Welcome to the GWGVFD
For more than 75 years the Gaithersburg - Washington Grove Volunteer Fire Department has served the
communities of Gaithersburg, Washington Grove, Derwood and Montgomery Village. We are a
"combined" department, made up of career firefighters, who are employees of the Montgomery County
Fire Rescue Service (the backbone of our firefighters, paramedics and emergency medical technicians)
and volunteers supplementing the staffing, primarily on nights and weekends.
We operate two stations.
 Station 8, (Montgomery Village Avenue across from Lakeforest Mall) is the busiest station in
Montgomery County. In 2004 Station 8 answered 10,973 calls. Engine Companies 708 and 708B
are quartered at Station 8, along with Tower 708, Medic 708, Medic 708B Ambulance 708,
Ambulance 708B and Brush 708.

Station 28, (Muncaster Mill and Shady Grove Road) is home to Engine Company 728 and
Ambulance 728. Station 28 is also a "satellite" hazardous materials unit. Station 28 responded to
3,512 calls in 2004.
Besides two operating fire stations, we also run the FIRE MUSEUM out of Old Station 8 (13 E Diamond
Avenue, in Olde Towne Gaithersburg). The Museum has pictures and memorabilia from the
Department’s history. It also houses two pieces of apparatus that saw service at the GWGVFD, a 1941
Diamond T and a 1983 Seagrave. Visitors can experience what it’s like to be a firefighter as well as
seeing the rest of the exhibits. The Museum is open from 10-2pm on Saturdays.
The GWGVFD is run by a Board of Directors and operational officers who are elected by the
membership.

At the meeting that you received this Quick Reference Guide, you will also have a brief introductory
meeting with the Probationary Training Coordinator/Team or representative to plan your next in station
meeting session date/time. Typically this introductory meeting is held at the end of the membership
meeting. Please ask to meet the Probationary Training Coordinator/Team or representative if no
announcement is made.
Read and complete the New Member forms located in the Appendix A of and have them with you for
your first session. Also please read the rest of this guide and try to get familiar with it.

COMMUNICATING WITH THE DEPARTMENT
GWGVFD E-Mail List Registration
The members of the GWGVFD communicate important information through an e-mail list serve
(groups.yahoo.com). To get added to the list send an e-mail to: gwgvfd-subscribe@yahoogroups.com .
In the subject field enter “SUBSCRIBE”. Typically requests are approved in 48 – 72 hours. If you don’t
get a welcome message from the GWG group list please contact the web team at
webmaster@gwgvfd.org.
GWGVFD Website Registration
The GWGVFD website (GWGVFD.org) has lots of information for the public as well as for the members
of the department. The website announces upcoming events, relevant safety tips, CPR class schedules,
means to make donations, and information on volunteering.
The site also has a separate “Membership” menu for the GWGVFD members, including a complete
roster of all the members’ contact information, various reference materials for training and useful links.
The monthly newsletter, Charter and Bylaw, and the Policies and Procedures are also available.
An account will be established for you to access this section. Once you have that information, click the
“Membership Login” link (below the Montgomery County Maryland Seal). Use your login information to
access the site and be sure to change your password after your initial logon. Also, update your personal
contact information, which will show up on the “Membership Roster Information List”. This information
can be updated in the “My Information” section.

Your Probationary Period
Your Probationary period lasts for at least six months from the time you were voted in by the
membership (but no longer then 16 months without a valid excused absence).
In order to become a full active member you need to:





Complete the Probationary Training Program (this includes obtaining EMS Observer Status)
Pull the required number of standby hours and accurately track those hours
Obtain a full uniform
Learn how the Department works and how you can become a valuable member

Probationary Training
Training is offered through various methods (in person, online, practical, and written) but with it you
will learn how to provide the best possible care to the residents we serve. You will need to complete
approximately 20 classes (requirements sometimes change) to finish your training.

First Steps
These are the first steps you should take to make sure you can progress later on with your
training.
County ID Card
You will need to get your Montgomery County ID card and have it with you at all times. To get the
card (or a replacement), Please contact Raymond Wojcik at MCFRS Internal Affairs office via email at Raymond.Wojcik@montgomerycountymd.gov with a carbon copy to
kenneth.knopp@montgomerycountymd.gov and garry.walker@montgomerycountymd.gov. This
will help ensure you are not denied an ID card at your scheduled arrival time, due to MCFRS IA
Office not being able to confirm you are affiliated with GWGVFD.

