Section 384 Book II of the Local Government Code states that the Barangay serves as the primary planning and implementing unit of government policies, plans, programs, projects and activities in the community. This role entails the endless creation and production of many records. Thus, Section 394 of the code specifically appoints a barangay secretary to keep custody of all records of the sangguniang barangay and the barangay assembly meetings while Section 395 appoints a barangay treasurer to keep custody of barangay funds and properties that also requires records keeping to ensure that financial reports shall be made available to the members of the barangay and other government agencies concerned.
