Sets priorities for training (decision making, duplication study ‐ can reduce training costs) 4. Assists staff with whom to consult when particular situation arises (decision making) 5. Total Productive Maintenance technique to eliminate problems before they arise (preventive) Process: 1. Establish Purpose or goal 2. Determine personnel involved (by company, by area, by trade) 3. Determine what is to be measured (skills, abilities, training, knowledge, characteristic, certification) 4. Determine appropriate measurement (Attribute‐binary = Yes/No or Pass/Fail; Attribute‐nominal = Area 1, Area 2 or Machine 1, Machine 2; Attribute‐ordinal = Excellent, Good, Fair; Continuous‐Scale = 5, 4, 3, 2, 1) 5.
