General Requirements
A.
This bid is for furnishing and delivering materials and equipment: instrument
isolator ring, pressure sensor and pressure indicator assemblies (Assemblies),
which include but are not limited to instrument isolator annular rings, pressure
sensing elements including but not limited to pressure gauges and pressure
switches, with interconnecting fittings, assembly, fill fluids, calibration, testing,
packaging, delivery, operations and maintenance data, and warranty as specified
in this document and attachments for use at the Southeast Water Pollution Control
Plant (SEP) at 1700 Jerrold Ave. San Francisco, C A 94124 and the Oceanside
Water Pollution Control Plant (OSP) at 3500 Great Highway, San Francisco, C A
94132.
B.
A l l materials and equipment shall be delivered complete, with all Assemblies
configured for service, and with testing and calibration documentation traceable
to each instrument. A l l Units shall be securely packaged for shipment and
outdoor storage.
C.
Bidders shall refer to the Bid Sheets, General Bid Conditions and Requirements
(Attachment A), and these technical specifications (Attachment B) for additional
requirements. Any additions, deletions, or variations from the following
specifications must be noted in writing at the time of bid as exceptions.
D.
A l l bid prices must be submitted on the City and County of San Francisco Office
of Contract Administration Purchasing Division bid document form. A l l required
bid forms must be completed and submitted with the bid package. Any
incomplete documents submitted in the bid package may result in the rejection of
the bid. Bid prices should be inclusive of all cost to the City. (FOB) destination to
the Southeast Water Pollution Control Plant-Building 940-Warehouse at 1700
Jerrold St. San Francisco, C A 94124. Bid prices should be exclusive of all local,
state, and federal tax.

Four (4) complete sets of original manufacturer's specifications sheets,
catalog illustrative literature, dimensioned drawings demonstrating layout
and installation, and installation and testing procedures for ail material and
equipment specified herein. A l l exceptions to the Specifications shall be
clearly noted.
Bidders shall submit the following required items with delivery.
1.
Furnish four (4) complete sets of Operations and Maintenance (O&M)
manuals.
1) Each manual shall include:
a. Cover sheet shall include Successful Bidder's name, local
distributor and equipment manufacturer contact information with
equipment model and serial/part numbers.
b. Data sheets identifying material and equipment part numbers,
serial numbers, sizes, capacities, range, and set points.
c. System descriptions, operating instructions, installation
instructions, maintenance instructions, drawings defining assembly
and parts, list of suggested spare parts.
d. Completed test forms and calibration sheets.
e. Manufacturer's certificate of warranty two (2)-year period for all
material and equipment to be provided under the bid. The two (2)~
year period shall commence when the equipment has been
inspected and accepted by personnel of the City and County of San
Francisco.
2) Each of the four (4) O & M manuals shall include electronic copies of
all the documents listed on items 2 and 3. A l l electronic copies shall be
saved on a compact disk (CD). Acceptable formats shall be limited to:
dwg., pdf, tif, and jpeg.

III. Quality Assurance
A.
A l l assemblies shall be clearly marked to identify the size, class, rating, range, and
set point. A l l materials shall be inspected to verify that it is free of deformations,
indentations or punctures. A l l material shall be new and free of defects.
B.
The manufacturer shall maintain a quality program, which will assure adequate
control of quality throughout the performance of this purchase, including
fabrication and procurement of awarded items.
C.
Inspection of the equipment may also be made by the City Representative after
delivery. The equipment shall be subject to rejection at any time on account of
failure to meet any of the Specification requirements, even though submittal data
may have been accepted previously. Equipment rejected after delivery shall be
marked for identification and shall be removed from the Southeast Water
Pollution Control Plant (SEWPCP) at once.
D.
Standards
1.
In case of conflict between codes, reference standards, and Shop
Drawings, the most stringent requirements shall apply.
2.

order to achieve standardization of operation, maintenance, spare parts,
manufacturer's service and warranty.

