Job Description
The candidate will lead the Division Of Traffic and Planning which includes traffic's core operations (signs, signals,
safety markings, street lighting and municipal and on-street parking) and the traffic management center; manages a
division staff of 1200 employees and a budget of $579 million (PS - $77 million, OTPS - $227 million, Revenue $275 million); directs the development and implementation of safety engineering improvements at intersections and
corridors including new street designs and configurations; directs the agency’s implementation of the Vision Zero
goal of seeking to eliminate traffic fatalities; directs development of projects and programs to enhance the city’s bus,
bike, pedestrian, truck and vehicular networks; oversees installation of speed, red light and bus lane cameras,
creation of arterial and neighborhood slow zones, development and implementation of bus rapid transit projects and
pedestrian and bicycle projects; oversees installation and maintenance of street markings, traffic signals, street
lights, signs and parking meters; provides on-going executive oversight of all agency traffic and planning projects
and activities; represents the agency to other local and regional transportation agencies, elected officials and other
stakeholders; performs related managerial duties.
Minimum Qualification Requirements
1. A baccalaureate degree from an accredited college and five years of satisfactory, full-time experience in traffic
flow theory; highway capacity analysis; traffic accident analysis; traffic studies; urban transportation planning;
geometric design of roadways; planning and design of parking facilities, traffic signs and markings, or traffic
signals; citywide traffic surveillance and control; traffic engineering administration; or an acceptable related field.
This experience must have included two years in an administrative capacity, managing engineering and technical
personnel or a large operations staff; at least two years of the above experience must have been acquired in the
United States; or
2. A two-year master's of science or engineering degree (equivalent to 60 graduate credits) in transportation
planning, traffic engineering, or a related area from an accredited college and three years of satisfactory full-time
experience as described in "1" above, including two years in an administrative capacity, managing engineering and
technical personnel, or a large operations staff; at least two years of the above experience must have been acquired
in the United States; or
2`3. Education and/or experience equivalent to "1" or '2" above. However, all candidates must have at least two
years of experience in an administrative capacity, managing engineering and technical personnel, or a large
operations staff; at least two years of the required experience must have been acquired in the United States.
Preferred Skills
Preference given to candidates possessing significant experience directing, on an overall executive level, the
development and maintenance of an extensive, technical system of street markings, traffic signals, street lights,
signs, parking meters and municipal/street parking; experience in the development and implementation of pedestrian
and bicycle safety improvements strongly desired; previous experience directing and administering the design,
engineering support/review and quality assurance of multi-million dollar traffic capital projects highly valued;
thorough familiarity with the planning and administration of all aspects of effective traffic flow facilitation and
congestion mitigation sought; demonstrated superior managerial and communication skills helpful.
Preference given to candidates possessing a valid New York State License as a Professional Engineer.
Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain
titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam,
Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss
