snow-fall as they joined together for our annual celebration of the Christmas Holiday Season.
Our Fifth Annual Holiday Jazz Brunch was held at t the Renaissance Baltimore Harborplace Hotel by Marriott, 202 E. Pratt

Our Holiday Jazz Brunch featured an abundant selection of savory breakfast dishes pleasing to all palettes! Our menu included

sausage, breakfast potatoes, lox with the fixings, hot & cold cereals, freshly prepared pastries, bagels, toast, assorted yogurts and

The U.S. Government is operating by the financial authority of the Continuing Resolution, as we await an approved Budget.
Mandated Sequestration requires a 5-6% cut to the Academy Budget appropriation. The USMMA Budget requested is
approximately $ 81 Million, which includes $ 14 Million for the Capital Improvement Project (CIP)… less 5% per Sequestration.

Government Funding Measure Preserves Maritime Security Program Fleet
Excerpted… The bill to reopen the government and avoid default also has restored needed funding for the Maritime Security
Program (MSP). Under the bill, which was signed into law by President Barack Obama Oct. 16, (2013) MSP funding is preserved
at a level sufficient to preserve MSP’s entire 60-ship flag fleet.
Without these revenues, four ships were expected to be immediately removed from the fleet, according to an Oct. 17 release from
the office of U.S. Rep. John Garamendi, D-Calif., the ranking member of the House Transportation and Infrastructure
subcommittee on coast guard and maritime transportation.
The MSP is run by the Maritime Administration (MARAD) and maintains a modern U.S.-flag fleet that provides access to vessels
and vessel capacity, as well as a global, intermodal transportation network. The fleet costs $186 million, or $3.1 million per ship, to
operate for the fiscal year.
“The government shutdown was incredibly destructive to our economy, disrupting the lives of millions of Americans and shaking
investor confidence. Our economy lost $24 billion during this pointless and preventable 16-day crisis,” Garamendi said. “However,
there was a sliver of good news. The bill we voted on reinstates enough Maritime Security Program funding to preserve MSP’s
entire 60-ship flag fleet. Our service members in conflict zones abroad depend on this fleet; it is money well spent.”
Garamendi has advocated for increased funding for the MSP in meetings with the Office of Management and Budget, MARAD
and other members of Congress.
The MSP program is a critical component of America’s sealift capability. During the Iraq and Afghanistan wars, MSP vessels
carried 95 percent of the military’s waterborne cargoes. The U.S. Transportation Command has estimated that it would cost the
United States $13 billion to replicate the MSP fleet and an additional $52 billion to replicate the intermodal system built,
maintained and continuously upgraded by MSP participants, according to Garamendi’s release.

On October 8, 1996, the President signed the Maritime Security Act of 1996 establishing the Maritime Security Program (MSP) for
Fiscal Years (FY) 1996 through 2005. On November 24, 2003, the President signed the National Defense Authorization Act for
Fiscal Year 2004, which contained the Maritime Security Act of 2003 (MSA 2003) reauthorizing the MSP for FY 2006 through FY
2015. The MSP final rule which implements MSA 2003 is published at 70 Federal Register 55581-55597, September 22, 2005.
The MSA 2003 requires that the Secretary of Transportation, in consultation with the Secretary of Defense, to establish a fleet of
active, commercially viable, militarily useful, privately-owned vessels to meet national defense and other security requirements.
MSA 2003 authorizes $156 million annually for FYs 2006, 2007, and 2008; $174 million annually for FYs 2009, 2010, and 2011;
and $186 million annually for FYs 2012, 2013, 2014 and 2015 to support the operation of 60 U.S.-flag vessels in the foreign
commerce of the United States. Participating operators are required to make their ships and commercial transportation resources
available upon request by the Secretary of Defense during times of war or national emergency.
The MSP maintains a modern U.S.-flag fleet providing military access to vessels and vessel capacity, as well as a total global,
intermodal transportation network. This network includes not only vessels, but logistics management services, infrastructure,
terminals facilities and U.S. citizen merchant mariners to crew the government owned/controlled and commercial fleets .

- MARAD Ship Disposal Program
As of November 11, 2013 the 200th Vessel of the National Defense Reserve Fleet (NDRF) has been contracted for scraping.

The Maritime Administration maintains the National Defense Reserve Fleet as a reserve of ships for defense and national
emergencies. There are three fleet sites: the James River Reserve Fleet at Fort Eustis, Va.; the Beaumont Reserve Fleet in
Beaumont, Texas; and the Suisun Bay Reserve Fleet at Benicia, Calif. When ships are no longer considered useful for defense or
aid missions, the Maritime Administration arranges for their responsible disposal.

