RESEARCHES AND SERVICES HEADQUARTERS ABOUT RSH Approved by the Ministry of Education, the Researches and Services Headquarters (RSH) of NCKU was formally established on July 1, 1996. This pioneering university organization is located at an Administrative and Research Building of RSH in An-Nan Campus of NCKU. RSH is headed by a director and consists of Administrative Division, Planning Division, and Business Division, each of which manages related affairs. Since the establishment of RSH, a total of 53 research centers have been founded. Important centers include the Aerospace Science and Technology Research Center, the Satellite Geoinformation Research Center, the Fire Protection and Safety Research Center, the Disaster Prevention Research Center, Research Center of Chinese Traditional Medicine, National Cheng-kung University Business Incubation Center, Coastal Ocean Monitoring Center, Institute of Resources Recycling and Management, Research Center For Environmental Trace Toxic Substances, NCKU Technology Licensing Office, Assistive Technology Research Development and Service Center for the Disabled, Environmental Resource Management Research Center, Particulate Materials Research Center, Vehicles Crash Research Center. Each of these centers is funding from various governmental agencies or private sectors. Although each research center has its own mission, they were all established to integrate university resources and research outcome for the establishment of collaboration among industry, government, and academia. Under this circumstance, the common goal among these centers in the RSH is to transfer academically developed technologies to industry and to implement spin-off researches and development. Recent advance in technologies at NCKU has set a new stage for RSH in reaching such a common goal. The traditional Taiwan industries are at a cross road of having to choose between moving into high-tech sectors or moving production to developing countries. RSH has been active working with the Tainan Science-based Industrial Park and Tainan Technology Park to accelerate the industrial and technical development in southern Taiwan; that is, RSH strives to strengthen the coordination and collaboration 1-65 between the research centers and the teaching units of this University to make the best use of all resources and therefore offers better services to the community. SERVICES The services offered by each Center are very individualized, and they are listed separately in the following section. CENTER FOR TAIWANESE CULTURAL STUDIES The center conducts research on the issues of Taiwanese culture which may be divided into the following areas: 1. History: Issues of cultural strata, place names, population, immigrants, etc.; 2. Religion: Catholicism, Christianity, Buddhism, Taoism, Islam, Tsai (literally, fasting), I-kuan Tao, etc., and temples or churches of the aforementioned religions; 3. Language: (Taiwanese, Hakka) Research on the influence of languages and dialects spoken in mainland China on Taiwanese; 4. Literature: Folklore, folk-songs, folk-tales, Taiwanese literature, and modern Taiwanese literature, including that of Taiwanese, Hakka, and aboriginal; 1-71 5. SURVEY AND STATISTICS RESEARCH CENTER Using computer assisted telephone interview system (CATIS) and the database of telephone population of Taiwan area, Survey and Statistics Research Center serves as the teaching and research support tools for the department of Statistics. Currently, this center can support activities for research, extension education and social services, including poll survey, public opinion survey, market research, consumer research, medium research and business system research. This center can support all kinds of survey works, including project design, questionnaire design, sampling design, telephone survey, field survey, statistical consultation, data analysis and statistical report. The scopes of our service cover poll survey, public opinion survey, governmental issue research, social environment research, consumer behavior survey, consumer satisfaction survey, product analysis, sale predication, product distribution research, product image research, advertising survey, ad. post-test survey, TV reach and impact survey, etc. Since the computer assisted telephone interview system is a very powerful tool for survey, our main work focuses on telephone survey. MECHANICAL TECHNOLOGY RESEARCH & DEVELOPMENT CENTER This is a joint research center of mechanical science and technology serving industry, government and academic sectors. It was originally established as a rapid design and manufacture technology research and development center by the National Science Council. AGRICULTURE BIOTECHNOLOGY RESEARCH CENTER The Agriculture Biotechnology Research Center promotes research collaboration among the Department of Biology and other biotechnology-related departments at National Cheng Kung University, other institutions, and the Biotechnology District of the Tainan Science-based Technology Park. This center serves as a bridge connecting the upstream research and development community and the downstream industry mass production. The Agriculture Biotechnology Research Center serves the following industries: floral, animal vaccine, animal breeding, biopesticides, and functional food. MEDICAL CENTER AND PHARMACOLOGICAL BIOTECHNOLOGY Medicinal biotechnology is one of the most important high-tech industries in the 21st century. The main duty of the center is to promote the cooperation of academic basic research scientists and development of biotech industry in Taiwan. The specific aims of the research center include improvement of drug production process, development of protein and DNA as diagnostic kits and vaccines, and