Page 4 of 24 Constitution Article 1 - Name The organization will be named the Central Algoma Hockey League (C.A.H.L.). Article 2 - Annual Meeting The Annual Meeting for the Central Algoma Hockey League will be the second week of June. The Elections and revisions to the Constitution will be made at this meeting. Amendments to the Constitution may only be made at the Annual Meeting. Proposed amendments are to be submitted in writing four (4) weeks prior to the Annual meeting and these proposed amendments will be mailed to Association representatives three (3) weeks prior to the Annual Meeting. Revisions to the Bylaws and Regulations may be made at regularly scheduled meetings. Article 3 - Aims and Purposes Section a) - The Central Algoma Hockey League was created to oversee the games played between participating Minor Hockey Associations. Each Association is responsible for governing their own members. The CAHL is responsible for the scheduling of League and Playoff Games and for ensuring that all member Associations abide by the rules set forth by the CAHL, NOHA, OHF and CHA. Section b) - The CAHL will promote amateur hockey to all participants; and promote sportsmanship, fair play and enjoyment for all. Article 4 - Membership The C.A.H.L. Executive shall consist of two appointed or elected Representatives from each community’s minor hockey Association Executive, with one alternate that will attend meetings only in the absence of a regular representative. Article 5 - Vote Two votes from each community’s Association. The CAHL Chair only has a vote in the case of a tie. The CAHL Chair’s member association therefore is allowed to send two voting members to each meeting, in addition to the Chair. CAHL Reps must be present to vote. No proxy voting allowed. Article 6 - Regular Meetings Regular meetings will be held monthly during the hockey season and as needed during the off-season. All business of the C.A.H.L. must be handled during regular monthly meetings. It is agreed that “special and/or additional meetings” will not be called, however, in emergency cases a telephone or email poll may be conducted. Revision Date: October 2012 C.A.H.L. Page 5 of 24 Article 7 – Requirements for Membership Section a) – Acknowledgement of Representative Subsection i) - At the beginning of each season, each community will be required to provide the following to the C.A.H.L. Secretary: ia) - A letter acknowledging the two representatives and one alternate, signed by the President, Vice-President and the Secretary of each association ib) - If during the season, a new representative is sent to the meeting, a letter recognizing the new representative is required Subsection ii) - If the above letters are not provided, association representatives will not be allowed to vote or discuss matters at the meetings. Section b) - Recognition of Constitution Subsection i) – At the beginning of each new season, each Association will be required to provide the following to the C.A.H.L. Secretary: ia) - A letter recognizing and agreeing to abide by the C.A.H.L. Constitution, its Bylaws and Regulations. This letter is to be signed by each Association’s President, Vice-President, Secretary, Treasurer, Referee-in-Chief, and C.A.H.L. Representatives. This letter is to be presented at the October meeting of the C.A.H.L. Section c) – Letter of Recognition We the Executives of the ______________ Minor Hockey Association recognize the Central Algoma Hockey League as a House-League for the North Shore and area of Northern Ontario. We, the undersigned, are members of the Executive of the Association, for the _________ season. We accept the League’s Constitution and agree to abide by its Bylaws and Regulations. Article 8 – Executive Board Section a) - The Board’s Executive Membership will consist of a one year term and will consist of Chairperson, Vice-Chairperson, Secretary and Treasurer or Secretary-Treasurer. Section b) - Each of the above-noted positions will be obtained by a vote through the membership of the C.A.H.L. at the annual meeting. Section c) - The Statistician and Suspension Monitor may be elected or appointed by the Membership. Although it is not mandatory for these positions to attend all meetings, it would be preferable. Section d) - Vacant positions will be appointed as necessary throughout the year, except for the position of Chairperson. The Vice-Chairperson will assume the position of Chairperson should the need arise during the season. Revision Date: October 2012 C.A.H.L. Page 6 of 24 Section e) – Affiliation Central Algoma Hockey League affiliation fees will be set yearly at the discretion of the Executive Board. Affiliation will be with the N.O.H.A. and the Hockey Canada (HC) and their rules and regulations will apply unless overruled by addendum by the C.A.H.L. Constitution. Section f) – Duties and Functions Subsection i) – To schedule and govern regular season games for the C.A.H.L. Subsection ii) – To