He was born in Porter, ohj.o on July 29, 1903. He moved to Portsmouttr, Ohio in 1930 rrhere he began. his practice of Medicine. During the crucial and critical days of the 1937 f1ood, Dr. Scott, along with other area physj,cians delivered energency medical senrice to thousands of Portsmouth and Scioto County residents. Dr. Scott, in 1954, nas elected Scioto County Coroner, ranking hin as the first elected Black Coroner in The United States, a signifj.cant achieveroent recognized by rnany.
