1. BARANGAY LUNOCAN PROFILE 1.1 LOCATION Barangay Lunocan is located in the northern part of the municipality of Manolo Fortich, Bukidnon. It is bounded to the north by Barangay Minsuro and part of the municipality of Malitbog, to the west by barangays Alae and Mantibugao, to the south by Barangay San Miguel and to the east by Barangay Sto. Nino. It is composed of ten (10) sitios namely: Zone 1, Zone 2 and Zone 3 in Lunocan Proper, Pulog Hill (Purok 4), Cebucawan (Purok 5) Kitam-is (Purok 6, Awol (Purok 7), Salvan, San Isidro and Calaniogan (Purok 10). Barangay Lunocan is located along Sayre Highway, the national highway. It is the second barangay of Manolo Fortich from Cagayan de Oro City. The distance of the barangay from the town proper is 9 kilometers and it is 64 kilometers from the provincial capital which is Malaybalay City. It is 29 kilometers from Cagayan de Oro City, the nearest growth and commercial center. 1.2 PHYSICAL FATURES 1.2.1 Land Resources Barangay Lunocan has a land area of 2,034.2600 hectares of which 1,933.26 hectare is declared Alienable and Disposable (A&D). The topography is generally plain. A sizable portion of the land is rocky/stony, preventing most of the farmers from mechanizing farm activities. 1.2.3 Soils Adtuyon clay is generally found in the barangay and pH range is 5.1 – 5.5, indicating that the soil is generally acidic. 1.2.4 Water Resources Barangay Lunocan has two rivers, the Lunocan River, which traverses the barangay and part of the Tagoloan River, along Sitio Calaniogan. Lunocan River cannot be utilized for drinking for animals due to continued dumping of animal wastes from the cattle feedlot of Del Monte Philippines which is located upstream. Barangay Lunocan has a micro watershed area located at Pulog Hill. This watershed area is the source of existing water systems for the barangays of Alae, Mantibugao, Lunocan and part of Mambatangan. There is another spring, the Run Pump Spring which is located at sitio Tagbalula and Tagbalula Spring, which can be a potential source of water if properly developed. 1.2.5 Climate Barangay Lunocan has fine weather or sunny climate classification. Wet season is during the months of May to October and dry season from November to April. The coolest months are December to January and hottest months are March, April and May. 1.3 POPULATION AND DEMOGRAPHIC FEATURES Based on the latest Population Census (NSO, 2007 Census of Population), the total population is 5,573, with 1,737 households. The dominant dialect spoken by the residents is Cebuano . The dominant religion is Roman Catholic with 80% of the total population. The rest are Baptists, Seventh Day Adventist and other religions. 2. LOCAL ADMINISTRATION 2.1 Barangay Governance The Barangay Assembly is the highest body in the Barangay. The Barangay is headed by a Punong Barangay. The Sangguniang Barangay is the governing body in the barangay. It is composed of seven (7) kagawads and one SK (Sangguniang Kabataan) Chairman as members. Oclarba Consumers Cooperative The sitios are already organized. 2.2. Revenue Generation 2.2.1 Public Market There is a public market in the barangay; however, this is not fully utilized. The building is incomplete and depreciating. At present it is rented by two businessmen who put up their stores in the building. The present Barangay Government plans to fully utilize this by establishing a Barangay Market Day and contracting prospective vendors to lease stalls. 2.2.2. Presence of Industries There are agro industries put up in the barangay particularly in the sitios of Kitam-is and Awol. These are mostly six (6) commercial poultries and five (5) piggeries. The big farms are also mostly in the underlying sitios. However, there is no income generated from these industries for the barangay. The Barangay Council plans to impose fees for incoming and outgoing products from the farms so revenues can be collected. Table below shows the list of industries in the barangay. Table 4. In the barangay, this is still not being strictly implemented. There is no established Material Recovery Facility (MRF) and biodegrable wastes are not converted into organic fertilizes. The Barangay Council proposes to establish a Material Recovery Facility and put up an area where the biodegrable wastes can be decomposed and converted into organic fertilizers which can be sold locally. The barangay also proposes to procure a mini dump truck for garbage collection. 2.2.4 High Grade Sand and Gravel There is a huge deposit of high grade sand and gravel in sitio Calaniogan, along the banks of Tagoloan River. If developed, this can add revenue to the barangay. 3. INFRASTRUCTURES 3.1 Roads and Bridges The road network in the Barangay traverses across its sitios. From Lunocan proper to Sitio Awol is a provincial graveled road which has a length of 7 kilometers. However, this road network has the following problems which needs funds for repair and maintenance; a. Damaged culvert b. Undefined road canal c. Undefined road width There is also a request to extend the provincial road from Sitio Awol to Sitio Calaniogan with an estimated length of 4 kilometers. The barangay roads traversing the sitios are not yet graveled and with substandard width. Among other problems identified are; a. b. c. d. e. Lack of street lights Lack of culverts Lack of drainage Undocumented barangay roads No barangay road connecting Kitam-is Cemetery to CARP Beneficiaries area in Awol ( approximately 2 kilometers) f. There is no road connecting Sitio Awol to Balanacon area ( estimated 1 kilometer) g. Farm to markets roads are severely damaged The construction or rehabilitation of these roads will serve as a big factor in the economic development of the barangay. Lunocan has one Bailey bridge that connects the barangay proper to Sitio Kitam-is with a length of 30 linear meters. However, the bridge is substandard and dilapidated. There is a request to convert the Bailey bridge to box culvert. 