Background
it was originally created to assist soldiers with marksmanship in the military but it later took on the form
of protecting our Second Amendment rights. It eventually gained a reputation as one of the most powerful Rifle Associations out there.
Position
The NRA is positioned to protect our second Amendment rights. They want to lessen the restrictions on
fire-arm ownership and where appropriate conceal and carry laws.
Legislative Priorities
• Our first and most important priority is to make sure that any laws which move to restrict the banning
of guns, excessive gun safety laws, and anti-conceal and carry laws.
• Our second priority is to make sure to aid our other closely knit organizations such as Pheasants Forever and other gun right organizations.
• Our third priority is to make sure the bills we agree with make it through the system and become laws.

Background
Social services are public services available to make the standard of living better for everyone. These
include: teachers, sanitation services, nurses, childcare providers, EMTs, corrections officers, and more.
Without these services, our country would not be nearly as great as it is. We need these people to keep
our country running smoothly. Fairly recently, the idea of privatization has come into play, meaning that
public services would be run by private companies. Also, working conditions and rights are often discussed in social services. Reasonable hours, health standards, nondiscrimination, and safety are all important to have at a place of employment.
Position
AFSCME wants to make these issues resolved with fair outcomes for our public service workers.
Legislative Priorities
• Taxes/tax cuts
• Health Care for everyone
• Workers’ rights (safe conditions, nondiscrimination, etc. in the workplace)

Name of Cause or Issue: Health Care, Smoking (smoking bans, smoking age, etc), Air Quality
Background
By improving lung health and preventing lung disease, the American Lung Association is dedicated to
saving lives through research, education, and advocacy. One of the oldest voluntary organizations, the
American Lung Association of Minnesota's main goal is to keep the air you breathe, whether it be indoors or outdoors, clean and safe as well as maintaining the health of your respiratory system.
They offer summer camps for children with asthma and also offer support groups for those with lung
diseases and people who wish to quit smoking. The ALAMN (American Lung Association of Minnesota)
had an original motive to prevent tuberculosis in 1903 when it was a common and growing problem.
Expanding when smoking became an everyday activity in people's lives, this organization directed its
focus to stop the use of tobacco products and cut down on the risks of lung diseases and cancers. Recently, asthma and allergies have been a part of many people's lives, so the ALAMN started teaching
awareness about allergies and asthma and how to to take care of yourself properly.
A big win in legislature from this organization was the passage of a bill allowing children with asthma
to carry their inhalers with them in school at all times. There is much more the ALAMN would like to
accomplish in the legislature because the work of keeping Minnesota healthy and safe is a constant activity.
Many pollutants contaminate our everyday lives such as second-hand smoke, radon, mold, and sulfur.
ALAMN wants to promote smart fuel choice and safe air to breath for everyone.
Position
The mission of the American Lung Association is to save lives by preventing lung disease and improving lung health for the people through research, education, community service and advocacy.

Background
Organizations began to form in regards to the rights of Mexican Americans.
Many advancements were made in the past year in many categories including health, education, economy and workface, civil rights and immigration and advocacy.
Most importantly was their a leadership role in the Health Equity and Accountability Act of 2011, We
Will Not Forget campaign and working to oppose anti-immigrant legislation
Position
NCLR works to improve the lives and open doors for Hispanic Americans in the United states.
Legislative Priorities
• Oppose all anti-immigration legislation, and advocate for those discriminated by that legislation
• Oppose all legislation that is discriminatory toward Hispanic Americans or limits their lifestyle
• Promote all legislation which goes against the heightened rates of foreclosure and unemployment

LOBBYING LEGISLATURE: Junior Legislatures
Name of Cause or Issue: Keep MCHA (Minnesota Comprehensive Health Association) in place and
funded by equal representation of the insurance providers.
Background
MCHA is a state managed health insurace plan for high risk people and those who have been denied
coverage. It is funded by a small tax paid by all Minnesota health providers on an equal represntative basis.
With ObamaCare this state may eliminate MCHA, which would force each provider to cover these increased costs by passing on substantialy higher insurance costs to the rest of their members.
Position
By keeping MCHA, the costs for the high risk pool is shared equally.
Legislative Priorities
• With MCHA being managed by the state, the state can best oversee and understand the factors creating the high risk conditions and potentially create change through legislation.
• The state can better monitor the medical cost charged by hospitals as the high risk people represent
the majority of the medical costs.

