Expressing concern over the
nuclear deal between China
and Pakistan, External
Affairs Minister Sushma
Swaraj on Wednesday said
the government has raised
the issue with China and
asserted that it is "well prepared" to safeguard national
interests. "India is well prepared (to deal with threats)...
We are fully alert... We will
not allow any harm to (happen to) India," Swaraj said
in the Lok Sabha.
She asserted that the government remains committed to
taking all necessary steps to
safeguard India's national
security interests.
Her remarks came while
replying to queries regarding steps taken by the government to safeguard the
country's interests against
the backdrop of Pakistan
entering into a nuclear deal
with China. "Government
remains concerned about the
impact of the deal on global
non-proliferation norms.
Government believes that
countries should abide by
the commitments that they
have undertaken in the field
of nuclear non-proliferation," she said. During
Question Hour, Swaraj said
the government is aware of
the agreement to supply two
additional nuclear power
reactors, Chashma-3 and
Chashma-4 by China to
Pakistan. These reactors are
under construction, in addition to Chashma-1 and 2,
which are already in operation.
"Government is further
aware of reports of an agreement for supply of additional reactors of Chinese origin
to be built at Chashma,
Karachi and a third site in
Pakistan," she said.
She noted that India
keeps raising the issue with
China.
"Government has raised
this issue in bilateral discussions with China. China
maintains that its nuclear
supplies to Pakistan are in
accordance with its international obligations and are
only for peaceful purposes,"
she said. China, being a
member of the Nuclear
Suppliers Group (NSG), has
the responsibility to ensure
that necessary safeguards
are in place before exporting
nuclear technology, Swaraj
noted. To another query
related to the ChinaPakistan nuclear deal,
Swaraj said the situation has
not reached the level where
it needs to be raised in the
United Nations.

SC directs Centre to form a panel of 15 names for CVC post
New Delhi, DeC 17: The Supreme
Court on Wednesday directed the
Union government to form a panel of
15 names for consideration for the post
of Chief Vigilance Commissioner
(CVC). The apex court further directed
that the named be submitted to it in a
sealed envelope by January 15, 2015.
Importantly, the court also mentioned
that without its consent CVC will not
be appointed
During a earlier hearing, Sep 18, on
the CVC issue, the court had rapped the
Union government for lack of transparency in the selection process of
chief vigilance commissioner and vigilance commissioners, following which
government gave the assurance that no
final decision will be taken without its
nod. Raising questions on lack of trans-
parency in the selection process of
CVC and VCs, the court said this promotes "favouritism and nepotism" and
asked why only bureaucrats are picked
for the posts and not common people.
"Transparency should be the hall mark
of such selection procedure and existing system is being criticised because
of lack of transparency," a bench headed by Chief Justice RM Lodha had said.
Attorney General Mukul Rohatgi submitted that application cannot be invited from people for the post as many
people prefer to be considered by the
Centre for the post rather then apply for
it. He said that selection process would
take at least one month to complete and
assured the court that "no final decision
would be taken on appointment during
the pendency of the case in the apex
court". Enumerating the selection
process, the Attorney General said that
Cabinet secretary and 36 other secretaries proposes the name of 120 people
for the post out of which 20 names are
taken and five people are shortlisted
and forwarded to the selection committee. The bench thereafter asked about
the criteria under which names are forwarded and different secretaries might
have different yardstick while sending
the names. The court was hearing a
public-interest litigation alleging that
Centre was going ahead with the
appointment of CVC and VC without
giving wide publicity to the vacancies
arising on the completion of tenure of

Mohammad SayeedWednesday said the State
is the core component of the idea of India
and any attempt at subverting its integrity
would be resisted firmly by PDP.Addressing
series of impressive election rallies in
Rajouri, Darhal and Nowshehra assembly
constituencies, Mufti while referring to the
speeches made by Narendra Modi in Jammu
yesterday, said it was disappointing that the
Prime Minister instead of helping build
bonds tried to introduce viciously negative
discourse into the election campaign. "Prime
Minister has to be a building force. He does
not have the liberty to get into the agitational and divisive mode for electoral gains but
has the responsibility of building bonds and
help resolve issues where they exist," he
said.Mufti said as a BJP leader nobody can
find fault with the attempts by Mr Modi to
seek majority anywhere in the country. "But
it seems he (Modi) is getting carried away by
his party's agenda so much that his responsibilities as the Prime Minister of the country

the issue, but admits he had

it compulsory for filmmakers to crop or mask any
scenes depicting ads of
tobacco or its products. But
the Bombay High Court
refused to grant any interim
relief to the filmmaker. After

year, Kashyap is now set to
release "Ugly", which is
coming out on Dec 26.
"I am not giving up on
the issue, but I had to compromise," said Kashyap

directorial venture "Ugly".

Article 370 was eroded from
1953 to 1975, Mufti Sahab
was a prominent face of
almost all those pliant dispensations which signed on
the dotted line to erode
Article 370. Mufti Sahab
was a lieutenant of G. M.
Sadiq, Mir Qasim as well as
Bakshi Ghulam Mohammad
when one constitutional
injustice after another was
handed over to the people of
Kashmir by these leaders.

