Job Description

I.

TITLE

Associate Executive Director (AED)

II.

STATEMENT OF RELATIONSHIPS

A.

Immediate Supervisor: Executive Director (ED);

B.

Supervision Provided: CoARC full and part-time staff/employees/consultants as may be delegated by the Executive Director;

C.

Working Relationships: CoARC Executive Office (EO) Staff, CoARC Board members, program key personnel and faculty, Collaborating and Participating Organizations,

Association of Specialized and Professional Accreditors (ASPA) and its member organizations, and Council on Higher Education Accreditation (CHEA);

D.

Working Conditions: This is full-time exempt position requiring some weekends and evenings; ability to travel is required (i.e., to attend all CoARC Board meetings and other travel as may be required at the request of the ED or Board in support of

CoARC’s mission).

III.

SUMMARY

The Associate Executive Director is responsible for:

A.

Providing leadership, advice, and counsel to the ED and the Board on the full range of CoARC programs and activities; in addition, the incumbent serves as the principal deputy for the ED on all aspects of the corporation’s operations, according to the strategic direction set by the Board and assumes the responsibilities of the ED or

AED/DFO in their absence (see CoARC ED and AED/DFO Succession Plans);

B.

Providing professional assistance and consultative guidance to Board Referees and programs on matters pertaining to the initiation and maintenance of accreditation as well as the accreditation review process. This includes but is not limited to the following areas: administrative review and management of applications, self-studies, substantive changes, as well as review of annual reports, including review of analyses and action plans and resource assessment matrices, validation, etc.;

C.

Other duties and special projects as may be assigned at the discretion of the

Executive Director.

IV.

SPECIFIC DUTIES AND AREAS OF RESPONSIBILITY

Leadership

 Assist the ED and Board in developing a vision and strategic plan to guide the organization;

 Identify, assess and inform the ED and Board of internal and external issues affecting the organization;

 Act as a professional advisor to the ED and Board on all aspects of the organization’s activities;

Foster effective teamwork between the Board, the EO staff and the ED;

 Act as a spokesperson for the organization as delegated by the ED;

Conduct official correspondence on behalf of CoARC as delegated by the ED.

Administration

 Meet with the ED on an as-needed basis;

Execute, in an expeditious manner, decisions and directives established by the ED and the Board, except when specifically assigned to others;

Assist the ED with ensuring that the operation of the organization meets the expectation of the Board;

Accomplish, on a timely basis, the administrative policies and directives approved by the Board;

Draft organizational policies for approval by the Board, prepare procedures to implement the policies, review existing policies and forms, and recommend changes to the Board as delegated by the ED;

Assist the ED with recruitment and hiring of staff;

 Provide reports to affiliated agencies as requested by the ED.

Consultation and Guidance

Assist Board and EO staff with responding to inquiries from sponsors and accredited programs on how to apply and interpret policies and procedures, particularly related to the initiation and maintenance of accreditation, specifically:

Initiation of Accreditation

Interact proactively with programs interested in seeking CoARC accreditation to insure that they have adequate information regarding the process, the standards, and the review process and timeline;

Provide feedback to programs submitting Letter of Intent (LOI) applications to ensure that all required documentation is submitted, accurate, and complete;

 Conduct administrative reviews of LOI applications and provide guidance to program Referees on making final recommendations to the Board;

 Communicate results of all reviews to the assigned Referee and the ED.

Maintenance of Accreditation

In consultation with the assigned program Referee, provide feedback to programs submitting self-studies to ensure that all required documentation is submitted, accurate, and complete;

Conduct administrative reviews of self-studies and provide guidance to program

Referees on making final recommendations to the Board;

Review and provide feedback of the Referee’s Analysis of the Self Study Report and Referee’s Analysis of the Site Visit Report;

Communicate results of all reviews to the assigned Referee and the ED.

Substantive Changes and Annual Reports

Respond to inquiries regarding substantive changes, including changes in key personnel;

In consultation with the assigned referee (if applicable), provide feedback to programs submitting Applications for Substantive Change, including Changes in

Key Personnel, to ensure that all required documentation is submitted, accurate, and complete;

 Communicate results of all reviews to the assigned Referee and the ED;

 Assist the ED in conducting administrative reviews of submitted annual reports.

