Americans in 1787. It
did not plan for any
territory beyond the
Mississippi River.

The ban against slavery should extend
across the Mississippi River. Missouri
should not be a slave state.
Congress does not have the right to decide
if slavery should be allowed in a new state.
The people of that state should decide.

3. Why was it important to Southerners to keep an equal number of senators
from free states and slave states in Congress? Mention the defeat of the
Tallmadge Amendment in your answer.
• Southerners were outnumbered in the House of Representatives.
• If the South and North had an equal number of senators, the South
would hold onto some power in Congress.
• For example, Southerners did not want the Tallmadge Amendment
because it would have made Missouri a free state. They did not have
enough votes to stop it in the House, but they did in the Senate—so they
were able to keep the amendment from becoming law.
