REQUEST FOR EXPRESSION OF INTEREST The World bank Centre for Financial reporting Reform seeks to appoint a Local Short-Term Consultant (STC) for the short-term assignment in the area of audit software based methodology (task 3), to provide technical support under the Financial Reporting Technical Assistance Project (FRTAP), funded under the Swiss-Slovenian Cooperation Programme, with the objective of enhancing the implementation of the acquis communautaire as it relates to financial reporting in Slovenia. Overall objective of the assignment The role of national consultant will be to contribute to the improvement of audit quality by using audit software based methodology (DESCARTES audit software) in Slovenian environment.The overall objective is to increase the percentage of use of DESCARTES by those who were originally interested. This has to be done by a team of experts who are statutory auditors, understand local accounting and audit environment, and are familiar with audit software products, such as DESCARTES. The scope of this Task 3 is preparation of the electronic audit documentation for the sample audit client (large production company; the first three fields: A – Preliminary engagement activities, B – Understanding the entity – Risks, and C – Assessment of Controls) and design and delivery of related training. Scope of Consultants’ Work The responsibilities of the Consultant include: 1. Preparation of the electronic audit documentation for the first three fields (A – Preliminary engagement activities, B – Understanding the entity – Risks, and C – Assessment of Controls) of DESCARTES audit software for one large sample audit client – production company; Note. The tasks 1 above is linked to the separate consulting assignment which will prepare the electronic audit documentation for the last two fields (D – Further audit procedures, and E – Finalizing audit procedures) of DESCARTES audit software for the same sample audit client – large production company. 2. The results should be summarized in the training material together with the instructions for Slovenian users in Slovenian language. The training material should be presented and explained to the Slovenian users at the workshops organized by the SIA and CFRR in the period May – June, 2014. The consultant will lecture at 3 workshops (2 days each) with the aim to present the problems and appropriate solutions connected with her/his tasks. Consultants’ Qualifications The consultant should: o Satisfy all the education requirements for certified auditors in Slovenia and have completed the examination of professional competence to carry out the tasks of a certified auditor; o be a certified auditor licensed in Slovenia and meet all legally required license conditions; o have a minimum of ten years of experience in auditing; o have Slovenian language skills necessary to be able to prepare training materials and train users; English language skills will be an advantage; o have an understanding of the logic of an audit software; understanding of DESCARTES audit software will be an advantage. Terms and Conditions of Employment: The candidate will be subject to local recruitment and local compensation scale will apply. The total number of days for this assignment would not exceed 45 days during the period March 20, 2014 – June 30, 2014.