Name of Cause or Issue: Allow providers to deny insurane once ObamaCare is enacted.
Background
With ObamaCare, no provider can deny coverage, which will cause certain people to pay for the higher
cost of the high risk people instead of spreading it out.
Position
By not being able to deny coverage it could create unfair pricing.
Legislative Priorities
• If high risk people are forced upon the providers, it could create unfair pricing if one provider has a
higher percentage of high risk people.
• If unfair pricing is allowed, it could create a monopoly for those with favorable pricing.
• With any monopoly type of environment, the consumers end up paying higher than needed costs that
would otherwise be provided under a regulated pricing environment.

Name of Cause or Issue: Resisting legalization of abortion, cloning, and euthanasia. Ensuring rights
of health care for the elderly. Supporting ethical research such as stem cell.
Background
On January 22, 1973, abortion was legallized in the United States in the Doe v. Boelton case. Since
then over a million unborn children have been killed through abortions. The Minnesota Citizens for Concerned Life was established in 1968, while this debatable topic was just entering the Supreme Court.
Since then, the organization has been fighting for world with only natural deaths, not caused by doctors.
Euthanasia was originally deemed illegal in Minnesota, and has remained so since then.
Stem Cell research has just recently become tax-supported due to President Obama's decision in office.
It was previously legal to perform experiments on, but could not come from the tax payers money to do
so.
Position
The Minnesota Citizens Concerned for Life is now fighting to undo the damage the Doe v. Boelton has
caused, and to illegalize abortion completely.
MCCL also works to keep euthanasia illegal, and opposes any law that says otherwise.
MCCL strives to help stem cell research thrive, so that more treatments may be discovered for illnesses.
Legislative Priorities
• Supports all pro-life bills to illegalize abortion.
Opposes any laws to help fund abortions.

Background
The ACLU is our nation's guardian of liberty. They work to the defend the rights and liberties that the
Constitution and laws ensure to every American. They protect your rights under the first ammendment,
equal under the law and due process to all.
Position
The ACLU is anti-racial profiling.

Name of Cause or Issue: The ACLU supports and stand at the forefront for the legalization for samesex marriage and legal recognition for LGBT relationships. Teh Constitution states the right to marry, the
ACLU is advocating for fair marriage laws.
Background

Position
The ACLU is pro LGBT rights.
Legislative Priorities
• Attend Humphrey House meetings to find a bill that is advocating LGBT rights.
• Work with legislator to find supporting information, and spread the word. (Make buttons, posters, etc.)

Background
Have helped pass the Range Protection act, ensuring a place where one can practice in both shooting
and self defense. Keeping watch over Minnesota Legislature to defeat bills attempting to limit gun rights.
Killed ant-gun amendments to other bills. Lobbied for "Stand Your Ground", to better Minnesota's self
defense protections.
Position
To preserve and protect all of our civil rights as gun owners.
Legislative Priorities
• Reducing restrictions on gun access and support legislation to allow homeowners expanded rights to
defend their homes from intruders.
• Help the passing of a bill that encourages young people to learn how to safely and responsibly own a
gun.
• Oppose gun control laws, oppose closing the gun show loophole, oppose increased gun registration
requirements and oppose further gun education requirements.

Background
Their mission is to actively promote excellence in the profession of school counseling by providing
things like leadership, support and resources to instill student success in the schools, at home, and in our
global community.
They want to unite and engage in guidance and counseling in all schools, elementary through college
level.
They provide academic planning and support for students. Help with the decision making of important
decisions like college. They also strive to help with conflict resolution in the schools. The association
also helps with involving parents in their students academics.
Position
The Minnesota School Counselors Association would support any bill that would help students with
their school work, relationship with their parents and teachers, and/or help students have more access to
information about academics.

and personal growth of each and every student.