monitor suspensions and ensure all are served. Subsection iii) – To govern and schedule the C.A.H.L. Play-offs. Subsection iv) – To work as a mediator between member Associations to ensure a successful season for all. Section g) – Executive Duties and Functions Subsection i) – Chairperson: ia) - Chair the meetings ib) - Responsible for the day to day operation of the league, and the enforcement of the Constitution, Bylaws and Regulations ic) - Responsible for calling meetings and distributing an Agenda in advance thereof id) - Acts as the official spokesperson for the league ie) - Responsible for the notification of indefinite suspensions on the advice of the Indefinite Suspension Committee Subsection ii) – Vice-Chairperson: iia) - Assist the chairperson in the day to day operations iib) - Chair the meetings in the absence of the chairperson Subsection iii) – Secretary: iiia) - Responsible for taking the minutes and ensuring they are distributed within 10 days of the meeting to all members, whether in attendance or not as well as Association Presidents iiib) - Responsible for providing all associations with a list of members including addresses and telephone numbers, fax numbers and email addresses if applicable and updating this list as necessary Subsection iv) - Treasurer: iva) - Responsible for maintaining daily financial records and providing verbal reports at each meeting and a written year end report Subsection v) – Or when one person is elected to the role of Secretary-Treasurer: va) - Responsible for taking the minutes and ensuring they are distributed within 10 days of the meeting to all members, whether in attendance or not as well as association Presidents vb) - Responsible for providing all associations with a list of members including addresses and telephone numbers, fax numbers and email addresses if applicable and updating as necessary vc) - Responsible for maintaining daily financial records and providing verbal reports at each meeting and a written year end report Revision Date: October 2012 C.A.H.L. Playoffs vic) - Responsible for advising Chairperson and association representatives of games not played vid) - Responsible for the Suspension Monitor’s duties when said position is not available Subsection vii) – Suspension Monitor: viia) - Responsible for monitoring all suspensions and ensuring they are served by contacting area representatives and/or team coach as needed viib) - Responsible for providing input and assisting in the decision making with regards to indefinite suspensions as per the O.H.F. guideline for suspension Subsection viii) – Association Representatives: viiia) - Responsible for mailing all League game sheets to Statistician and Suspension Monitor ensuring they are received within one week of date games are played viiib) - Responsible for ensuring written notification of game changes and cancellations are provided to the Statistician and Suspension Monitor and affected area rep within two weeks of change viiic) - Responsible for ensuring that written notification of all Exhibition and/or Tournament games are provided to the Suspension Monitor and ensuring copies of said game sheets are forwarded to the Suspension Monitor within one week of date said games are played viiid) - Responsible for ensuring that all suspensions are served within own association viiie) - Responsible for ensuring that officials and coaches of home association are aware of the rules and regulations of the C.A.H.L. viiif) - Responsible for reporting to the home association to ensure that any changes or amendments to the constitution are understood viiig) - Responsible for providing information regarding meeting minutes and decisions made at the C.A.H.L. level to home associations Article 9 – Bond Money Section a) - Each community’s Association in the C.A.H.L. will post a $200.00 bond. The bond money shall be paid in full each year before the start of the regular season. Section b) - Bond monies if not used will be carried over from year to year. Section c) - Bond monies will be used by the C.A.H.L. to pay outstanding fines of offending communities and towards the costs of damages or loss of league trophies. Section d) - Bond monies will be held separately from operating revenue. Revision Date: October 2012 C.A.H.L. Page 8 of 24 Article 10 – Fair Ice Time Section a) – Squirt Level Subsection i) - A dressed goalie may be used in Squirt. No child may be dressed for two consecutive games. All other players will rotate after the two-minute buzzer, allowing for equal playing time. Subsection ii) - It is further agreed that at this level, off-sides will not be called. Penalties involving possible injury only will be called, and face-offs will only be taken at the start of each shift and after each goal. Subsection iii) - One Coach is allowed on the ice during games until Christmas to help and assist with the lining up on the face-off. Section b) – Novice Level and Above Subsection