The National Planning Authority (NPA) was established by an Act of Parliament No.15 of 2002 in compliance with article 125 of the Constitution
of the Republic of Uganda (1995). Accordingly NPA is the principal statutory agency responsible for the management of national and
decentralized development planning in Uganda. The primary function of the Authority is to produce comprehensive and integrated development
plans for the country elaborated in terms of the perspective Vision, Long and Medium-term Plans.
Through its external sourcing strategies and career offers NPA Executive Authority is desirous of filling selected vacancies to strengthen its
human resources capacity through external public advertisement and has planned to recruit dynamic and self-motivated professional
individual to complement its current staff in the effective and efficient implementation of its mandate. The offer is open to an interested
professional individual with the required qualifications, experience, competencies, skills and the right work attitude. A competitive and attractive

Main Functions: To assist NPA with the coordination

development of infrastructure in Uganda, particularly in the
areas of transport ( railways, roads, road transport, marine,
air, industrial parks and social amenities), communication,
energy, water supply and sewerage.
He also handles coordination and harmonization
development planning issues related to physical planning,
lands, housing and urban development at all levels in the
country including provision of technical advice to sectors on
these issues.
Duties and Responsibilities:
 Guide efficient provision of infrastructure in Uganda
through effective development planning and resource
utilization.
 Working in collaboration with the relevant
stakeholders, ensure that the respective sector plans
are consistent with the National Development Plan and
Vision 2040 and that they match with the aspirations of
the growing population.
 Ensure integrated planning studies and advise
planning and provision of infrastructure ahead of other
units.







reliability of infrastructure and utility services.
Advise on measures for enhancing private participation
and investment in infrastructure provision.

implementation of infrastructure programmes and
projects to achieve the policy objectives, monitor and
evaluate their achievements.
Undertake research on infrastructure related
development issues such as interconnectivity both
internally and regionally for facilitating trade, costs of
undertaking different infrastructure projects,
comparative costs associated with unit model transport
and other related issues.
Head the Strategic Planning of Science, Technology,
Engineering, innovation, industrial growth and
development of the country Working in collaboration
with the relevant stakeholders, to study, monitor and
evaluate the status of physical planning, land
management, housing and growth of Urban Centers in
the country.
Ensure adherence to set infrastructure and physical
planning standards through participation in sector
implementation planning and monitoring.
Perform any other duties as may be directed from time
to time.

 Monitoring and Evaluation reports on the status of
planning and provision of infrastructure in the country

 Implementation of infrastructure projects that are
informed by NPA analysis
Person Specifications/ Qualifications
 Minimum qualification of a masters’ Degree in Civil
Engineering, Architecture or a closely related discipline
from a recognized university.
 Postgraduate training in transport economics/
planning, energy development or a closely related
discipline will be desirable.
 Working experience of at least 10 years in
infrastructure engineering, planning and development
or closely related area, 5 of which at a Senior level in a
reputable institution/organization.
 Experience in managing donor funded infrastructure
projects.
 The applicant must be a registered Engineer with at
least 3 years of post-registration with the Uganda
Engineers Registration Board.