The Federal Property and Administrative Service Act of 1949 the Maritime Administration serves as the U.S. Government’s
disposal agent for merchant type vessels of 1,500 gross tons or more. Until 2001 the primary method of disposal for obsolete
NDRF vessels was vessel sales through competitive sealed bidding.
In 2001 Congress passed the Floyd D. Spence National Defense Authorization Act (the DOD Authorization Act, FY 2001), which
authorized the Maritime Administration to use appropriated funds for the procurement of ship dismantling and recycling services.
Since then the Maritime Administration’s Ship Disposal Program has utilized vessel sales and ship recycling services as the
primary means to dispose of obsolete NDRF vessels. The Program has included artificial reefing, ship donation and SINKEX
(sink at-sea live-fire training exercise) as additional vessel disposal options.
The resultant funds $$ from the MARAD Ship Disposal Program is provided to MARAD for the following uses:
-- 50 percent for the upgrade of additional Ready Reserve Force Vessels
-- 25 percent for maritime heritage use, such as improved exhibits at the American Merchant Marine Museum at Kings Point.

- Training Vessel KINGS POINTER Update
The T/V KINGS POINTER upgrade was completed at the shipyard in Jacksonville, FL in November, 2013. She is now lay-berthed
at Ft Eustis, VA. The vessel will take its rightful position at the Academy Malloy Pier, once the pier upgrade is completed in
March, 2014. A celebration event is currently being planned, to be held in Washington, D.C. or the Port of Baltimore.

KINGS POINT, N.Y. – Last month the United States Merchant Marine Academy’s (USMMA) newest training vessel, the T/V Kings
Pointer, made her maiden voyage from Jacksonville, FL to Ft. Eustis, VA. The vessel was fully crewed by professional mariners
plus a group of cadets earning sea days toward their United States Coast Guard (USCG) licenses. These midshipmen are the first
“Kings Pointers” to obtain sea days during the vessel’s first dedicated training mission. “We are very pleased to offer our
midshipmen an introduction to dynamic positioning (DP) as part of their Sea Year experience,” said Rear Admiral James A. Helis.
“Time spent aboard the Kings Pointer will complement and enhance the overall experience that every Kings Point cadet receives
during their 300 or more days aboard commercial and military vessels.”

Progress in our Capital Improvement Program
November 25, 2013. Mallory Pier continues to make significant progress and will be ready when the T/V Kings Pointer returns in
the spring. The Academy’s newest training vessel left Florida last weekend and arrived at the James River. This was the first of
many training voyages before she arrives at her home port in Kings Point.

The new pier will have a maximum draft of 12 ft. and will accommodate the U.S. Merchant Marine Academy's Training Vessels
including the TV Kings Pointer and TV Liberator, U.S. Coast Guard vessels from Station Kings Point, and other visiting
government, military and educational vessels. The entire project is coming in at about $1 million under the estimated cost at $12.5

Transportation Investment Generating Economic Recovery (TIGER) is a supplementary discretionary grant program included in
the American Recovery and Reinvestment Act of 2009. The legislation provides $1.5 billion for a National Surface Transportation
System through September 30, 2011, "to be awarded on a competitive basis for capital investments in surface transportation
projects". TIGER IV (2012) - The fourth round of TIGER funding—close to $500 million—went to 47 transportation projects in 34
states and the District of Columbia. For fiscal year 2012, Democratic districts won projects that concern ports, multimodal
transport, and freight rail transport; receiving 24% of total funds, rural areas also performed strongly.

The U.S. Department of Transportation’s Maritime Administration (MARAD) released a study on shipping patterns and industry
costs that will help the United States prepare for the anticipated impact on its ports, waterways and intermodal freight systems
from the Panama Canal expansion. The expansion of the Panama Canal, scheduled for completion in 2015, will give much larger
vessels, called “Post Panamax” vessels, greater access to the U.S. ports on the East and Gulf coasts.
“America’s ports keep our economy moving,” said U.S. Transportation Secretary Anthony Foxx. “This study can serve as a
compass to guide our port investments in the Post Panamax world so our nation’s ports can accommodate larger vessels and
help maintain our global competitiveness.”
The Panama Canal Expansion Study, the first of a two-part study, found the integration of Post-Panamax vessels into U.S. trade
lanes will have substantial implications for the nation’s shippers, ports and surface freight corridors, particularly along the East
Coast, Gulf Coast and inland states located east of the Mississippi River. In addition, more cost-effective service generated by the
larger vessels could improve the ability of some U.S. exports, like grain, coal, petroleum products and liquefied natural gas, to
compete in global markets. In addition, the report noted that shifts in shipping patterns impacting the national transportation
system will occur slowly and over time.
“Preparation is the key, and we’re already seeing it,” said Acting Maritime Administrator Paul “Chip” Jaenichen. “Increased cargo
means expanded capacity, and forward-looking ports are deepening their harbors and improving their intermodal connections,
often with the help of the Obama Administration’s programs, such as the competitive TIGER (Transportation Investment
Generating Economic Recovery) Grant program.”

