ETSI BSM Performance Management Questionnaire
Performance monitoring of broadband networks is an important aspect of overall network
management in order to ensure service provision. The ETSI Broadband Satellite Multimedia
Working Group (BSM WG) has set up a Special Task Force (STF) to create standards for Network
Management and is seeking inputs from satellite network operators, manufacturers and service
providers on the status and future direction of Performance Management especially in satellite
systems. In particular, the nature of any performance metrics employed, whether at a basic level or
at a higher protocol (e.g. ATM, IP) level is sought.
Therefore your responses to the questions below are invited. Please feel free to forward this
questionnaire to other interested parties.
This questionnaire is split into 3 parts. You are invited to reply to all 3 parts but please do respond
even if you have no comments to some of the questions. We will be happy to accept partial replies
but we would particularly welcome replies to Part 3 from all respondents.

PART 1: HOW DO YOU MEASURE NETWORK PERFORMANCE ?
1. In which way do you monitor your network’s
performance:
a. Manual intervention:
e.g. Installation time, Trouble tickets, callouts (for service), average help desk call
duration
b. Availability of other network equipment?
e.g. sat. terminals, hub station, routers etc.
c. Hardware-level parameters
e.g. transmitter/receiver parameters,
satellite link availability/ quality,
bit rate……
d. Basic traffic parameters
data rate, delay, queue parameters, frame
parameters?
e. IP-level traffic parameters?
throughput, QoS, packet delay, loss etc.
f. Any other?

g. How are the equipments/services sampled for
monitoring (random selection, all) and over
which time frames (minutes, days, weeks)?
Do you foresee a need for future enhanced
network performance monitoring and in which
way?
E.g. for multiple services, to satisfy SLA’s, or for

Do you use any IP-based or other protocols for
performance monitoring?
e.g. SNMP, RMON, IPFIX
