. - to make a copy of the Safety Statement available for inspection to all present and future members and to retain a copy in the club house for information. - that any additional information or instructions regarding Health. Safety and Welfare at work not contained in the document will be conveyed to all the members as it becomes available, - that Health. Safety and Welfare will form an integral part of any future members training and development plans. 5 HAZARDS General Policy All members and the Executive Committee of Cumman Luthchleas Gael Naomh Muire Cill Tochairt GAA Club will complete Hazard Control Forms. Some Hazards can be rectified but others remain constant. The Hazards have been divided into two categories. Hazards that can be rectified or minimised will be dealt with as a matter of urgency. Those that cannot will be clearly indicated and appropriate procedures listed beside them. The Executive Committee of Cumman Luthchleas Gael Naomh Muire Cill Tochairt GAA Club in consultation with the employees will review and make recommendations on the elimination of Hazards. HAZARDS – Specific 1. Fire: It is the policy of The Executive Committee of Cumman Luthchleas Gael Naomh Muire Cill Tochairt GAA Club that: 1. there is an adequate supply of fire extinguishers which will deal with any type of fire. 2. all fire equipment is identified and regularly serviced, 3. regular Fire drills take place at least once a year at AGM, 4. instruction is given in the use of Fire Extinguishers for specific materials and equipment, 5. fire alarms are clearly marked, 6. signs will be clearly visible to ensure visitors are aware of exit doors, 7. all electrical equipment be unplugged or turned off when offices are vacated for lengthy periods. 8. an assembly area is designated outside the building, 9. those leaving the building should let someone know, 10. exit signs are clearly marked, 6 HAZARDS – Specific - Continued 1. Fire – continued 11. the Chairman and/or other competent persons shall be responsible for fire drills and evacuation procedures, 12. the Club premises and equipment have been checked as far as is reasonably practicable and all requirements/recommendations have been implemented as far as possible. 2. Other It is the policy of The Executive Committee of Cumman Luthchleas Gael Naomh Muire Cill Tochairt GAA Club that: 1. regular checks of buildings are made to ensure that there is no dampness, leaks, draughts, loose roof slates or tiles and yard surface is in safe condition, 2. there is proper storage, maintenance, and appropriate use of P.E. equipment, 3. furnishings, fittings, equipment and electrical fittings in all parts of the building are in good and safe condition, 4. precautions will be taken to ensure that smooth floor surfaces shall not cause a risk from slipperiness arising from condensation, scrubbing, spillage or whatever reason, 5. units will be positioned so as to be of least danger from collision or bumping, 6. toilets, sanitary appliances, hand dryers, towels etc will be kept in a clean and safe condition. 7. drinking water will be clearly marked and/or specified. 8. all gullies and gratings will be kept clean and free of debris in order that no risk should arise from flooding, or freezing on steps, yards or hardstandings, 9. gates and fences will be kept in good repair and in such condition as to constitute no danger or risk, 10. plants, trees and shrubbery will be chosen, positioned and maintained with a view to ensuring no risk or injury from toxicity, poison, obstruction etc. 11. doors, windows and all ironmongery will be checked in order that there is no risk from slamming or malfunction of any kind. 7 HAZARDS - Constant 1. Machinery, Kitchen Equipment and Electrical Appliances It is the policy of The Executive Committee of Cumman Luthchleas Gael Naomh Muire Cill Tochairt GAA Club that: Machinery, Kitchen Equipment and Electrical Appliances are used only by competent persons. Such appliances and equipment will be subject to regular maintenance checks. 2. Chemicals It is the policy of The Executive Committee of Cumman Luthchleas Gael Naomh Muire Cill Tochairt GAA Club that: all chemicals, detergents etc., be stored in clearly identifiable containers bearing instructions and precautions for their use and protection provided for use when handling them. 3. Drugs Medications It is the policy of The Executive Committee of Cumman Luthchleas Gael Naomh Muire Cill Tochairt GAA Club that: all medications, drugs etc., be kept in a proper medication cabinet, locked at all times, key to which is kept in a secure and safe place. Drugs will only be administered by a medical practitioner or such person as is suitably qualified to so do. Note: the club does not have a drugs cabinet, all medical supplies are kept in first aid boxes. 