3.2. Drainage The absence of a drainage system is one problem in the barangay. There is a request to construct concrete canals along the national highway traversing the barangay. The barangay roads don’t have canals causing flooding of streets and some backyards with run off water during heavy rains. 3.3. Potable Water System Barangay Lunocan has its own water supply which is connected to individual households. The main sources are springs which are developed to each barangay proper. However, due to increase in population and industries in the area, water supply has been lacking recently. Water supply has to be augmented especially during dry season by buying water from the Water System of Barangay Alae. Even during rainy season, the flow of water supply to households has to be scheduled since it is not enough to satisfy a 24 hour continuous flow. 2.3 Public Buildings In the barangay are the following public buildings: 1. Barangay Hall – The present Barangay Hall is located within the public plaza along Sayre Highway. This is where the barangay officials conduct their daily official business and where visitors of the barangay are being received. However, the present building is old, dilapidated and congested. There is already a request for the construction of a New and bigger Barangay Hall. 2. Public Market – The public market is located in the commercial center of the barangay. However, it is already starting to depreciate and lacks facilities like lights and water systems. Aside from two businessmen who now occupy the frontage, the market is not fully utilized. 3. Multipurpose Covered Court- An unfinished Multipurpose Covered Court is established within the Barangay Center. This is utilized for social and sports events and this is also where Barangay Assemblies are being conducted. 4. Waiting Shed - There are three (3) waiting sheds located on the three intersections in the barangay proper along the highway. However, there are no waiting sheds in the sitios. 5. Health Center – There is one Health Center in the Barangay proper which serves the primary medical services for the whole barangay. It is located near the stage. Since the location of the building is deemed improper, the barangay plans to build another near the Barangay Hall. 6. Day Care Centers – There are four Day Care Centers in the barangay. These are located in the following; one in the Barangay proper and the other three, each in Sitios Kitam-is, Awol and Cebucawan. 7. Public Elementary Schools – There are three elementary school buildings in the barangay. One is located in the Barangay Proper, one is in Sitio Kitam-is and the other one is in Sitio Awol. These three are located along the provincial road. 2.4 Energization Power in the Barangay is being provided by the Bukidnon Second Electric Cooperative (BUSECO). Among the problems identified on energization are; 1. 2. 3. 4. Lack of electrical posts Lack of street lights Lack of transformers Lack of high tension wire 4. ECONOMIC SECTOR 4.1. Tourism The barangay has some potential sites for development for tourism. These are the following; 4.1.1 Lawis Lawis is part of Sitio Awol overlooking the scenic Tagoloan River Canyon. A view deck can be constructed from a vantage point, where one can have a breathtaking view of the canyon which is traversed by Tagoloan River. It has also a potential for being develop into an area suited for sports like rappelling. 4.1.2 Pulog Hill Caves In the Pulog Hill is a cave which can be turned to a tourist destination if developed. At present, these are visited by some youngsters who enjoy going around the cave. There are no organized tours. Development of the site is important so visits can be organized and the area will be preserved and protected. 4.1.3 Pulog Hill Trekking For more than ten years now, Pulog Hill is attracting scores of visitors who are making their annual trek to the top of the hill during Holy Week, particularly, Maunday Thursday and Good Friday. Some opt to stay overnight in the area. At present, the visits are unorganized, leaving litters and garbage in the area and causing some untoward incidents to some trekkers. Since the activity has been ongoing, it is proposed that the area be developed by putting up 13 Stations of the Cross and a view deck at the top where one can have an awesome view of the community and landscape below. A 1 - 2 hectare camping site with facilities like water, toilets and first aid stations can be designated. These will be planted with trees. The place can also be opened to entrepreneurs who will be allowed to put up merchandise in the area. Selling of souvenir items of the place will be encouraged. Development of this site will be a potential revenue generating project both for the community and the barangay government. At the same time the place will be protected and preserved. It will attract visitors not only during Holy week but also other times when one wants to relax and unwind whether individually, with friends or with families. 