development of new diagnostic methods. This center will provide the information about the expertise of the scientists and trends of biotech industry. To establish process capability of Si, GaAs and Si/Ge, and to develop key components of wireless communication, IC power electronic semiconductor and other related special semiconductor; 2. To establish the capability and environment of semiconductor, IC design, manufacturing measurement and packaging, and to provide the experimental environment of special topics (Si, GaAs and Si/Ge); 3. Integrate human resource of the department in NCKU that are working on the semiconductor and IC-related research, to establish a research center that can be shared by everyone; 4. To study the humanistic, social, scientific-technological, and commercial institutions of the German-speaking nations, their recent developments and other related information, with a view toward adopting whatever is potentially applicable to our nation; 2. To assist our manufacturing, public, and academic sectors in the activities of personnel liaison, informational and economic/commercial exchange, and business promotion with German-speaking nations; 3. To provide information on funds available for training, development, and research in the German-speaking nations; 4. NATIONAL CHENG-KUNG INCUBATION CENTER UNIVERSITY BUSINESS National Cheng Kung University (NCKU) and the Small & Medium Enterprise Administration (SMEA) of the Ministry of Economic Affairs and officially began operation on December 24, 1997. Recently, the Tainan Technology Triangle (TTT) is formed by National Cheng-kung University, Tainan Science-based Industrial Park and Tainan Industrial Park of Science and Technology. NCUBIC plays an active role in this golden technology triangle. It participates in the planning of the incubator of Tainan Science-based Industrial Park. In addition, the new incubation building of NCUBIC located in An-Nan campus provides office space for start-up companies of Tainan Industrial Park of Science and Technology. Design, direct, or supervise the manufacture of automated meteorological and oceanographic observing systems, including the data buoy, marine pile station, water level station, and weather station; 2. Establish hydraulic observing systems, which monitor river level, groundwater, or rainfall; 3. Establish the automated transmission systems, including radio telemetry, telephone, or satellite; 4. Develop and operate the aforementioned observing systems; 5. Provide the supports of deployment, maintenance, and retrieval of aforementioned observing systems; 6. Collect, analyze and distribute historical and real-time observations and predictions of water levels, coastal currents and other meteorological and oceanographic data; 7. Execute data quality control and data analysis of hydraulic, oceanographic, or meteorological observing data; 8. Establish data base system and web site service; 9. ANCIENT CHINESE MACHINERY RESEARCH CENTER This center seeks to promote the achievement and culture of ancient Chinese machines, especially the research and recovery of the lost machines. In addition to preserving and introducing the beauty of traditional locks, this center also encourages works on innovative design technology for machinery. The expertise of this center include: 1. Establish an “Ancient Chinese Locks Museum” to preserve and display the beauty of ancient Chinese locks; 2. Heart Science Research Center will provide an environment for engineers and physicians to work together, aiming at developing various artificial heart systems and the related devices in biomedical engineering and material science applications. The NCKU Heart Science Research Center possesses the strongest team in developing artificial heart systems. Major achievement lies in the successful design, manufacturing and clinical experiment of the Phoenix-7 total artificial heart to clinical uses. Phoenix-7 is the only total artificial that has been proved successful in various animal and two human-body transplants. The Center will perform research and provide services in the following areas: 1. Long-term development of electro-hydraulic total artificial hearts and left ventricular assist device; 2. Clinical experiment of electro-hydraulic total artificial heart; 3. Realization of pneumatic Phoenix-7 artificial heart in human bodies; 4. ELECTRIC MOTOR TECHNOLOGY RESEARCH CENTER The primary task of RCMT is to develop and design high precision motors for use in the application of electronics and automatic control. BREAST CANCER RESEARCH CENTER The main aim of BCRC is directed toward the development of new technologies for the screening and diagnosis of breast cancer. Technological trends in light metals: based on the results of a survey about future trends in light metals, a report will be issued in March 2001; 2. Functional aluminum-based materials: the working team on aluminum surface modification will survey aluminum surface modification technology by Plasma Transferred Arc process on eutectic alloys; 4. The aim is to explore the relationship between erosion wear test results and wear properties, and to promote the development of wear-resistant aluminum alloys as a replacement for iron-based materials; 5. Host tech shows and other activities to introduce university’s technology CENTER FOR GENDER AND WOMEN’S STUDIES The Center for Gender and Women's Studies commits itself to trans-disciplinary researches on gender related issues in order to cope with the significant domestic and international trends. The domestic trends include Taiwan's rapid national development, social changes, and educational reformation. The international trends include the impact from growing multiculturalism and the re-organization of