TABLE OF CONTENTS
The UNA is responsible for providing
municipal functions like parking
regulation, public realm maintenance,
street and sidewalk repairs. The
UNA delivers community recreation
programming and also acts as the liaison
for the community’s use of UBC athletic
facilities. Residents’ opinions, views and
concerns are heard through the UNA and
help shape future development and the
allocation of community facilities at UBC.
Housing
UNA Board of Directors
Services Levy and Rural Tax
The UNA Board of Directors approximates
a municipal council for UBC’s residential
neighbourhoods. The Board is currently
comprised of four directors elected by
UNA residents, two directors appointed
by UBC and one appointed by the
Alma Mater Society (AMS). The number
of elected directors is determined by
the number of housing units and will
increase over time.
Home owners in the UNA pay a Rural Tax
to the Province of British Columbia and
a Services Levy to UBC. The two added
together are comparable to the City of
Vancouver municipal tax for a similarly
assessed property. The Services Levy
is collected as a “landlord charge” or
additional rent and is, deposited into the
Neighbours’ Fund which funds the UNA
Operating Budget.
What is the UNA?
UNA Membership
Now that you are living on the UBC
campus in Vancouver and in the UNA,
you may be surprised to learn that you
are not living in the City of Vancouver,
but on unincorporated provincial lands
referred to as Electoral Area A.
Becoming a UNA member is the best way
to become involved in your community.
UNA members are eligible to vote in UNA
elections and to stand for election as a
UNA director. The Board decides how
the UNA budget will be spent and also
makes decisions that affect most of the
day-to-day lives of all residents.

The

Neighbourhoods
Association (UNA) was established in
2002 to bring governance to and promote
the creation of a vibrant, diverse and
sustainable community for the residents
of UBC’s residential neighbourhoods. In
2012, approximately 8,000 residents live
in five UNA neighbourhoods: Hampton
Place, Hawthorn Place, Chancellor Place,
East Campus, and Wesbrook Place - our
newest neighbourhood.
Leasehold Properties
HOUSING
WELCOME
Welcome
All UNA neighbourhood housing is
leasehold property. This means that the
home owners do not own the land, but
lease the land from UBC. Home owners
can freely buy and sell their homes
through assignment of their leases until
the lease expires, typically in 99 years.
There are several reserves held within
the Neighbours’ Fund, acting as an
insurance policy to allow for any large
unexpected or cyclical costs which are
too large to be managed within the
annual operating budget of the UNA.

● Rate Stabilization (to guard against
unforeseen changes in the City of
Vancouver tax rates)
Anyone 18 years of age or older, who
lives in a UNA neighbourhood, is eligible
to become a UNA member. Membership
is free and you may apply online at
www.myuna.ca. If you have any
questions about becoming a UNA
member, contact the UNA Office by

Wesbrook Community Centre
A new community centre in Wesbrook
Place is expected to open in the near
future. Some key elements of the new
community centre include a gymnasium
and fitness centre, meeting rooms, a
dance studio, and child minding. Visit

The Old Barn Community Centre
The Old Barn Community Centre,
located at 6308 Thunderbird Blvd. is a
welcoming place where you can come
to work out in the Exercise Room,
enjoy a coffee or something to eat at
the coffee shop, attend a program,
community celebration or simply visit
with your family and friends in one of
the Community Centre’s public spaces.
The building is equipped with wireless
internet and plenty of places to plug in
your laptop.
Other Recreational Services
You can also access other recreational
services provided by UBC or the City
of Vancouver. On UBC campus, UBC
Athletics offers recreational programs.

The City of Vancouver Board of Parks
and Recreation operates 22 community
recreation centres - West Point Grey,
Dunbar, and Kitsilano Community
Centres are the closest. For more

The Old Barn offers programs for
everyone in your family, from toddler,
preschool, children, youth, adults to
seniors. Programs include arts, fitness,
martial arts, educational, language, dance
and music classes. All programming and
community events information can
be found in the program guide or at
www.oldbarn.ca. The Program Guide is
published three times each year (Spring
& Summer, Fall, Winter) and is delivered to
homes in March, August, and December.

Child Care
UBC Child Care provides a range of
services to meet the needs of families
living, working or studying at UBC. UNA
residents with no affiliation to UBC have
access to 24 daycare spaces in UBC Child
Care. To learn more, visit www.childcare.

childcare and list of service providers,
visit www.wstcoast.org.
Education
There are two public schools serving
families living at UBC and the University
Endowment Lands: University Hill
Elementary School (uhill-elem.vsb.bc.ca)
and University Hill Secondary School
(uhill-sec.vsb.bc.ca). To register your
child for school, phone the Vancouver
School Board (VSB) at 604.713.5000 or

Recycling and Waste Services
Recycling and Waste
UBC offers undergraduate, graduate and
PhD programs in 12 different faculties.