4.1.4 Possible sites for Green belting Green belting of the bank of Lunocan River is highly recommended. These can be planted with trees and bamboos. Other areas suitable for green belting will be along the roads within the barangay. 4.2 Agriculture Sector 4.2.1 Major Crops Barangay Lunocan has two major crops; corn and cassava. The area covered for corn is 1,031 hectares with an average yield per hectare of 5 tons per cropping season. An approximate of 303 hectares is planted with cassava with an average yield of 8 tons per hectares. As observed, the yield per hectares is decreasing as compared to the yield 5-10 years ago which was an average of 10 tons per hectare. 4.1.2 Minor crops Other crops grown in the barangay are pineapple, 60 hectares, (on a contract growing basis with Del Monte Philippines Inc.) tropical vegetables, banana and coconut, mangoes, durian and palm oil. 4.2. Poultry Barangay Lunocan has six (6) commercial poultry farms which are contract growers of big companies like Tyson and San Miguel Corporation. Range chicken and game fowls are raised on back yards. 4.3 Livestock There are five (5) commercial piggeries in the barangay. These farms are for fattening. Other livestock are raised in backyards are draft animals (cattle), swine, goat and horses. 4.4 Fisheries There are five units of Small Farmers Reservoir (SFR) constructed un the barangay. These are utilized as fishponds and stocked with Tilapia nilotica fingerlings. 4.5. Timberlands Timber trees are planted along boundaries of individual farms/lots by landowner. Some trees are also planted along roads and creeks. There is also a one hectare reforestation project at Pulog Hill watershed area which is mostly planted with bamboos. 4.6. Related Support Services Extension Services are rendered by the Municipal Agriculture Office, and The Department of Agrarian Reform or agricultural projects. The Department of Environment and Natural Resources handles the extension service for Agro-forestry projects. The Barangay Officials are open to any private institution rendering service to the farmers regarding farm technology. Some technicians conduct farmers meeting to impart the new technology and methods on preparing land and access to marketing assistance. Marketing of products is usually done either through traders usually for corn and cassava or directly particularly for fruits and vegetables. 4.7 Pre and Post harvest Facilities There are _____available post harvest facilities in the barangay. For government owned facilities, there are 6 unit solar dryers. 4.8 Credit Support Farmers in the area usually get financial support for their farms by getting credits from the traders which are also the market for their products. Formal Financing Institutions like banks have also extended credit support to some. However, due to bad credit records, some farmers can no longer avail of these services. 4.9 Constraints In the agriculture sector the problems identified during the SWOT Analysis are the following; lack of Post Harvest Facilities, mostly driers; lack of capital for farm production and other agriculture related livelihood projects and lack of working animals. 5. SOCIAL SECTOR 5.1 Education 5.1.1 Literacy Rate Barangay has 90% literacy and 10 % illiteracy rates compared to national and regional level 5.1.2 School facilities There are three complete elementary schools in the barangay; the Lunocan Elementary School, Kitam-is Elementary School and Awol Elementary School. These are manned by competent teachers. However, due to the annual increase in population the following problems have been identified. 1. 2. 3. 4. There is lack of classrooms in Awol Elementary School Classes in the three schools are oversized. Some classrooms in the 3 elementary schools need repair and improvement. There is insufficient supply of water in Kitam-is Elementary School while Awol Elementary School has no water system. 5. Awol Elementary school is not fully energized and its site is flooded during rainy season.. 6. The three schools have no stage 7. Perimeter fences of all 3 are unfinished, posing the threat of theft and robberies of school properties. 8. One of the biggest problems of the schools is the lack of pertinent documents thus; the school officials are requesting the Department of Environment and Natural Resources (DENR) for the titling of the properties of the 3 schools. 9. Lack of teaching materials and references 10. Lack of Teachers item in Awol Elementary School. 