Activists of JKTF hold protest, demand
release of salaries of SSA, RMSA teachers

of Jammu Kashmir Teachers Forum assembled in press club Jammu and protested
against the non-payment of salaries of
SSA/RMSA teachers pending for the last six
months.
The procession was headed by the towering
trade union leader of the State President
EJAC and Chairman Jammu Kashmir
Teachers Forum Mr Abdul Quyoom Wani
along with general secretary Jammu
Kashmir Teachers Forum Mr Ganesh
Khujuria.
The activists of the Forum were shouting
slogans for release of pending salaries. The
protesters were screaming HRD Ministry
Murdabad, Department of Education
Murdabad, we want justice, salary ko release
karo. The protesting employees marched
towards Civil Secretariat under the command of the inspirational leadership of A Q
Wani and Ganesh Khujuria at 12:30 pm.
The police swung into action and foiled the
protest march by using force. Speaking on
the occasion the celebrated trade union pioneer Mr Wani along with Mr Ganesh
Khujuria lambasted the roll of HRD
Ministery and the State government for their
apathy towards the sensitive issue of stagnant salaries. Mr Wani while showing his
serious concern over the continuous delay in
the payment of salaries of teachers declared
it as a tyrant issue of human rights violation.
He was furious to say that the issue need the
topmost priority but the negligent and non
serious attitude of the people at the helm of
affairs has adversely affected the economy of
the suffering teachers and, the schooling of
their children. The non payment of salaries
to the SSA/RMSA teachers has send them to
psychological trauma and confusion.

Mr A Q Wani warned the state and central
government to release the pending salaries
within few days otherwise, the govt has to
face the ire ant brunt of the lakhes of
employees.Mr Wani deferred the protest programme before the Press scheduled at JANTAR MANTAT New Delhi on 27th of

Mr Wani asked the HRD Ministry to release
second installment of SSA/RMSA salaries
amounting to 800 crores or face the protest
of five hundred activists of JKTF. The

Delhi and protest for release of salaries there
on 10th of January 2015 and the responsibility will lie exclusively on the shoulders of
state and central Govt.Both Mr Wani and Mr
Ganesh Khujuria applauded the role of Ms

A lot of other details on the multinational executive may have more
to do with cloak and dagger, there
is speculation he was being silently monitored for “jihadist” activities on the Internet by agencies like
RAW. The simplest conclusion to
draw is that India faces a complex
problem in radicalisation of youth.
To stem it before it spreads further, with some actually taking to
terrorism or joining the ISIS in
Syria or Iraq, is one of this country’s biggest challenges. A few
young men from Mumbai did that,
only to find that ground realities
differ from myths woven by antiestablishment zealots who turn to
terror in the name of waging an
ideological war. One of the reasons
why India cannot allow unfettered
freedom on the Internet is to curb
people who take undue interest in
extremist ideas. The argument is
not over whether this particular
high-profile catch is a real terror
sympathiser or merely a virtual
presence on the Web looking for
vicarious enjoyment of the
destructive. It has more to do with
national security, over which there
cannot be any compromise, particularly in an age when danger lurks
for the great degree of freedom we
have enjoyed for decades till now.
The price we must pay to enjoy
continued peace and freedom is
eternal vigilance.

over reports of
‘forced’ conversion of
Muslims to Hinduism in
Agra (Sangh parivar
activists called it “homecoming”,
as
they
claimed the converted
had only returned to
their original faith)
would not have happened if the country had
had an anti-conversion
law which dealt with
religious conversions
done through fraud,
coercion or inducement.
Barring a handful, —
and this number is
insignificant, — conversions have been necessarily accompanied by
either the threat of force
or shining promises
which eventually were
or were not met. An anticonversion law would
have separated genuine
conversions from the
dubious
ones.
Interestingly, the current
furore is directed at the
‘inducements’ such as
BPL cards and the like
that the Sangh activists
supposedly lured the
potential converts with.
It is precisely these
kinds of tactics that an
anti-conversion legislation would have effectively tackled.
One would have thought
that ‘secularists’ who
have been in the forefront against the use of
allurement and threat
would welcome an anticonversion Act that bans
these methods. But they
are the ones most
opposed to it, on the
ground that such a law
would go against the
‘right’ of persons to
choose and practise their
faith. They either fail to
appreciate or do not
want to acknowledge
that a legislation of this
sort would not criminalise conversions per
se; it would only hold as
illegal, conversions that
take place in a fraudulent
manner. By howling
against conversions by
one group but justifying
them by another, and not
Parliament had two early occasions,
in 1955 and again in 1960, to pass
Bills that would have banned
conversions through mala fide
means. But Nehru struck them down.
He was, after all, a ‘liberal’
questioning equally the
methods of both, they
have exposed themselves
to be what they are:
Pseudo-secularists. In
the process, they, many
of them being self-confessed Gandhians, forgot
what the Mahatma had
said about proselytisation (religious conversion by another name):
“It is the deadliest poison which ever sapped
the fountain of truth”.
Also, safely assuming
that these ‘secularists’
have deep regard for the
Dalai Lama too, they
have overlooked what
the Buddhist spiritual
leader had to say on the
subject: “I do not like
conversions
because
they have a negative
impact. The two parties,
that of the converted and
the community abandoned by him, begin to
fight.”
But we are not even discussing religious conversions in general terms;
let us grant, against the
wishes of the Mahatma
and the Dalai Lama, that
such conversions should
be allowed because the
freedom to convert
reflects on the Indian citizens’
Fundamental
Rights. What must be
discussed, debated and
deliberated upon is
whether such freedom
must be unfettered or
subjected to a test that
renders it bona fide. It is
here that we must turn to
the pages of recent history.
In 1955, a Bill came up
before Parliament with
provisions to strictly
regulate (though not
ban) conversions. The
background to that Bill
was the increasing complaints that were made to
lawmakers and people’s
representatives
from
activists and marginalised citizens, especially from socially and economically
backward
areas of the country, that
they were the targets of
proselytisation attempts
by Christian missionaries working in those
regions. Just a year ago,
the Madhya Pradesh
Government had set up
an MB Niyogi-led panel,

