Skyblue Research
has been appointed
by ConstructionSkills
to undertake an
independent
evaluation of the
EIF2 Low Carbon
Challenge
Programme between
October 2012 and
April 2014. This will
complement all the
existing and planned
monitoring and
evaluation activities
being delivered for
each Workstream.
Background
Evaluation Activities
The Low Carbon Challenge Programme builds on the work
undertaken by the Green Deal Skills Alliance as part of the EIF1
‘Green Deal Competency Framework Project’. The aim of the
Low Carbon Challenge Programme is to remove barriers and
support the effective uptake of skills development by employers
looking to gear up for Green Deal.
The evaluation will comprise an
exciting mix of techniques and
activities including:
There are five workstreams being delivered and the evaluation
activity will seek to identify whether each of these workstreams
has:
Delivered effective outcomes against expectations
Provided learning and good practice for the future
Interviews with partners
EAG meeting attendance
Focus groups / knowledge
capture workshops with selected
workstream beneficiaries
Participation in and survey work
for Green Deal Direction events
Created real value for the industry and employers
Interviews with employers
Changed views, opinions, attitudes and behaviours
A survey of learners
Developed a strong platform for work post-2014.
Interviews with providers
Skyblue are expert
evaluators in the
fields of skills,
employment,
education and multipartner projects.
We need your help to build a robust evidence base that allows
us to respond to the key research questions the evaluation is
seeking to address; and to identify what works well and not so
well in these formative stages of the Green Deal.

An independent, impartial perspective will add credibility
to the work of the partnership delivering the Low Carbon
Challenge Programme
The evaluation is
formative, meaning
that Skyblue will
deliver work on a
continuous basis to

Expert evaluation will help us really understand the cause
and effect relationship between what we are doing and
what is being achieved
The evaluators will act as our critical friends, purposefully
seeking learning lessons that will help us create the best
conditions for success
Evaluation will help us ‘tell our story’ in a compelling way
drawing on quantitative and qualitative evidence from
partners, employers, learners and training providers
engaged through the Programme
Independent evaluation will provide us, and our investors,
with accurate and timely reports and insight that helps
move the Programme forwards with confidence not only
during delivery from 2012-2014, but for the 3-5 years
thereafter