Board of Commissioners Liaison

Attend all Board meetings;

Attend all Committee meetings as delegated by the ED;

Oversee implementation of all Board’s short- and long-range directives, policies and procedures, as delegated by the ED and Board;

Assist the ED with facilitating the work of the Board and its committees by developing resource materials, providing appropriate information and reports, and assisting committee chairs as necessary;

Assist the ED in identifying and setting goals and objectives for the organization.

Communications/Community of Interest Relations/Advocacy

Assist the ED in maintaining an effective system of communications throughout the organization;

Respond to public inquiries on the accreditation process, the accreditation status of programs, and the implications for eligibility to the credentialing exam system;

Communicate with communities of interest to keep them informed of the work of the organization, as delegated by the ED and Board;

Be available for public speaking engagements as delegated by the ED and Board.

Risk Management

Assist the ED and Board in identifying and evaluating the risks to the organization’s people, property, finances, goodwill and image.

V. CONFLICT OF INTEREST

The AED should make every effort to avoid conflicts of interest. An appearance of conflict exists when a reasonable person would conclude from the circumstances that the employee’s ability to perform official duties is compromised by personal interests.

VI. HONORARIA AND GIFTS

Honoraria and gifts from speaking engagements or activities related to the official duties and responsibilities must be disclosed in writing to the ED who will share that information during each subsequent Executive Committee Meeting.

VII. NEPOTISM

The AED shall not advocate or cause employment or appointment of a family member of any employee of CoARC to an office or position within the CoARC and its subsidiaries.

VIII. DUAL EMPLOYMENT AND BOARD SERVICES

The AED shall not serve for compensation at any other corporation or organization unless prior approval and written consent is provided by the ED. Such approval, if granted will be for a limited basis requiring annual approval by the Board. Voluntary, pro bono services on behalf of other non-profit organizations may be permitted so long as services to such organization would not have the potential to cause a conflict and do not impair the employee’s ability to perform the duties and responsibilities.

IX. POLITICAL ACTIVITIES

If the AED wishes to engage in any political activities, it shall be done using personal time and personal resources subject to all applicable federal, state and local laws and

X. shall not be on behalf of CoARC or its subsidiaries.

QUALIFICATIONS

Education

 Master’s Degree from a regionally accredited institution required. Earned doctorate preferred, but not required for consideration.

Experience

Ten (10) years’ experience as a Program Director (PD) and/or Director of Clinical

Education (DCE) at an accredited Respiratory Therapy program required. Prior management experience (e.g. budget, personnel, strategic planning, and nonprofits).

 Site visitor experience.

Professional Credentials and Membership

Valid Registered Respiratory Therapist (RRT) Credential;

Current membership in related professional organizations.

Knowledge, Skills and Abilities

Knowledge of CoARC-accredited programs, Policies, Standards and activities;

Knowledge of current higher education institutions and opportunities relating to the mission of the organization;

Effective project management and organizational skills (set goals and objectives, set and meet deadlines, prioritize work tasks, and accomplish them expeditiously);

Effective written and oral communication skills;

 Ability to define problems, collect data, establish facts and draw valid conclusions; exhibit independent judgment in the development, implementation and evaluation of plans, procedures and policies;

 Proficiency in performing multiple tasks and meeting deadlines;

 Ability to operate in a collegial environment;

 Ability to represent self and the organization in a professional manner;

 Ability to recognize the volunteer nature of the Board.

XI. PHYSICAL REQUIREMENTS

Must be able to lift up to 25 pounds, 40 inches high without the aid of another person and up to 50 pounds with assistance;

Must be able to sit and/or stand for up to eight hours at a time while performing work duties;

 Must be able to bend, stoop, push and pull in the performance of office-related duties;

 Must be able to use fingers bilaterally and unilaterally (one-handed) to unload boxes and operate office equipment, such as computer, printer, copier, etc.;

 Must have vision and hearing corrected to be able to legally operate a vehicle in various environmental and traffic conditions;

 Must be able to travel by air, as needed;

 Must be able to maintain balance and climb three to five feet on a ladder in order to retrieve supplies, store boxes and complete routine office-related duties.