4. Highly Polished or Wet Floors It is the policy of The Executive Committee of Cumman Luthchleas Gael Naomh Muire Cill Tochairt GAA Club. that floors will not be polished or made slippery; washing of floors is conducted after usage hours to ensure, as far as is reasonably practicable, elimination of danger of slipping. To this end warning signs regarding wet floors may not always be used. 6. Access to Employees/Members When the employee/member feels at risk from or threatened by a particular person on Club property, this must be drawn to the attention of The Executive Committee of Cumman Luthchleas Gael Naomh Muire Cill Tochairt GAA Club who will undertake to ensure that in such circumstances all appropriate measures will be taken to protect employees/Members. 8 HAZARDS - Constant - Continued 7. Accidents In the case of a slight accident, an officer of the Club or other person trained in First Aid administration or most experienced available colleague will deal with it as appropriate. In the case of a serious accident, depending on the severity, the person tending / caring will call a doctor or ambulance. Medication will not be given. 8. Trained First Aid Personnel It is the policy of The Executive Committee of Cumman Luthchleas Gael Naomh Muire Cill Tochairt GAA Club that: A member(s) will be trained to apply First Aid. All required remedies and equipment are made available for first aid function. There will be an adequate supply of properly equipped First Aid Boxes available at all times to members which will contain: Elastoplast Plasters, Wasp Eze, Tape, Savlon antiseptic Disinfectant, Panadol, Optrex Eye Lotion, Savlon Antiseptic Cream, Cotton Bandage, Burn Eze. Antiseptic Wipes, Scissors, First Aid Chart OR COMBINATIONS THEREOF Disposable gloves must be used at all times when administering First Aid. Hot water and soap will be available where possible and should be used before and after administering First Aid, otherwise the use of sterile wipes are recommended. 9 Appendix I SAFETY REPRESENTATIVES' CHECKLIST FOR CLUB INSPECTIONS (check to be carried out once per year) INSPECTION CHECKLIST CIRCULATION AREAS 1.1 Stairways & Steps - check that: 1.1.1 steps are not broken, worn or slippery; 1.2 Passages and corridors - check that 1.2.1 floor surfaces are even and are not slippery; 1.2.2 lighting is adequate; 1.2.3 litter or rubbish has not been allowed to accumulate; 1.2.4 mats etc., are positioned in such a way as not to be tripping hazards; 1.2.5 there are no areas of loose, flaking or damaged paint, plaster or plasterboard. 1.3 Doors & Windows - check that 1.3.1 doors are unobstructed; 1.3.2 glazed doors have toughened or laminated glass; 1.3.3 fire doors have georgian wired glass; 1.3.4 there are no doors with : • loose or broken hinges; • damaged or sticking catches; 1.3.5 doors are not allowed to swing freely without restraint; 1.3.6 windows are not broken or cracked; 10 SAFETY REPRESENTATIVES' CHECKLIST FOR CLUB INSPECTIONS – continued INSPECTION CHECKLIST - continued CIRCULATION AREAS - Continued 1.3.7 windows open easily without undue force being applied; 1.3.8 windows do not jut out dangerously when open; 1.3.9 windows are cleaned regularly; 1.3.10 windows do not have broken fastenings or cords; 1.3.11 a window pole is available if necessary; 2. HEATING AND VENTILATION 2.0 Heating & Ventilation • check that 2.1 the heating system is regularly serviced and maintained in good order; 2.2 the heating system complies with Building Regulations requirements, 2.3 where large areas of glass face direct sunlight, there is provision for shading, e.g. Venetian blinds; 2.4 windows can be easily opened to allow for adequate ventilation. 11 SAFETY REPRESENTATIVES' CHECKLIST FOR CLUB INSPECTIONS – continued INSPECTION CHECKLIST - continued 3. FIRE SAFETY 3.0 Fire Safety - check that 3.1 fire exits and escape routes are clear from obstructions; 3.2 fire doors are kept unlocked and unobstructed whilst people are on the premises; 3.3 all designated fire exits are clearly marked; 3.4 evacuation procedures are clearly displayed; 3.5 3.6 members and users of Club facilities are familiar with evacuation procedures (To be advised at AGM and Club Meetings); 3.7 there have been practice evacuations/fire drills held at least once per term (at AGM or Club Meetings); fire doors open outwards and are not held or wedged open; 3.08 the fire fighting equipment is that specified by the building design team and its selection and location is in accordance with the local authority’s fire certificate recommendations issued at that time; 3.09 flammable substances e.g