Bidder and Manufacturer Minimum Qualification Requirements

1.
The Successful Bidder shall have a minimum of five (5) years of
experience, be reputable, qualified and regularly engage in the
manufacture/distribution of wastewater plant process instrumentation
including pressure switches, pressure gauges, process flanged wafer
pressure isolators, snubbers, and piping flange connections. Bidder must
be available to answer questions and offer any assistance required by
SFPUC personnel during day business hours Monday thru Friday, 8:00
a.m.-5:00 p.m.
2.
Manufacturers of equipment furnished under this specification shall have a
minimum of five (5) years verifiable experience in the manufacture of
such equipment.
Bidder Responsibilities
1.
The Successful Bidder must assume complete responsibility for all
component parts of the isolator ring assemblies. Responsibility shall
include component furnishing, unit assembly, inspection, function,
calibration, operations/maintenance documentation and warranty.
2.
The Successful Bidder shall also be responsible for assuring that the
assembly and components meet the specified criteria as included in this
specification.
Products
1.
The use of a manufacturer's name and/or model or catalog number is for
the purpose of establishing the standard of quality and general
configuration desired.
2.
A l l items shall be of the size specified in Article VI.F. Unit Assembly
Descriptions and Quantities of these specifications.

3.
A l l assemblies of the same type shall be identical and the end-product of
one (l)-manufacturer.
4.
Assemblies shall be furnished as complete assemblies with all special
adaptors as required to ensure compatibility between valves, fittings,
sensors, switches, appurtenances and adjacent pipe.
5.
Every isolator ring shall be given a hydrostatic leak test at 1.5 times the
rated pressure with test results being certified when required by the
specification.
6.
Nameplates: A l l items shall have the name of the maker, the model
number, the serial number, the nominal size, and the conditions for which
they are rated or designed permanently marked upon some appropriate
part of the body.
7.
Paint: Unless otherwise noted all metal exterior exposed surfaces except
for those on stainless steel and zinc plated steel hardware, shall be cleaned,
sandblasted to near-white metal per SSPC-SP10 and sprayed with one (1)primer base coat and two (2)-coats of an enamel coating appropriate for
corrosion resistant use in wastewater treatment plant environments.
Minimum lining and coating thickness shall be 16 mils. The coating shall
be applied in strict accordance with the manufacturer's directions. The
coating shall be free of pinholes or holidays. Appropriate "returns" shall
be incorporated at all juncture lines of coated and uncoated surfaces such
as isolator ring bore and isolator ring flange to prevent lifting the coating.
Seating surfaces such as flange faces shall not be painted but coated
instead with rust inhibitor.
8.
The manufacturer's standard stock of spare parts, including seats, seals,
bushings, and packing shall be furnished to the City upon acceptance of
the equipment. Speciai tools, if required for normal operation and
maintenance shall be supplied with the equipment.

IV.
Instrument Isolator Rings (Flanged Wafer Pressure Isolators)
A.
Isolator rings shall be designed to permit pressure measurement of wastewater
processes (slurries) and other wastewater process fluids without compromising
instrument gauge function. Isolation ring shall consist of a metal ring with an
internal pulsation dampener and elastomer inner tube filled with silicone
instrument oil. The center section and end plates shall be Type 316 stainless steel
and elastomeric sleeve shall be Viton.
B.
Sensors shall be full, flat face, flange style with through bolt holes meeting ANSI
Class 125. Face to face length of the sensor shall conform to specification MSSSP67. Sensor shall be flow through design with flexible rubber sleeve around full
circumference. The center section shall have a cavity behind the rubber sleeve
filled with silicone fluid to transfer pressure to the gauge.
C.
A l l pressure instruments attached to the sensor shall be rigidly supported by a post
at least 0.875-inches diameter welded to the isolator ring body. Threaded nipple
risers are not allowed. A l l connections shall be V^-inch National Pipe Thread
(NPT) as a minimum. !4-inch NPT fittings are not acceptable. The riser shall
have an integral isolation valve to assist with instrument changes. The sensor ring
shall not have a fill plug that can be inadvertently removed with the resultant loss
of fill fluid.
D.
The sensor shall be vacuum filled and permanently sealed at the factory with a
modular seal consisting of a rubber membrane and needle fitting to allow removal
and replacement of pressure instruments without compromising the vacuum fill.
The needle fitting shall have both 14-inch NPT (Female thread) and V2-inch NPT
(Male threads). The pressure isolator shall be capable of operating under pressure
with all instruments removed with no loss of fill fluid. Pressure instruments shall
be attached to the isolator with a hand tightened lock ring. It shall be possible to
remove, rotate or attach pressure instruments to the isolator without requiring the
use of any tools. The pressure sensor shall be permanently filled with high
viscosity silicone instrument oil to damp out surges or pressure spikes without a
separate snubber. Instruments can be attached to an Isolator Ring installed in the
pipe line while the system is pressurized.
E.
Maximum operating pressure without leakage shall be 1,000 psig minimum.
F.
Isolator rings shall be capable of installation in any attitude, with flow in either
direction.