SCBAFit Testing Process
You should have received a form from FROMS the day of your physical advising you that you are
physically acceptable to complete Fit Testing for a Self Contained Breathing Apparatus (SCBA)
face piece. You will need to take that form to the SCBA Shop to get Fit Tested
The SCBA Shop is located at:

Call and leave message to setup/confirm your appointment 240-777-2221.
Typical Shop Hours are Mon-Thur 6am – 230pm Call to Confirm!!!
Once you complete the fit test the technician will give you form stating that you passed and what
the test results are.
Minimum Requirements to obtain your (EMS Observer Status):
These sessions are needed to get your EMS observer status which will allow you to ride the ambulances. Once you
complete these requirements, make sure to let the Probationary Training Coordinator know so they can get you set
up with the Standby and Staffing Committees. Once you have your Observer Status you MUST pull 40 Hours
PER MONTH of standby time.







Online Training
Much of the training you are required to complete can be taken online at your leisure. We suggest
getting as much of this training out of the way as soon as possible so you can 1) get your EMS
Observer Status, 2) begin riding, 3) not have to worry about it when you start getting busy.

In Person Training
Some of your in person training will be completed at GWGVFD’s stations and some needs to be
completed offsite at either the Public Service Training Academy (PSTA) or at Montgomery County
Government Tech Training Facility. Please pay attention to where you class is held and
instructions on how to sign up.
In Station Training
We do our best to accommodate all of your schedules when planning our training sessions. We
are however all VOLUNTEERS with many of us working full-time jobs during the day. Please let
us know if a specific day doesn’t work for you. We will work with you to get your training done.
Public Service Training Academy (PSTA)

You must apply online for all classes at the PSTA. There is a form on the member side of our
website (http://www.gwgvfd.org/pstaRegisterForm.cfm) that you should use (there is also a hard
copy on Page 25 of this manual). A schedule of classes can be found at:

Protective Envelope and Foam Course (PEAF)- This class can be taken through the PSTA on
it’s own or taken as part of VBOC– Prerequisites: EEO/AA and the Law, Cultural Diversity,
Physical on file at PSTA, SCBA FIT Test. Please contact the Gear and Uniform personals
to borrow the required gear as soon as you register for the course.

Hazardous Materials First Responders Operations – Prerequisites: PEAF

EMT Basic (EMT-B) – Prerequisites: EEO/AA and the Law, Cultural Diversity, Physical on file
at PSTA and department affiliation

Essentials of Firefighting – Prerequisites: Physical on file at PSTA and completion of
orientation classes.

Requirements for Active GWGVFD Member (Meetings, Standbys, etc.)
Whenever you are at the station, either for a meeting, standby, drill, etc., you must properly sign in and
out of the station log book and make sure to fill out the Station Staffing Tracker (see Appendix C) You
should also complete both tasks when attending an off-site in person class (PSTA, MCGTTF, CPR)
since that becomes your duty assignment for duration of the class.
Monthly Membership Meeting Requirements
When: 3rd Wednesday of every month with few exceptions
Time: 1930 hours (7:30 pm)
Where: Old Station 8 @ 13 East Diamond Ave., Old Towne Gaithersburg, MD
Monthly Standby Requirements:
Each operational member must fulfill the monthly standby duty requirement. These hours of may be
completed by riding an assigned apparatus at the station, being assigned to Canteen, or by working the
Fire Safety House events. A minimum of 16 of the required standby hours must be completed by riding
an assigned Departmental Fire and EMS apparatus at the station, with a minimum of 4 consecutive
hours in order to count toward the monthly standby duty requirements.
Any operational member fulfilling a portion of their monthly standby requirements through Canteen
assignment will be credited 4 hours towards operational standby duty requirement for every 12 hours of
Canteen duty tour. If the Canteen is dispatched to any incident that last more than 4 hours, then the
member will be credited the total hours spent on scene toward their operational standby requirements.
However, if the member “scratches” and fails to respond to any dispatched calls, then the member will
not be credited any hours for standby.
Any operational member fulfilling a portion of their monthly standby requirements through the Fire Safety
House assignment will be credited for each hour spent on location for the event.
Each probationary member must begin to pull required standby when he/she completes the EMS
Observer status. Please contact the Probationary Training Committee and the Standby Committee for
more information.
Before any operational member can ride an apparatus, he/she must comply with all IECS requirements
and must be on the most current IECS personal list available to the GWGVFD Chief.
Taking a course at the PSTA does NOT automatically exempt you from the standby duty requirements.
If you are not able to complete the minimum number of hours of standby duty requirement, then it is your
responsibility to submit an excuse to the Standby Committee, who will review each excuse to accept or
deny it. You must properly sign-in in and out from the station log book, with proper unit assignment listed
in order to receive credit for standby.

the duties of volunteers or in other activities of t eir organization.
$125,000 Accidental Death Benefit A-11 or part of the benefit is payable for
dismemberments Loss of Sight, Speech or Hearing. Paid in addition
to all other benefits. includes Cosmetic Disfigurement provision.

