Summer is always a busy time of the year but I hope you
are taking the time to enjoy the beautiful weather we
have been fortunate to have as of late. It will not be long
until we will be scraping ice off of our car windshields.

• 2nd annual Studs Struts and Stilettos was another hit. Proceeds from this event
benefit Habitat for Humanity. The evening consisted of a Cambria pre and
post party, red carpet cocktail reception and the stunning runway show with 18
fabulous entries.
• Builder Day at the Capitol – Issues we tackled include - Sprinkler Mandate,
Prohibitions Code Delay and Technical Code Administration Changes,
Homeownership Initiative – Warranty and Liability and Workforce Housing
Initiatives
• Creation of the Development Permitting Advisory Committee (DPAC). This
group of RAB members meets monthly discussing development and permitting
issues, processes and solutions to problems.
• RAB Editorial in the Rochester Post Bulletin encouraging parents and
counselors to steer students toward vocational careers
• Winning the 2014 award for Best Workforce Development Plan Implemented.
RAB was chosen for our media campaign explaining the viability and vitality
of careers in the construction industry. This award, presented by the National
Association of Home Builders (NAHB) recognizes RAB’s efforts to educate our
community in careers in construction.
• Another successful year of Lumberyard Meetings. In cooperation with the
Rochester Building and Safety department, RAB member lumberyard are
assisting to update residential builders on the multitude of code changes this
year. These meetings help keep failed inspections from happening and jobs
moving forward.

• Public Affairs Director Matt Limoges leaving for new opportunities in May.
Matt did an excellent job of advocating on behalf of our organization. Recently,
Taylor Ridderbusch has been hired to fill the position. Taylor is a quick study
and is starting to build on Matt’s successes.
Finally, I encourage you to attend the July 28th networking night at the Stone Barn
in Rochester. Our own Building Association of Minnesota (BAM) President Mike
Paradise is bringing BAM’s quarterly meeting to Rochester that day. Part of their
agenda is to attend our networking night. This is a good opportunity to network
with construction leaders from across the state. Additionally, National Association
of Home Builders 3rd Vice Chairman, Randy Noel will be in Rochester for the day
and joining us at the reception.

Rochester is a growing city and has been for many
years. The growth of our community will bring
opportunity as well as challenges. The DMC initiative
will strategically position Rochester as an economic
hub of the state. What’s most exciting is the amazing
diversity of business opportunities coming to our city.
From medical and biotech to the strengthening of
local manufacturing and food processing.

Alvin E. Benike, Inc. consists of a great group of
talented employees. We self-perform much of the
construction work on a given project which allows
for tremendous control and focus on the quality
of work. Our craftspeople, including carpenters,
laborers, bricklayers, cement finishers and operators
are experts in their trade. Our office staff is bright and
energetic, guiding our customers through the very
exciting process of construction. Many customers
go through a construction or remodeling project
only once or a few times in their lives. Benike delivers
the project with a level of care to make it a fun and
positive experience.
What is one thing not even RAB knows about your
business?
Benike does more than build large, new, beautiful
buildings. We perform maintenance work and
remodeling services for several customers in
Southeast MN. We take on “small” projects.

What changes are on the horizon in your industry?

2015 Legislative Report, Hot Off the Press
Session is over, and the dust has settled. Membership with the Builders
Association of Minnesota means access to a complete Legislative Report of
what happened at the Capitol each year, what laws changed, and how it
will affect your business.
Regular session convened January 6, 2015, and thousands of bills passed
both the House and Senate during the course of the regular session’s 5-month
duration. And yet, as the Legislature raced to its Constitutionally mandated
adjournment date of May 18, 2015 the heavy lift of session was left undone
– to pass a balanced budget for the biennium starting on July 1, 2015.
Rather, the state witnessed a budget meltdown resulting in vast segments
of the state’s budget to be undone or vetoed, leaving us waiting for special
session to have resolution on many policy and budgetary items.
Special Session was convened on June 12, 2015 after a slew of meetings and
negotiations between the Governor and House and Senate leadership. Six
pieces of legislation were passed and signed by the governor completing the
state’s next two-year budget. Approved were three revised omnibus finance
bills that the governor had vetoed at the end of the regular legislative session
and the passage of the omnibus Legacy funding bill, a bonding bill, and the
Revisor’s bill – a technical corrections bill. The marathon special session
concluded on June 13 with Governor Dayton signing all six bills into law and
ending the threat of a partial state government shutdown.

Rain Gardens in Rochester
Looking for a way change up the landscaping on your next project? Why not plan a rain garden that will look great
and help protect area surface waters! A rain garden is a carefully planned depression in the landscape that collects
rainwater and snowmelt, allowing it to soak into the ground rather than become runoff. Stormwater that is not captured
will move across the landscape and has the potential to pick up pollutants (lawn, fertilizers, pet waste, car fluids, and
more!) and carry them directly to area waterways.
Rain gardens have many perks beyond treating stormwater
runoff:
• Drought resistant plants will look great all summer long,
even when turfgrass is dormant from lack of water.
• There is no need to fertilize native plants because they
are adapted to our conditions and will grow well without
it.
• Where there is a garden, there is no mowing!
• Insects, birds, and other wildlife will feed, rest, or live in Mayo Clinic Rain Garden

Planning the Garden
Each rain garden is unique and is designed for specific
soil types and landscapes. There is no set size, shape, or
depth for a rain garden. Proper planning is essential for
creating a functional rain garden.

It is important to determine how much water will soak
into the soils within in a 24 hour period, as it will influence
the depth of the rain garden. The rain garden should be
no deeper than the amount of water the soils can infiltrate
in a 24 hour period - any deeper and the garden could
have standing water and become a breeding ground for
mosquitos.

• Location, location, location
Rain gardens are designed to temporarily
hold stormwater so it can soak into the
ground. It is recommended that these
gardens be placed at least 20 feet away from
a building with a foundation.
• Pick your plants
Native wildflowers and grasses are ideal
for rain gardens as they require less
maintenance and thrive in our climate.
The deep, extensive roots of native plants
will pull stormwater into the ground after
it collects in the rain garden and can help
stabilize the soils. There are beautiful native
plants for every location, including shady
sites.
