Partner required for the tender for Corrosion Data
Implementation and associated services for Client in Algeria.
Management
TCIL requires a partner for the tender for provision of Corrosion Data Management
Implementation and Associated Services for the Client in Algeria.
Scope of Work
The Scope of work involves the following:
1. Provision of provisional operating spares for probes and coupon including (but
not limited to):
- Probes (ER, LPR, and bioprobes).
- Coupon holders;
- Plugs (solid and hollow)
- Seals and complete set packings, O-rings
Operating spares mentioned above shall be compatible with the existing systems
i.e. ROHRBACK COSASCO mechanical access and CORROCEAN hydraulic
access fittings.
2. Provision of technical support services (maintenance, training, troubleshooting
of:a. Hot tap machines (Metal Samples HA 102102), retrieving equipment both
COSASCO (mechanical) and CORROCEAN (hydraulic), retrieving
services (coupons / probes) using the above systems;
b. Integration of “MULTITREND” software with the existing SCADA system,
including: services for corrosion monitoring data trending and analysis,
training and data management services, training on the application and
use of handheld equipment.
c. Technical support and training services, including General corrosion
engineering and corrosion monitoring; corrosion inhibitors and chemical
treatments; methods, standards and practises for chemicals selection; the
field application and performance monitoring of corrosion inhibitors;
corrosion coupon analysis as per NACE RP-0775.
3. The Bidder is required to fully (without exceptions) to comply with Client’s HSE
standards and requirements.
4. The Bidder is required to arrange Project quality performance meeting on regular
basis (quarterly) in Hassi Messaoud or in the field.
5. The Bidder is required to provide field logistics, i.e., cabins and vehicles. Cabins
will be fully equipped office cabins, workshop cabins, laboratory equipped
container with air conditioner.
Vehicles will be 4 x 2 wheel drive and 4 x 4 wheel drive, fully equipped with
driving tracking system, standard set of vehicle emergency (first aid kits, mini air
compressor, shovel, fire extinguisher). 4 x 4 vehicles will be equipped with rolling
protection steel frame. Driving tracking system is preferable the same system as
Client’s VDO system with the same alert system. Bidder is required to perform
proactive maintenance on vehicle on regular basis.
6. The Bidder is required to furnish a fully equipped containerized or cabin type (20
ft. minimum size) laboratory, ready for hook up to water and electricity supply,
c/w telecoms and data network cabling, lighting, air conditioning, work tops, sink,
windows, office furniture, desk, storage spaces and suitable fire extinguishers.
7. The following equipment will be provided by Bidder for the laboratory: telephone,
precision balance scales and microscope (for coupon analysis), consumables
(glassware, sampling bottles etc.) used in the field by the dedicated crew, in
order to fulfil the requirements of the scope of work.
A high resolution digital SLR camera (type Nikon D700 or equivalent) with both
standard and macro lenses for close up pictures of samples, specimens etc.
All equipment necessary for corrosion coupon analysis as per the latest NACE
standard.
8. The Bidder is required to furnish a Fully equipped containerized or cabin type (20
ft minimum size) office, ready for hookup to electricity and telecoms networks,
c/w lighting, split system air conditioning, windows, electrical and telecoms
networks installed. Telephone will be provided by Bidder.
Eligibility Criteria
Please provide compliance and relevant document for the below mentioned
eligibility criteria:
1. The Bidder shall have similar previous engineering work relating to oil facilities.
Please provide the details of similar previous engineering work relating to oil
facilities including Descriptions of projects, Scopes of work performed, Clients,
Years, Values, and Locations where work performed.
2. The Bidder shall have previous experience on Projects relating to Oil & gas
facilities in Algeria.
Please provide the details of relevant experience.
3. The Bidder shall have convincing Health, Safety and Environmental (HSE) Policy
and Program that clearly state commitment for improvement through key
performance indicators (KPI), continuous training and development program.
Please provide relevant document.
4. Please provide Copy of Company Certificate of Incorporation / registration /
Extract from register of commerce as applicable.
5. Please provide Copy of Company’s Memorandum of Association.
6. The Bidder shall have a positive net worth.
Please provide summary statement of the Profit and loss figures from the
audited accounts for the past three (3) years of Tenderer and (as applicable) its
parent and ultimate holding company, together with any other financial
information applicable.
7. The Bidder shall have HSE Management Plan.
Please provide relevant document.
8. The Bidder shall have HSE training program for DEDICATED and CALL-OUT
personnel.
Please provide relevant document.
9. The Bidder shall be able to download data from drive right equipped vehicle and
evaluate driving performance of the drivers. The Bidder shall have to submit the
driving performance data and reports on regular basis to the Client.
Please provide compliance & specifications of driving tracking system and
sample of reports.
10. The Bidder shall be able to supply OEM ROHRBACK COSASCO corrosion
monitoring products.
Please provide compliance.
11. The Bidder shall be able to supply OEM ROXAR/CORROCEAN corrosion
monitoring products.
Please provide compliance.
12. The Bidder shall be able to provide a clear and comprehensive quality control to
meet the scope of supply requirement in the scope of work.

13. The Bidder shall be able to provide technical support services for the product
from ROHRBACK COSASCO and CORROCEAN ROXAR. In addition to
materials, equipment and consumables, Contractor will provide cabins and
vehicles, Thuraya phones, mobile phones, laptop, printer, and scanners.

14. The Bidder shall be able to provide suitable, experienced / OEM Trained and
recorded, personnel for technical support on the ROHRBACK COSASCO and
CORROCEAN ROXAR product.
Please provide compliance & CV of personnel.
15. The Bidder shall be able to provide suitable experienced personnel, both
Algerian and Expats, for technical support on the retrieving of probes and
coupons.

16. The Bidder shall agree to provide 100 % Algerian experienced personnel for
technical support, after one year of the contract signature. National Algerian
personnel will be certified to use mechanical retriever from COSASCO and
hydraulic retriever from CORROCEAN.\

17. The Bidder shall be able to provide maintenance, certification and spares for the
client owned retrievers and hot tap tools for the contract duration, as per the
scope of work.

18. The Bidder shall be able to provide suitable experienced / certified personnel for
technical support on the Client owned retrievers.

19. The Bidder shall be able to provide suitable experienced / certified personnel for
technical support on the client owned hot tap tools.
Please provide compliance.
20. The Bidder shall be able to provide suitable experienced / expert (SCADA
Technician) for technical assistance on the Client owned software integration
with SCADA.
Please provide compliance.
21. The Bidder shall be able to provide a third party specialist for technical support
/trainings on the Chemical injection optimization, Corrosion Courses, coupon
analysis, trends interpretation etc.

22. The Bidder shall be able to provide a full-equipped portable office cabin, an air
conditioned workshop container, a storage container as per the specifications
and safety requirements.

23. The Bidder must have a statement of policy for the management of quality and
must carry out operations in accordance with written procedures and/or work
instructions.

The payment terms shall be on back to back basis. The interested Companies