i) - No player should play on two consecutive shifts, unless replacing an injured player and remaining on ice for his/her own shift or if the team has less than eleven players. Subsection ii) - The last two minutes of each period will be left to the discretion of the coach. Subsection iii) - It is the responsibility of the coach, local association and CAHL reps to ensure that all players regardless of ability receive fair ice time at all levels. Revision Date: October 2012 C.A.H.L. Page 9 of 24 Bylaws and Regulations Article 1 – Officials Section a) - Officials used for C.A.H.L. games must be certified by the N.O.H.A. Section b) - Neutral referees for any game may be used if requested and paid for by the requesting team. Section c) - A carded team official is not allowed to referee a playoff game that their team is competing in. They are allowed to be a linesman with the approval of both teams Section d) – Each association’s referee in chief, or designate, will be responsible for scheduling of referees as per the referee recommended qualifications/certification outlined above for all league games and playoffs within their own association. Sections e) - Referees MUST write any and all infractions on Game Sheets. If a major infraction has been incurred, it is the responsibility of the Referee to write-up infractions on both the first and second copies of the game sheets. The top copy of the Game Sheet is to be forwarded to the NOHA and the second copy to the CAHL Suspension Monitor. Section f) - It is further understood that all Suspensions must be served per the OHF Suspension List. The NOHA will only increase the number of games to be served NOT decrease them. Article 2 - Officiating C.A.H.L. Games Section a) – Squirt Subsection i) - Games for the above-noted division may use one official who is at least 15 years of age. Subsection ii) - Two officials MUST be used during the C.A.H.L. Playoffs. Section b) – Novice/Atom Subsection i) - Games for the above-noted divisions are required to have two officials and one must be 15 years of age or older and the other must be at least two years older than the division they are officiating. Subsection ii) - Three officials MUST be used for the Atom Division during the C.A.H.L. Playoffs if Body checking is in effect and the other requirements apply. Section c) - Peewee/Bantam Subsection i) - Regular Season and Playoff Games for the above-noted divisions are required to have three officials and one official must have two years officiating experience and be at least 16 years of age. The other officials must not be younger than the division being officiated. Revision Date: October 2012 C.A.H.L. Page 10 of 24 Article 3 – Notification of Suspensions Section a) - C.A.H.L. Representatives are responsible for ensuring that coaches ensure that suspensions are served as per the O.H.F. Suspension list which is made available each season by the NOHA. Section b) - The Suspension Monitor will contact area Representatives and/or team coach after reviewing game sheets when suspensions are given and not immediately served. Section c) - The C.A.H.L. at its discretion will issue a letter to a community’s team that a major penalty was reviewed and that a recurrence of the same infraction will be reviewed and additional games may be imposed. This letter will be issued by the C.A.H.L. Chairperson in conjunction with discussions with the Suspension Monitor. Article 4 – Indefinite Suspensions Section a) - In the event that an Indefinite Suspension is assessed, the Chairperson will notify the offending player by use of the attached “Indefinite Suspension Notification” that he/she will be suspended from further play until the Indefinite Suspension Committee has had the opportunity to review the suspension and decide on the total number of games to be served and/or expulsion from the League. Section b) - An Ad Hoc Committee comprised of at least three impartial members of the CAHL Executive will review the Referees Report and any other available information. The findings of this committee will be FINAL. The offending association’s CAHL representative will be notified in writing of the results. Section c) - Documentation to be considered will include the written report provided on the Game sheet by the Referee, any additional information that the referee/linesmen wish to provide as well as written documentation from either of the coaches involved as well as the offending player/parent. Section d) - It will be the responsibility of the CAHL Representative of the offending player’s Association to provide any and all reports (other than the Game sheet) to the Ad Hoc Committee within one week of the offence. Article 5 – Penalties Section a) – Any player incurring four (4) penalties of any kind in one game will receive a game ejection for the remainder of that game only. Revision Date: October 2012 C.A.H.L. Page 11 of 24 Article 6 – Timekeepers Section a) - Timekeepers