CLAD/CTEL FAQ’s The LAUSD School Board passed another item at the historic August 25th where the “School Choice Motion” passed. The Board also approved Item 14 making it LAUSD policy that all K‐12 teachers and instructional coaches need to have a CTEL as a condition of employment by March 1. 2010. A valid Emergency CLAD counts, but it need to be valid March 1st or you need to be eligible for a renewal by completing two of the required areas through exam or coursework. 1. If I take the CTEL exam and pass one or two parts, can I take with university classes to complete the requirements for EL Authorization? The state law changed. Before you could not mix parts of the test with classes to complete your requirements. Now you can! As of the writing of this article, Long Beach and Chico State University, Alliant International University, both extension programs at UCLA and UC Riverside University of La Verne will accept the tests you passed and allow you to the coursework for tests you didn’t pass and they will authorize you for a CLAD (EL Authorization). Now if you cannot pass a section of the test, you will be able to take the coursework that corresponds with that part of the test. 2. Do all CTEL programs allow you to combine CTEL exams with CTEL coursework? No the university must apply. Some are not planning to apply and others are in process. If you already began coursework, check to see if your university will allow you to combine CTEL exams with the coursework you are taking. If you are just beginning, consider which institutions are offering you the flexibility to combine tests with coursework when you make your choice. 3. What should I do if I passed one or more tests? If you passed some of the CTEL tests, call one of the universities listed to confirm that they will accept you who will accept the combination and compare prices. Check the UTLA Professional Development web page to get an updated list of universities offering the combination model. 4. If I know this material, can I try the tests without doing the CTEL Test Prep with KDS Online CTEL Prep or the LACOE classes? Yes, but it would be cheaper to take one of the test prep series and have LAUSD pay for the CTEL Exams. The cost for the LACOE classes is $200 and the KDS Online CTEL Prep is $225. If you don’t take one of the test prep classes, the test will cost you $265. At least take the online course as a review. It will be cheaper and it’s a good review of the test material you need to know in order to pass. 5. How do I decide whether to do the test or the classes? Thanks to this change in the law, you no longer have to choose between completing University course work or taking the CTEL Test if you choose a university that has qualified to combine their coursework with CTEL tests you are able to pass. The ability to combine tests and coursework will broaden your options so make sure you are working with a university that offers the “combination option” before you sign up. In order to define the best choice for you, consider the following questions: • • • • • Have you already used up your one year Emergency CLAD, or are you close? You are in a somewhat precarious position. In order to qualify for the second Emergency CLAD you would need to have completed two sections of the test or two courses. The test option, would mean passing two of the tests in November because the test won’t be offered again until June. Take the KDS Online CTEL Test Prep or take at least two of the LACOE classes. Unfortunately you won’t find out if you passed the tests until January or February and it would be difficult to take two courses before the March cut of date. Consider taking a class now (I suggest you take the culture class) and also completing one of the two test prep programs and taking the tests in November. Do you need salary points? (i.e. you haven’t completed the 98 points you need to move forward.) The Cal State Long Beach or Chico extension classes are the less expensive options for the coursework option and you will earn 12 semester units. The LACOE classes add up to 4 salary points and the KDS CTEL Prep class is the all tests in one class for 3 salary points. There is already a Long Beach extension cohort in the Harbor Area. UTLA is working to arrange a central Do you feel comfortable taking multiple choice and essay tests? The CTEL exams are challenging. If you are uncomfortable taking these kinds of tests, take the coursework instead. The Long Beach extension classes are project-based and focus on classroom application. Or consider online classes. Find out about other programs before you sign up. If you are near retirement, are you interested in working as a substitute after you retire? As a credentialed teacher you can fill in as a long-term sub and still be in NCLB compliance. However, if there are English Learners, you would not be in compliance with Williams. Do you have personal obligations that limit your ability to attend classes? Consider the KDS Online Test Preparation course or the online CTEL classes offered by a number of universities. 6. If you previously took the CLAD tests or coursework they are no longer being accepted. However, talk with the university where you took the CLAD course and see if they will apply any of that work to CTEL credit with additional assignments to meet the CTEL requirements. 7. Confused? It’s not you, it is confusing. Before January 2008 you took CLAD tests or CLAD coursework and got a CLAD. Now you have to take CTEL tests or CTEL courses but you will still get a CLAD credential. 8. The three options: a. University coursework that will cost about $2,500. (less at some university extension programs) b. The CTEL Examination (all three subtests) c. Or the new Combination of Exams and coursework (not available through all universities) 9. If you choose university coursework: a. University coursework that will cost about $2,500. Extension credit course offered by Cal State Long Beach are currently offered at Carson High School, and will be scheduled by UTLA at the UTLA building and at another site in the valley. Because they are offered as extension classes at school sites, the courses cost less. Instead of $2,500 the cost is reduced to $2,000. Individuals who only need one or two classes also receive each class at a discounted rate. (Participants earn the same number of semester units but save $500. Long Beach extension courses focus on project-based assignments, not tests. There are a list of other universities, including Long Beach State, that will offer classes to groups of teachers who provide a site if a school in interested in sponsoring a cohort. If you are interested compare prices, minimum number of participants, most importantly, ask if they offer the combination program where CTEL exams can be combined with university coursework. c. CLAD coursework you may have completed before January 1, 2008 cannot be used to complete the CTEL requirements. However check with the university where you took classes to see if they offer options to complete additional assignments so CLAD course could meet the CTEL requirements. 10. Teachers who have successfully completed CTEL Tests 1, 2 and 3, are to bring their test results, along with a $55 money order, to Credentials, Contract and Compliance Services in order to apply for their CLAD Certificate. Teachers who have completed the twelve semester units/eighteen quarter units of CTEL coursework must have their university/college apply for their CLAD Permit. Once the document has posted on the CTC website at https://teachercred.ctc.ca.gov, teachers will want to forward a copy via email to credentialservices@lausd.net in order that it be registered with the District. If you are from out-of-state or new to the country, you can take classes at public institutions at the in-state rate. You need to get the form from the university for the non-resident fee waiver per Ed. Code 68078. Take it to Derek Ramage on the 14th floor and he will sign the form and give you the letter you need to attach to the form. 15.