Enquiry Committee, to
probe complaints of
large-scale conversions
of “illiterate aboriginals
and other backward people” by Christian missionaries,
“either
forcibly or through fraud
or temptations of monetary gains”. The Bill was
a golden opportunity for
the Government of
Jawaharlal Nehru to nip
the problem in the bud.
Had it done so, the country would not have witnessed the sporadic incidents of conversionrelated tension and violence over the decades.
But Nehru was, after all,
a secularist and a brown
sahib under his Gandhi
cap. There was no way
he could offend the missionaries and ruin his
image in the West. He,
therefore, declared, “I
fear that this Bill will not
help very much in suppressing evil methods…
We should deal with
those evils on a different
plane, in other ways…”
What those ‘other ways’
and ‘different plane’
were to be, he never
explained. It was also
never his intention to
implement them, since
he had achieved the purpose of sabotaging the
Bill.
Yet another Bill was
introduced in Parliament
in 1960 to protect the
vulnerable Scheduled
Castes and Scheduled
Tribes “from change of
religion forced on them
on grounds other than
religious convictions”.
Felix Alfred Plattner,
author of The Catholic
Church
in
India:
Yesterday and Today
(1964) and Jesuits Go
East, noted that this Bill
met with a fate similar to
the one of five years
ago, because of Nehru’s
steadfast refusal to
recognise the missionaries’ negative propaganda.
He wrote, “Nehru had
remained true to his
British upbringing.” He
added that after Nehru’s
backing, the Church
faced its next formidable
task: That of the conversion of the masses of
India.
Church leaders today
dismiss the anti-campaign as Rightist propaganda, saying that even
if a part of that were to
be true, there would
have been many more
Christians in the country.
They forget to take into
account the failures they
faced in converting as
many as they would have
liked through force or
inducement or imaginary
threats of hell fire, largely due to the resilience
of the masses and pressure from the social sys-
tem — regardless of
Nehru’s munificence.
Nehru had even gone to
the extent of declaring
that Christianity in India
was “2000 years old” —
something that was not
even established — and
certified the conduct of
the missionaries as
excellent. With such
blanket support, regardless of the worrisome
findings of the Niyogi
panel report, which was
submitted to the Madhya
Pradesh Government in
April 1956, the missionaries got away with the
past and plunged enthusiastically into the future
to reap the harvest.
Given this background,
it was amazing to hear
from
a
prominent
Christian cleric on a
television news channel
recently that the Church
or Christian missionaries
had never indulged in
conversions in the country through inducements
or force or by threats.
The anchor, who was
visibly agitated over the
Agra re-conversion incident and kept sternly
pulling up a panelist who
had the misfortune to
represent a Right-wing
organisation, neither batted an eyelid nor did he
confront
the
good
Father, who had spoken
untruth with a pokerface, with the findings of
the Niyogi panel report.
It is needless to add that
the Niyogi findings were
given a quiet burial.
They had far too many
inconvenient truths for
secular politicians of the
Nehru kind to digest —
though the report was by
no means biased, given
that it had hailed the
missionaries for spreading education and health
facilities in the deep
interiors of India. The
problem
was:
Those schools and medicines, and the horrors of
burning in hell as a nonBeliever, were used as
magnets and threats to
draw the gullible and
poor populace to conversion.
How to talk climate change in Paris
here is absolutely no
ground for India to
agree to cut its emissions at the 2015 climate
change summit. Instead, it has
a strong case to press the three
biggest emitters to do more as
there is still a huge gap
between what they have
pledged and what is required
by science and their historical
responsibilities
The United States and China,
the two biggest emitters of
greenhouse
gases,
have
recently agreed on a timetable
to limit their emissions. Under
the agreement, the U.S. has
agreed to emit 26-28 per cent
less carbon in 2025 than it did
in 2005 while China will peak
its emissions by 2030 and
increase the share of non-fossil fuels in its primary energy
mix to 20 per cent by 2030.
The U.S.-China agreement
came soon after a proposal by
the European Union (EU) —
the third largest emitter — to
reduce its emissions to 40 per
cent below 1990 levels by
2030, conditional on whether
other countries would make
similar commitments at the
Paris summit in December
2015. The EU also proposes to
raise its share of renewable
sources to 27 per cent in total
energy consumption by 2030.
Following the U.S.-China
deal, the U.S. President,
Barack Obama, said on the
sidelines of the G20 summit in
Brisbane, “If China and the
U.S. can agree on this, then
the world can agree on this —
we can get this done ....”
Announcing a $3-billion contribution to the U.N.-backed
climate change mitigation
fund, he said that the U.S.China agreement showed the
way forward.
The U.S.-China agreement
A closer look at what the
agreement really means shows
that, first, it does not lay out a
road map for meeting the targets. Second, it is bilateral and
voluntary. Thus, there are no
penalties if either the U.S. or
China misses the targets. The
fact that Japan, Australia,
Canada and Russia are doing
less than what they had
promised to do under the
Kyoto Protocol is a case in
point. The 26-28 per cent
reduction, now agreed upon,
from 2005 levels is less than
the 30 per cent reduction from
the 2005 levels the U.S. had
promised earlier in compliance with the Copenhagen
Accord. Third, it allows China
unlimited emission expansion
until 2030. China had already
set itself a goal of raising the
share of renewables in its
energy use to 15 per cent by
2020. Raising it by an additional 5 per cent in the next 10
years is more or less a continuation of an existing policy.
The
U.N.’s
Intergovernmental Panel on
Climate Change (IPCC) says a
2°C pathway — seen by most
scientists as necessary in preventing catastrophic climate
effects — requires annual
greenhouse gas cuts of 40-70
per cent by 2050, compared to
levels in 2010 and to zero or
below by 2100. Thus the
pledges by the three biggest
emitters for 2025 and 2030 are
not sufficient for limiting climate change to 2°C above the
preindustrial average temperature and much less than what
they can or should do.

