Assistant City Manager
El Cajon City Manager
Douglas Williford announced
today that he has appointed
Majed Al-Ghafry as the new
Assistant City Manager. AlGhafry currently serves as
the Director of Public Works
for the City of San Antonio,
Texas, the nation’s 7th largest
city. Prior to that, Al-Ghafry
served as the Director of Public Works for the City of North
Las Vegas, Nevada.
Al-Ghafry served in local
government in the San Diego Majed Al-Ghafry
area prior to his out-of-state
experience, having worked as an engineer for the City of
Chula Vista for many years and as Director of Public Works
for the City of Lemon Grove. He is a registered civil engineer
and earned his bachelor’s degree in Civil Engineering from
Northeastern University in Boston.
City Manager Williford stated, “The City of El Cajon is
extremely pleased to have added such a highly qualified
and experienced individual to its staff. We look forward to
his contributions in moving the City forward and working
alongside the City Manager and City Council, in particular,
with the business and development community, as well as all
of our residents.”
Al-Ghafry will serve as director of both the Community Development and the Public Works Departments. Williford stated,
“Bringing Majed aboard represents a major move on this City’s
part to coordinate all development operations of both major
development departments into a single management team
and a single voice, in direct concert with the City Manager’s
Office and the City Council. I expect the next ten years in El
Cajon to be a decade of growth, renewal, re-branding and new
direction for this great City. Our new Assistant City Manager
will play a critical role in this City’s future.”
Al-Ghafry stated: “It is a privilege and an honor to be
selected for this position, and I am excited to work alongside
the City of El Cajon’s leadership in pursuit of excellence, while
serving our community.” He is scheduled to begin working
for the City in late August.

Honoring El Cajon volunteers!
El Cajon in 1944.
Below is an excerpt from a
brochure published in 1961
in honor of the City’s 50th
anniversary of incorporation:
“50 Years of Progress.” The
brochure chronicles events in
the City by each year, from
incorporation in 1912, through
present day, at that time, in
1961. This Centennial moment
focuses specifically on the year
1944.
T
he City Councilmen
suddenly realized that
with our nation’s victories and
the influx of a rapidly growing
population, that far-reaching
plans for the post-war days
would have to be formulated
to accommodate the future.
The Council then selected
the following pioneers of the
City and the persons they felt
had the vision of the future to
make recommendations for
the future planning – David
Raeburn, Andrew Ballantyne, R.L. Swearengin, George
Sears, Claude Kenyon, Abe
Weinstock and Roger Beaty.
These were men from the various walks of life that seemed
best qualified to look into the
future.
Building restrictions were
found to be necessary in order
to conform to a more set pattern for the future appearance
of the City. One of the first
ordinances passed by the City
Council was to establish the
law that no dwelling would be
built that had less than 400
square feet of floor space. This,
it was felt, would eliminate the
possibility of squalor residential districts in the future.
A special house-to-house
census was started this year
to establish a new population
figure. This canvas did not end
until the following year, 1945,
when it was well established
that there were approximately
3,175 persons living in the
City limits.
Sunshine Street was declared
a major street by the City
Council.
The year brought a rainfall of
about 13 inches to the Valley.

Community Garden
Due to community concern the garden area next to Lindo
Lake Community Center will be moved next to the playground
to preserve the views from the community center.
Communication from the community is appreciated so that
everyone is satisfied with the results. Proposed changes include
removing and salvaging materials to onsite maintenance building
and restore irrigation heads and install sod with African Dietes
along the existing sidewalk. For the new community garden enclosure, remove a couple of bushes (tree stays), remove existing
concrete curb, install new mow curb with a high fence matching
the playground area, 9ft. to 10 ft. wide, new DG path with curb
border, lockable entrance gate, custom tops that pivot when
open and hook the adjacent fence to stay open (park staff will
build the boxes) and drip irrigation.
A pre-bid meeting with the contractor for the pre-school/teen/
senior garden was held in July at the community garden area.

Inspiration
Whatever happened to those lazy days of summer?

