Roads & Traffic Matters.
(i) Minutes of Traffic Advisory Group held on the 24th of October
2013, in relation to Traffic Matters for the South Central Area.
(ii) Traffic Service Requests, Status Report at 15th October 2013.
Order: (i) Noted. The members agreed to refer item 15 Ref No.8881
Templeogue Road back to TAG for reconsideration and that it is
listed on the December TAG report.

South Central Area.
(i) Presentation on a proposal to initiate the Part VIII Procedure for
the following works at St. Teresa’s Gardens, Donore Avenue,
Dublin 8: – Phase 1 Consolidation and Refurbishment (upgrading
of the existing housing stock) and Phase 2 New Build Residential
Units and associated works as follows:
Phase 1 Consolidation and Refurbishment
Refurbishment of 60 no. apartment units in 2 no. four storey blocks
including amalgamation of 11 no. units to provide 57 no. refurbished
and upgraded apartment units - 36 x 1 bed, 15 x 2 bed, 6 x 3 bed
units – (alteration of unit mix subject of previous Part VIII September
2013).
Phase 2 New Build Residential Units
The construction of approximately 50 no. residential units;
comprising a 2/3 storey terrace housing scheme of 34 units and
a 3/5 storey apartment block of 16 no. apartments onto Donore
Avenue and associated works - Proposed site area 0.81 Hectares
approximately.
 Phase A Park Development
Phase A development of multi use park/sports/recreation area
and associated works.
 Closure of Eastern Section of Darley’s Terrace/Relocation
of existing ESB substation
Closure of Darley’s Terrace eastern access to Donore Avenue
and relocation of ESB substation to facilitate construction of the
new residential units. Dublin City Council propose to initiate an
extinguishment of a public right of way over this section of
Darley’s Terrace over the coming months.
 Demolition of Terraced Houses Eugene Street/Creation of
new roadway entrance to the lands from Eugene Street.
Demolition of three number single storey terraced residential
units - nos. 23, 24 and 25 Eugene Street to facilitate a new
roadway entrance to the lands connecting to Cameron Street
via Eugene Street to facilitate the proper planning and
development of the regeneration lands.
(ii) Presentation on the Ballyfermot Cold Weather Response Initiative.
(iii) Report on Christmas Tree Lighting in the South Central Area.
(iv) Gully Cleaning Programme Report in the South Central Area,
(v) Area Manager’s Report.

Services. Presentation noted. The Members agreed to initiate the Part
VIII Planning process.

(iv) The Area Manager’s report was noted by the Members and they
agreed to have a delegation from Dublin Simon Community attend
the December Meeting, (Item 7):1. December Area Committee Meeting
As previously agreed the December Area Committee Meeting is scheduled for
Wednesday the 11th of December in the Members Room, City Hall at 3.30pm. Your
questions and motions will be required to be submitted to the office no later than 5.00pm
on Friday the 29th of November. On this occasion there will be no webcasting.
2. St Anthony’s Road
In accordance with legal advice DCC served a Section 55 Notice under the Waste
Management Acts 1996 to 2011 on Nos. 12, 14 and 14A St Anthony’s Road, Rialto.
The notice will give the owners the statutory minimum time of 14 days to comply with the
notice (i.e., remove accumulations of waste at the properties)
After the expiry of the 14 day period (and assuming that the notices are not complied
with at any of the properties), a notice served under Section 14 on each owner giving
24 hours notice of DCC’s intention to enter the properties and using its powers under
Section 56 of the Waste Management Act to prevent/limit environmental pollution
caused by the holding of waste.
Authorised Officers from Dublin City Council accompanied by staff from Environmental
Health Section gained entry to the properties on 15th November. Environmental Health
Officers confirmed an infestation of vermin at the properties and served Section 110
notices Local Government Sanitary Services Acts 1878-2001 on the owners of the
properties to take action to deal with a confirmed infestation. The Owners have 7 days
to comply with notices. Dublin City Council will take the appropriate legal steps to
enforce the notices through the courts in the event of non compliance.
A plan to remove waste from the 3 properties commenced on 20th November 2013 and
will take 7-10 days to complete.
All of the DCC tenancies on the following roads were visited by the specialist Mobile
Crews and glue traps installed: St. Anthony’s Road