Isolator rings shall be capable of installation without pressure instruments
attached in order to minimize damage to gauges and sensitive pressure
instruments during pipe fitting and construction.
H.
The isolator ring assembly shall be configured with features enabling pressure
instrument removal/calibration while the Isolator Ring assembly remains
connected to the process pipe. An integral ball valve shall be part of the riser to
allow for instrument "hot swap" without the loss of silicon oil. The ball valve
shall allow for isolation of the instruments under full pipeline pressure.

Onyx Valve Company / Model PSR (with associated Ashcroft / United
Electric Control pressure measuring elements) or approved equal.
2.
If bidding an alternate assembly, the Bidder shall submit with bid
complete documentation demonstrating the proposed wastewater
instrument isolator ring, pressure sensor and pressure indicator assemblies
meets the technical specifications stated herein. Incomplete and/or
insufficient data demonstrating equivalency of equipment is grounds for
rejection of Bidder's bid. The City Representative shall make final
determination of suitability of the submitted alternate equipment prior to
award.

VI.
ISOLATOR RING, PRESSURE SENSOR & PRESSURE INDICATOR - UNIT
ASSEMBLIES
A.
Materials and equipment furnished under this Specification are grouped into unit
assemblies. Each unit assembly is an item listed in Article V L F that includes the
isolator ring, associated pressure sensor and pressure indicator description and
quantities. Each unit assembly under Article VI.F. shall include the materials and
equipment listed under the unit assembly item description and be furnished with
the quantities listed.
B.
Pressure measuring elements integrated into a unit assembly shall be configured
in a pre-assernbled sub-assembly with interconnecting pipe fittings, stinger
fittings, stinger needles, and appurtenances. Each sub-assembly shall utilize a
stinger fitting to attach the isolator ring with a hand tightened lock ring.
C.
The pressure measuring element sub-assembly shall be vacuum filled with high
viscosity silicone instrument oil to dampen out potential surges or pressure spikes
without a separate snubber assembly and shall be permanently sealed at the
factory with a modular seal consisting of a rubber membrane and stainless steel
stinger fitting to allow removal and replacement of pressure instruments without
compromising the vacuum fill of the sub-assembly or the isolator ring. The
needle fitting shall have both 1/4-inch National Pipe Thread female thread and V2inch National Pipe Thread male thread connections.

CALIBRATION AND SHOP TESTING
A.
Prior to shipment, all equipment specified shall be subjected to operational,
functional, hydrostatic, leakage and performance testing. Testing documentation
shall be furnished as specified under Article SUBMITTALS.
B.
Verification of test will not preclude possible warranty claims after installation.

SUBMITTALS and shall index each instrument furnished under this Specification
with a unique identifier.
VIII. PACKAGING, SHIPPING & DELIVERY
A.
The City's and Successful Bidder shall conduct a physical inspection of all
equipment upon delivery at Southeast Water Pollution Control Plant, 750 Phelps
St. San Francisco, C A 94124.
B.
Equipment may also be inspected or tested by the City Representative for
compliance with these Specifications. Any equipment found not to comply will
not be accepted until deficiencies are corrected by the Manufacturer, or
Manufacturer's representative, at no cost to the City. Failure by the Engineer to
inspect or witness tests at the manufacturer's plant shall not be construed as
waiving inspection upon delivery or testing.
IX.
WARRANTY
A.
A l l equipment shail be supplied with their standard manufacturer's warranty
which guarantee that all equipment furnished under this bid will meet all contract
requirements and are free of defects in equipment, material, or workmanship, and
are fit for the intended purpose.
B.
During the warranty period, if any parts of components fail or are defective,
vendor shall repair or replace defective or unsatisfactory parts and equipment.
Defective parts are to be replaced free of charge with surface transportation
allowed.