cleaning fluids, photocopying chemicals etc. are stored correctly, away from any sources of heat. 12 SAFETY REPRESENTATIVES' CHECKLIST FOR CLUB INSPECTIONS – continued INSPECTION CHECKLIST - continued 4. ELECTRICAL EQUIPMENT 4.1 General All electrical equipment should be checked regularly by a competent person. Such maintenance should include checking that. • equipment is correctly wired arid earthed; • plugs are correctly wired, • ratings are correct for the type of equipment being used (fuse ratings will be marked on the equipment and the plug); • the mains supply is capable of meeting the maximum demand: • the distribution system (ie sockets, bench supplies, etc) are suitable for the type of work being carried out; • the isolating switches are marked, well sited, accessible and known to the members; • residual currant (earth leakage) circuit breakers are used where appropriate. 4.2 Lighting – Visually check that, 4.2.1 all light fittings are in working order and are kept in a clean condition; 4.2.3 the lighting is adequate for the type of work being undertaken. 13 SAFETY REPRESENTATIVE’S CHECKLIST FOR CLUB INSPECTIONS - continued INSPECTION CHECKLIST – continued 4. ELECTRICAL EQUIPMENT – Continued 4.3 Plugs/Sockets/Leads - Visually check that 4.3.1 plugs are in good condition with no cracks or pieces missing; 4.3.2 sockets are in good condition with no cracks or pieces missing; 4.3.3 socket screws and mountings are secure; 4.3.4 sockets are situated in safe positions, convenient for the equipment to be used and not subject to damp; 4.3.5 indicator lights on sockets function correctly; 4.3.6 insulation on leads is not cracked or frayed; 4.3.7 leads are without knots or joins and are reasonably free of "kinks"; 4.3.8 leads are the correct length for the equipment being used; 4.3.9 there are no trailing leads; 4.3.10 multi- point adaptors are not being used; 4.3.11 leads and flexible cable are securely fixed ar both equipment and plug ends. 4.4 Equipment - check that 4.4.1 fixed and portable electrical equipment is not damaged and, as far as you are aware, is operating correctly; 4.4.2 copies of manufacturer's instructions/operating manuals are easily accessible; 14 SAFETY REPRESENTATIVE’S CHECKLIST FOR CLUB INSPECTIONS – continued INSPECTION CHECKLIST – Continued 4. ELECTRICAL EQUIPMENT - Continued 4.4 Equipment - check that - continued 4.4.3 equipment is only used for the purpose for which it was intended; 4.4.4 where appropriate, all electrical equipment is switched off and, unplugged when not in use: 4.4.5 mains isolating switches are easily accessible and known to members; 4.4.6 on/off indicator lights function correctly; 4.4.7 equipment incorporating heating has a thermal safety cut-out in addition to a thermostat; 4.4.8 equipment containing liquid has a leakage detector; 4.4.9 all items of electrical equipment are properly and regularly maintained and serviced; 5. FIRST AID 5.0 First Aid - check that 5.1 notices are posted in prominent positions detailing: • location of first aid boxes; • procedure for calling ambulances etc.; • telephone number of doctor, gardai, hospital, ambulance and fire brigade; 15 SAFETY REPRESENTATIVE’S CHECKLIST FOR CLUB INSPECTIONS – continued INSPECTION CHECKLIST – Continued 5. FIRST AID - Continued 5.2 5.3 first aid boxes are readily available and are adequately stocked with: • a card with general first aid guidance; • a supply of individually wrapped sterile adhesive dressings; • sterile eye pads, with attachments (e.g. standard dressings); • triangular bandages (preferably sterile, but if not, sterile covering appropriate for serious wounds should also be included); the accident book is readily available and kept up to date in the Club house. GENERAL PURPOSE AREAS 6.0 General Purpose Areas - check that 6.1 there is no hazard from overcrowded buildings or compartments / parts of buildings; 6.2 all cupboards, fixed and display units are stable; 6.3 Clubhouse dressing room furniture is not damaged; 6.4 wherever possible, there are no sharp edges or corners on the furniture; 6.5 furniture is positioned safely; 6.6 all shelf mountings and brackets are secure. 16 SAFETY REPRESENTATIVES CHECKLIST FOR CLUB INSPECTIONS – continued INSPECTION CHECKLIST – continued 7. NON SPORTS ANCILLARY AREAS 7.1 Kitchen Areas - check that 7.2.1 the kitchen/dining area is kept clean; 7.2.2 the kitchen floors are sound and non-slip, especially when wet; 7.2.3 first aid boxes are available to the kitchen area; 7.2.4 equipment is adequately guarded. 8.1 Hygiene - check that the following are available 8.1.1 soap; 8.1.2 hand drying facilities; 8.1.3 hot water; 8.1.4 toilet paper; 8.1.5 litter bin per office; 8.1.6 provision for disposal of sanitary towels; 8.1.7 safe, suitable sufficient and properly cleaned sanitary facilities. 