The year 2000
was a fast and furious legislative year.
We started off working with PERS and
The Ohio General
Assembly on the
pension enhancement bill, HB 628.
The guaranteed 3%
cost of living adjustment was removed
from the original bill and was sent to
the Ohio Retirement Study Commission (ORSC) for additional review. A
request for PERS to develop a
“Defined Contribution Plan” proposal
was also inserted into the Bill. [Editor’s
note: see the Administrator’s article
explaining the difference between
defined benefit and defined contribution plans elsewhere in this newsletter.] Since the great majority of our
membership sees the push for defined
contribution programs as a serious
threat to the overall stability of our
retirement system, we will be on top of
every proposal on this issue.
During 2000, insurance companies
and stock brokers, as part of a nationwide effort, tried to force legislation
that would go around PERS and have
current workers contribute directly to
them. There was also legislation proposed, HB 691, that would require
PERS to loan money to emerging technology companies. And in November,
there was an attempt to amend a
School Employees Retirement System
Bill, HB 270, in order to sneak the
School Employees Retirement System
into PERS.
In each of these situations, PERI
was there to support and protect our
membership from legislative actions
that would hurt our retirement system’s

DEFINED BENEFIT AND DEFINED CONTRIBUTION

There has been a lot of discussion
about defined benefit verses defined
contribution retirement plans over the
past year. We have received several
requests to have the differences
between the two types of plans clarified. The following explanation points
out the differences as I see them.
The current PERS retirement plan is
a defined benefit plan. When you
were working, you paid a set amount
of your earnings into PERS. Your employer also paid PERS a set amount
on your behalf. You were guaranteed a
set, or defined, benefit when you
retired. The defined benefit was based
on your final average salary (FAS)
times a multiplier (currently 2.2) times
your years of service credit.
Under a defined contribution plan
workers and their employers would
pay set amounts into a private investment program.
Even though the programs sound
similar, there are profound differences
at the time of retirement. One is safe,
defined benefit; and one is risky,
defined contribution.
Under your defined benefit program
you started out your retirement with a
base amount. Over the years, the
retirement system earned interest and
dividends on the money deposited by
you and your employers. Over the
years these earnings have allowed the
system to add to your base pension a
series of additional benefits such as:
cost of living increases, healthcare
benefits, Medicare Part B premium
reimbursements, prescriptions, and
from time to time other enhancements
to your retirement package.
Under a defined contribution program, a retiree’s retirement benefit will
depend solely upon the individual’s
investment portfolio. If invested wisely,
the base pension could be larger than

it would under a defined benefit program. On the other hand, if the individual didn’t invest wisely, or the stock
market falls, the pension could be left
with very little. In addition, there are no

PERS BOARD CHAIRMAN
Sharon M. Downs,
a Circleville resident,
was re-elected chairman of the Board of
the Public Employees
Retirement System of
Ohio and will serve in
that position through
December
2001.
Downs represents retirees on the Retirement Board.
She retired as a human resources
manager from the Ohio Department of
Administrative Services, where she
managed the section responsible for
overseeing the personnel activities
and maintaining the classification and
pay plans for all state and county
agencies, as well as state supported
colleges and universities. Downs also
served as the department’s designee
on both the Retirement Board and the
Deferred Compensation Board from
1991 through 1997.
PERS is one of the 20 largest pension systems in the nation. The Retirement Board is the governing body of
the System, which has over 370,000
active members and more than
125,000 benefit recipients. The ninemember Board meets monthly to
review and formulate policies concerning PERS. The Board also authorizes
the investments made with the
System’s funds, which currently total
approximately $55 billion.