Infrastructure investment and the development of the nation’s ports and waterways have been among President Obama’s top
priorities since the first day of his Administration and are major components of his proposal to support middle class jobs. Since
2009, the Obama Administration has directly invested more than $400 million in infrastructure projects at 33 U.S. ports in 22
different states through the TIGER program alone, all to improve the condition, efficiency and capacity of the nation’s ports,
including roads, rail and waterside corridors that connect them with producers and consumers.
Some anticipated infrastructure development needs are currently being met as part of the Obama Administration’s “We Can’t
Wait” economic initiative, which expedites the permitting and review process for regionally significant infrastructure projects. To
date, the Administration has expedited seven infrastructure projects to help modernize and expand five major U.S. ports, including
the Port of Jacksonville, the Port of Miami, the Port of Savannah, the Port of New York and New Jersey and the Port of
Charleston.
- MARAD National Maritime Strategy Symposium January 14-16, 2014
Chip discussed the upcoming symposium, and the impact of a coherent strategy upon U.S. trade and workforce opportunities.
National Maritime Strategy Symposium. The Maritime Administration (MARAD) will publish a Federal Register Notice on Oct.
28 inviting the public and other Marine Transportation System stakeholders to participate in a discussion intended to develop a
robust national maritime strategy. The purpose of this public meeting is to gather ideas for improving, expanding and
strengthening key aspects of the marine transportation system. The notice also requests speaker and topic proposals for the
public meeting’s agenda. This public meeting will take place from 9:00a.m. to 4:30p.m. daily, January 14 through January 16,

- MARAD Ship M/V Cape Ray (T-AKR 9679) – Syrian WMD Disposal
The M/V Cape Ray, a MARAD RRF Ship (Roll On – Roll Off) RORO is being employed by DOD & DOT for the purpose of Syrian
WMD disposal. They will employ a Hydrolosis Process to “neutralize” the chemiocal agents. The ship is being crewed by MEBA
& SIU. DOD will provide 100 personnel involved in the disposal processes. The U.S. Navy – Military Sealift Command (MSC) is
the vessel operator, and Keystone Shipping is the contract operator.

Pentagon prepares to destroy Syrian chemical weapons on US ship

The operation would be part of an agreement struck in September by Syria, the U.S. and Russia to eliminate Syria's deadly
chemical weapons stockpile by mid-2014. The U.S. is still waiting on the Organization for the Prohibition of Chemical Weapons,
the international group leading the destruction efforts, to formally approve the U.S. mission.
U.S. defense officials who briefed reporters at the Pentagon Thursday morning say the Motor Vessel Cape Ray, a ship owned
by the Department of Transportation, is currently being outfitted in Norfolk, Va., with a Field Deployable Hydrolysis System,
designed to dilute the chemical weapons stockpile.
These officials, who spoke on the condition of anonymity, say the FDHS was designed to be portable and will be tested at sea for
the first time later this month, only weeks before it's planning to embark.
Despite the limited time allowed for testing these officials say they are "comfortable" with the system, which has been successfully
tested on land at the Aberdeen Proving Ground in Maryland.
The system can fit into two standard-sized shipping containers and works by mixing the chemicals with water and bleach, and
storing that inert waste on board. All cleansing operations will happen below deck and according to these officials "absolutely
nothing will be dumped at sea."
Syria has hundreds of tons of so-called "priority one" chemicals weapons, mostly comprising the nerve agents mustard and sarin
as well as their component parts. "Priority two" chemicals will be removed by other international partners.
The plan, these official say, is to have a third party, most likely the Norwegians, remove the stockpiles from Syria and meet the
Cape Ray at a location outside Syria to transfer the material. It has not yet been decided where that meeting will take place, or
where the Cape Ray will be when it begins the process of destroying the weapons.
The Cape Ray will be outfitted with about 100 U.S. personnel, mostly DoD civilians and contractors, including some security.
These officials emphasized that at no point with the Cape Ray enter a Syrian port.

