Cox Agency Director May 15, 2014 Honorable Board of Supervisors Administration Building Oakland, CA 94612 Dear Board Members: SUBJECT: Approval for California State Association of Counties (CSAC) CalWIN Agreement Renewal for FY 2014-2015 RECOMMENDATION: In order to continue Alameda County’s participation with CSAC to support the Welfare Client Data Systems (WCDS)/CalWORKS Information Network (CalWIN) consortium, it is recommended that your Board: Authorize the President of the Board to sign the agreement with the California State Association of Counties, Procurement No. 10387 (Principal: Kelli Oropeza, CSAC Controller, Sacramento, CA), for the service period of July 1, 2014 through June 30, 2015, in the amount of $153,112 for Alameda County’s continued participation with CSAC in support of the WCDS/CalWIN consortium. SUMMARY/DISCUSSION: CSAC provides skilled staff and resources for coordination of the eighteen-county WCDS/CalWIN consortium, communication with State Department of Social Services staff, and management of WCDS/CalWIN vendor services. CalWIN is the existing computer system in 18 counties with an automated eligibility system to determine eligibility, issue benefits, track cases, individuals, and employment services for CalWORKS, Food Stamps, General Assistance, and Medi-Cal applicants and recipients. Alameda County implemented CalWIN on December 5, 2005 and the renewal of this contract is part of the continuing implementation of the CALWIN project with the eighteen-county consortium. Additionally, this Agreement, while not the County’s standard agreement, is the format proposed by CSAC that allows for all eighteen CalWIN consortium counties members to have uniform documents, and therefore still requires Board President’s signature.
