Student Government Constitution
Preamble
We, the Student Council of Walton Verona High School, in order to serve as an effective voice
and governing body of the students to facilitate cooperative efforts and to aid in the development
of student activities, do hereby organize and establish this constitution for the governing Student
Body at Walton Verona High School.
Article I
Walton Verona High School Student Body Constitution
Section 1.
Name
The name of this organization shall be the Walton Verona Student Council

Purpose of the Council

To represent students in the exchange of ideas with the school administration.
To promote cooperation between students and faculty.
To work to improve the school and school programs.
To improve school spirit by stimulating participation in school activities.
To foster a closer relationship between student government and various class
governments.
Article III
Membership
Section 1.
Section 2.
All enrolled students of Walton Verona High School are members of the Student
Body
The Student Council consists of the following elected members of the Student
Body all serving one year terms. No term limitations will be set.
Executive Committee:
Student Council President – Senior Position
Student Council Vice President – Junior or Senior Position
Student Council Secretary – Junior or Senior Position
Student Council Treasurer – Junior or Senior Position
Student Council Historian – Sophomore or Junior Position
Student Council Public Relations – Junior or Senior Position
Student Cabinet:
Freshman Class Officer designated by the officer elected with the most votes
Sophomore Class Officer designated by the officer elected with the most votes

Article IV
Powers and Duties of the Student Council
Section 1.
The powers and duties of the student council.
A. To examine the Walton Verona High School Student Government Constitution
and understand what it contains and how it affects the Student Body,
interpreting the meaning in case of dispute.
B. To approve the yearly budget for the Student Council at the beginning of the
school year.
C. To assign jurisdiction among the bodies of Student Council, in case of dispute
over any responsibilities not expressly delegated to one certain body.
D. To fill all vacancies of Student Council offices by the means stated in the
election rules.
E. To maintain communication between students and administration on matters
concerning the general Student Body.
F. To be present at scheduled meetings and activities.
G. To support projects voted on by the Council.
H. To represent their electorates and the school community to the best of their
abilities.
I. To add a student perspective to the School Based Decision Making
(SBDM)Council through representation at SBDM meetings.
Section 2.
Duties of Members of Student Council.
A. Student Council President
1. Represent the Student Body at all school district and civic meetings or
events.
2. Encourage, teach and guide council meetings so that the goals of the
council are met.
3. Schedule regular cabinet and council meetings.
4. Preside at all cabinet and council meetings.
5. Keep in regular contact with all committees to monitor progress.
6. Act as ex officio member of all committees.
7. Be the liaison with administration, staff and community.
8. Maintain close and regular communication with the Council Advisor.
9. In consultation with the advisor: appoint and determine duties of all
officers and committees and appoint members to various committees.
10. Call special meetings of the council when necessary.
B. Student Council Vice President
1. Perform all duties assigned him/her by the President
2. Assume duties of the president in the absence of the President.
3. Supply members with an up-to-date constitution.
4. In charge of all committees.
C. Student Council Secretary
1. Take minutes of all Student Council meetings and distribute to Council
and Cabinet members.
2. Take and record attendance at all meetings.
3. Handle incoming and outgoing correspondence.
4. Maintain files and records of all council business.
5. Post minutes in a public forum.
D. Student Council Treasurer
1. Maintain ledger and files of all financial transactions.
2. Assist in the preparation of the yearly budget.
3. Works with the advisor to oversee the collection of all money, provide
receipts, count and record totals in the ledger.
4. Make a financial report at all Student Council meetings.
E. Student Council Historian
1. Research past history of WVHS Student Government.
2. Record past and present history of Council activities.
3. Collect artifacts (pictures, correspondence, newspaper articles etc.) and
maintain a Council scrapbook
F. Student Council Public Relations
1. Promote the work of the Student Council within the school and within
the community.
2. Provide news releases and pictures about activities to media.
3. Create/Maintain a Student Council Website
4. Prepare publicity materials for events.
Section 3.
Meetings
A. All meetings shall be chaired by the president of the Student Council. In the
event of an absence, the next highest ranking officer shall preside.
B. All meetings must be conducted by Robert’s Rules of Order
C. The officer in control of each meeting shall be responsible for protecting the
right of all members to voice their opinions on issues under discussion.
D. All members of the Student Council (Executive Committee and Student
Cabinet) have one vote on questions pending.
E. A majority of the members of Student Council shall constitute a quorum and
the Council members cannot vote unless there is a quorum.
F. All members are entitled to one vote on Student Council issues unless
otherwise stated by the Council President with advisor approval.
G. All meetings of the Student Council are open to the Student Body.
Article V
Student Council Elections
Section 1.
Election Committee
A. The election committee shall consist of all graduating seniors on Student
Council.
B. No person involved with any candidate’s campaign (i.e. brother, sister) may
serve on the election committee.
Section 2.
Powers of the Election Committee
A. Conduct voter registration drive.
B. Establish and communicate election procedures on a yearly basis.
C. Check eligibility of each candidate before placing his or her name on the
ballot.
Section 3.
Student Council Elections
A. Student Body Participation
1. Voter registration is required to participate in the election
process (candidate and voter).
2. Student Council Executive Committee Officer Elections will be held on
the last Friday of March..
3. Individual Class Officer Elections will be held on the last Friday of April.
B. Candidate Qualifications
1. Candidate must have been enrolled since the fall semester of previous
calendar year at WVHS
2. Candidate must have a 95% attendance rate.
3. Candidate must have at least a C average academically.
4. Candidate must have had no level 3 discipline referrals during the current
school year.
C. Intent To Run
1. All candidates shall submit a signed filing sheet three (3) weeks
prior to the election.
2. Candidates must declare intent to run for only one Executive Committee
office.
3. Students may only hold one office (Student Council or Class Officer) per
school year.
Article VI
Advisor
Section 1.
Section 2.
The Student Council Advisor shall be appointed by the Principal.
The Advisor shall support the Student Council Officers lending leadership
training and supervision.
Article VII
Amendments
Section 1.
Section 2.
A Constitutional Amendment may be proposed by a two-thirds vote of the
Student Council or by a student petition signed by 25% of the Student Body.
Each proposed Amendment will be voted upon by the Student Body and must
receive 51% of the votes cast to pass.
Article VIII
Initiative, Recall and Impeachment
Section 1.
Initiative
On a written petition of one-third (1/3) voting members of the Student Council or
ten percent of the members of the Student Body, the Student Council shall take
immediate action on any matter of school interest referred by such a petition.
Section 2.
Recall (Student Council and All Class Officers)
A. Any officer, upon a petition of 25% of their constituents, shall be subject to
recall vote, which will be open to the constituents.
B. Before the recall vote, the officer in question shall be given the opportunity to
speak before an assembly of the constituents.
C. A majority of those votes cast is required to remove an officer.
Section 3.
Impeachment (Student Council Executive Committee and Student Cabinet)
A. Student Council members, upon petition of one-third (1/3) of the Student
Council, shall be subject to an impeachment vote.
B. Before the final vote, the officer shall be given an opportunity to speak
before the Student Council.
C. A three-fourths (3/4) vote of the Student Council is required to remove the
officer from office.
D. Not more than five days after an officer has been removed, a committee
appointed by the Student Council must select , by interview, a person to fill
the vacant office. If a Student Council President is impeached, the remaining
Vice President will replace the impeached President.
E. An impeached officer may not run for any other office which is party of the
Student Council for a least one calendar year from date of impeachment.
F. Examples of impeachment grounds may be: a failure to perform assigned
duties and/or failure to maintain candidate qualification standards.