Acting Maritime Administrator
On June 4, Deputy Maritime Administrator Paul “Chip” Jaenichen was named Acting Maritime Administrator. He will serve in this
role until the appointment and confirmation of a new Maritime Administrator. Acting Maritime Administrator Jaenichen has been
with the U.S. Department of Transportation, Maritime Administration since July 2012 when he was appointed Deputy Maritime
Administrator by President Obama.
Captain Jaenichen was a career naval officer, retiring after serving 30 years as nuclear trained Submarine Officer in the U.S.
Navy. His final assignment was as Deputy Chief of Legislative Affairs for the Department of the Navy from October 2010 to April
2012. He served as Commanding Officer of USS ALBANY (SSN 753) from September 1999 to June 2002 and as Commander,
Submarine Squadron ELEVEN in San Diego, California from April 2007 to September 2008. His shore tours included assignments
as Director, Submarine/Nuclear Officer Distribution where he was responsible for career progression and assignment of over 5200
officers; as Officer-in-Charge of Moored Training Ship 635, one of two nuclear powered training platforms in Charleston, South
Carolina, where he was responsible for initial operational training and qualification of over 1200 officer and enlisted operators
annually; and as Chief, European and North Atlantic Treaty Organization (NATO) Policy Division on the Joint Staff where he was
responsible for military-to-military engagement on security cooperation and involvement in coalition operations with all 26 NATO
member nations.
Captain Jaenichen's hometown is Brandenburg, Kentucky. He earned a Bachelor of Science in Ocean Engineering from the
United States Naval Academy and a Masters in Engineering Management from Old Dominion University. His personal military
awards include the Defense Superior Service Medal, Legion of Merit (four awards), Meritorious Service Medal (three awards),
Navy-Marine Corps Commendation Medal (five awards) and the Navy-Marine Corps Achievement Medal (two awards). He lives in
Bowie, MD with his wife, Paula Auclair Jaenichen, who is a National Board Certified teacher.

In spite of the impending winter storm, the USMMA KP Alumni - Chesapeake Chapter the participated in its 7th Annual Wreaths
Across America – Veterans Honor Program, at the Maryland Veterans Vietnam Memorial, Middle Branch Park, 2825 South
Hanover Street, Baltimore, MD 21225. All participants were welcomed to join the KP Chesapeake Chapter and guests for
luncheon, immediately following the Veterans Wreath Laying Ceremony. Our guests were hosted by TE Subcom (formerly Tyco
Telecom – Cable Ship Company), 1001 E Mccomas St, Baltimore, MD 21230. We are grateful to the generous hosting and
support provided by Captain Jim Herron (NYMC ’91) – Managing Director, and Captain Jeffrey A. Hill, USCG (Ret.) (USCGA
Class of ’72) – Director Submersible Systems, TE SubCom.

welcomed our participants to the 7th Annual event. Hicks stated, “The Wreaths Across America story began over 22 years ago
when Worcester Wreath Company (a for-profit commercial business from Harrington, Maine) began a tradition of placing wreaths
on the headstones of our Nation's fallen heroes at Arlington National Cemetery.” “Over that period of time, Worcester Wreath has
donated many hundreds of thousands of wreaths which have been placed by volunteers in a wreath-laying ceremony each
December. All wreath-laying ceremonies are held concurrently on Saturday, December 14th, at 12:00 noon E.S.T. across the
U.S.A. Wreaths sponsored by individuals, businesses, and groups from communities Nation-wide. Wreaths will be placed in all 50
states, and at more than 24 national cemeteries on foreign soil.” In this 2013 Event, over 500,000 wreaths are being layed in
ceremonies at over 900 locations worldwide!
“For the first time in 2007, in addition to the 5 Armed Services, and the POW-MIA, ceremonial wreaths honoring U.S. Merchant
Marine Veterans were also donated.”
“I am pleased to state that USMMA KP Alumni Chapters across the country are participating in this program. Further, many KP

Sumner stated, “We are gathered here today at this memorial site and memorial sites all across America to remember that we are
one nation with one flag. We are all proud to be Americans that live in a free society made up of many people, many races, from
many walks of life. The freedoms we enjoy today have not come without a price. Lying here before us and in cemeteries
throughout this nation are men and women who gave their lives so that we can live in freedom and without fear. We can worship
as we see fit. We can raise our children to believe as we do. We can travel from one end of this great nation to the other and not
have to ask permission to go. We are free to vote for whomever we feel should be in government office and we answer to no one
but our own feelings. We have the right to succeed and we have the right to fail at whatever endeavor we wish to pursue.
The United States of America was founded on the ideals of Freedom, Justice and Equality. Our Nation stands as a shining beacon
of liberty and freedom to the world. We thank those who gave their lives to keep us free and we shall not forget you. We shall
remember.”