Name of Cause or Issue: Trafficking Victim Assistance
Background
Current programs to provide housing, education, interpreting services, and victim compensation. Human trafficking involves prostitutes and slaves ranging from local to international. Police crackdowns
free trafficking victims but there is trouble in finding help for victims.
Position
The Minnesota Chiefs of Police Association approves of these programs which help ensure proper justice for people involved in human trafficking if they be victims or leaders. The MCPA wishes to provide
the best help for these victims.
Legislative Priorities
• Pass laws that help and counsel victims of human trafficking.
• Strengthen penalties for persons involved in human trafficking.
• Keep Bills from passing that weaken law enforcement.

Name of Cause or Issue: Prohibition of Cell Phone use while driving.
Background
The current law in affect in the state of Minnesota is the prohibition of cellular or other communication
devices while driving any motor vehicle. The exceptions to the current law is that these devices can be
used in emergency situations only.
A study conducted by the Minnesota House of Representatives Research Department in 2002 showed
that about 195 out of 557 of fatal crashes were related to cell phone use. According to another report by
the Minnesota Department of Public Safety: 60,000 accidents were caused by distracted driving. Cell
phone were a top form of distraction. The department also states that distracted driving kills about 70
people a year.
Position
The Minnesota Chiefs of Police Association is in favor of this ban because it creates a safer road environment. This ban can significantly help lower the rates of distracted driving and fatalities related to it.
Legislative Priorities
• Pass all laws that ban the use of cellular and mobile devices while driving except in emergency situations.

thriving species, work on endangered species making a comeback, having a network of healthy lands and
water, secure laws and policies with the state and federal government to protect habitats,establish legal
safeguards for native wildlife and fighting efforts to roll back environmental protections, and preserve
natural habitats.
Background
The organization was founded in 1947, and has been a major national conservation organization focused
solely on wildlife, habitat conservation, and the safeguarding of biodiversity. They believe in the inherent value of wildlife and the natural world. Defenders’ approach is direct and straightforward. They protect and restore imperiled species throughout North America by transforming policies and institutions
and promoting innovative solutions
Position
The organization is supportive of any issues that have to do with their values. They will support and
help push the bill to pass through legislature.
Legislative Priorities
• The organization works with economists, universities, agencies and conservation groups to advance
the creation of incentive-based programs to compensate private landowners for ecosystem services, to
assess the fiscal impacts of conservation and to apply socio-economic science and principles to the protection of species and ecosystems.

Name of Cause or Issue: Breeding of companion animals
Background
There are currently no laws on pet breeding, however, there are many unsafe pet breeding facilities that
exist in Minnesota.
Position
Animal Humane Society believes there is a place for responsible breeding of companion animals. However, inhumane and inadequate breeding facilities exist; therefore, we encourage individuals to exercise
caution when purchasing animals from breeders and to consider alternative means for acquiring companion animals.
Legislative Priorities
• Support all laws on reducing pet overpopulation.
• Support all laws backing humane societies and recommending pet adoption through humane societies.
• Support laws requiring pet ownership licenses and/or ordinances.

Background
There are currently many animal cruelty laws, but many are weak and need more reinforcement and/or
heavier consequences.
Position
The Animal Humane Society supports the development of alternatives to the use of animals in biomedical research and testing. The Animal Humane Society believes that students of all ages should be provided an education that teaches respect for animals and shows the value of animals as creatures who share
our world. When animals are subjected to neglect and cruelty, it is critical for there to be a humane intervention that will aid and protect the animals. In addition, the animal welfare community should focus on
affecting positive legislative change by educating the public to support reasonable and enforceable animal welfare laws that serve to improve the lives of animals.
Legislative Priorities
• Support increased consequences on animal cruelty laws.
• Oppose the release of animals, living or deceased, from public or private animal shelters (including
animal control agencies) to biomedical research or other related facilities that use animals for research
or testing and any legislative efforts that would mandate this practice.

