ISLE OF WIGHT COUNCIL JOB DESCRIPTION IDENTIFYING FACTS Title of Post: Personal Budget Officer (Audit) Scale: Scale 4 Service Area: Adult Social Care and Community Wellbeing Post No: 50039706 Section: Financial Management Date: January 2014 Responsible to: Senior Officer - Personal Budgets JOB PURPOSE To assist and support the department’s Senior Officer - Personal Budgets and Finance and RAS Manager in the delivery of a proactive, efficient and effective, and high quality personal budget management service for the Council KEY TASKS 1. To develop and maintain a generic skill set that allows the Isle of Wight Council to employ your skills, abilities and experience across the Council and its formal partnerships as needed 3. Provide assistance to the Senior Officer - Personal Budgets in interpreting and applying the Council’s personal budget and financial management policies, standards and procedures 4. To work with care managers regarding complex issues arising from the personal budget audit process. Ensuring that cases of non-compliance are identified and resolved. 5. Visit personal budget clients when required to provide advice and support regarding the handling of their budgets to ensure that they adhere to the terms of the payment agreement. 6. Manage a caseload of complex direct payment cases. 7. Accurate and timely data input to relevant databases to include: • • • Self Directed Support database, raising any long standing pending cases to the senior officer and to ensure data quality checks are undertaken and effective follow up of cases pending for over 3 months the audit spreadsheet The IWC Care Billing System 8. Carry out audit functions and processes for all personal budget direct payments by analysing bank statements and evidence to evaluate the level of risk associated with service users handling their own budget Identifying any safeguarding issues, misuse of funds, non payment of contributions and gathering evidence to ascertain the facts and resolving the matter where possible; referring any high risk and complex cases to the senior officer and/or fieldworker concerned. 9. Support all aspects of the work of the Personal Budget Team as and when required. This work includes: • Processing support plans • • Calculating individual payment schedules Accurately setting up and amending SAP framework orders 10. Assist the Senior Officer - Personal Budgets in ensuring a consistent approach to personal budget management across all service areas, including use of corporate systems and applications 11. Liaise with clients, their representatives and external bodies i.e. Solicitors or providers to provide information and resolve any queries or problems 12. To contribute towards the accurate completion of statutory and other returns, and to provide adequate working papers and other supporting documentation to ensure accurate information is available to managers 13. To contribute towards the development of personal budget policies and procedures 14. To provide initial advice on personal budget policies and procedures to care management and other partners and refer more complex issues to the Senior Officer - Personal Budgets 15. To represent the personal budget service through active participation in team meetings, project groups and other working groups as appropriate 16. Work shadow the Senior Officer - Personal Budgets and where appropriate other finance and benefit officers in their roles, including attendance at meetings etc, to promote business continuity 17.
