The Illinois Medicaid EHR Incentive Program Adopt, Implement, Upgrade (AIU) Welcome Welcome and thank you for your interest in the Electronic Health Record (EHR) Medicaid Incentive Payment Program (eMIPP). The following material will guide you through the successful attestation of your eMIPP Registration. All Participants must register for the IDHFS portal to access eMIPP 2. Go to: https://medicaid.illinois.gov 3. Click the “Register” button or follow the onscreen instructions for Login. Registration Upon clicking “Register,” users will be directed to the Registration screen. Enter the required information and click the “Submit” button. Registration (Cont.) Users will receive an e-mail containing their login information. Users will need to login with their login ID and password contained in this e-mail. Registration (Cont.) Users are prompted to change their temporary password upon login. After clicking on “Change Password” users are directed to the next screen. Registration (Cont.) Users must complete the required fields and click the “Submit” button. EHR MIPP Portal Users must click the “Illinois eMIPP” link to continue. MEDI Users will be required to enter their MEDI credentials on the screen. Upon entering the credentials, the users are directed to the eMIPP module where they can access the registrations for which they have Provider Domain Administrator rights. Domain/Profile Selection Select the Provider from the “Select a Domain” drop-down box. Select a profile from the “Select a Profile” drop-down box and then click “Go.” NOTE: The Provider Domain Administrator profile must be selected in order to register a provider. EH – Welcome Screen Click the “Start” button to move on to the next screen and begin the registration process. NOTE: Pop-up blocker must be turned off to allow registration to occur. (make standout) EH – eMIPP Login Users will need to enter the CMS registration ID number received from the CMS Registration and Attestation System (RAS). The registration ID must be associated with the NPI of the provider domain. Note: Providers must have registered at the federal level and received a CMS registration ID to continue. If the federal level registration was just completed, allow one business day to access the link. If providers are still unable to register, call the support line at at (877) 782-5565. EH – Federal Information Once logged in users will see a screen with several tabs. Eligible hospitals registering for AIU will be concerned only with the tabs: Federal Information, Eligibility, and Attestation. EH – Federal Information Important Note: On the Federal Information tab, verify that the information is accurate. If there are any errors, return to the CMS RAS and correct the issue(s). Once the updated information is displayed, continue with registration. If the new information is not displayed after two business days, call the support line at (877) 782-5565. EH – Eligibility After reviewing the Federal Information tab, click on the Eligibility tab. Active Tab EH – Eligibility The user will need to enter the “Reporting Period” and “Encounter Information,” select an “EHR Status” and then verify their EHR Certification number and e-mail are correct. The accuracy of the EHR Certification Number is important as it is validated with the Federal ONC database. Click the “Save” button to retain the information. Reporting Period Encounter Information EHR Certification Number Save EH – Attestation Once the registration is completed, a “Register” button will appear. Read and accept the Terms and Conditions, and then click the “Register” button to continue with registration. EH – Attestation (Cont.) The user is prompted to confirm the submission of the registration with a pop-up dialog box. Click “OK” to submit the registration. EH – Registration Confirmation This completes the registration process for an EH registering for AIU. A confirmation e-mail is sent to the address provided. NOTE: The user should print this screen for their records. Upload Document Providers are required to upload documentation to provide evidence that a CEHRT system has been adopted, e.g. Purchase Order, Contract, Invoice, Receipts, etc. In addition, the user can use the Upload Document tab to share supporting documentation with review staff. Click the to add requested documents. Upload Document (Cont.) The user will need to browse for the file(s) to be submitted. A “File Description” is needed before clicking the “Upload” button. Note: The eMIPP module will only accept Excel, Word and PDF files. Requests & Appeals Users can enter an Information Request or an Appeal by clicking on “Requests & Appeals.” Then click on the to initiate a Request or Appeal. Requests & Appeals (Cont.) Users must select the appropriate “Request Type” from the drop-down list and complete the requested information. Click “Submit” upon completion.