11. No computer sets in the three schools. There is a school playground but there are no sports facilities/equipments available in the 3 school campuses. The students-classroom ratio is 50:1 and the teacher-student ratio is 1:50. Pupils who live near the schools just walk to and from home to school. For pupils who live far, they take motorcycles (habalhabal) while some who can’t afford fares will have to walk. The three schools in Kitam-is, Awol and Barangay Lunocan have high enrollment while the drop-out rate is low. Enrollment to drop-out rate is .02%. Most of the school children complete their elementary education. Of the total elementary graduates, 75% proceed to enroll in secondary education; however, some students have to stop schooling after a few months due to household and farm work and lack of financial support. After graduation in high school, some pursue college degree in Cagayan de Oro City or in Malaybalay City. Some also start to look for jobs to support their personal needs. A number are finding contractual employment in REBISCO Company in the adjoining barangay of Alae. 5.2 Health 5.2.1 Primary Health Services Barangay Lunocan has one unit Health Center. At present, there is no permanent midwife assigned to the barangay. There are12 Barangay Health Workers (BHW) and one Barangay Nutrition Scholar (BNS). They are trained to service the primary health care needs of the population of the Barangay. Regular immunizations are being conducted for 0-6 years old. Family Planning Program is also undertaken including prenatal services for pregnant women. There is a health posts in Sitio Awol but none in the other sitios. There is also the presence of a well trained Rescue Team in the barangay. Other problems pertaining to health identified during the SWOT Analysis are: 1. Lack of medical facilities and equipments 2. No emergency vehicle; 3. No permanent midwives; 4. Lack of medicines and first-aid kits. 5. Lack of Uniform 5.2.2. Sanitation Sanitation includes the proper disposal system of both human and household wastes. The toilet facilities in the barangay are shown in the following table. Table 8. It is a project of the Xavier University College of Agriculture of which Sitio Cebucawan is one of its recipients. There is no garbage collection and disposal system in the barangay. Every household takes care of the disposal of their own waste materials. Some throw them in a garbage pit or burn them at their respective backyards, while some practice Solid Waste Management by segregating their garbage in their homes. Recyclables are sold to some individuals doing house to house buying of empty bottles, plastic containers, tin cans and other recyclables. Biodegradable or kitchen wastes are left to rot in pits or under fruit trees planted in their backyards. 5.2.3 Nutrition Malnutrition is one of the problems in the barangay affecting both pre-schoolers and school children. The incidence of malnourished pre-schoolers in the barangay is shown in the following table. Table 9. To combat malnutrition, the National Nutrition Council through the implementation of the Municipal Nutrition Council, requires every household in the barangay level to have a home garden and every sitio to establish a communal garden. The presence of three to five types of vegetables planted in a backyard is considered a home garden. The communal garden on the other hand, requires at least an area of 4mx4m and planted with vegetables representing the “Go, Grow, Glow” foods. One problem identified in this sector is the lack of area for communal garden. 5.3 Sports Development There are sports minded citizens of all ages in the barangay. This is well shown during barangay sponsored, particularly by the SK, activities where it is greatly well participated in and enjoyed by big audience. Basketball and volleyball are among the most participated in games. Badminton is also being played by some. Aside from ball games, there are groups who are interested in individual sports like boxing, karate and other self defense sports. During early mornings, some are seen jogging or doing brisk walking around barangay plaza. Some problems identified on this sector are the following; 1. 2. 3. 4. Lack of sports equipments and facilities No concrete plans and programs on sports development Unorganized Sports Development Council Lack of LGU support. 5.4 Welfare and Development 5.4.1 Day Care Centers There are four Barangay Day Care Centers and are located in Barangay Proper, Sitios Kitam-is, Awol and Cebucawan. Problems on this sector are: 1. Lack of learning facilities and equipments in the 4 centers 2. Insufficient space in the 4 centers 3. There are no Day Care Centers in San Isidro, Calaniogan, Salvan and Pulog Hill 5.4.2. Organized Out-of School Youth The Out-of-School youths in the barangay are organized. They are mostly undergraduates in basic education. However, there is no non-formal or Alternative Learning System for this group in the barangay. It is proposed that the barangay will request funding from the Provincial Governor for the honorarium of an Alternative Learning System Coordinator and DSWD for the honorarium of the instructional manager. It is also proposed to request funding from the Municipal Mayor and SB members for livelihood and skills training for this group. 5.4.3 Organized Senior Citizens The group of the Senior Citizns in the barangay is already organized. They meet every Friday. However, in the sector, the following are there complaints; 1. They don’t have a Day Center where they can hold their meetings and other activities. 2. There is no day designated for Senior Citizens’ medical check up. 3. They don’t have Senior Citizen’s Booklet which entitles them to a certain discount on some grocery items in stores. In view of this, they are requesting the following; 1. Hon. Lago, SP Member for funding the construction of Senior Citizen Day Care Center. 2. Health Officers to provide schedule for medical check-up for the Senior Citizens 3. Office of DSWD and the Office of the Mayor to facilitate the issuance of Grocery Booklet.