the international community. It is the goals of this Center to enhance the awareness of gender in contemporary society, to promote greater multicultural understanding. In addition, this Center aims to develop local studies of gender issues as related to races, class, human rights, and social rights and to use these studies to entail 1-87 teaching and learning programs and to influence social service policy. In the process of enacting related policy, this Center will play an effective role in supervising the local campus administration and the current Taiwanese government. BIODIVERSITY RESEARCH CENTER Biodiversity consists of all kinds of life forms on earth, including animals, plants, microorganisms and their genetic materials, as well as various ecosystems formed by these organisms and environments. There are three different categories for biodiversity: genetic diversity, species diversity and ecological diversity. The establishment of the biodiversity research center is base on the cooperation with the principle of the global and national policies. The ultimate goals of this research center is to promote the conservation of natural resources, maintain the ecological environment and achieve the sustainable management of all kinds of organisms in Taiwan. This center will make all efforts to advocate the concepts of ecological conservation to Taiwan residents, enforce environmental regulations and discover the biological resources, in order to raise up the quality of living in Taiwan. RESEARCH CENTER APPLICATIONS FOR MEDICAL SHOCK-WAVE The application of medical shock waves has been rapidly developed in recent ten years. Extracoporeal shock-wave therapy is a non-intrusive method, which is widely accepted by doctors. This research center is devoted to the fundamental study of medical shock-wave applications and to the development of associated 1-88 products. The short-term goal will focus on improving the efficiency of our automatic stone-tracking system developed for lithotriptors. The intermediate goal will be orthopaedic applications such as unification of broken bones, shoulder, tennis elbow, heel spur, and platar fasciitis. The long-term goal will be the sterilization of bacteria and virus as well as shock wave therapy with chemotherapy for cancers. RESEARCH CENTER FOR ADVANCED GEOTECHNOLOGY The Research Center for Advanced Geotechnology (RCAG) was founded by Dr. Huang, Chin-Chuan, Professor at Department of Civil Engineering, National Cheng Kung University, in 2002. The advisory committee of RCAG consists of twenty specialists from Japan, America and Taiwan. We develop innovative geotechnical technologies to materialize sustainable development of the natural resources. We also develop new underground probe system to enhance the accuracy of disaster prediction and prevention systems. Current research projects focus on : (1) developing fast consolidation and stabilization systems for dredged material using geosynthetic tubes and / or bags, (2) developing a new vibration-mitigation system for electronic factories in Tainan Science Park. The Research Center for micro-Bioanalysis Science and Technology was founded by Dr. Chen, Shu-Hui, Professor at Department of Chemistry, National Cheng Kung University, in 2002. The co-founders include professors from Science, Engineering, and Medical colleges and the advisory committee of the Center consists of specialists from Europe, America and Taiwan. The main goal of the Center is to promote innovative bioanalysis science and technology by integrating the manpower from different disciplines. The Center serves as an interaction channel for academic researchers and industry people to accelerate the product development. The Center also provides consultancy and lab services of bioanalysis to the public. Current research projects focus on developing microfluidic biochip systems and novel proteomics methodologies. We hope to promote biotechnology industry in Taiwan through the discovery of innovative platform technologies. ASSISTIVE TECHNOLOGY RESEARCH DEVELOPMENT AND SERVICE CENTER FOR THE DISABLED The Center will direct its efforts on research and development of domestic assistive technologies and devices as well as service delivery models to improve the quality of life for the disabled. With the mission of academic research for social services, the center is incorporative with industry, government, academy, research center and social welfare resources to develop assistive technological devices for living, education, rehabilitation and vocation needs. 1-92 The aims are to (1) develop and establish assistive technology database for domestic needs; (2) design, develop and manufacture assistive devices as well as technology transfer; (3) develop evaluation protocols for using assistive devices and service delivery models; (4) provide education and training for assistive technologies; (5) promote assistive device demonstration, used assistive devices center and maintenance. ENVIRONMENTAL RESOURCE MANAGEMENT RESEARCH CENTER The Environmental Resource Management Research Center (ERMRC) sponsored by the Ministry of Education is to conduct the disposal of laboratory wastes as well as the promotion of environmental research. Three advanced waste treatment processes (including physical-chemical, incineration and plasma vitrification systems) were developed and well integrated to ensure a zero (toxic) emission to environment. In addition, demonstration, training and education of the unique techniques are also the main objectives of the ERMRC. PARTICULATE MATERIALS RESEARCH CENTER Introduction The Particulate Materials Research Center (PMRC), established in September 2003, is a subordinate of the Grand Research Centers of National Cheng Kung University.
