Observations:


Increase in CO code assignments as compared to 2008 and 2009.
 January and February 2010 had over 250 assignments; March had over 350
assignments; April had less than 140 codes assigned.
Significant decrease in quantity of returns/reclamations.
NPA Assignment Activity
Four (4) area codes have been assigned in 2010:




NPA 539 was assigned as the relief area code for the Oklahoma 918 NPA. (PL-403)
NPA 929 was assigned as the relief area code for the New York 347/718 NPAs. (PL402)
NPA 873 was assigned as the relief area code for the Quebec, Canada 819 NPA.
NPA 365 was assigned as the relief area code for the Ontario, Canada 289/905 NPAs.
Three (3) area codes have been placed in service since the beginning of 2010:
 NPA 458 (Oregon) went into service on February 10, 2010 in relief of the 541 area code.
 NPA 470 (Georgia) went into service on February 26, 2010 in relief of the 404/770/678
NPA overlay complex.
 NPA 343 (Ontario, Canada) went into service on May 15, 2010 in relief of the 613 area
code.
There are three (3) area codes with future 2010 in service dates:



NPA 938 (Alabama) to overlay NPA 256 on July 10, 2010. Mandatory ten-digit dialing
will begin June 5, 2010. (PL-389)
NPA 534 (Wisconsin) to overlay NPA 715 on August 14, 2010. Mandatory ten-digit
dialing will begin July 17, 2010. (PL-384)
NPA 579 (Quebec, Canada) to overlay NPA 450 on August 21, 2010. (PL-401)

NPA Relief Planning
Status of NPA Codes Exhausting Within 36 Months (report attached)
There are no NPAs currently projected to exhaust within the next 12 months. Below is a
summary of other NPA relief planning activities.
Other NPA Relief Activities

PA 570, 717 and 814 NPAs – Public input hearings were conducted for these three NPA
codes from February through April, 2010.

NE 402 NPA – On September 15, 2009, the Nebraska Public Service Commission approved
an all-services overlay as the relief method for the 402 NPA. The new 531 NPA will serve
the same geographic area currently served by the existing 402 NPA. Permissive seven-digit
or ten-digit dialing begins June 26, 2010. Mandatory 10-digit dialing begins February 26,
2011. The new 531 NPA is effective March 26, 2011. (PL-397)

OK 918 NPA – On January 4, 2010, the Oklahoma Corporation Commission approved an allservices overlay as the relief method for the 918 NPA. The new 539 NPA will serve the
same geographic area currently served by the existing 918 NPA. Permissive 10-digit local
dialing starts August 7, 2010. Mandatory ten-digit dialing starts March 5, 2011. (See PL403).

NY 718/347 – On January 7, 2010, the State of New York Public Service Commission
ordered an overlay of the 718/347 NPA and NANPA assigned the 929 NPA. No permissive
dialing is necessary since ten-digit dialing is already in place. Network preparation and
customer education will start July 16, 2010 and be completed by March 19, 2011. (PL-402)

AR 870 NPA – The Arkansas PSC ordered an overlay of the 870 NPA and NANPA assigned
the 327 NPA in December 2009. Permissive seven-digit or ten-digit dialing starts on October
20, 2012. Mandatory ten-digit dialing begins April 20, 2013. The new 327 NPA is effective
May 18, 2013. (PL-400)

Sint Maarten 721 NPA – The Regulatory Authority of the Government of Sint Maarten, NA
requested the introduction of the 721 NPA be delayed. A new schedule has not yet been
developed. Another planning letter will be issued when the Authority has established new
dates for implementation. (PL-404)

NANPA Change Orders
Change Order 18 – This change order was approved by the FCC on February 19, 2010.
Implementation is targeted for the fall of 2010.
This change order requires NANPA to compare thousand-block (NPA-NXX-X) assignment data
obtained from the Pooling Administrator (PA) with the utilization data collected from service
providers during the semi-annual Number Resource Utilization and Forecast (NRUF) reporting
process. Through this comparison, NANPA is to identify the assigned thousand-blocks for which
no utilization data was provided and contact the service provider to which the block is assigned to
request that it submit appropriate utilization information. NANPA is to also identify those
instances where a service provider indicates on their NRUF submission that a thousand-block was
donated to the PA but the PA block assignment data shows the block is assigned to the service
provider.
Other NANP and NANPA News

The 2009 NANPA Annual Report was posted to the NANPA website on March 30, 2010.

The 1Q10 NANPA Newsletter was posted on the NANPA website (www.nanpa.com) in
early April. It can be found under Publications, Newsletters.

The April 2010 NPA and NANP exhaust projections were posted to the NANPA website on
April 30, 2010.

NANPA Public Website Training - NANPA is conducting training concerning the public
website. Three (3) training sessions (April 26, May 10 and May 18) have been held. This
training is a result of feedback received from the 2009 NANPA operational review session.
