TRANSFORMATION PROGRAMME JOB DESCRIPTION Title: TYC Programme Manager (Transforming Your Care Programme) Band: Band 8b Responsible to: Chief Executive, HSCB Reports to: Programme Director Transforming Your Care Location: Health and Social Care Board, Belfast (however duties of the post may require travel to various locations throughout Northern Ireland) Duration: 24 Months initially (Temporary/Secondment opportunity) Hours: Full Time (37.5 hours) BACKGROUND The Health and Social Care Board (HSCB) is responsible for a dedicated Transformation Programme Office, which has responsibility for delivering those areas of Transforming Your Care (TYC) which have been devolved to the HSCB, and the Quality Improvement and Cost Reduction (QICR) Programme. Working closely with other Directorates in the HSCB, and with Local Commissioning Groups and Trusts, this programme of work is fundamental to shaping how, when and where services will be delivered in the future and will be supported by a Programme Management Office team based within the HSCB. JOB SUMMARY The postholder will be required to report to the Director for Transforming Your Care (TYC) to lead the Programme Management Office for the delivery of the Transformation Programme. This will involve working close with HSC Trust Directors of Performance, Local Commissioning Group Leads and Workstream Leads in the progression and monitoring of Transformation Programme projects. The role includes leading the definition of the workstreams and projects tasked with taking forward TYC initiatives, leading the operation of a monitoring framework of activities and outcomes, management of cross-workstream and external dependencies and programme level risks and issues. This post also includes leading the governance support for the Transformation Programme Board, and managing a team of Project Support Managers and Officers. KEY RESULTS AREAS Setting Direction Take a lead role in the design and delivery of the programme management and monitoring arrangements to be applied to the Programme. Develop a programme plan and manage the planning processes for the programme in line with Prince 2 and Managing Successful Programme methodologies. Ensure the plan aligns with the overall direction and integrity of the Programme objectives and related regional projects. Support the Director of Transforming Your Care working with appropriate HSC and non-HSC stakeholders to define the Benefits Realisation Strategy and benefits tracking processes to be applied to the Programme. Lead on the development of Programme business cases as required for submission to DHSSPS. Service Delivery Develop and implement overarching Programme Management Office for the delivery of the TYC Programme, in line with the delivery strategy set out in the draft Strategic Implementation Plan Lead the evaluation of workstream projects to assess the change impact and benefits, including an assessment of the patient experience benefits, involving direct contact with patients and clients Support the workstreams and projects in the management of their activities, including supporting them to develop Project Initiation Documentation and Project Plans Ensure that the operation of the Programme is comprehensive and all plans are aligned to the recommendations for which the HSCB and PHA have responsibility Lead the development and maintenance of the overarching Programme Plan, highlighting interdependencies and major gateways as appropriate Lead the monitoring framework, making best use of available technology, to ensure timely and accurate reporting from each workstream / project, and track progress towards TYC outcomes against the overall Programme Plan Lead the development and maintenance of Programme level RAID process and logs (Risks, Assumptions, Issues and Dependencies). Escalate to Director level, as appropriate Provide progress report to the Transformation Programme Board, and the Chief Executives of HSCB / PHA as appropriate on progress of TYC activities Provide progress reports to the DHSSPS and to the Minister for HSSPS on Programme activities, particularly highlighting those areas of impact on departmental or ministerial activities Prepare regular updates and highlight reports for Transformation Programme Board and Strategic Planning Group. Lead governance support for the Transformation Programme Board, including the timely issue of agendas and papers, and the preparation action points Work closely with the Assistant Directors of the Programme in the provision of PMO resources to support the delivery of change management and engagement and capability activities. Performance Management Ensure that all workstreams and projects are adhering to the Programme Management protocols, and in accordance with good practice set out in OGC guidance (Managing Successful Programmes and Prince 2), including structured initiation, controls, risk management, and governance Provide strategic advice and reporting to the Transformation Programme Board, Programme Director and the Programme Manager for TYC on all aspects relating to Programme Management Office Ensure that all activities and targets for which they are responsible, are delivered on time and to budget Lead the development and implementation of a monitoring framework to support the flow of information between the central Programme Management Office and the workstreams, projects on implementation activities Quality of Service Ensure that the needs of patients, clients and their carers are at the core of TYC projects undertaken by workstreams within the context of the programme Lead the management of the Gateway Review process for the Programme Establish, implement and monitor the PMO standards for the Programme in line with Prince 2 and Managing Successful Programme methodologies Ensure that the needs of patients, clients and their carers are at the core of the work undertaken in the TYC programme Ensure high standards of governance including the identification and management of risk within the Programme