Tim Sumner (USMMA Class of 1966) - Chief Engineer and Veteran of the Viet Nam War & Desert Storm presented a holiday
wreath in honor of the 93,129 United States Servicemen from all branches of the service who last know status was either
Prisoners of War or Missing in Action. “These individuals have never returned to their families and homes. We shall not forget
you.”
This POW-MIA Wreath 2013 was dedicated to Kings Point graduate Stanley Willner ’43, who was the duty officer on the
SS Sawokla when it was torpedoed in the Indian Ocean on November 29, 1942. As a prisoner of war for three years, Stanley
worked as a slave building the notorious Burma railroad project which included the Bridge over the River Kwai.
Captain Jeffrey A. Hill, USCG (Ret.) provided the program concluding statement. Captain Hill stated, “The wreaths before you
represent our commitment as a United America to remember the fallen. We also want these holiday wreaths to symbolize our
honor to those who have served and are serving in the armed forces of our great nation and to their families who endure sacrifices
everyday on our behalf. To our children, we want you to understand the freedoms you enjoy today have not been free but have
come with a cost that someday, you may have to pay yourself. As a nation standing together, we can defeat terrorism, hatred and
injustice. Thanks to our Veterans, we have the freedom to do just that.”

Due to the unique capabilities of the Tyco Cable Ship Dependable, and the onboard Remote Operated Vehicle (ROV), the U.S.
Navy had commissioned Tyco to recover the E-2C Hawkeye Navy twin-engine radar plane, which crashed off North Carolina's
coast on Friday, August 17, 2007.

1,500 gather to remember three Navy fliers killed at sea. A Memorial Service was held on Thursday August 23, 2007 for the
missing crew of the U.S. Navy E-2C Hawkeye, which included Lt. Jerry R. Smith (KP ’03).
The Virginia Pilot provided an article concerning the memorial service.
According to Mike Van Straten (KP '89) and Sandra L. Good (KP ’97) of the USMMA Alumni Hampton Roads Chapter, the
memorial service was very well attended. Attending on behalf of the USMMA Alumni Foundation also were Jack Goode '99, Matt
Denning '98 and John Gossner '59 of the Hampton Roads Chapter. John Horn (KP '03) a VAW-120 squadron mate of Jerry's
eulogized Jerry during the service.
The memorial service was held on base (Naval Station Norfolk) at the David Adams Memorial Chapel from 1300-1430. There

Jerry Smith, KP Class of 2003 was presumed dead after his E-2C Hawkeye was missing and presumed lost at sea.

NORFOLK, Va. (AP) -- The Navy ended the search Friday for three aviators missing since their Navy twin-engine radar plane
crashed off North Carolina's coast Wednesday night.
"The search has been terminated," said Mike Maus, a spokesman with the Norfolk-based Atlantic Fleet Naval Air Force. "They did
find some debris." Friday afternoon the crewmembers were identified as Lt. Cameron Hall, 30, Lt. Ryan Betton, 31, and Lt. Junior
Grade Jerry Smith, 25.
According to the Navy, Hall was a Naval Flight Officer and instructor. Betton, a pilot, was also an instructor. Smith, a pilot, has
been a student since June of 2006.

An active duty member of the Navy said Lt. Junior Grade Smith was more than likely flying the Hawkeye with either Hall or Betton
at his side. Whoever wasn't next to Smith would have been in the back of the plane on Firewatch, looking for trouble outside.
Retired E-2C Hawkeye pilot, Captain Ralph "Ricky" Ricardo of Virginia Beach had been hoping for the best, but bracing for the
worst. "There are no finer people than a Navy air crew and especially in the Hawkeye-Greyhound community,” said Ricardo. “And
it's a sad thing."
The E-2C Hawkeye turbo prop plane had just launched from the aircraft carrier USS Harry S. Truman when it went down into the
Atlantic Ocean in clear weather about 11 p.m. Wednesday. The Norfolk-based carrier was about 150 miles southeast of the
Virginia Capes, where the Atlantic and the Chesapeake Bay meet. The plane was doing carrier qualification exercises, which
involves taking off and landing on a carrier deck. The plane is from Carrier Airborne Early Warning Squadron 120, based at
Norfolk Naval Station. The E-2C Hawkeye, distinguished by a giant radar dome mounted atop it, is used for airborne command,
control and early warning. It normally carries a crew of five but a full crew is not needed for carrier qualifications.
Each aviator had survival gear, Maus said, including a vest with a flotation device that inflates automatically when it comes in
contact with salt water, an emergency radio, a signal flare and a whistle. The plane also carries life rafts and parachutes.
The cause of the crash was under investigation.
