ABOUT THE ASPEN INSTITUTE
& THE FRANKLIN PROJECT
At the Aspen Ideas Festival in June 2012, General Stanley McChrystal received an overwhelming
response to his call for large-scale civilian national service to engage more Americans in serving
community and country. The Aspen Institute established the Franklin Project in response to this
call to action, to marshal the best case for a voluntary civilian counterpart to military service in the
United States.
The Franklin Project’s vision is to establish a year of full-time national service as a common
expectation and opportunity for all young Americans ages 18 to 28. Our goal is to create one
million annual opportunities for civilian national service, on par with the number of Americans
serving on active duty in our Armed Forces. We seek to dramatically expand opportunities for young
Americans to contribute their strengths, knowledge, and entrepreneurial energy to solving our
nation’s most pressing challenges, in areas such as education, health, food security, environmental
conservation, veterans’ reintegration, and economic opportunity.

The Franklin Project seeks to unite leading Americans from all sectors alongside citizens at the
grassroots in calling for and building this new vision of civilian national service. We propose to
fuel the citizen service movement in America by making the case for a year of national service to
become a new civic rite of passage that will bind members of generations to each other and to our
nation, while enlisting them to work together to address great national challenges.
We are focusing on developing a 21st century architecture for national service that builds off of
and strengthens the existing system while promoting new policy ideas to advance the national
service movement. Our work has encompassed a series of gatherings of critical stakeholders and
the publication of seminal papers at The Aspen Institute; briefings for the White House, Congress
and governmental leaders; the development of the Franklin Project Plan of Action; and an actioninspiring Summit leading into the Aspen Ideas Festival in June 2013, followed by a public campaign
to be launched in the fall of 2013.

pressing challenges and, in the process, become connected to one another and to the nation. As the
wars in Iraq and Afghanistan are drawn down, and as our country faces new challenges and divisions
within and outside our own borders, we must rebuild a sense of common purpose through national
service to meet the unique needs and opportunities of the 21st century.

Since October 2012, the Franklin Project at the Aspen Institute has convened top leaders from the
military, government, non-profit, business, labor, philanthropic, education, faith-based, media, and
technology sectors to create a revolutionary plan: one that will enable full-time national service to
become a common expectation and opportunity for all young people in our nation. We have learned from
these top leaders, listened to the views of the American people on national service through a nationally
representative survey, commissioned research on the economic case for national service, analyzed the
evidence for how national service is meeting national challenges, and assembled a Leadership Council
of outstanding Americans from across sectors, administrations and political parties.
We have developed a Plan of Action for a 21st Century National Service System that will offer at least one
million full-time civilian national service opportunities for young adults ages 18-28 every year, on par
with the more than one million Americans who serve on active duty in our Armed Forces. Our Leadership
Council has endorsed this plan, and we hope that each of you will be inspired to sign on as well.

National service has the power to transform individuals and communities, to create bridges and
strengthen ties, and to bind generations to one another and to their country. Whether military or civilian,
service establishes an ethic of togetherness that endures long after a tour of duty or a term as a corps
member. The Franklin Project is solution-oriented and pragmatic in its policy agenda and structure, but
its vision is one of enduring cultural change – reaching deeply into how Americans can work together,
regardless of differences, and unite in pursuit of the common good.

Since October 2012, the Franklin Project at the Aspen Institute has convened top leaders from the
military, government, non-profit, business, labor, philanthropic, education, faith-based, media, and
technology sectors to create a revolutionary plan: one that will enable full-time national service to
become a common expectation and opportunity for all young people in our nation. We have learned from
these top leaders, listened to the views of the American people on national service through a nationally
representative survey, commissioned research on the economic case for national service, analyzed the
evidence for how national service is meeting national challenges, and assembled a Leadership Council
of outstanding Americans from across sectors, administrations and political parties.
We have developed a Plan of Action for a 21st Century National Service System that will offer at least one
million full-time civilian national service opportunities for young adults ages 18-28 every year, on par
with the more than one million Americans who serve on active duty in our Armed Forces. Our Leadership
Council has endorsed this plan, and we hope that each of you will be inspired to sign on as well.

ABOUT THE ASPEN INSTITUTE
& THE FRANKLIN PROJECT
At the Aspen Ideas Festival in June 2012, General Stanley McChrystal received an overwhelming
response to his call for large-scale civilian national service to engage more Americans in serving
community and country. The Aspen Institute established the Franklin Project in response to this
call to action, to marshal the best case for a voluntary civilian counterpart to military service in the
United States.
The Franklin Project’s vision is to establish a year of full-time national service as a common
expectation and opportunity for all young Americans ages 18 to 28. Our goal is to create one
million annual opportunities for civilian national service, on par with the number of Americans
serving on active duty in our Armed Forces. We seek to dramatically expand opportunities for young
Americans to contribute their strengths, knowledge, and entrepreneurial energy to solving our
nation’s most pressing challenges, in areas such as education, health, food security, environmental
conservation, veterans’ reintegration, and economic opportunity.

The Franklin Project seeks to unite leading Americans from all sectors alongside citizens at the
grassroots in calling for and building this new vision of civilian national service. We propose to
fuel the citizen service movement in America by making the case for a year of national service to
become a new civic rite of passage that will bind members of generations to each other and to our
nation, while enlisting them to work together to address great national challenges.
We are focusing on developing a 21st century architecture for national service that builds off of
and strengthens the existing system while promoting new policy ideas to advance the national
service movement. Our work has encompassed a series of gatherings of critical stakeholders and
the publication of seminal papers at The Aspen Institute; briefings for the White House, Congress
and governmental leaders; the development of the Franklin Project Plan of Action; and an actioninspiring Summit leading into the Aspen Ideas Festival in June 2013, followed by a public campaign
to be launched in the fall of 2013.