St. James’ Walk
Each property was inspected several days later, (and again a week later), to determine
if there was an infestation. Each of the properties identified with infestation have been
sprayed and treated. The Team Leader of the Specialist Crew was inspecting these
properties daily to ascertain the level of infestation. He has stated that the situation is
now under control.
3. Former Unilever Site, Davitt Road, Dublin 12.
The National Director of Estates in the Health Service Executive, (HSE), expects to be
in a position to make a presentation to Councillors in relation to the strategic purchase
by the HSE of development lands at Davitt Road, Drimnagh, by mid 2014. A
representative from the HSE will also be available to attend a meeting of the Drimnagh
IAP Monitoring Committee at this time.
Update from the October Area Committee Meeting - Derelict Sites Register
This site was entered on the Derelict Sites Register on 4th September, 2009 and a levy
of €135,000 was imposed for the years 2010 to 2012 (inclusive). It is a site of almost 9
acres, was extremely derelict and a venue for anti-social behaviour during its years on
the Register. The company who owned the site were placed in receivership and the
Receiver arranged for extensive clearance works, involving the removal of tonnes of
rubble, etc, that lasted two months. As a consequence the site was removed from the
Register on 10th September, 2012. The accumulated levies outstanding and interest
accruing had amounted to €465,227.57.
Over €238,000 was spent by the Receiver on site clearance and the site was
subsequently sold to the HSE and will now form part of the lands required to provide the
National Children’s Paediatric Hospital development.
Having regard to the substantial sums of money (€238,000) expended by the Receivers
on site clearance together with the case made by the Receiver that the land values
establishing the levy was set too high a figure of €60,000 was agreed and paid as a final
settlement in respect of outstanding levies.
4. Allotments at Springvale, Chapelizod
The 36 new allotments have now been allocated. All successful and unsuccessful
applicants have been notified.
5. Swimming Pools Refurbishment Programme
A briefing was arranged prior to the November Area Committee Meeting informing the
members of the current status of the programme of works.
6. Update on Halloween
The South Central Area Public Domain Unit Halloween Plan commenced in late
August. The plan focused on:
 The prevention of build up of bonfire material.
 The co-ordination of services in Dublin City Council to respond to requests for
the removal of bonfire material in the South Central Area.
 The bringing together of relevant agencies to provide assistance to Dublin City
Council to remove material in difficult locations.
It was originally planned to commence South Central’s concentrated effort on 26th
October. The volume of work however was considerable and additional trucks and
labour were required from 25th onwards commencing at 6.00 a.m.
During the month of October, the Public Domain Unit removed just over 90 tonnes of
bonfire material from 48 different sites. This does not include the material removed by
other Departments during the same period.
The level of assistance provided by the Gardaí is deserving of special mention.
7. Delegation from Dublin Simon Community
A member from the Dublin Simon Community, wishes to attend the December South
Central Area Committee Meeting to give a talk on their Visiting Tenancy Support
Services. The main aim of this service is to assist households who are at risk of
becoming homeless to maintain their tenancies.
8. Pride of Place Competition
Congratulations to Harold's Cross Community Council on their achievement of winning 1st
place in Category 2, (population more than 1,000 people), of the Cities Competition in the
All-Island Pride of Place competition on Saturday 16th November. This competition is
directed towards recognising the improvements of local communities who create civic
pride in their area and encourages people to come together to enjoy all that is good about
their area as well as change or improve certain aspects of their community.
The Competition judges were impressed at the outset by “an interesting and engaging
presentation and it became immediately apparent that here was a well organised and
efficient group. A key message from them was the interdependence between the
business sector and the community working together to make this a vibrant community
to which residents and commuters alike are attracted. An annual festival has become a
rallying point and an indicator of a building community spirit. In a city environment there
is a place with character, identity and a beating heart”.

Councillor Michael O’Sullivan
This Committee commends the work of the Dublin 12 Disability Mainstream Access
Project and will support it in its efforts, particularly in relation to securing appropriate
accommodation in order to allow it to continue its excellent work.

Councillor Vincent Jackson
Can the Area Manager please report on why and how another bookmakers shop
is to be allowed at the old Bank of Scotland branch office on Ballyfermot Road?
The opening of another bookmakers is another nail in the coffin of Ballyfermot
Village. How can the establishment of a unit which will add nothing to the local
area be a positive development and why did such a development not need planning
permission? We need proper retail units, not something the area has already an
over proliferation of.

This Committee calls on the Traffic Department to comprehensively review the
working to the pedestrian traffic lights on the Drimnagh Road (near St. Mary's Drive)
and to provide a report on same for this Committee. This review should include the
issues of sequencing, time given to cross, the two stage crossing process and the
design of the central pedestrian island. These lights are a source of concern to many
residents particularly those with mobility problems.

Councillor Vincent Jackson
Can the Area Manager please ensure all small community grants city wide are of
equal value or higher in areas of need. The past experience of dividing the budget
into five areas was not very transparent with more affluent areas getting the same
budget, hence groups in that area got higher grants than say Ballyfermot or
Drimnagh areas. In a climate of little resources, we need to target those areas
most in need.

Councillor Vincent Jackson
Is the Area Manager aware that the on-going proliferation of various electrical substations and telecommunication boxes, is adding to anti-social behaviour. They are
seats for people to sit upon, structures to climb upon and hang around. Can I ask
that consideration is taken into account of possible anti-social behaviour and security
be incorporated by design. In addition, why have working class area got dozens of
these structures and more affluent areas appear to have little or none.
