Exbibit A Scope of Services Work Authorization No. 14-058-01 Amendment No.1 Board of County Commissioners of Polk Connty Evalnation of Grann)ar Activated Carbon and Spray-Aeration for Disinfection ByProdncts Control within the Babson Park Pnblic Water System University of Central Florida, Department of Civil, Environmental and Construction Engineering (UCF) entered into a Researcb Agreement (AGREEMENT) with Polk County, Florida (COUNTY) on September 2,2014. Pursuant to this AGREEMENT, the COUNTY has requested UCF to provide certain services in SUppOlt of the "Evaluation of Granular Activated Carbon and Spray-Aeration for Disinfection By-Products Control with the Babson Park Public Water System" (Project) as further detailed in this Work Authorization. Subsequent to the AGREEMENT's authorization, the COUNTY has requested UCF conduct additional services with regards the full-scale granular activated carbon (GAC) processes being installed at the Babson Park Water Treatment Plant (WTP) No. I (PWS ID 6530098), located at 260 Yz Libby Road and the Babson Park WTP No.2 (PWS ID 6530098) located at 11 Yz Catherine Road, where both WTPs are in Babson Park, Florida. A. SCOPE OF SERVICES Upon authorization to proceed from the COUNTY, the UCF will provide the following identified services. PHASE 100 - PROJECT MANAGEMENT Task 101- Project Management This task consists of overall management of the Project including contract administration, budget management, invoicing, status reports, Project scheduling, and coordination with the COUNTY. Task 102 - Meetings (Site Visits) UCF will require 28 site visits to Babson Park WTP No. I (BPWTPI) and Babson Park WTP No.2 (BPWTP2) to collect samples and monitor the COUNTY's full-scale GAC processes located at each plant. It is anticipated that the COUNTY will provide daily (Monday-Friday) operations support in the collection of operation data per a protocol UCF will provide to COUNTY. PHASE 200 - SUPPORT SERVICES Coordination of UCF research activities with the COUNTY will occur during the life of the AMENDED research PROJECT. TASK 201: Extension of Pilot Plant Operation Biological Mode and Piloting at BPWTPI UCF has been conducting a GAC pilot plant operation to ascertain breakthrough and bed replacement requirements for adsorption of disinfection by-product (DBP) precursors from the source well supply. However, the original Work Authorization 14-058-01 did not include GAC operation in a biological mode. This additional information would also benefit in the understanding of the full-scale GAC operation, an imminent condition. The pilot columns have been and will be operated in an analogous fashion to the imminent full-scale operation. The testing approach performed in Work Authorization 14-058-01 will be used to elucidate total organic compound (TOC) removal using GAC in biological mode. Water treatment plants that have a differing sulfide content or TOe content (as compared to BPWTP2) may result in different findings with respect to GAC bed sustainability in biological mode. On-site pilot testing would aid to elucidate perfonnance of GAC contactors at BPWTP I where the aforementioned variables differ from those at BPWTP2. This evaluation will require relocating the GAC pilot unit and its connected water storage system from BPWTP2 to BPWTPI. The COUNTY will provide a location for the pilot columns and associated appurtenances at BPWTP I to protect the unit and equipment from vandalism and weathering (a cover or shed) for the duration of the testing. TASK 202: Granular Activated Carbon (GAC) Full-Scale Monitoring (1) Water Quality Monitoring Activities. The COUNTY has determined to control the formation of chronic DBPs with the addition of a granular activated carbon (GAC) treatment process at the BPWTPI and BPWTP2 that will remove natural-occurring organic carbon (DBP precursor matter) prior to the disinfection process. The COUNTY is in the process of completing the installation of two full-scale GAC contactors that will be operated by COUNTY at the BPWTPI and BPWTP2. UCF and COUNTY will conduct a GAC full-scale water quality performance assessment within this component of UCF's research. Once the full-scale GAC contactors are in operation UCF will sample locations (1-9) once per week for a duration not to exceed 6 months. Additionally UCF will sample locations 3, 7, 8 and 9 for HAAs once per month. These HAAs samples will be analyzed at an outside laboratory; hence, a limited set of .HAAs will be collected and evaluated in this Amended Project. A limited number of post-OAC POE formation chemistry evaluations will be conducted as patt of this amendment. (2) Process Monitoring Activities. Monitoring of the OAC process will be outlined in the GAC test plan and is required to gather sufficient information to: (a) monitor and confirm bed breakthrough for determining long-tenn OAC estimated life and runtime cycles; and (b) evaluate the impact of the process operating parameters (flow, run-time, pressure