All Contractor Services actions are based on conformance with all applicable laws, regulations, and contractual obligations. Selection and Evaluation of Sources All contractors and their representatives are treated fairly and impartially. Ability, capacity, integrity, financial status, geographical locations, performance, reliability, quality of service, safety record, work history, business reputation and overall customer-contractor relations are factors which govern the evaluation of all sources prior to soliciting their proposal and during the tenure of the purchase contract. We must be assured that new contractors will be able to produce an improved service, reduce costs or offer other advantages. A new contractor’s financial ability to perform is important in view of our industry’s safety, complex engineering problems and precise quality and inspection requirements. Fair Consideration Reliant Energy has long adhered to a policy of equality of opportunity for all employees and applications without regard to race, color, religion, sex, age or national origin. It is our practice in administrating contracts to include the required equal opportunity provisions and obtain the necessary pre-award certifications. Proposal Policy Reliant Energy’s Contractor Services policy emphasizes the importance of competitive bidding. Good business practices dictate that proposal requests will be submitted to a number of qualified sources, consistent with the nature of, and the need for, the services being acquired. Proposals will be requested only from contractors who are considered to be qualified and capable. A request for proposal indicates our willingness to do business with those solicited. Reliant Energy recognizes that the preparation of proposals adds expense for the contractor. It is our practice to request proposals only for firm requirements.