Recycling and waste services are
provided through your strata or property
management company. Check with your
strata council property manager for more
information.
Composting
All UNA buildings are eligible to become
part of UBC’s organics collection program
by joining the UNA/UBC composting
program. The organic waste collected
through this program goes to the UBC InVessel Composting Facility in Wesbrook
Place where it becomes compost. To

can participate in the composting

Planned school sites at UBC include:
1. The new secondary school on 16th Ave. at Ross Dr. in Wesbrook Place, is
expected to open in late 2012. It will house Grade 9 through 12.
(Capacity: 800 students).
2. A new elementary school will replace the existing University Hill Secondary school
at Acadia Rd. It will house kindergarten through Grade 8. Capacity; 860 students.
3. The existing University Hill Elementary school will be realigned to accommodate
kindergarten through Grade 5. (Capacity: 410 students).
4. A third elementary school site has been identified in Wesbrook Place for future
development.

COMMUNITY SERVICES
The Blue Light Phones can be found at
various locations around campus. They
are not just for emergencies, but also
provide you with direct phone access
to Campus Security. For safety concerns
and general assistance (including
directions), push the button once and
Campus Security will answer your call.

E-waste
You can drop off electronic waste,
including old computers and related
equipment at UBC Waste Management
(2329 West Mall). There are boxes located
at the Old Barn Community Centre (6308
Thunderbird Blvd.) where you can deposit
household batteries and cell phones for
recycling. For more information, visit
www.myuna.ca.
Transportation Services
Public Transit
TransLink is Vancouver’s transit authority.
It operates buses, skytrains, seabuses
and the West Coast Express. Vancouver is
divided into three transit zones. All buses
that come to UBC stop at the bus loop
(Wesbrook Mall near MacInnes Field and
the Student Recreation Centre).
Safety Services
The UNA neighbourhoods are safe
neighbourhoods with a lower crime
rate than many parts of the Lower
Mainland. The RCMP provides policing
for the entire campus community and
is located at 2990 Wesbrook Mall. The
RCMP non-emergency phone number is
604.224.1322.

You can also pick up a bus schedule and
route map from the UBC Bookstore (6200
University Blvd.)
Community Shuttle Buses
There are three community shuttle
routes at UBC. C19 goes from Alma and
Broadway along NW Marine to UBC.
C20 covers destinations and residences
on the west side of campus including
Totem Park, the UBC Botanical Garden,
Nitobe Memorial Garden, the Museum
of Anthropology and the Chan Centre.
C22 serves residents on the east side of
campus, including Hampton Place and
Fairview/Acadia. All routes begin and
end at the north side of the Student
Recreation Centre, adjacent to the diesel
bus loop, and provide connections with
existing services at the UBC loop and
service to UBC Hospital. To view a route

Parking
Residential buildings in the UNA provide
underground parking for its residents.
Check with your strata council or rental
agent for your building’s parking rules.
On street parking in each neighbourhood
is very limited. The current interim
parking rules allow residents and their
visitors to park on the street for free. To

School Bus Program
The UTown@UBC School Bus program
is a volunteer-run, non-profit program
that transports children living at UBC
and UNA to five neighbouring public
schools: University Hill Elementary,
Queen Elizabeth Elementary, Queen
Mary Elementary, Queen Elizabeth
Annex and Southlands Elementary. To
learn more about this program or to pick
up a registration form, email
utownbus@gmail.com.
There are many paid parking options on
UBC campus, including parkades, onstreet metered parking, and surface lots.

Proof of residency can include a
driver’s license, lease agreement
or current month’s utility bill.
The principle behind on-street parking is to provide neighbourhood residents and
visitors, including service vehicles and shoppers, an opportunity to park their vehicles
in UNA neighbourhoods for short periods of time.
Parking regulations are enforced by the BC Commissionaires on behalf of the Ministry
of Transportation and Infrastructure (MOTI), who have the authority for the roads in the
neighbourhoods. The UNA office issues parking decals and permits to the residents.

Community Services Card (CSC)
It is possible for UNA residents to licence
their dogs with the City of Vancouver. A
licence helps to protect your dog should it
go missing. To find out more, go to City of

UNA residents have long-term preferred
access to UBC’s recreational facilities.
The UNA Community Services Card
(CSC) provides residents with free access
or preferred rates to many arts and
recreational facilities on campus and
in the City of Vancouver. All residents,
including children, are eligible for a CSC.
To apply, bring your proof of residency to

When walking your pet, please keep
them out of the community gardens
and children’s playgrounds, and
make sure you clean up after any
mess they make.