17 SAFETY REPRESENTATIVE’S CHECKLIST FOR CLUB INSPECTIONS – continued INSPECTION CHECKLIST – continued 9 PLANT AND STORE ROOMS 9.1 Plant Room 9.1.1 no combustible waste is stored in plant room or elsewhere(e.g. oily rags); 9.1.2 no fuel or hazardous cleaning materials are stored in the plant room; 9.1.3 all safety devices in the plant room are in proper working order; 9.1.4 the plant room is regularly inspected and maintained by competent person(s). 9.2 Store Room 9.2.1 comply with the fire resistance requirements of The Safety, Health and Welfare at Work Act, 2005 and The Building Regulations, 1997. 9.2.2 no spark producing machinery will be operated in the store room; 9.2.3 there will be no fitted electrical supply to the store room; 9.2.4 switches incorporated in any electrical extension supply will not be operated within the confines of the store room. 18 SAFETY REPRESENTATIVE’S CHECKLIST FOR CLUB INSPECTIONS – continued INSPECTION CHECKLIST – continued 10. EXTERNALLY 10.0 Externally - check that 10.1 there are no uneven, broken or cracked paving slabs; 10.2 roofs, guttering, drain pipes etc.,are, as far as can be seen, sound and well maintained; 10.3 all play areas are kept clean and free from glass; 10.4 outside play / PE appliances are securely anchored; 10.5 holes for games posts are covered when posts are not in position; 10.6 outside lighting is sufficient; 10.7 parking facilities for cars and cycles are safe in regard to presence of pedestrians; 10.8 all builders' materials, caretakers' maintenance equipment etc. are kept securely. 19 11. EXTERNAL WORKS 11.0 Use of Electricity 11.1 All portable electric tools, lighting and motorised equipment will be less than 2 horse power, operated at a voltage of 110. 11.2 Where transformers are used, they will be placed at the power source. 11.3 Any signs of damage to or interference with equipment wires and cables will be checked. 11.4 Only qualified electricians will be permitted to carry out any electrical work. 11.5 Screened cables and E.L.C.B protections will be provided where necessary. 11.6 All connections to power points will be made by proper plugs 11.7 Connections to plugs will be properly made so that the cable grip holds the cable firmly and prevents the earth from being pulled out. 11.8 If there are any overhead electric lines, where anything might tough the limes or cause arcing (cranes, tipper lorries, excavators, scaffolding etc.,) the electricity supply must be turned off, or other precautions taken to prevent such contact with the lines. 11.9 Underground electricity cables will be located (with a cable locator and cable plans) marked, and precautions takes to avoid contact with them. Markers to be provided to high voltage cables. 11.10 ESB will be contacted regarding electric lines (above and below ground) prior to commencement of new projects particularly in urban areas. 20 12. ACCIDENTS 12.0 Accident Procedures When a serious accident occurs the procedures below must be followed. The Club Chairperson must be notified immediately. The Club Chairperson or other nominated persons must take charge of the proceedings as follows: 12.1 12.2 12.3 12.4 12.5 12.6 12.7 12.8 12.9 12.10 12.11 12.12 12.13 12.14 Observe accident location and status of injured person. If there is risk of further injury move injured person to safety. Call for immediate medical assistance or emergency service. See that first aid etc., is administered as required by a competent person. If ambulance is called make sure that exact location is given and that ambulance can access site as near as possible to the injured person. Establish location of hospital and appoint a suitable person to travel with injured person. Notify family or injured person and if required arrange transport for them to hospital. Obtain witness statements, write them down as they are given. Complete accident report book and check with Club Chairperson before sending to Health and Safety Authority as required. Take sketches and/or photographs of area where accident happened. If HSA are to inspect site and location of accident, do not move anything unless further serious risks have to be avoided. Club Chairperson will notify insurance company and seek guidance on further reports, investigations and position of Club. 21 EVENT MANAGEMENT 13. CROWD CONTROL 13.0 Health and Safety Rules for Club Grounds 13.1 Conditions of Entry 13.1.1 13.1.2 All persons entering this ground are admitted subject to the following Rules (which are designed to protect the health and safety of all entrants to the ground). Entry to the ground shall be deemed to constitute unqualified acceptance of all these Rules. The Executive reserves the right of admission. 