INTRODUCTION The Local Government Code of 1991 mandated the Local Government Units to initiate programs to reduce poverty and raise the standards of living of their constituents. Education is seen by local executives as a major instrument in empowerment for citizens to become productive and earn higher levels of income to improve their standards of living. Statistics show that 70% of the Filipinos fall below the poverty line, it is not surprising that only the affluent and the highly gifted can afford tertiary education either at their own expense or under government or private scholarship grants.