Despite that, some commentators say that the U.S.China agreement has shifted
the focus to developing countries, especially India, which
is the fourth largest emitter.
Should India be then concerned and fear isolation at the
Paris summit if it does not
agree to cut its emissions?
India has already committed itself to a 20-25 per cent
reduction in intensity of carbon emissions (tonnes of carbon dioxide divided by GDP)
below 2005 levels by 2020.
But the U.S.-China agreement
may put renewed pressure on
India to do more. Does India
really need to do more? And
what can it do to deflect the
focus away from it and back to
the three largest emitters who
indeed need to do more if climate change is to be limited to
less than 2°C?
“Unlike China, India has a
young population and it can
grow till after 2050 when its
urban transition and industrialisation will be almost complete and its annual emissions
will stabilise.”
Country-wise estimates for
annual emissions of the largest
six emitters vary depending on
the source and the year. But in
2012, they were estimated to
be roughly 8,500 million metric tons (MMT) for China,
5,400 MMT for the U.S.,
3,800 MMT for the EU, 1,900
MMT for India, 1,800 MMT
for Russia, and 1,300 MMT
for Japan. These figures reveal
two striking facts. First, India
may be the fourth largest emitter, but its emissions are less
than a fourth of China, about a
third of the U.S., and about
half of the EU. Second, they
are roughly equal to those of
Russia and not a lot higher
than those of Japan. Russia
and Japan are also among the
industrialised countries which
went back on the commitments they made under the
Kyoto Protocol. Yet, the U.S.China agreement is expected
to shift the focus to India and
not to Russia and Japan.
Nothing can be more wrong.
India’s emissions, even if it
grows robustly, are expected
to be about 4,000-5,000 MMT
by 2030 — still well below the
emissions pledged either by
the U.S. or China under the
agreement. In fact, they will
continue to be so for a long
time to come and perhaps forever as China’s greenhouse
gas emissions have been estimated by the International
Energy Agency to further rise
by 20 per cent by 2030 from
2012 levels.
India may be the fourth

having a large population. Its
cumulative emissions have
been low: less than a third of
China and a tenth of the U.S.
Its per capita emissions are
roughly a tenth of the U.S.,
less than a sixth of the EU,
less than a fourth of China,
and about a seventh of Russia.
Thus, there is absolutely no
case for India to agree to cut
its emissions at the 2015 summit in Paris. On the contrary,
there is a strong case for it to
press the three biggest emitters to do more as there is still
a huge gap between what the
three top emitters have
pledged and what is required
by science and their historical
responsibilities (the cumulative emissions). It is irrelevant
that India is the fourth largest
emitter. The fact is that India
is still in its early stages of
development and has a long
way to go before its emissions
stabilise.