A
ccording to my calculations, summer is
half over. I am not
quite sure how this came about
but the calendar has never lied
to me before. It has confused
me and taunted me but it has
never lied to me.
Looking at my calendar I can
see no lazy days of summer noted anywhere in the foreseeable
future. I am not sure if this is an
oversight on my part and that
I should have at least penciled
in one lazy day of summer or if
those lazy days of summer are
a thing of the past. I sure hope
it is not the latter.
I can hardly imagine a world
without any lazy days of summer. It just would not be summer in my opinion.
This probably is the price
people pay for getting old.
When I was young most of my
summer was filled with lazy
days where I practiced the fine
art of doing nothing. Oh how
I yearn for the return of those
good old days of yesteryear.
Someone once told me,
‘’Sonny, don’t ever grow old.’’
At the time, I did not know what
he meant. I assumed he was
referring to his loss of hair or
arthritis in his joints or forgetting
things. I thought that was what
it meant to grow old. He meant
nothing of the sort.
Now that I am old, I un-
derstand exactly what he was
warning. There is no doubt in
my mind; he was bemoaning
the fact that his lazy days were
gone. Perhaps, he was envious
of the fact that at the time I had
loads and loads of lazy days on
my hands. I did not know just
how rich I was.
Now I do, but it is too late.
Where have all those lazy days
gone?
I was whining about this to
the Gracious Mistress of the
Parsonage hoping to get some
empathy at least. Instead of
sympathizing with me, all she
did was look at me and say in
that tone of voice that I know so
well, ‘’You just want an excuse
to do nothing.’’
To which I replied most
sharply, ‘’I don’t need an excuse
to do nothing, all I need is an
opportunity.’’
Thinking about what I said
I discovered there was more
wisdom in that one sentence
than anything else I have ever
said. I had to sit in the corner for
a few moments recovering from
the shock of saying something
with wisdom in it. I probably say
many things with wisdom in it
without even thinking. In fact, I
am good at saying many things
without thinking.
Although I may not be good
at a wide variety of things, I
have mastered the art of doing
nothing. I can do nothing better than I can do anything. Of
course, I do not have too many
opportunities to do anything; I
have more opportunities to do
nothing. If I had my choice, I
would rather do nothing than
anything.
My philosophy is simply this,
why be good at nothing and not
put it to good use?
I have invested a lot of time
and energy into doing nothing and I am concerned that
not having an opportunity to
do nothing I might forget the
finesse associated with that art.
I do not get a chance very
often to do nothing so I am
anxious to practice the skills
associated with nothing. In this
regard, my calendar has not
been very cooperative. Where
are those lazy days of summer
where I can do nothing?
Not only has my calendar
not been cooperative but also
my wife has been the epitome
of obstruction in this pursuit of
mine. Just when I think a lazy
day is looming on the horizon,
she comes up with something
for me to do. Even though all I
wanted to do was nothing, she
insists that I do her something.
Either I do her something or
else. I do not want to do her or
else for nothing.
Those lazy days of summer
were the perfect opportunity
to perfect the fine art of doing
nothing. Regretfully I have
to honestly face the fact that
those times are far behind me.
No more lazy days of summer
for me. At least not as many as
there used to be.
The old preacher in Ecclesiastes was right when he said, ‘’To
every thing there is a season,
and a time to every purpose
under the heaven:’’ (Ecclesiastes 3:1 KJV).
I can look back with a sense
of satisfaction and know that
when I did have those lazy days
of summer I put them to good
use and developed skill in doing
nothing. I know before me are
some days when I will not have
the strength or energy to do
anything, then my ability to do
nothing will come in good use.
I think it is quite important
to live in the time at hand. The
apostle Paul understood this
when he wrote, ‘’And that,
knowing the time, that now it
is high time to awake out of
sleep: for now is our salvation
nearer than when we believed.’’
(Romans 13:11 KJV).
Now that I am older, (and
who’s to say how much older I
will get) I can say with a good
deal of expertise, never grow
old. By that I mean, never forget
those lazy days of summer.

