Classified Staff Advisory Council Minutes Wednesday, April 3rd; 9 – 10 AM, DUC 235 Present: Connie Anderson, Danielle Beschta, Jackie Christianson, Jackie Durigan, Erin Hintz, Marshall Lee, Cindy Marczak, Tracy Raatz, Alvin Schuller, Heidi Wallner, Anthony Walter Absent: Renee Copes, Jean Scherer Approval of March 6th, 2013 Minutes: Marshall moved to approve the minutes; Jackie D. seconded the motion. UPS Update (Bob Tabor): Bob Tabor came to discuss the various policies and procedures related to UPS that will have to be developed for UWSP university staff and how CSAC (soon-to-be USC) should organize or reorganize to deal with all of these changes in policy. Bob provided the group with a UW System developed fact sheet on the new UPS and information on the specific policies and procedures that will have to be developed. UW System has developed some “bare bones” policies to help campuses get started, but campuses are encouraged to build on these policies and make them their own. CSAC/USC will help shape these for UWSP, in coordination with UWSP Human Resource staff. Bob suggested that various UPS subcommittees be developed with seats for both CSAC/USC members and other interested individuals from the classified/university staff. Bob stated he is very willing to participate in these discussions. The UPS-related policies and procedures to be developed include: Recruitment, Governance, Layoffs, Grievance Procedures, and Workplace Expectations. It was asked what other campuses are doing, and it sounds like others will be moving forward similarly. The Chancellor and Line Officers will have the final approval of any UWSP UPS-related policies, but CSAC/USC will be critical in getting them developed. The subcommittees will make their recommendations to the Chancellor. Bob stated that his hope is that the Faculty handbook will someday be revised into a University handbook that is more general and applies to all employees, with specific policies developed for dealing with specific issues. Bob will be at the classified/university staff listening sessions in a couple of weeks and will be able to help answer questions. He told the group that work is still being done for the voluntary movement of certain current classified titles to academic staff – more information will be coming. Committee Updates: Jackie C. provided an update from Cabinet; Nick Schultz (Media Relations) and Marsha Henfer (Director of IT) were introduced to the group. Topics included the new UR/C website, the approval of the new science building at the state building commission, the April 24th campus-wide inclusive excellence program, and the women’s basketball division 3 final four at UWSP next spring. Spring Appreciation Week: Details on the Sargis award presentation are still being worked on. The schedule for the week, as outlined in last meeting’s minutes, still applies. Committee members have volunteered for the five exceptional person of the day deliveries. Years of Service and Recognition Awards work is moving forward. The newsletter will be going out by the end of next week. Some founding members of CSAC have been identified and may be asked to write something for the newsletter or speak at the awards ceremony. The appreciation treats project is all set up for Monday the 15th. Election results are in and the group learned who the newly elected CSAC/USC members are. There was a tie for eighth place, and it was decided that both individuals should be invited to join. Bylaws Update: The group was asked if the voting by classified/university staff on the updates to the bylaws shouldn’t be put off until next year. With all of the changes related to UPS, governance, and other issues coming up, it may be best to wait until the bylaws can be in a more “final” form before asking staff to vote on them. The group decided that a bylaws subcommittee (with both CSAC/USC members and non-members) should also be formed. This group will work closely with the other subcommittees as new personnel policies and procedures are developed. Other: Marshall and Jackie C. will work on identifying the various subcommittees that will need to be formed. Information will be sent out to the classified/university staff asking for member interest. Each subcommittee will vote on a chair to lead the work.