Though there is absolutely
no case for India to curb its
emissions, it is in its selfinterest to increase the share
of renewables in its primary
energy mix — which can also
be justified as its contribution
towards controlling climate
change and provide it greater
energy security. Given our low
per-capita energy consumption, we do need to go out of
our way to shore up energy
efficiency across the board
and also purposefully boost
green energy. Reports in The
New York Times last week
suggest that renewable energy
prices are falling so rapidly
that they could compete soon
with coal and natural gas even
without subsidies. Moreover,
increasing the share of renewables will prevent India from a
lock-in in outdated and fossilfuel dependent technologies as
fossil fuels are fast depleting
and will become more costly
as the years go by.
While the Union Minister
of State for Environment and
Forest, Prakash Javadekar,
refused to comment on the
U.S.-China climate agreement, there are indications
that the government is seized
of the matter as it realises that
the international community
— rightly or wrongly — will
want India to make some firm
commitments for 2025 and
2030. What should India’s
strategy be then as it
approaches the 2015 summit
at which a global climate
treaty is expected to be concluded? First, India should
insist that there should be no
reference to its annual emissions reduction till it achieves
stabilisation as developed
countries did and China proposes to do. Unlike China,
India has a young population
and it can grow till after 2050
when its urban transition and
industrialisation
will
be
almost complete and its annual emissions will stabilise.
Thus, India may propose to
peak its emissions in 2050.
Second, India may commit
itself to a 25-30 per cent
reduction in intensity of carbon emissions below 2005
levels by 2025, higher than the
already promised 20-25 per
cent reduction in intensity
below 2005 levels by 2020.
Third, India may propose to
raise its share of renewable
sources to 20 per cent — the
same as China — in its total
energy consumption by 2030.
This seems achievable as
India will have access to the
same technologies as China.
In its final report, the Planning
Commission’s expert group on
low carbon growth strategy
had projected that the contribution of solar, wind, and biomass to electricity supply can
realistically increase from the
present 6 per cent to 18 per
cent by 2030.
The
newly
reconstituted
National Council on Climate
Change chaired by the Prime
Minister can accept this target
and announce it as India’s
objective both domestically
and internationally. He may
also announce India’s plans to
ramp up solar power capacity
fivefold to 1,00,000 MW by
2030. Third, India should take
the lead in securing timelines
and commitments on finance
and technology, both crucial
to addressing climate change.
This would help keep intact its
support among vulnerable
developing countries and the
small island states, which
have been demanding that
more concrete action be taken
rather than efforts to just
reduce emissions. Finally,
India must put renewed pressure on the three biggest emitters to cut their annual greenhouse gas emissions by 40-70
per cent by 2050, compared to
levels in 2010.

Department Reasi under the supervision of the Assistant
Controller Legal Metrology Reasi Rajesh Heera conducted
intensive checking of various business establishments on
National Highway from Katra to Domail and adjoining

violation of various provisions of J&K Weights and
Measures Enforcement Act 1997 and Package
Commodities Rules and 9 challans were compounded and
penalty of Rs 14500 was imposed. Besides this, department
directed all the traders to use only verified weights and
ensure that all the package commodities sold to the consumers must bear the MRP, PKD, Net Contents and complete address and consumer care number. The department
has also warned the unscrupulous traders to desist from
using unfair trade practices to cheat the innocent consumers
and also appealed to the consumers to remain vigilant while

Notably, the implementation of the COTPA act
becomes all the more

Kashmir where 26.6% of
the population is using
tobacco product in one or
the other of its form."We

Interestingly, 40 per cent

in India every year. Recent

and if effective steps are not
taken to control tobacco
consumption, it is estimated
that by 2020 tobacco use
will account for 13 per cent
of all deaths in the country

The residents of village
Kotli in Bhaderwah held a
protest demonstration and
blocked the Doda Bhaderwah road for sometime in the morning against
Power
Development
Department (PDD) for not
repairing the damaged transformer.Dozens of people
from village Kotli including
women and children assembled on Doda -Bhaderwah
road near village and held
protest demonstration and
also burnt the tires to show
their resentment .The protestors raised slogans against
PDD and accused the department of inordinate delay in
repairing damaged transformer from the last one
week . As the road remained
blocked for around half an
hour, many of vehicle got
struck resulting into long
traffic snarls."We have been
demanding replacement of
damaged transformer in the
locality to overcome the crisis", a resident of the area
namely Kafitullah Mughal
said.
Academic as well as competitive exams of the students are after some days .
People are seen sweating in
these chilled
days and
whole area plunged into
darkness, but ironically, the
PDD authorities are using
dilly-dallying tactics to
install the transformer", he
alleged.He added that inaction of the PDD has forced
them to come on roads and
held protest.On getting

rushed to the spot and pacified the agitators.On the
assurance, the protesters dispersed and the vehicular
movement was restored on

mention here that while on
one hand the state is facing
severe power crisis with

between demand and supply,
the lack of funds on the other
hand is compounding people's miseries as damaged

(DTs) are lying in government's central workshop
awaiting repairs.Officials of
PDD from Jammu said that
in case the department is not
provided with the sufficient
funds the situation will compound in coming days when
the demand of electricity
increases putting an additional burden on the trans-
formers. "This is just start of
the Winters , and as the season peaks, more and more
DTs will get damaged", they
said.On an average 8 to 10
fully damaged DTs from different areas across the
Jammu region are brought
daily in the central workshop,Jammu as of now."The
partially damaged ones are
repaired by the concerned
divisions on their own, while
those which are fully damaged, are brought in the central workshop", officials
said."For repairing the transformers, many items like,
winding wires, transformer
oil, push rollers and many
other allied items are to be
purchased locally for which
no funds have been provided
for the last around 6
months",

number of students were present on the occasion.
The poets recited poems in Hindi, Urdu, Dogri and

SRiNAGAR, DeC 17: Eight persons were injured in different road accident across the valley.A load carrier bearing registration number JK03D/6526 and a Maruti car bearing registration number JK18/2148 collided near SICOP Bijbehara
resulting in injuries to Mohammad Yousuf Bhat son of
Ghulam Mohi-ud-din resident of Kawa Dranga Yaripora.
The injured was shifted to hospital for treatment. Bijbehara
Police has registered a case in this regard.Meanwhile, a load
carrier turned turtle at Kanelwan, in the jurisdiction of Police
Station Bijbehara, Anantnag, resulting in injuries to Farooq
Ahmad and Abdul Hamid. Both the injured were shifted to