Dear Dr. Luauna — A harvest to gather
Dear Readers,
W
ow, my heart is full, filled
with joy, victory, and such
peace. July 28th was our first A
Touch From Above – Church on
the Beach Sunday Service at 4
p.m. on Mission Beach. I heard
Johnnye, a young lady’s testimony of how she was lost, broken,
filled with drugs and homeless on
the beach for three years. The drugs could have killed her,
or she could have been found dead by the crime at night.
Every day she was hoping to die, she had a death wish.
She is now a Christian, serving God in our ministry and in
leaders’ class. What a powerful upcoming leader. So touched
by her story the Holy Spirit spoke to my heart to go to the
beach on my day off. What I saw stirred my heart -- thousands
of people, young and old and hundreds more from everywhere
around the world. Praying and planning with our team at our
first church service on the beach.
As I ministered God’s Word, I wanted to cry looking out at
all those amazing people, wondering, do they know Jesus?
Where will they spend eternity? Then I looked out at our team
sitting in beach chairs, some with their eyes closed praying,
knowing the Holy Spirit was working in the hearts of hundreds
as the water carried God’s Word down the beach. I thank
God for our team who take their special time after a Sunday
morning service to reach out to the lost for Jesus. Great is
their reward, and all heaven rejoices as we step out to labor
in God’s harvest field.
I looked out in the eyes of those sitting or passing by to see
if they had Johnnye’s experience. Yesterday one woman was
crying talking to her friend. We have the answer for their lives.
Jesus is the pearl of Great Peace. Many people are skipping
church, and many have lost hope. I must go forth and compel
them to come to Jesus.
While preaching I could see many turn towards our speaker
to hear what was being said. When I think about what we
are doing, I am reminded of God’s Word. It’s like throwing
out a million seeds in a massive windmill, scattering them all
along the beach into the hearts of hundreds of people at one
time. Not only people from San Diego, but there from the
entire world. I feel like a farmer, patiently waiting to reap an
amazing harvest for Jesus. One day in heaven we will know
the greater impact we make when we meet people who later
received Jesus because of the seeds that were sown in their
heart on a Sunday afternoon at 4 p.m. on Mission Beach. I
love it. I love people. I love what Jesus does in a heart who
says, “Yes, Lord.”
Proverbs 11:30; “The fruit of the righteous is a tree of life,
and he who wins souls is wise.”
Romans 10:14; “How then shall they call on Him in whom
they have not believed? And how shall they believe in Him of
whom they have not heard? And how shall they hear without
a preacher?”
After service I took my camera, and walked through the
crowd, talking to many. What a wonderful time in the Lord. I
look forward to see the service grow every week. As we labor
and are faithful, the Lord will bless our labor. If you would like

At the Movies
‘Blue Jasmine’ is an unhappy story

F
ans of Cate Blanchett
may be the only ones
who might want to
take in Woody Allen’s newest
film Blue Jasmine. Why? Because the movie features a mediocre story told many times
before and a gloomy tone that
rarely reaches comedy status
as the film proclaims. Blanchett plays Jasmine,
a New York socialite born in
France who leads an easy
life because her husband Hal
(Alec Baldwin) is a successful
businessman. However, it’s
not long into the film before
Jasmine discovers Hal is more
involved in monkey business
– being unfaithful with almost
every woman he comes in
contact with – than in his real
business.

Finding herself broke and
with little job skills, Jasmine
decides to ask her estranged
sister in San Francisco if she
can stay with her for a while.
Ginger (Sally Hawkins) doesn’t
approve of Jasmine’s constant
drinking and reliance on antidepressants. She also detests
Jasmine’s relentless put down
of Ginger’s new boyfriend Chili
(Bobby Cannavale). Jasmine
claims he’s yet another “loser”
like Ginger’s ex-husband Augie
(Andrew Dice Clay).
With the sisters at odds,
Jasmine looks for a job and
finally accepts one as a dental
assistant. The married dentist
(Michael Stuhlbarg) begins
to come-on to Jasmine. This
scene ends up — like many in
the film – feeling forced. Jasmine acts as if she’s swatting a
fly instead of pushing away a
man who grabs her and hopes
to do more.
As the sisters continue to
quarrel, Jasmine thinks she
will get her share of money
from Hal’s business, but that
glimmer of hope explodes
when he’s sent to jail for
Ponzi schemes. (Sound familiar?) Not only does Jasmine
lose her own rightful funds,
Ginger and her ex lose the
investment funds they gave
to Hal as well.
Jasmine finally meets a man
she thinks is the love of her
life. Wealthy diplomat Dwight
(Peter Sarsgaard) seems to be
everything Jasmine wants to
put her back in the world where
she believes she belongs.
Even though Blanchett
wraps her talent around this
character, it’s one we find
little to care about. Jasmine
comes across as a “me-me-me
woman” who’s hardly aware of
others around her. The eversmiling Baldwin looks like he
does in those credit card commercials. Hawkins, Cannavale,
Dice Clay, and Sarsgaard per-
form well, as their characters
have depth. But really, open a
few suburban doors and we’ll
see these same scenarios. So
do we want to go to the movies and watch them on the big
screen? Not me.
The dialogue also annoyed
me — which happens so much
with Allen’s films. It’s an upand- down rhythm that sounds
the way Allen talks. And the
disappointing plot feels pulled
together from the tabloids. It
lacks imagination. Blue Jasmine

