CEDD Standard Drawings
Introduction
This circular promulgates guidelines on the use and the responsibilities for
reviewing and updating of CEDD Standard Drawings.
Effective Date

This circular shall take immediate effect.
Background

The first set of CED Standard Drawings was published in October 1991 as a
collection of Standard Drawings issued by the then Civil Engineering Department, together
with some general drawings applicable to most Government projects.

The document was originally issued in loose jacket form and was later bound in
book form for sale to the public since August 1996.
5.
The CED Standard Drawings were renamed as CEDD Standard Drawings upon
the merger of the former Civil Engineering Department and the Territory Development
Department in July 2004.
Guidelines on Application of Standard Drawings

The Standard Drawings are intended to give guidance on suitable design details
and solutions for commonly encountered situations. They are not mandatory and should be
reviewed by project engineers to ensure suitability for use in each individual case.

Direct application of the Standard Drawings to works should be done only with
great caution, as some of the Standard Drawings are not sufficiently precise to be appropriate
for use as contract drawings, and hence could give rise to disputes or claims for additional
payment.

Updating of CEDD Standard Drawings
8.
The responsibilities for reviewing, updating and approval of the CEDD Standard
Drawings are as follows:

SE/Standards shall be responsible for preparation of the updated drawing list and
promulgation of the CEDD Standard Drawings by posting the soft copies on the Lotus Notes
Bulletin Board and on the Internet. Hard copies may also be distributed to officers for
document control purpose if necessary.
10.
For updating of an existing drawing or production of a new drawing in Section 2
(Geotechnical), CGE/LPM2 shall carry out all necessary preparation, consultation and
circulation of the drawing and arrange for endorsement by Head, GEO. A finalized version
of the drawing ready for promulgation shall then be sent to SE/Standards through Head, GEO
for necessary action.
11.
Similarly, CE/Port Works shall deal with drawings in Section 3 (Port Works)
through Head, CEO.
Annual Review
12.
At the beginning of each calendar year, SE/Standards shall initiate an annual
review of all the current CEDD Standard Drawings in collaboration with CGE/LPM2 and
CE/Port Works. Any necessary updating works identified shall be processed accordingly.