drop) on TOC and UV-254 removals. Monitoring is predicated upon the equipment as constructed; that is, it is assumed that the designer and contractor have constructed a functioning OAC facility that can be monitored for water quality. Should a sample port not be available the COUNTY will provide such sample port location. TASK 203: BPWTP2 Tray Aerator Recirculatiou Evaluatiou UCF will assist the COUNTY to determine the validity of using the existing BPWTP2 tray aerator as a chloroform reduction step via ground storage tank (OST) recirculation. Prior to any such evaluation being initiated VCF and COUNTY will confirm that the required disinfection is maintained relative to residual and that the hydrotank will be sufficient in maintaining the FDEP and County DOH's requirement of 4-log virus inactivation using free chlorine as a disinfectant for SDWA compliance. The COUNTY will perform the operational modifications to the existing BPWTP2 for performing this operational change. VCF will monitor water quality across the OST to determine effectiveness on TTHM removal with focus on the chloroform species. TASK 2034 Analysis and Reporting Component UCF will compile the collected information, notes and observations gained in the research to develop, prepare and present a draft evaluation report and deliver to COUNTY for their review (up to a two week period is estimated to be allocated for COUNTY's review). VCF will collect COUNTY draft review comments, revise and submit a final letter report to COUNTY. B. SCHEDULE The Project Amendment is anticipated to be completed within an additional 10 months (February 26, 2016 to December 31, 2016) per the schedule shown in Table I, Schedule by Month. 3 Table 1. COMPENSATION The COUNTY will compensate UCF for the services based on a lump-sum fee paid in monthly installments for the duration of the project period, as estimated and summarized in Table 2, and will not exceed $59,955 for the AMENDMENT No. I [Original $69,335; Original + Amendment I = $129,290] without prior mutual agreement ofUCF and the COUNTY. RESPONSIBILITIES COUNTY will provide the following information and services: o Obtain and provide COUNTY data and information regarding the WTPs in terms of operations for the past three years, if possible. o COUNTY will coordinate activities related to UCF's involvement in project and arrange for the appropriate site-visit time and locations; COUNTY will provide official 4 representation when UCF is on-site with our staff or affiliated officials; meetings with UCF will not occur without the presence of an official COUNTY delegate representative. o Provide access to COUNTY facilities associated with PROJECT. COUNTY will provide adequate and qualified personnel to implement this research study to properly support UCF's eUOIts. o Provide water quality and operations reports, documents and other scientific and engineering data and material information related to this research project scope. o Provide any (and all) additional BP Water System related documents associated with the research not already provided during the original work authodzation. o Provide assistance in the transfer of GAC pilot columns from BPWTP2 to BPWTP I to included mobilization and setup; also included would be to provide adequate protection for the GAC pilot equipment and apPUltenances when relocated from BPWTP2 to BPWTPI. E. Quality Assurance and Quality Control Adherence to UCF laboratory quality assurance and quality control will provide enhanced assurance to the reliability and accuracy of the environmental data collected, evaluated, used, or reported in the course of this study. Sample collection and water quality analyses will be pelformed in strict accordance with Standard Methods for the Examination of Water and Wastewater and the Environmental Protection Agency's Methods for Chemical Analysis of Water and Wastewater and Methods and Guidance for Analysis of Water. Only approved protocols will be used during the sample collection and evaluation program. This includes use of parameter specific holding times, container types, sample volumes, and preservative requirements. F. Additional Provisions Because of the nature of this study, certain assumptions have been made in preparing this Research Scope. To the extent possible, these assumptions are stated herein and are reflected in the budget for services. If the work tasks required are different from the assumptions presented herein or if the COUNTY desires additional research, the resultant changes in scope will serve as a basis for amending the research scope as agreed to by COUNTY and UCF. Additionally, UCF shall be entitled to rely upon the accuracy of data and information collected and provided by COUNTY and others without independent review or evaluation. UCF is not responsible for the means, methods, sequences, techniques, or procedures of COUNTY or for safety precautions and programs. The remainder of this page is intentionally left blank. 5
