CRA2015-07 10:00 AM OCTOBER 26, 2015 I. PRE-BID CONFERENCE All attendees to complete sign-in sheet by 10:20 AM 20 minute contractor walk-through 10 minute questions and answers 1. Purpose of Pre-Bid Meeting: This pre-bid meeting has been scheduled to acquaint the prime contractors and others with the bid documents for the 221/223 SW 12th Avenue Duplex Renovation project. The CONSULTANT, Synalovski Romanik Saye (SRS) is the consulting construction manager for the project and will be working with the Delray Beach Community Redevelopment Agency (CRA) toward the completion of the project. 2. Scope of Project: Project overview and scope: House is to be move-in clean, all systems connected, tested and operational. 150-day construction period from NTP. The 221/223 SW 12th Avenue Duplex Renovation project is funded by the CRA and is being constructed pursuant to the Southwest Neighborhood Plan and CRA Plan. The project consists of interior and exterior renovations of the duplex structure located at 221/223 SW 12th Avenue, Delray Beach, Florida. The general scope of work for the structure includes, but is not limited to site work (including landscaping, irrigation and site lighting), new impact resistant exterior windows and doors, renovation of the exterior façades, renovation of the walls and ceilings, typical mechanical, electrical, and plumbing for the renovations and specified site upgrades. The contractor shall comply with all applicable codes and regulations of authorities having jurisdiction. The CRA is the property owner. The successful bidder shall comply with the provisions outlined in the supplemental general conditions. The project is scheduled for completion 150 days from issuance of a Notice to Proceed. The estimated project cost is $182,000.00. 3. Permits: The Contractor shall obtain and pay for all Federal, State, County, licenses and other authorization required to execute the work, including the cost of all work performed in compliance with the terms and conditions of such permits, licenses and authorizations, whether by himself or others. All City permits will be obtained by the contractor. 1 4. Project Schedule: Bids must be properly labeled and delivered in sealed envelope. Sealed Proposals (one original & one electronic copy) will be received by the Delray Beach CRA located on 20 North Swinton Avenue, Delray Beach, FL 33444, until November 19, 2015 at 2:00 P.M., at which time they will be publicly opened and read aloud. All questions are required to be submitted in writing via e-mail rizzom@mydelraybeach.com or fax no. 561-276-8558 no later than November 12, 2015 at 5:00 P.M. and will be answered in the form of an addenda only. Bidder agrees that the Work will be substantially completed within 135 calendar days after the date when the Contract Time commences to run, and completed within 15 calendar days after the date of Substantial Completion. Bidder accepts the provisions of the Agreement as to liquidated damages in the event of failure to complete the work on time. 5. Bid Security: A Bid Bond, Certified Check, or Cashiers Check in the amount of 5% of the bid must be submitted with the bid. The bidders must utilize the Bid Bond form provided in the Contract Documents. 6. Examination of Site: Each bidder is responsible for necessary site investigations to determine all sub-surface conditions and the facilities needed to execute the work in accordance with the contract documents. It is recommended that potential bidders inspect the project site before preparation/submittal of their bid package. 7. Interpretation of Addenda: When questions raised are deemed appropriate by the CRA, in its sole discretion, they shall be answered in the form of Addenda. No oral answers to questions will be given. All Addenda so issued shall become a part of the Contract Documents, and must be acknowledged. Bid Proposal: Contract Price is based on unit price total of bid items 1-27. No qualifications and assumptions will be accepted. Each line item should include all markup and project costs including permits associated with that item. All forms must be completed, signed and notarized where required. Three (3) pay applications and one (1) final pay application. 9. Existing Utilities: Contractor is fully responsible for coordination of all utility companies (e.g. FP&L, AT&T, Natural Gas, Cable TV, City of Delray Beach, etc.) and for repairing, at no expense to the CRA, utilities damaged during construction. 2