Management Office, including ensuring all activities for the Corporate Governance Risk Register are acted upon in a timely manner Ensure that robust performance management arrangements are implemented within own area of responsibility. Advise and where appropriate lead the process for innovation and change to underpin the modernisation of services in the HSCB Strategic Planning and Development Lead the development and delivery of the Programme Management Office objectives and deliverables Working across organisational boundaries and with multiple stakeholders, ensure the development of a strategic plan to bring together all major Programme / Workstream and Project activities directed at delivering the TYC recommendations for which the HSCB / PHA has responsibility Lead the implementation of the Programme Delivery Strategy , reviewing this in a regular basis to ensure it continues to meet the needs of the Programme Work closely with local health economies to secure the commitment and involvement of key stakeholders in the implementation of TYC, as appropriate to the work of the Programme Management Office Lead the co-ordination of the Programme Management Office activities within the TYC Programme, working closely with the other enabler workstreams Ensure that the Strategy and Plans for the enabler workstreams – Finance, HR, Capability and Engagement and IT are fit for purpose, and are reviewed regularly to deliver and support the rest of the Programme activities People Management and Development Lead the allocation of tasks and activities within the Programme Management Office, ensuring that workstreams / projects are receiving appropriate levels of support Provide clear and strategic leadership to staff within the Programme Management Office team to ensure they have the appropriate skills and motivation to ensure delivery of the programme objectives To be responsible for the performance management of the Programme Management Office team Support the Director of TYC in ensuring the management structures and practices within the Programme team as a whole support a culture of effective team working, continuous improvement and innovation Support the Programme Director in facilitating the assessment of development needs of the Programme Team members, and develop appropriate interventions to meet these needs Information Management Working with the Assistant Director for Capability and Engagement,, ensure the development and delivery of a system to manage skills transfer within and across the TYC Programme Team; to include the systematic identification of skills transfer needs and opportunities, allocation and organisation of these, and tracking of results Working with the Assistant Director for Capability and Engagement, establish monitoring processes the assess the impact and benefit of change on patients Develop and maintain an information system to co-ordinate, monitor and review project management and performance management reports across the workstreams, regional projects and the TYC programme as a whole, to ensure that the Programme is delivering against the intended outcomes and progressing towards implementation milestones, whilst proactively monitoring the state of readiness and risks/issues that need to be addressed. Support the Programme Team and the Director of TYC in response to Assembly Questions, Freedom of Information and other items of correspondence to DHSSPS and the Minister Financial and Resource Management Take a lead role in the delivery of the financial performance functions of the Programme. Monitor the financial performance of the TYC Programme overall and the Programme Management Office, taking corrective action where necessary and reporting to the Director for TYC on any variances, and on the projected end of year financial position to ensure financial balance Work with senior Trust staff, HSCB and PHA to ensure delivery of the planned financial position against the TYC allocation. Take a lead role in the production of robust financial plans that achieve financial balance across TYC implementation, and ensure these plans are linked to key programme deliverables. Brief the Director of TYC and the Senior Management Team of HSCB on the budgetary position and any financial risks associated with implementation of TYC recommendations and associated projects. Lead the development of business cases or bids to seek additional investment funding for implementation of TYC Programme, as appropriate and brief the Director of the Programme on key financial assumptions and risks in all significant business cases. Lead the development of business cases to engage external consultancy support as appropriate. Establish contract monitoring mechanisms for significant external consultancy resource budgets and lead on performance management of same. Working with BSO PaLS, lead procurement for external consultancy resource, as appropriate Develop budgets for the TYC Programme as a whole, and take specific responsibility management of budget for the Programme Management Team Contribute to the annual planning cycle by identifying the key priorities for the Programme Management Office, and presenting the case for investment, when appropriate Develop relationships and understanding of key financial issues related to the programme across HSCB, workstreams and Trusts. GENERAL MANAGEMENT RESPONSIBILITIES Participate in the HSCB Approach Scheme and review individually on a regular basis the performance of immediately subordinate staff. Provide guidance on personal development requirements and advice on and initiate, where appropriate, further training. Ensure that the review of performance identified above is performed for all levels of staff within the team in accordance with the HSCB’s policy. Maintain good staff relationships and morale amongst the staff reporting to him/her. Where appropriate, review the organisational plan and establishment levels and ensure that each is consistent with achieving objectives and recommend change where appropriate.
