Integrated Logistics Support and Services (ILSS) Providing worldwide management of government property The U.S. Army Sustainment Command (ASC), Rock Island Arsenal, Illinois, oversees the Integrated Logistics Support and Services (ILSS) program. ILSS provides worldwide accountability, visibility and readiness of all types and categories of property as well as operational management functions. ASC provides worldwide management of all government property as directed by the Army Materiel Command and the Department of the Army headquarters. ASC also provides asset visibility by unit via the Deployment Asset Visibility System (DAVS) and Battleweb. The Army’s current standard for property management is the Property Book Unit Supply Enhancement (PBUSE) system, and for readiness it’s the Standard Army Maintenance Systems – Enhanced (SAMS-E). ILSS Mission The ASC mission for ILSS includes: • Accounting for and storing property • Providing readiness management including unit level maintenance • Supporting temporary loans and lateral transfers • Providing army information systems management and reporting • Managing pre-deployment training equipment (PDTE) • Operating supply support activity (SSA) warehouses • Providing Property Accountability Augmentation Team (PAAT) support to installation Mission Support Element (MSE) G-4s ManTech’s ILSS Role ManTech provides property and readiness management support for all management, personnel, equipment, supplies and services necessary to support the ILSS program. ManTech’s services include: • Providing information management using the entire suite of the Standard Army Management Information Systems (STAMIS) including PBUSE, Standard Army Retail Supply System (SARSS), and SAMS-E • Providing complete and accurate hand receipts through PBUSE • Maintaining property book automated hand-receipts (ALV-151) in binders with accompanying documentation as directed by the accountable officer ILSS 5_12 PH • Issuing clearance memorandums in accordance with established turn-in procedures • Processing property transactions using manual or automated DA Form 3161 • Providing support to inventories by military units and installations • Shipping equipment to new locations when units are re-stationed • Maintaining an accurate inventory of all items owned or controlled by the command or its tenant organizations • Preparing and processing administrative adjustment reports (DA Form 4949) after property book officer approval • Ensuring equipment readiness through coordination with AMC/DOL/designated representative • Conducting preventative maintenance checks and services (PMCS) and performing operator and unit level maintenance • Managing PDTE program • Operating SSA warehouses and SARSS • Providing Rear Detachments with property and readiness requirements to support training • Under PAAT, directly augmenting the property book offices with experts in unit supply room operation and PBUSE. In addition to using STAMIS, ManTech provides effective information management and storage in a collaborative environment using its own internet-accessible digital storage capability (website) to post and deliver contract data requirements. Integrated Logistics Support and Services (ILSS) Supported Locations ManTech supports more than 9 military installations and more than 300 units at sites such as Joint Base LewisMcChord, Fort Irwin, Fort Polk, Fort Huachuca, Sierra Army Depot, Joint Base Elmendorf- Richardson, Schofield Barracks, Fort Wainwright and Rock Island Arsenal. Colonel or Lieutenant Colonel make up the majority of our management staff. Our property book team chiefs are retired CW3 or CW4 920 series warrant officers and our readiness managers are retired CW3 or CW4 915 series warrant officers. Our master supply technicians are expertly qualified in PBUSE, the designated STAMIS. Over 79% of the ManTech team is a military veteran averaging 13 years of service and also have 3 years experience in the Army’s LBE program. Customer Satisfaction ManTech continues to build on our strong working relationships with the government program office at Rock Island Arsenal and the ASC leadership at each supported installation. ManTech provides senior executive directors who work with the Army Field Support Brigade (AFSB) brigade commanders to oversee and coordinate the operational left behind equipment (LBE), PDTE and SSA requirements at every installation and assist with planning for all forecasted ILSS activities. The program’s dedicated leadership team works closely with the government PM and KO, traveling regularly to Rock Island Arsenal to brief the ASC and program staff as well as to provide operational and performance status.
