The Council steps up a gear and creates a new way to ensure and monitor the respect of the Rule of Law in Europe. 3. A check-up for the EU institutions. The report on “improving the functioning of the EU” identified the path to work towards a better, stronger and smarter Europe. 4. Working together. For the first time the EU Council gives its contribution to the adoption of the Commission’s Annual Work programme. 5. Moving forward the Strategic Agenda. Thematic debates on the five priority areas of the Agenda helped the Council to keep track on what Europe does to deliver while strengthening the horizontal role of the GAC. To sum up, the Italian Presidency reaffirmed the pivotal role of the GAC in delivering on key issues.