are to give C.A.H.L. Representatives a readable game sheet for all C.A.H.L. league, exhibition and tournament games. Section b) -It is the responsibility of each participating C.A.H.L. Association Representative to ensure that game sheets are properly filled out and to provide the C.A.H.L. Statistician and Suspension Monitor with a readable game sheet post-marked within one week. Failure to comply with the above will result in a fine of $25.00 assessed by the C.A.H.L. The Suspension Monitor must receive the first/second copy which must contain information regarding major penalties and suspensions when necessary. Article 7 – Statistician and/or Suspension Monitor Section a) -The Statistician and/or Suspension Monitor must advise the Chairperson prior to the regular monthly meeting of missing game sheets. Decisions regarding fines will be made at regular meetings. Considerations for waiving fines will be made prior to the assessment of such fine. Article 8 – C.A.H.L. Team Rosters Section a) - A list of players, coaches, manager and trainers must be registered with the C.A.H.L. by December 1st each year. A complete list must include the name, birth date and sweater number of all players. Any changes thereafter MUST be brought to the CAHL Executive by the next regular meeting. Section b) - Teams not completing the list by the deadline will be fined $50.00 and subject to possible suspension from the C.A.H.L. until the list is received. Section c) - Teams may add players up to February 10th (as per NOHA rules) of each year with the C.A.H.L.’s approval at regularly scheduled meetings. There will be no limit on the number of players dressed or registered for the C.A.H.L. hockey season unless otherwise restricted by the NOHA. Section d) - Any team classified as select prior to the beginning of the season will play up a division. Any Association with more than one team in a division is to use the draft system to ensure teams are fair and equal. (Keeping teams together based on age or coaching preferences will NOT be tolerated.) Article 9 – League Fees Section a) - League Fees are mandatory for all associations within the league. Fees are payable directly to the CAHL and due by the October meeting of each year. Squirt & Novice $250 per team Atom, Peewee, Bantam & Midget $250 per team Section b) - These fees are subject to revision at the CAHL Annual meeting. Revision Date: October 2012 C.A.H.L. Page 12 of 24 Article 10 – Game Times Section a) - Rest breaks between periods is not mandatory in all communities. Section b) -Recommended Game Times: Subsection i) – Squirt – 1 hr game – 3-12 minute periods – Straight time with a two minute buzzer – CLOCK STOPS AT BUZZER ONLY Subsection ii) – Novice – 1 hr game - 3 – 10 minute periods – stop time Subsection iii) – Atom/Peewee/Bantam – 1.5 hr game - 3 – 13 minute periods – stop time Subsection iv) – Midget – 2 hr game - 3 – 15 minute periods – stop time Article 11 – Mercy Rule Section a) - In the interest of promoting a positive hockey experience for all children, a “seven goal” mercy rule will be in place for all CAHL League and Playoff games. All goals will be recorded, however, scoreboard to show no more than a “seven goal difference” at any time. Section b) - The Mercy Rule does not include “running the clock”. In fact, the clock should not be run at any time including the playoffs. Article 12 – Player Movement Section a) – No player may be allowed to play in a lower category without the League and NOHA’s permission. Requests for player movement must be made to the CAHL Executive by November 30th of each year. Article 13 – Affiliated Players Section a) - As per the NOHA Constitution, Bylaws and Regulations, players may only be affiliated with one (1) team in a higher division or category. When there is only one team in a division, player affiliation is automatic, however, when there is more than one team in a division, affiliated teams must be filed with the NOHA by October 15th – a copy of this notification must be provided to the CAHL membership. Section b) - An affiliated player may transfer to the higher division at any time with permission of the coaches from both teams. However, should an affiliated player play more than five (5) games after January 10th with the higher team, he/she may no longer play with the team in the lower category (per NOHA rules). Section c) - Any Association with more than one team in a division, is to use the draft system to ensure teams are fair and equal. Revision Date: October 2012 C.A.H.L. Page 13 of 24 Article 14 – Scheduled Games Section a) - A schedule will be drafted each year for each division with input from all communities. Section b) - Every attempt to schedule 20 games per team in each division will be made. However it is agreed that a balanced schedule is required to ensure placing for Season Leader trophy and playoffs. Example: 4 team division = 18 games; 5 or 6 team divisions = 20 games; 7 team