13.1.3 The instructions of the stewards and the Gardaí must be obeyed at all times. 13.1.4 All persons entering the ground agree to be searched by a member of the Garda Síochana. 13.1.5 Every person (including infants) entering the ground must have a ticket where applicable. 13.1.6 Tickets are for self use only. 13.2 Prohibited Actions and Misbehaviours 13.2.1 13.2.2 13.2.3 13.2.4 13.2.5 13.2.6 13.2.7 13.2.8 13.2.9 13.2.10 13.2.11 Entry upon the pitch or engaging in conduct that causes or is likely to cause injury or harm to, or otherwise interferes with, disrupts, hinders or distracts a person playing in, refereeing or otherwise having a role in a match. Unauthorised contact with the boundary wall surrounding the pitch or incursion on the pitch. Unauthorised (unofficial) entry to team dugouts or through (pitch) perimeter barriers. The climbing of floodlight or other pylons, stands, or other buildings. Throwing any object onto the pitch.. Remaining or loitering in any gangway or aisle. Behaving in an offensive or indecent manner. Bringing of alcohol into the ground. Bringing into the ground fireworks, smoke canisters, bottles, glasses, cans, distress signals, laser pointers and other similar articles or containers, including anything which could or might be used as a weapon. Excessive noise such as that from the use of radio sets or other appliances and behaviour likely to cause confusion or nuisance of any kind including foul or abusive language. Smoking except in designated areas. If a person commits a trespass, reasonable force may be used to prevent, restrain or terminate any trespass. Where a person is in breach of any of these rules, or where the Executive believes that a person constitutes a source of danger to others, or to the ground, such person may be refused entry to or ejected from the ground, and reasonable force may be used for that purpose. 22 Appendix 2 23 Meitheamh 2006. Do: Gach Runaí Chontae Re: Health & Safety Rules for CLG Grounds As a consequence of last September's enactment of the Safety, Health and Welfare at Work Act 2005, all units of Cumann Lúthchleas Gael are legally obligated to re-appraise their facilities' Safety Statements. To meet the legal requirements of the 2005 Act, this will necessitate a current Risk Assessment, which will form the basis of the Safety Statement. At the National Club Forum in Killarney last November, the National Insurance Workgroup distributed to delegates GAA Liability Programme 'CHECKLISTS', which are general - in terms of the occupancy of a premises and, specific - to those units legally deemed 'Employers'. Beyond the requirements of the Safety, Health and Welfare at Work Act 2005, the Association is further bound by various other Acts and Regulations which govern Health and Safety where members of the public are on GAA premises. Examples of such legislation include; the Safety at Sports Grounds Code of Practice, Property Owners Liability, Licensing and Dance Hall Acts. 23 Patently, one of the greatest exposures facing Cumann Lúthchleas Gael is the provision of safe, hygienic and 'user-friendly' venues for the hundreds of thousands of spectators who visit our grounds annually. Cumann Lúthchleas Gael has introduced new Health and Safety Rules to replace the existing CLG Ground Regulations. These rules are not specific to any particular size of ground and can be used by Association units countrywide. Where entry to CLG facilities on match days is by way of tickets, the following wording should appear, where feasible, on the front of the ticket: Entry to this ground is subject to the acceptance by patrons of the Health & Safety Rules on the back of this ticket. Any patron who is not prepared to abide by these Rules can exchange their ticket at ______ for a full refund. The disclaimer on existing tickets needs to be removed in order to ensure that it does not contradict or undermine the Health & Safety Rules. The disclaimer in question reads as follows: “Persons enter these grounds at their own risk. The Gaelic Athletic Association does not accept liability for any loss or damage to property howsoever caused”. We recommend that the new Health & Safety Rules are prominently displayed by way of Fógraí located throughout each ground, in particular at all entry points and, where applicable, displayed on screens before and throughout matches. 24 In addition, there should be public announcements alerting spectators’ attention to the Rules. The overall objective is to ensure that via a combination of the ticket, notices, announcements and screen displays the spectators are on notice to the new Rules.