‘The Wolverine’ –
a clawing thriller

T
he Wolverine is yet
another chapter in
the life of Logan as
the strong-as-granite Wolverine with the long claws of
steel. Based on the Marvel
Comics series, we find Logan
(the mutant Wolverine) on
a journey to Japan where a
visit to his past is a road to
his future.
Recalling his past, Logan
has a vision of when he was
a prisoner in Nagasaki during
World War II. He sees in his
mind the image of the atomic
bomb exploding and when
he threw himself on top of a
Japanese soldier and saved
his life.
That soldier is Yashida (Hal
Yamanouchi), an eccentric
and wealthy industrialist who
controls those around him.
When he sends a delegate to
fetch Logan, he is curious to
find out what Yashida wants
from him. He un-borrows
himself from his snowy shelter and makes the journey.
Yukio (Rila Fukushima),
Yashida’s stand-in bodyguard, fetches Logan from
the airport. She becomes a
huge part of the story not
only emotionally, but physically. Fukushima does a great
job in bringing this character
alive.
When Logan learns that
Yashida wants Logan’s immortality in exchange for his
death, Logan is surprised.
Yashida understands that
Logan has rarely had any
peace in his chaotic life and
assures Logan death with bring
him peace. Logan refuses and
the plot is set in motion. Family
issues arise as Yashido is facing death. Who will inherent
his empire – his partner or his
cultured granddaughter Mariko
(Tao Okamoto)?
When grandpa dies, Mariko’s
life is in danger right away. At
the funeral procession dozens
of samurai sword-swishing
yakuza and ninjas come after
her and Logan. Logan really
has his work cut out for him.
Yukio is right beside him or
working defense close by. Their
choreography is amazing.

The movie is one fast thrill
ride, with Jackman leading the
parade and seemingly more
comfortable as Wolverine than
each time in the past. He certainly looks the part and one
can only wonder how many
trips to the gym he made to be
so buffed up.
Another interesting character
in the film is Viper (Svetlana
Khodchenkova), who is immune to toxins, has a past
history with Logan and has
snake-like qualities. She’s a
real threat throughout the
movie but extremely vivid and
funny in Logan’s battle with the
big robot.
Director James Mangold
does an excellent job here
and all the hundreds of others
involved in the filmmaking
definitely earned their paycheck. Whether a returning
Wolverine fan or a newbie,
neither will be disappointed
with The Wolverine.

Through Aug. 29: Back to the 50’s Car Show is back on
La Mesa Blvd between Acacia and Fourth Streets, in the heart
of La Mesa Village. Participants arrive no earlier than 3:30 p.m.

KCBQ will host this event along with Noland & Kim from The
Walrus Radio. Performing on stage will be The Santana Brothers,
a local kids band ages 8 to 15 years, followed by the featured
band Brown Sugar. Dwayne Lawson, The Big Band Crooner,
will also perform during the breaks. Many vendors as well as a
verity of foods will be on hand for the event. All monies raised
will support the Wounded Warrior Homes located out of Vista,
Ca. for local veterans of the Irac & Afganistan wars. This event

ORDINANCE
The Planning Commission will be presented
with a proposed Alcohol Sales and Deemed
Approved Alcohol Sales Regulations
Ordinance, which is structured to require land
use permits for newly established alcoholic
beverage sales activities, confers deemed
approved status for permitted, conditionally
permitted, and legal nonconforming existing
off-sale alcoholic beverage sales activities and
provides standards and a hearing process to
review violations of those standards in order
to protect the general health, safety, and
welfare of the residents of the city of El Cajon
and to prevent nuisance activities where
