Toronto’s Alphabet Soup: Agencies, Boards, Committees &

Commissions (ABCCs)

TORONTO, ON — Like most other cities in Canada, Toronto administers many of its key services through agencies that are given their powers under the laws of the province. In fact, close to one-third of the City's operating budget is spent through these agencies, which owe dual allegiance to the province and to the political/administrative system of local government.

In addition, these agencies are supported by a very important contingent of civilian appointments, thus putting them in direct contact with the community and its organized groups. The challenges and operation of these ABCCs will be explored, as will one of the oldest and most important agencies we have in this city: the Toronto Board of Health.

The presenting speakers will be Dr. David McKeown (Toronto Public Health) and Professor David Siegel (Brock University) . Audience and panel discussion, moderated by Shauna Brail (UofT), will follow the presentations.

Dr. David McKeown is Medical Officer of Health for the City of Toronto and Executive Officer of the Toronto Board of Health. He leads

Toronto Public Health, Canada’s largest local public health agency, which provides public health programs and services for 2.6 million residents. He is a physician specialist who has worked in the public health field for more than 25 years. Dr. McKeown has also served as

Medical Officer of Health for East York, the City of Toronto prior to amalgamation, and the Region of Peel. He is an Adjunct Professor in the

Dalla Lana School of Public Health at the University of Toronto. As Toronto’s Medical Officer of Health, he has been an outspoken advocate for healthy public policy and the reduction of health inequities.

David Siegel is Professor of Political Science at Brock University and Director of the University’s Niagara Community Observatory. The mission of the Observatory is to work in partnership with the Niagara community to produce evidence-based research on current issues in the local area. He has written extensively in the areas of public administration and local government. He is co-author of Public Administration in Canada ; Evolution, Revolution, Amalgamation: Restructuring in Three Ontario Municipalities , and Service in the Field: The Real World of

Front-Line Public Servants , and co-editor of Urban Policy Issues .

Moderator Shauna Brail is Director of the Experiential Learning Program and Senior Lecturer, Urban Studies Program, Innis College, University of Toronto .