Name of Cause or Issue: Support teacher rights, teacher unions, and non-taxed health care for teachers
Background
EM is an American trade union representing teachers in Minnesota. EM is a non-profit organization that
is a leading advocate for public education in Minnesota. There are about 70,000 members working with
this organization. The members of the organization work in pre-K-12 schools and higher level educational institutes throughout the state.
Some of the things that the members work with include educational support professionals, faculty at
several university campuses, college students preparing for an education career.
EM is the “voice” for issues that would affect educators and their students. The organization makes sure
that the members have a voice or a say in things whenever decisions are made that would affect public
education.
Position
Education Minnesota wants the teachers of Minnesota to have more freedom and choice within their
schools. EM believes that supporting School Safety, Larger Funding towards Schools, Increased Teacher
Rights, and Health Care Reform would improve the ability to teach and the ability to learn in Minnesota.
Legislative Priorities
• Support all legislation that gives teachers
• Support all legislation that gives teachers more rights.
• Oppose all legislation that limits teacher unions.

Name of Cause or Issue: The Sierra Club is trying to protect the environment. This includes reducing
dependence on coal and oil, protecting America's habitats.
Background
The Sierra Club was founded in 1892 with founder John Muir. Who got the idea for creating an organization out of nesseity to protect the Yosemite Valley, and has slowly been growing to become one of the
largest environmental groups in the world.
Position
The Sierra Club believes in anything that will protect the environment or being people closer to the environment. Such as reduction of coal and oil, retrofitting public building and homes. As well as clean
water and enviromentak restoration.
Legislative Priorities
• Protecting clean water for people and aquatic life. This can be achieved by a reduction of polluted
road water run off, and deforestation for this can cause disruptiona with the natural flow, and a increase
in groundwater supplies.
• Reducing or even eliminating dependence on coal. Coal not only hurts the enviroments but also people, it can cause a variety of illnesses.Reducing our dependence on coal can be achieved in a reduction
of coal fired power plants.

rivers, etc.
• Protect natural habitats. Without these habitats there is no nature so protecting them is vital.
• Increase recycling. By increasing recycling we are reducing our waste and consumption.

Name of Cause or Issue: Driver Safety
Background
In Minnesota, 200,000 traffic accidents happen each year.
A graduated licensing program was passed in 2008 that limited the number of passengers teenagers are
allowed to have in their car.
In 2009, Minnesota’s child restraint law was expanded to require all children ages 4-8 to ride in a booster
seat.
This October 15 drivers were killed who were not wearing a seatbelt. It is the deadliest month of unbelted deaths this year.
Car crashes are the leading cause of death of kids under the age of 14.
4.7% of (or 17,000) Minnesota drivers use a cell phone while driving.
Distracted driving is a factor in one fourth of crashes. This results in at least 70 deaths and 350 serious
injuries a year.

Background
Health Partners is the largest non-profit, health care organization in the nation. Health Partners is all
about providing care, coverage, research and education to improve the health of their members, patients
and the community.
Health Partners is working towards making health care affordable for everyone, improving the health
of the community, and making the patient’s experience better. As you can see, HP is working more than
just inside the doctor’s office; this is why it is a top notch organization.
Position
Health Partners is looking for new cures and treatments for common diseases to make illness more affordable. HP has plans for the future that not only include the workers, but patients as well. HP wants to
improve the health of the community as a whole.

Background
To support rules that enable better sportsmanship among athletes and a more positive environment for
everybody involved.
Position
We would like to see rules that call for better sportsmanship to be enforced so that the students are in a
safer environment in these school sanctioned events. Also to enforce and strengthen rules that deal with
any chemicals that can cause harm to the students. This can help protect them against chemicals that can
potentially harm these students.
Legislative Priorities
• The MSHSL supports new sportsmanship and chemical testing rules for athletes. We must do all that
we can to protect our students from the harm that unsportsmanlike conduct or chemicals can bring upon
them
• Investments in stadiums and events. We support the investments put into new stadiums or investments
into a high school sanctioned event for the athletes.

Position
We want to increase state funding for Minnesotan colleges and universities so that the colleges and universities can lower their tuition costs for students.