Omar Abdullah said that all tainted and corruption charged
elements have camped in PDP to realize their dream of mak-
ing fortunes, money and property. "How can a party like PDP
can deliver on public service matters when it has fielded
tainted, corruption charged and ill refuted candidates in the
election", Omar Abdullah questioned and said that PDP only
thrives on falsehood and deceitful politics. He made people
aware of the machinations and conspiracies being hatched by

In the bloodiest terror attack in Pakistan in years, at least 144
people, mostly children, were killed yesterday by heavilyarmed Taliban suicide bombers who stormed an Army-run
school in Peshawar and took several hostages.
In the wake of the terror attack on a school in Pakistan's
Peshawar, Centre today asked all states to beef up security
particularly in educational institutions.
"An advisory has been issued to the state governments,"
Home Minister Rajnath Singh told reporters outside
Parliament House.
Though the Minister did not elaborate, officials in the Home
Ministry had said that the guidelines for schools will include
asking them to prepare an escape plan for children in case of
a terror attack, how to prevent hostage situation, how to raise
alarm and shut doors and gates in case of an emergency.
Officials have said that some schools would be given special
instructions separately and they would be asked to coordinate
with local police and administration for security drills.
According to them, a few top schools in Delhi, Mumbai and
some residential schools in Uttarakhand and Himachal
Pradesh are likely to be given special security guidelines.

2014 ends on happy note for Sania Mirza
New Delhi, DeC 17: Sania
Mirza grabbed her third mixed doubles Grand Slam title and wrapped
up her dream season with the yearend finale trophy even as India’s
established male tennis players
found the going tough in 2014.
28-year-old Sania, who has many
firsts to her name, grew further in
stature as she became the first Indian
to win the season-ending finale, a
feat which has eluded even old warhorse Leander Paes. Sania won the
US Open with first-time partner
Bruno Soares and now has three
mixed doubles Grand Slam trophies
in her cabinet which already consists
of Australian Open and French
Open. With her consistent performance throughout the year, Sania
made seven WTA finals and won
three titles with Zimbabwean partner
Cara Black, achieving a career-best
world rank of number five. Sania’s
US Open title came after an unwarranted controversy created by a
politician, who questioned her
appointment as the Ambassador of
the
newly-created
State
of
Telangana. The Hyderabadi broke
down on TV, debating on the issue,
but later answered in a befitting winner as she dedicated her US Open
title to the people of Telangana. She
nearly courted another controversy
after initially withdrawing her name
from the national squad for the Asian
Games but after being assured of a
place in the WTA Finals, she decided
to compete at the Incheon Games.
Sania came out with a gold in the
mixed doubles with Saketh Myneni
and a bronze in women’s doubles
with Prarthana Thombare in India’s
five medal tally. On the men’s side, it
proved to be a very tough year for
not only singles star Somdev
Devvarman buy also for doubles
specialists Paes and Rohan Bopanna,
who suffered a significant drop in
the rankings. Paes could win only
one title in the season and after
beginning the year inside top-10 he
is now languishing at number 29,
just ahead of Bopanna. The Coorgi’s
renewed partnership with Pakistani

did not yield the desired results and
they could win only one title this
year apart from ending runners-up in
two others. Bopanna had begun the
year at number 13 and ended at 30.
However, the biggest disappointment was to see Somdev struggling.
Supremely fit and extremely passionate, Somdev was nowhere close
to his best. Crossing even the second
rounds seemed a mountain to climb
for him. Apart from the Challengers
played in India at the start of the
year, he hardly had results to rejoice.
For someone who reached as high as
62 in the world, winning two rounds
at an ATP event has become a a
daunting task. In 15 tournaments he
failed to cross the first round. At the
US Open, he could not make the
main draw and now that he is positioned 139 in the rankings, he won’t
get a direct entry into the 2015
Australian Open. Not only this, by
refusing to play at the Asian Games
he irked the government, which has
now made it clear that players who
will skip national duty will not be
eligible for funds. However,
Somdev did India proud in the two
Davis Cup ties — against Chinese
Taipei and Serbia — by winning
two of the three singles he played
this year. India almost upstaged
world number two Serbia (second
string) but for Yuki Bhambri’s tame
defeat in the deciding fifth rubber. It
was promising start to the year for
Yuki when he qualified for the
Australian Open doubles draw and
made second round with Michael
Venus. He also won the Chennai
Challenger but a heel injury forced
him out of action for four months.
Injuries have already spoilt his
career, which showed a lot of
promise early on. A big plus for
Indian tennis was the rise of 19year-old Ramkumar Ramanathan,
who has replaced Yuki as country’s
second-highest ranked singles player. When he shocked Somdev at the
start of the year many dismissed it
as a fluke but as the year progressed, Ramkumar showed that his
game and fitness has improved and
he can surely be India’s next singles
hope.
He now has sting in his serve and
his forehand does make an impact.
Mahesh Bhupathi is as good as
retired but he along with former star
Vijay Amritraj created a lot of buzz
with their respective tennis leagues.
Bhupathi brought tennis’ biggest
stars, including Roger Federer and
Novak Djokovic, to India in a franchisee-based league, IPTL, which
was a great opportunity for fans to
see legendary players in blood and
flesh. Amritraj’s CTL was more
India-centric but lacked star appeal
despite featuring some high-ranked
players. CTL had presence of Indian
players and someone like Ramkumar
Ramanathan had the opportunity to
play alongside Mikhail Youzhny. It
is debatable how these leagues will
help Indian tennis but it surely did
enough to create a buzz around the
country.

