Summary
The
Espionage
Act
of
1917,
passed
shortly
after
the
U.S.
entered
World
War
I,
made
it
illegal
to
interfere
with
the
operation
or
success
of
the
U.S.
armed
forces
or
to
promote
the
success
of
its
enemies.
A
1918
Amendment
(Sedition
Act)
to
the
law
made
it
illegal
to
criticize
the
government.
In
the
Abrams
case,
the
Supreme
Court
ruled
the
law
did
not
violate
the
First
Amendment
rights
of
citizens.
The
Court
held
that
circulars
advocating
a
general
strike
of
workers
in
ammunition
factories
was
in
violation
of
the
law,
because
they
were
intended
to
provoke
resistance
to
the
U.S.
war
effort.
The
ruling
was
overturned
in
Brandenburg
v.
Ohio.