Risks posed by older drivers will
increase as baby boomers grow older,
safety officials say.
In Ohio, more than 1.1 million
licensed drivers were older than 65 in
1996. Among them were 47 drivers
over 100 years old.
There will be a 50 percent increase
in fatalities for baby boomers as they
grow older, according to John W.
Eberhard, senior research psychologist for the National Highway Traffic
Safety Administration.
Here are some warning signs:
— Frequent traffic citations.
— Trouble with left-handed turns.
— Getting lost driving in familiar
places or having trouble with directions.
— Missing red lights or traffic signals.
— Trouble seeing at night.

future ability to provide the quality benefit package that we enjoy today.
Now, the major issues we see on
the immediate horizon will be the reintroduction of the 3% cost of living
proposal, PERS’s development of a
PERS operated defined contribution
plan, and several federal issues including the Social Security offset, mandatory Social Security, and Medicare
prescription programs.
As you can see, there is really no
retirement for us retirees. We have to
stay involved if we want to preserve
what we have earned.
I am so thankful for all of our members, for without your support, we
would have a hard time prevailing on
these issues. In closing, I want to encourage each of you to check with
friends, who are also PERS retirees,
and explain to them how important
it is for us to stay involved and vigilant
when it comes to our retirement
system.

plans are simply a method of playing
the stock market with one’s retirement
fund. History reflects that there are
many more losers than winners in that
game. The major advantage large
retirement systems have in the stock
market is the fact that they are continual investors. Another way of saying it
is, that there is no particular time that
they have to sell their stock. The danger an individual encounters in the
same market place is that their investment period is limited to the ups and
downs of the market place during their
lifetime. In other words they may have
to sell during a low period, because
they need money on which to live.
As a closing comment, why should
those under the current defined benefit
program care whether or not current
workers go to defined contribution programs? It is simply because every
dime that goes into a defined contribution plan is money kept out of the
PERS pension system. The less
money in the pension system, the less
earnings PERS can make. The less
PERS makes, the fewer benefits it can
provide to its members.

SECRETARY RELOCATES
Our Administrative Secretary and
Bookkeeper, Mrs. Terri Lee, will be relocating to Lyndhurst, New Jersey to
join her husband, Robin, who has
taken a position in New York City. In
the words of our Administrator, “Administrative Secretaries are the heart
and soul of any organization. They are
the ones you talk to, if you really want
to get something accomplished.
Administrative Secretaries generally
provide the tenderness to an organization and should have the ability to
make everyone comfortable.
Since joining PERI in 1994, Terri
has personified the ideal Administrative Secretary. Her background in
health insurance matters has made
her an invaluable asset to our members, staff, and Board of Directors.
Terri has the ability to produce a great
volume of work, in a short period of
time, with no air of urgency. From the
beginning, Terri began laying a great
foundation for those who would follow
her in the position. Even though we
will miss her and her contributions, we
thank her for helping us become a

CHECK FOR FRAUD
Most telemarketing sales calls are
made by legitimate businesses which
offer honest products or services,
according to a report by The Ohio
State University Extension Service.
But, the report adds that phone fraud is
a multibillion dollar operation that
involves everything from bad to nonexistent investments to products and
services that are misrepresented.
If you have a phone, you could be a
victim.
Here are some suggestions for
avoiding becoming a victim.
— Never be pushed into a hasty
decision.
— Don’t invest in anything you
don’t understand.
— Request written information by
mail about the product, service, investment or charity.
— Ask about state or federal agencies that regulate the firm. Ask for
phone number or address to contact
these agencies.
— Check out the companies or
organization. Swindlers assume you
won’t bother to do so.
— Ask what you can do if you are
not satisfied with a purchase. Get any
guarantee in writing.
— Don’t give personal financial
information over the phone.
— If you’re not interested, feel high
pressure or feel uneasy about the call,
hang up.
Regulations in Ohio now require telemarketers to register with the Attorney
General’s office. Also, telemarketers
must send written invoices to customers and obtain signatures before
drawing on customers’ accounts.
EDITOR RETIRES
Our long standing PERI Newsletter
Editor, Howard Frisbee, announced in
December that he would, regretfully,
be retiring from his position as editor
after the first quarter newsletter in
2001. Starting in August of 1984,
Howard has guided the development
of our newsletter for over 16 years. His
steady hand and deep knowledge of
the history of PERI will be missed by
all of us.
Howard and his wife Dorothy will be
devoting more of their time to travel
and visiting their children and grandchildren.
Hocking County PERI officers were recently elected for 2001. They include (from left) Bob