Weekly Income Replacement Disability Benefit payable to age 75
or normal retirement age, whichever comes first. Benefit reduces to
$150 but continues for LIFETIME. These benefits replace the loss
of GROSS wages at time of disability in excess of any other loss
of time coverages available and subject to the maximum disability
shown in this outline. Minimum benefit is $150. Annual 5% cost of
living increase provided within the maximum.

Weekly Residual Disability Benefit payable on return to any
work and loss of income. Benefit to as much as paid for total

within 12 months of the emergency call or within 72 hours of the
first symptoms (whichever is later) for the infectious disease
and within 48 hours for the cerebro/cardio-vascular occurrence.
$100,000 This maximum a aggregate benefit for each volunteer can be taken
down in any combination of the following 3 types of benefits:

Up to $900 Weekly Income Replacement Disability Benefit.
Benefits then reduce to $150 at age 75 or normal retirement age,

the same basis as accident coverage including residual coverage and

Up to $210 Weekly Indemnity during hospital confinement; and

Appendix B: Using BLACKBOARD
The following are instructions on how to access the BBP & EEO online course:
STUDENT REGISTRATION:
Training Officers must send your Personal Data Sheet to the registrar before you can receive credit for the course.
1. Contact Battalion Chief Bartlett (The Command Competency Coordinator) at

2. Provide an E-mail address I can copy and paste so an Email Student Invitation can be sent to you. You will
receive three Email Student Invitations. One for each course
3. Once you receive your Email invitation, click on the link “confirm and register” to create a Blackboard account.
You will only have to create a “new account” once. Your username name should be your Fire Department ID. Your
password is whatever you make it. Passwords are case sensitive. Bookmark the log-in site.
4. Enter your name, Email address, your username (which should be your Fire
Department ID), and your password (you provide). Complete the word challenge.
(note: remember your username and password; passwords are case sensitive)
5. When you receive your other Email course Invitations again click on the “confirm and register” link and this
time click on the green “I have an account” box.
COURSE LOGIN:
Once you are registered on Blackboard: 1. Go to CourseSites by Blackboard - Home which should give you
Blackboard’s CourseSites page. Click on the login box at the top of the page.
2. Enter your fire Department ID in the username space and your password in the
password space. (passwords are case sensitive).
3. Once you have logged in you should see a box titled “My Courses”. Click on Montgomery County Fire and
Rescue EEO and the Law, Bloodborne Pathogens and Cultural Diversity.
4. This will take you to the Announcements page. Follow the instructions to continue with the course. The course
material can be found by clicking on the “Course Documents” tab. The course materials are power point document.
Each section can be opened by left clicking on the lower heading that ends in ppt (#kb). This will display the
pointing finger when the mouse pointer rests on it. You can move from page to page by left clicking the mouse.

You must mark each item in the “Course Documents” section as reviewed. If you do not check the “Mark
Reviewed” button, you will not be able to view the next course item.
5. The test for EEO and the Law is in the “Assignments” section. There is no assessment for Cultural Diversity.
6. Once you have reviewed the material and taken the test you can log out of the course by clicking on the X box in
the upper right hand corner and then logging out.
7. The course can be halted at anytime. You may return at your convenience. If you must stop while taking the test,
make sure you save your answers before leaving.
8 When you have completed the courses and tests, contact Battalion Chief Bartlett via E-mail advising him your
completion, a grade for each course and ID number. Your information will be verified, and forwarded to the
registrar. You will be credited only after the Personal Data sheet is received from your Training Officer. The
certificate will be issued by the registrar.
Remember to do your own work.
Since this is an electronic course, we can review your visit to the course site.

Appendix C: Using Station Staffing Tracker (SST)
The Station Staffing Tracker (SST) is required of all personnel to accurately log your hours (in addition to
the Station Log Book). Please make sure you familiarize yourself with how the site works and that you use
it whenever you do anything for/with the department.
Accessing the Site
Go to the Membership side of the GWGVFD.org site and click on the station staffing tracker link on the
left hand navigation pane

Setting up your Account
If it’s the first time you’re on the site click the “Register” link
Using the Site
Log in as you normally would with your Fire ID and your Password, then select the position and unit you
worked on, Start/end time and date and click “Insert New Record” (for training use “unassigned”)