• Help mitigate tuition increases: We believe that the rate of increase in tuition is unfair to many students and think that the rules on these increases should be moderated.
• Support funding for scholarships: We believe that students who excel in certain areas should be able
to be rewarded for their hard work. These scholarships also allow more students to receive an education
with the increase in tuition.

e-fairness, or taxation on online retailers. Currently, the tax system disregards online stores because of
its outdated rules. Best Buy desires to work in a market that does not have such favoritism or loopholes,

NWF has three priorities: confront global warming, protecting open space, and re-power America with
clean, renewable energy.
A comprehensive climate, job and clean energy plan would combine renewable energy production and
energy efficiency standards with a limit on the biggest sources of global warming pollution.
Efforts to put Minnesota on a path to reduce global warming pollution, may lead national and international efforts to accelerate similar action by others which will create many new clean energy jobs.
Without immediate action, emissions of heat-trapping greenhouse gases are expected to climb substantially
in the upcoming years. Legislation would reverse that trend in the next few years and steadily educe
U.S. global warming pollution from major emitters by an average of around two percent each year.
Many natural systems have already been seriously impacted. Scientific evidence indicates that we must
reduce the carbon pollution that causes global warming as quickly as possible.
According to the latest science, temperature increases above 2 degrees Celsius will result in major and
irreversible impacts to humans and the natural resources that we depend on. Left unchecked, such a level
of warming could put up to a third of the world's species at risk of extinction.
The U.S. emits about 20 percent of the world’s greenhouse gas emissions. If we start right now, we can
reduce our carbon pollution as much as is needed at a steady but achievable rate and reinvigorate our
economy through
the development and production of clean energy technologies.

The NWF is America’s largest conservation organization. They work with 4 million different groups
around the world to protect and help restore wildlife habitats. They also work on confronting global
warming and educating people and kids about the problems going on. NWF is located in Reston, Virginia and has a National Advocacy Center in Washington, D.C. they also have nine regional centers and
48 state facilities.
In the country there are many people working on fixing ecosystems. That have been damaged by poor
management and development pressures and there are more threats to come such as global warming.
Many different species of wildlife live around us and we are destroying their environment. To fix what
we have done we must work together. Global warming is an issue our world is facing. Wildlife depend
on healthy habitats that allow them to reproduce things that affect it are temperature, floods, and climate
change. As the temperature rises ice melts and polar bears can’t find prey, many fish like salmon that rely
on the cold waters will die. Coral is bleaching in the oceans and is killing ecosystems and the large
amount of fish living in them.
Large floods will cause erosion affecting our clean water and aquatic wildlife. The droughts kill plants
that lots wildlife depend on as an energy resource and also shelter from weather. The climate change has
affected the wildlife’s food causing it to not grow or grow too early which will affect the wildlife and
their offspring. At the rate global warming is increasing wildlife won’t be able to adapt or move to more
suitable areas. The environmental problem of global warming will also be affecting the wildlife’s offspring or the lack of.
NWF is helping solve this problem by having advocates and international policy and legislation cut
greenhouse gas use to levels scientists think are necessary to avoid more climate impacts. They also have
advocates working on reducing carbon pollution from coal, oil, and natural gas. Transforming America
to clean energy and helping the world adapt to the impacts of global warming. In a child’s lifetime born
today, 20-30% of the world’s plant and animals will be on the brink of extinction because of global
warming.

Background
Most of the billion pounds of un-recycled litter joins plastic and trash from around the world and makes
its way to the trash vortex of Hawaii. The vortex is an immense collection of trash, mostly plastic, that
has reached the size of Texas in quantity. It is made up of trash pollutants like plastic debris and ghost
nets from the fishing industry.
Plastic holds harmful chemicals, and animals think the plastics are food and they become exposed to
these toxins. Once the plastic is ingested, the animals can choke and possibly die. They don’t even have
to eat the trash to fall from the effects of it. The ghost nets entangle and capture thousands of marine life
from fish to sea turtles.
Most of the plastic is not biodegradable which means that it stays in the oceans for years. Each day
these oceans and seas become more and more tarnished. If this mistreatment towards the ocean is not restricted, the toxins in the ocean will eventually harm all of the ocean life.
In the past two years the numbers of “dead zones” or areas worn-out of oxygen, in the oceans have increased by one third. This can cause more loss of fish existence in the waters. Plus, every year, 15 billion
pounds of plastic are produced in the U.S., but only 1 billion are recycled. We need to stop the action of
littering, and be more aware of recycling and throwing away trash.