A TRIBUTE TO NORM
We, members of
District 2, would like
to pay tribute to
Norman Rulman for
his many years of
service with the
Paulding
County
PERI Chapter #10.
Norm began his
tenure as president of his local chapter
in 1977 and still remains active. His
dedication to the system is paramount.
As he goes about his daily life, he carries the pamphlet from PERI that
encourages all PERS retirees to join
PERI, and does not miss the opportunity to recruit new retirees to join the
State and also the local chapter. He is
a true blue believer that we must keep
our pension funds safe by staying upto-date on all issues that affect our
retirement and its benefits; this can
only be accomplished by being a member of PERI. He encourages all to join
their local chapters and stay informed.
Norman J. Rulman was born in
Mercer County on November 28, 1911
and moved to Paulding, Ohio in 1914.
He graduated from Paulding High
School in 1929 and was married in
1931. he has been a member of
Eagles Lodge 2405 for 50+ years. He
was a member of the Fire Department
for 46 years (12 yrs. as Asst. Chief and
13 yrs. as Chief). He also is a member
of the Kiwanis Club (24 yrs.), writes
“Norm’s News” for the local newspaper,

His hobbies and interests include
trains and railroads and the Alzheimer’s caregiver meetings. Norm took
loving care of his late wife as she progressed through Alzheimer’s disease
and offers encouragement to those
facing similar situations.

The new legislative session (the
124th Ohio General
Assembly) has started. All bills that did
not pass last session
( 1 / 1 / 9 9 - 12/31/00)
died—these bills will
be assigned a new bill number if they
are reintroduced. One of the bills we
worked on last session that did not
pass will be reintroduced in a few
weeks. This reintroduced bill will
change the cost of living adjustment
(COLA) to provide a yearly 3% COLA
for each retiree regardless of the Consumer Price Index and regardless of
whether a retiree has points in his or
her bank.
We anticipate that retirement bills
heard in the House will be heard by
the new House Retirement Committee. Representative Kirk Schuring
(R-Canton) is the chairman and Rep.
Bill Ogg (D-Sciotoville) is the ranking
minority member. Both Representatives Schuring and Ogg are fine legislators and are very knowledgeable on
retirement issues.
In the Senate, retirement bills will
be heard by the Pension Systems
Subcommittee of the Senate Ways
and Means Committee. Senator
Priscilla Mead (R-Columbus) is chair
and Senator Greg DiDonato (D-New
Philadelphia) is ranking minority
member; both are also fine legislators
who are very knowledgeable on
retirement issues.
Because of term limits the State
House is full of new faces. In the
House there are 45 new members.
However, three of them are term limited senators who ran for and won a
House seat. In the Senate there are
seven new senators; however, only
one of the seven joins the Senate
without prior experience in the General Assembly. The other six new
senators served in the House and ran
for their senate seat because of term
limits.
As we begin the new session, we
will continue to work very closely with
PERS Executive Director, Laurie
Hacking and PERS legislative counsel, Tom Sherman.

DISTRICT 11 REPRESENTATIVE: Currently we have no one serving as the representative for PERI’s
District 11 (Ashtabula, Columbiana,
Geauga, Lake, Mahoning, Portage,
Stark, and Trumbull counties). In
order to be a district representative,
one needs to be willing to be involved.
We ask our district representatives to
maintain communication with the
chapters in their districts, to encourage and help members to develop
new chapters, to represent the PERI
members in their districts as a member of the state Board of Directors, to
attend monthly Board of Director’s
meetings in Columbus, and to schedule and conduct an annual district
meeting. The position is not as scary
as it sounds. Even if you are a brand
new member of PERI and would be
interested in becoming more
involved,