“From our side, we have
been pursuing that matter
before international forum. I
have written to the President
of AIBA to revoke the suspension order,” Mr. Sonowal

Devi, who had refused to
accept her Asian Games
bronze medal, was on
Wednesday banned for one
year by the world body
AIBA, putting an end to the
prolonged suspense over her
fate following the controversial protest.
Sarita had refused to
wear her bronze at the podium ceremony after her semifinal loss to South Korea’s Ji
Na Park at Incheon in
October, triggering a huge
controversy.
The boxer is barred from

leaders Australia in ODI chart
DUBAi, DeC 17: India might be lagging
way behind Australia in the Test rankings but
the current World Cup holders are just 0.2
points behind the top-of-the-table Aussies in
the ODI chart, according to the latest ICC
release. Both Australia and India are on 117
rating points and the scores will only be settled in the upcoming tri-series involving the
two tams and England starting January 18
next year. South Africa lie third in the table
with 112 points followed by Sri Lanka,
England, Pakistan and West Indies.
In the batting chart, Virat Kohli continues
to hold his own at the second position as
South Africa’s AB de Villers stays atop.
Shikhar Dhawan though drops a rank to
fifth, while skipper Mahendra Singh Dhoni
also drops down a slot to ninth position.
In the bowling chart though, India’s
Bhuvneshwar Kumar, who recently returned

Michael Clarke undergoes successful
hamstring surgery, may not have to retire
MelBOURNe, DeC 17: Michael Clarke's
injury-ravaged cricket career may not be as
jeopardised as initially feared with the
Australian captain and team physiotherapist
Alex Kountouris today saying that the
surgery to fix his hamstring injury went
"really well", giving him a good chance of
being fit for the World Cup.
Clarke tore his right hamstring during the
first Test against India in Adelaide, a match
he went into under an injury cloud given his
long history of recurring back complaints.
"Thanks for all the well wishes. Surgery
went really well. The Aust Physio
@Alex_Kountouris will update the media
this afternoon," Clarke wrote on his twitter
handle. He added, "A few days of rest and
recover and watch the boys play well from
my bed." After the first Test, a cloud of
uncertainty hung over Clarke's future as he
had announced that he was unlikely to play
any further part in the four-match Test series
against India and that the injury could cut
short his career. Team physiotherapist Alex
Kountouris said the successful surgery gave
Clarke a good chance of recovery from the
hamstring mishap. "The actual injury was
that he had damaged the tendon component
of the hamstring. Speaking to the surgeon,
everything went really well," Kountouris
was quoted as saying by the media here.
"He found what he expected to find, there
were no surprises, and he's managed to do a
good repair and from that he's very confident
that Michael is going to make a good recovery. It's going to heal and he's going to minimise the risk of having a recurrence, that's
the goal."

Marsh will not bowl again in
the remainder of the second
cricket Test against India
due to a hamstring injury on
the first day at the Gabba.
Marsh strained his right
hamstring and limped off the
field just moments after
lunch on a searingly hot day
that left Australia severely
under-resourced.
Marsh grimaced and pulled
up short in his follow after
delivering the final ball of
his first over after lunch, and
his sixth of the innings, and
immediately left the field to
be assessed.

Kountouris later said Marsh
was unlikely to bowl again
in the Test. “Mitchell Marsh
has got a mild hamstring
strain, low grade strain, on
the right leg. He’s had
surgery on the left leg a year
ago and he also injured the
right one about two years
ago,” Kountouris told
reporters.
“He’s unlikely he will
bowl again (in the Test). He
will have a scan and we will
try to get him on the field
tomorrow and hopefully
have him batting in some
way that’s useful.”
Marsh’s injury, which
came after he finally
claimed his first Test wicket
in the morning session,
meant a greater bowling
workload for the side’s other
all-rounder Shane Watson.
The injury-prone Watson
was one of the few fit members of the attack on day one
and he had to complete
Hazlewood’s 16th over, with
the second new ball, just
before stumps.
Kountouris was busy
attending one Australian
bowler after another through
the day, with Mitchell
Johnson the only one of the
four main seamers to get
through unscathed.
Mitchell Starc left the
field during the middle session after struggling with
back and rib pain and debutant Josh Hazlewood battled
cramps that forced him from
the field shortly before
stumps. However, both Starc
and Hazlewood are expected
to be available to bowl on
day two tomorrow.
Hazlewood had cramped
earlier in the day but after
some stretches and attention
from the physio, completed
his over.
However, when the problem again arose two balls
into a new spell he could not
continue.
“His (Starc) back was
sore and he was getting
some rib pain. It’s not a side
strain and we don’t think it’s
anything that will stop him
bowling. We think he’s
going to be okay to bowl
tomorrow,” Kountouris said.
The team physio said
Hazlewood, playing in his
debut Test, was troubled by
cramps during the scorching
conditions.
“He had cramps all over
his body. The difficulty with
him was that he was cramping
everywhere.
Both
calves, both hamstrings,
groin, hips, he couldn’t just
function and you could see
his pace was down when he
came back to bowl again,”
he said.
“He
will
recover
overnight and we’ll see how
he is in the morning.”
Looking ahead to the
next Test, starting in
Melbourne on Boxing Day,
Kountouris said experienced
paceman Ryan Harris was
working towards being fit to
play after missing the
Brisbane Test.
“Harris is a chance for
the next Test. He has a lowgrade quad strain and we
need him to be bowling by
the end of this Test match —
and if he can get to that,
we’ll be confident of him
playing in the next game.
It’s going to be touch and
go,” he said.
Bach welcomes US decision
to bid for 2024 Olympics
LAUSANNE, SWITZERLAND, Dec 17: International
Olympic Committee (IOA) President Thomas Bach has
welcomed the U.S. decision to bid for the 2024 Games and
says whichever city is chosen will be a “very strong” contender. The U.S. Olympic Committee board voted on
Tuesday in favour of a bid, but must still decide which city
to put forward among four candidates Boston, Los Angeles,
San Francisco and Washington.
Mr. Bach says “a bid from the United States would be very
strong, regardless of which of the cities is finally chosen.”
The United States hasn’t hosted the Summer Olympics
since the Atlanta Games in 1996. New York and Chicago
ran failed bids for the 2012 and 2016 Games, respectively.
Mr. Bach says U.S. athletes “have a worldwide reputation”
and “will be a huge asset for the bid.”
Hockey India starts coach selection process