The UNA community is blessed with
generous green spaces. Besides the
Pacific Spirit Regional Park that comprises
763 hectares of forest and foreshore,
neighbourhood parks include the Jim
Taylor Park, Hawthorn Park, Eagles Park,
and Rhododendron Wood in Hawthorn
Place; Iona Green in Chancellor Place;
Michael Smith Park and Khorana Park in
Wesbrook Place. There are five more new
parks being built in East Campus and
Wesbrook Place in the near future. See
page 17 for park locations.
The CSC does not constitute
membership in the UNA.
UNA
membership, which is also free, must
be applied for separately. Adults over
18 years of age are eligible for UNA
membership, which gives members
the right to vote in UNA elections and
to run for election. You do not need
to be a Canadian Citizen to become a
UNA member. For more information on

The community is also home to the
UNA Community Gardens in Hawthorn
Place and community plant stewardship

Medical Services Plan (MSP)
The BC Government’s Medical Services
Plan (MSP) is for BC residents who are
Canadian citizens, some workers, landed
immigrants or government-assisted
refugees. New BC residents are eligible
for MSP coverage after completing a
waiting period. Temporary visitors to
Canada may not be eligible. Private
insurance coverage is recommended.
Hospitals and Walk-In Clinics
The UBC Hospital Urgent Care Centre
offers specialized treatment for nonlife threatening emergencies. It is
located at 2211 Wesbrook Mall. Phone
604.822.7121 for more information. The
Vancouver Coastal Health Authority
provides an online search tool (www.vch.
ca/locations_and_services/find_health_
services/) to help you find health services
in the Metro Vancouver area.
MSP pays for most health costs, such
as doctors, and most medical tests and
treatments, some exceptions apply.
When your MSP coverage begins, you
will receive a CareCard - this is considered
your official identification. Sign your
card and take it with you when you
go to a doctor, clinic or hospital. For

If your medical concern is not very
serious, you can go to a walk-in clinic
without making an appointment. The
closest walk-in clinic is the University
Village Medical & Dental Clinic (228-2155

Doctors
There are two types of doctors: family
doctors (general practitioners) and
specialists. Family doctors take care of
most medical problems and may refer
you to a specialist if necessary. You are
required to make an appointment before
going to the doctor. To find a doctor:
● Ask your friends, neighbours or other
people in your community.
● Check some hospitals that may have
a list of doctors who are taking new
patients.

doctors who are taking new patients
Social Insurance Number (SIN)
To work in Canada, you need a Social
Insurance Number (SIN). To apply,
phone 1.800.206.7218 or visit www.
servicecanada.gc.ca.
The
closest
Service Canada Centre is on 125 East
10th Ave. Service Canada also offers
Multi-Language Extension services in
Cantonese and Mandarin. Visit them at
the S.U.C.C.E.S.S. office (28 West Pender
St.) or at the MOSAIC office (Floor 2, 1720

HealthLink BC provides health topics,
medication and health services
available in your area. Phone 811 to
speak to a nurse, pharmacist or dietitian.

NEW TO CANADA
If you do not have a drivers license, but
require BC identification, you can apply
for a BC ID card. Take identification to
any driver licensing office, pay the BCID
card fee and have your photo taken.
Your new BCID card will be mailed to
you within six weeks. Check
www.icbc.com/driver-licensing/BCID
for full details.
Driver’s License
You must have a licence and insurance
to drive in BC. If you have a valid driver’s
licence from your country, you can use
your licence for 90 days. You must apply
for a BC license within 90 days. Visit
www.icbc.com or go to the nearest
licensing office located at 4126
MacDonald St. or phone 604.661.2255.
Emergency 911
If you have an emergency, there are three
kinds of help you can ask for: Police, Fire
and Ambulance. You can ask for any of
these three services by calling one phone
number: 911. Make sure that everyone
in the family, including children, knows
how and when to dial 911. Write your
address by the phone, so that your family
can say it quickly in an emergency.
Registration and Insurance
After obtaining your driver’s licence, you
must register your car, buy licence plates
and car insurance. You can do this at any
Autoplan (insurance broker). The closest
is Westland Insurance on 3318 Wesbrook
Mall.
Strata Living
Calling 911 for police and fire help does
not cost money, even from a pay phone.
You can ask for help in your own language
if you do not speak English. Learn to say
the name of your language in English. If
you dial 911 by mistake, please do not
hang up. Stay on the line and indicate
you do not need help. If you hang up,
the police will attend just in case you do
need help.
What is different about living in a strata?
● You own your unit or apartment as well
as sharing ownership and responsibility
for “common property”.
● You must contribute to the cost of
running the building by paying strata
fees.
● You also must pay money into
a reserve fund, for future long term
replacement costs such as painting the
building or replacement of gutters.
● Compared to living in a freestanding
house, there will be lifestyle restrictions
in a strata. There are rules that may
affect things including renovations to
your home, where you can park,
whether you can rent out your unit or
whether you can keep pets.
The UNA meets with strata presidents and
representatives of each neighbourhood
three times per year to discuss issues.

monthly payment to families to
help them with the cost of raising
children under age 18. To apply, phone

The Vancouver School Board (VSB) has

immigrants gain the knowledge and resources necessary to adapt to the Canadian way
of life. Services are offered in both English and Mandarin, and include the following:
answering inquiries on immigration, citizenship, housing, customs, medical and health,
assist in form filling, making referrals and connecting to services and resources in the
community.
