GLOUCESTERSHIRE COUNTY COUNCIL JOB DESCRIPTION DEPARTMENT: ENVIRONMENT JOB TITLE: PARKING MANAGER WORK LOCATION: SHIRE HALL COMPLEX UNIT: : INTEGRATED TRANSPORT SERVICES GRADE: SMG 5 POST NO: JOB PURPOSE 1. a) To assist the Passenger Transport & Parking Manager in the overall performance and delivery of Passenger Transport and Parking services and continuing organisational development. b) To advise the Passenger Transport & Parking Manager on all aspects of parking and park & ride service delivery within the remit of the Integrated Transport Unit and to assist the manager in working with and supporting portfolio holders. c) To manage, co-ordinate, monitor and control on street parking, civil parking enforcement and park & ride services provided by and on behalf of the Integrated Transport Unit, and to develop and implement relevant policies and strategies which reflect the expectations of the Council. d) To develop relationships with other statutory, voluntary and private sector organisations as necessary, to ensure that the Council fulfils its role in the community effectively, and ensure that all relevant viewpoints contribute to development and decision-making. MAIN DUTIES AND RESPONSIBILITIES 2. a) To manage and secure Best Value and continuous improvement from the resources allocated to the Integrated Transport Unit (including acting as the resource centre manager), using agreed corporate systems and processes. b) To procure and manage the provision of cost effective and safe services including schemes to regulate on street parking and waiting, the enforcement of parking and traffic regulations, park and ride and commissioning consultancy services. c) To work as an effective member of the Integrated Transport Unit Management Team to ensure common issues are addressed coherently and effectively, contributing to the Integrated Transport Unit service plan. d) To develop policies for all areas of parking, moving traffic offences and parking enforcement for which the county is responsible so that the Council meets its obligations under all relevant legislation. e) To oversee all aspects of assessing, authorising, consulting upon and introducing parking schemes working with external partners, members, consultants and other stakeholders as necessary. f) To ensure that obligations in Agency Agreements are met, working with the districts to monitor and improve policies and services so they are affordable, fair and effective g) To ensure that corporate policy and budgetary standards are complied with in service delivery, including systematic processes of operational planning, monitoring and review where required. To monitor on-street income and review charges for parking, enforcement, park and ride and other services so that they support the Council’s transport and financial strategies. h) To coordinate the Integrated Transport Unit’s response to formal consultations on operational, strategic, and development coordination matters relating to parking, Civil Parking Enforcement and park and ride. i) To support the Passenger Transport & Parking Manager in the development and implementation of the Council’s emergency management responsibilities. j) To apply effective performance management techniques, following Council policies and using appropriate systems. k) To maintain customer awareness and focus in all aspects of service planning and delivery, to ensure that services are responsive to the needs of customers and consistent with national and local objectives. l) To ensure that services are arranged and delivered in a manner that supports and complies with the Council’s equal opportunities policies and objectives, national performance frameworks and standards, and to keep abreast of national developments that should influence local policy and service delivery. m) To take responsibility for ensuring that the development, appraisal and management of staff is planned and implemented for the Integrated Transport Unit in order consistently to meet agreed outcomes for the achievement of the Council’s objectives. n) To participate in strategic or cross-cutting projects, to ensure a corporate approach to problem solving and an integrated service to customers (internal and external). o) To provide specialist professional advice to the Council, members and working groups to ensure that the Council’s statutory and service obligations are fulfilled, producing management and committee reports and attending meetings as required. p) To adhere to all health and safety instructions and to take all reasonable care not to do anything that might endanger yourself or others and to report to your line manager any dangerous situations in the workplace or any shortcomings in health and safety arrangements. q) To ensure that in delivering the service a high priority is given to the management of health and safety and that they carry out their legal responsibilities for ensuring that risk assessments are made and action taken; that appropriate information, instructions, training and supervision is made to ensure the health and safety at work of those employees for whom they are responsible. Other duties and responsibilities To undertake available training opportunities and show a commitment to continuous development, to maximise your potential and ensure the efficient and effective delivery of County Council services. Deputise for Senior Managers as required. Undertake such additional duties, commensurate with the grading of the post as and when required. QUALIFICATION/EXPERIENCE Proven experience of delivering challenging business plans and achieving performance targets. Good political awareness and sensitivity. Experience of problem solving and innovation and both demonstrate, and imbue your team with a flexible and adaptable approach to challenges. Demonstrate excellent personal and inter personal skills including team building, communications, motivation, leadership and the ability to develop and maintain effective partnership working are essential. Have proven leadership and management ability including financial management and staff leadership and political awareness. An appropriate professional or management qualification with experience of managing on-street parking services under a decriminalised/civil enforcement regime. A successful management track record with experience of delivering challenging business plans, using good negotiation skills and project management to achieve performance targets. Good political awareness and sensitivity. SUPERVISORY RESPONSIBILITY 4. Responsible for staff and resources allocated by the Authority to the post holder’s areas of responsibility. Under the provision of the Local Government & Housing Act, 1989 this post is regarded as being politically restricted. It is a requirement that there is no smoking in the workplace. Certain “out of hours” duties will be required in the normal course of duties. From time to time, the post holder will be required to work from home. Essential car user allowance applies.
