SUMMARY OF NOTES OF MEETING PDF Sub-Working Group on Procurement April 15, 2011 World Bank Office in Manila 1. The meeting was chaired by DBM Asec Ruby Alvarez/Convener and co-chaired by Ms. Chiyo Kanda/CoConvener of the World Bank.. The attendees included officials and representatives from the Government Procurement Policy Board, Department of Education, Dept. of Energy, Dept. of Health, Dept. of Interior and Local Government, Dept. of National Defense, Dept. of Public Works and Highways, Dept. of Science and Technology, Dept. of Trade and Industry, Department of Transportation and Communications, Commission on Audit, Commission on Information and Communications Technology, Private Sector representatives and officials and representatives of the development partners such as Asian Development Bank, The Asia Foundation, Australian Agency for International Development, Japan International Cooperation Agency, European Union, United States Agency for International Development, United Nations Development Programme and officers and representatives from the Civil Society Organizations. The List of attendees is attached as Annex 1. 2. Ms. Chiyo Kanda welcomed the attendees to the WB Office in Manila and to the meeting. The following agenda items were discussed. Updates on the 2011 PDF, new clustering (Secretariat Working Group on Governance and AntiCorruption) Procurement Updates and Accomplishments (GPPB) Updates and Accomplishments on Procurement-related Projects (Development Partners) Use of Country System – Update on WB Piloting Program (WB) Proposed Next Steps: a. Proposed Amendments to RA 9184 b. Updating the CPAR – creation of CPAR Working Group c. Updating the Procurement Matrix of Technical Assistance d. Work Program for 2011-2012 3. Ms. Evelyn Dumdum presented the updates on the GOP Clusters and PDF Working Groups/Conveners prepared by the World Bank under Ms. Zonaga (attached as Annex 2). 4. Asec Ruby presented the Procurement updates and accomplishments (copy attached as Annex 3). Asec Ruby stated that the structure/outline is based on the country procurement assessment report work plan or action plan. 5. Ms. Cecil Vales presented the Updates and Accomplishments on Procurement-Related Projects of the World Bank (attached as Annex 4). 6. Ms. Cecil Vales also presented the Use of Country System and Update on World Bank’s Piloting Program (Annex 5) 7. Asec Ruby presented the Proposed Amendments to RA 9184 (Annex 6). 8. On the CPAR Update, there was a consensus to update the CPAR since the last assessment review was in 2007. It was also agreed that the creation of the 2011 CPAR Working Group be postponed until after an initial organizational meeting to agree on the Terms of Reference, resource requirements and mobilization and timelines. Ms. Vales committed to share the concept notes used in the last CPAR. 9. Several development partners and CSOs shared what they are doing with respect to procurement reforms. The Secretariat requested those who shared and those who were not able to share due to time constraints to provide the Secretariat with an electronic copy of their program/project/activity on procurement reforms. These will then form the initial Procurement Matrix to guide everyone in the SWG as to who is doing what. 10. Asec Ruby suggested that the SWG Work Program will include the Assessment Review. The activities in the Procurement Matrix can also be integrated in the Work Program. The meeting was adjourned at 3:30 p.m.