Indian men’s hockey team is
expected to get a new foreign coach within a month,
that is by the time the third
season of Hero Hockey
India League (HIL) starts on
January 22.
The process for selection
of Australian Terry Walsh’s
successor had already started with Hockey India formally putting out advertisements for the post since
Tuesday, the deadline of
which ends on December 31.
“The process has just
begun yesterday because I
and the entire Hockey India
staff was busy with the
Champions Trophy in
Bhubaneswar. December 31
is the deadline for interested
coaches from all over the
world to submit their applications,” India’s High
Performance
Director
Roelant Oltmans, who has
been entrusted with the
responsibility of finding the
new coach, told PTI.
“We already have so
many people who are interested in the job. If you ask
me, I will like the new coach
to be appointed before the
next HIL so that we can witness and have a fair bit of
idea about the players whom
he will be working with,”
said the Dutchman on the
sidelines of the launch of

Academy Platform in New
Delhi on Wednesday. “But in
the end everything depends
on the quality of applicants.”

on Energy conservation

launched an awareness
campaign in the nearby
villages of the Chak
Bhalwal.
On this occasion,
Asgar Ali, Development
Commissioner
(PDD),
Khurshid A. Budoo, Chief
Engineer, PDD, Sunil
Kumar, Supdt. Engineer,
PDD, Sanjay Sharma,
Executive Engineer, PDD
and K.R. Suri, ExGeneral Manager PGCIL
visited
the
College
Campus at Chak Bhalwal
today and flagged off the
volunteers of GCET to
Kangrail, Deyaran, Chak
Bhalwal, Seri Panditan
and Marjali and other surrounding areas. The door
to door campaign was
launched to educate the
people of these areas
about the ways and means
to
use
the
Energy
resources in an efficient
and judicious manner.
The students impressed
upon the residents of
these villages to use the
power saver electric bulbs
and also to keep the lights
off during day hours. The
impact of global warming/hazards was also
explained to the people.
In addition to this, they
were also sensitized about
the techniques to save
water.
The
students
apprized the villagers
about the overall impact
of energy conservation on
the economic condition of

candidate from Jammu east,
Mr Vikram Malhotra was
taken around various parts of
the old City, falling in the
constituency, here today.
The rally that began from
Panjthirthi went around various localities in the segment
and culminated at Mubarak
Mandi.The
mood
was
upbeat, among the youth and
the elderly alike, as Mr
Malhotra was taken around,
in the procession, on the second last day of the campaigning for the ensuing
Assembly polls, amidst beating of drums, enthusiastic
slogans in his favour and
bursting of crackers.While
addressing the rally, Vikram
Malhotra said that youth are
the only medium to bring
about any change in the society whether it is social or
political change and he
believes in strengthening of
the youth".Expressing satisfaction over the fact that his
agenda of development is
being seen positively by the
people, he said it is really a
matter of satisfaction that
people of this region also
have started realizing that
development takes a front
seat vis-à-vis other petty
issues. Malhotra added that,
it was by dint of development works carried out by
him, he has earned credibility and faith of the people
from not only his assembly
constituency but all the
regions and sub-regions of
the State.Vikram said that
this constituency (Jammu
east) was till date suffering
with poor or no development
at all as the elected represen-
tatives so far have done
nothing seriously for the
development here.
He further said that
Congress is known for its
commitment of equality
among all sections of the
society for which it will continue its fight whether it will
be in power or opposition.
He said that time has come
to teach the lesson to those
who have been trying to
divide society for their political gains though divisive
policies. It was the Congress
party which strengthens the
bonds of brotherhood and
secularism. He appealed the
people to caste their valuable
vote in his favour and give
him a chance to serve them.
Later, in the evening during
a series of his election campaigns in the Assembly segment, Malhotra went doorto-door in Jullaka Mohalla,
Mast Garh, Raghunath Pura,
Panjthithi, Peer Mitha and
other areas and made a fervor appeal to voters to vote
in his favour.
