Campaign Submitted by the Philippines SUMMARY Executive summary: This submission is a response to the request of the Maritime Safety Committee for Member Governments to provide information on activities being undertaken to promote the "Go to Sea!" campaign Strategic direction: No related provisions High-level action: No related provisions Planned output: No related provisions Action to be taken: Paragraph 5 Related documents: STW 41/INF.2, MSC 86/9/2 and Circular letter No.2922 Background 1 In Circular letter No.2922, the Secretary-General announced that, in coordination with the International Labour Organization and relevant non-government industry organizations a "Go to Sea!" campaign was launched to attract new entrants to the shipping industry and retain existing seafarers in the maritime profession. The campaign aims to bring to the attention of Governments, international organizations and industry the extent of the global shortage of marine officers and to ensure that all involved coordinate their effort in addressing the issue. 2 At the forty-first session of the Sub-Committee on Standards of Training and Watchkeeping (STW 41/INF.2), the Secretary-General invited the delegates to respond to the request of the Maritime Safety Committee to provide information on any activities undertaken in promoting the goals of the "Go to Sea!" campaign with a view of transferring elements of best practice, positive examples and useful experiences gained so that others can benefit from such activities. I:\MSC\87\11-4.doc MSC 87/11/4 Page 2 Philippine Maritime Career Caravan 3 The Department of Labour and Employment (DOLE) of the Republic of the Philippines launched a career caravan for the Maritime Sector on 15 August 2008 which was supported by representatives from the manning companies, maritime organizations, principals and guidance counsellors from maritime schools. The career caravan is otherwise known as "HANDOG SA KABATAAN CAREER CARAVAN FOR THE MARITIME SECTOR", and specific activities undertaken are shown in the attached annex. Comments 4 The Philippines, recognizing the existing shortage in the supply of qualified marine officers finds the need to launch a "Go to Sea!" campaign among its youth. It is for this reason that a yearly career caravan of the maritime sector was launched ahead of the IMO programme to attract the youth through career counselling, symposium and jobs' fairs. By this process, the Philippines hopes to significantly contribute to alleviate the shortage. The Philippine Government acknowledges the support of the International Shipping Federation (ISF) in providing CD materials (Careers in International Ships) for public distribution.