division = 24 games; 8 team division = 21 games; 9 team division = 24 games; 10 team division = 18 games; 11 team division = 20 games. Section c) - Squirt schedule will be prepared based on input from each community. Article 15 – Forfeited Games Section a) - It will be the responsibility of the team not showing up for a scheduled game to forfeit the game to the opposing team and to pay the fines to the C.A.H.L. by the next regular meeting. Section b) - A fine of $120.00 for Squirt and Novice Divisions, and a fine of $170.00 for Atom, PeeWee, Bantam and Midget Divisions will be applied. The collected fine monies will be used to offset the opposing team’s ice time and official costs where necessary. Should the home team forfeit the game, the fine is to be paid to the visiting team to offset travel costs, etc. Article 16 – Rescheduling Games (Emergency Cancellations) Section a) - When a team cannot be present on the day of a scheduled game due to weather or some other emergency (death, illness) it must: Subsection i) - notify by phone the coach and/or team management of the opposing team immediately Subsection ii) - notify by email or fax the C.A.H.L. Statistician, Suspension Monitor and area Representative using the attached notification forms giving reason and date for rescheduled games as agreed to by both areas within two weeks Section b) - It will be the responsibility of the team/CAHL Rep which originates any game cancellation and subsequent re-scheduling to reschedule the game within two weeks of the original date with the understanding that the game must be played prior to the playoffs. Section c) - Failure to comply with the above may result in the forfeited game fines. Revision Date: October 2012 C.A.H.L. Page 14 of 24 Article 17 – Rescheduling Games (Non-Emergency Reasons) Section a) - Schedule changes and rescheduled games may be done through the C.A.H.L. Representatives or by team management of the teams involved. Verification of these changes must be done by using the attached Game Change Notification forms. Section b) - Rescheduled Games for non-emergency reasons (tournaments, etc) MUST be agreed to by both teams or will not be acceptable. Section c) - Games must be rescheduled by the team originating the cancellation/change within two weeks of original date with the understanding that the games must be played before the end of the Sunday prior to the start of the playoffs. Section d) - All rescheduled games must be played at the home team arena as set out in the original schedule. If home ice is not available to play said rescheduled game by playoffs, coaching staff must contact their respective CAHL representatives for further consultation. Section e) - Notification by email or fax to the CAHL Statistician, Suspension Monitor and area Representatives using the attached notification forms giving reason and date for rescheduled games as agreed to by both areas must be provided within two weeks. Section f) - Teams must ALWAYS recognize their commitment and the priority of the C.A.H.L. schedule over Exhibition and Tournament games. Article 18 – Exhibition Games and Tournaments Section a) - Notification for all exhibition/tournament games must be given to the C.A.H.L. Suspension Monitor prior to game being played. Section b) - Players shall not be allowed to serve suspensions during exhibition/tournament games unless notification of exhibition game was made prior to said suspension being given. Section c) - All Associations must send a copy of an Exhibition Game/Tournament Game sheet to the C.A.H.L. Suspension Monitor clearly marked EXHIBITION/TOURNAMENT. Article 19 – League Playoffs Section a) - The C.A.H.L. Playoffs will be scheduled and governed by the C.A.H.L. Executive Members. Section b) - The attached format “Appendix A” will be used when scheduling each Division. Section c) - The Playoff Rules and Regulations will be developed by the C.A.H.L. Executive Members and approved and applied to all divisions. Please see Appendix B for an example of Playoff Rules. Section d) - These rules and regulations will be made ready for approval by the November meeting of each year. Revision Date: October 2012 C.A.H.L. Page 15 of 24 Section e) - All regular season games must be played and/or agreement on forfeiture and fines paid before the C.A.H.L. Playoffs begin. Section f) - All C.A.H.L. teams are obligated to play in the Playoffs. Section g) - Failing to participate in all games of the Playoffs will result in a $300.00 fine, which will be used to offset the host association’s ice time and official costs. Section h) - C.A.H.L. Playoffs will normally be scheduled for the last weekend in February. The weekend following the last weekend of the March break to be reserved for the completion of C.A.H.L. playoffs should adverse weather force the cancellation of games. Article 20 – Fee Schedule for C.A.H.L. Playoffs Section a) - Squirt & Novice: $175.00 per team. Section b) - Atom, Pee Wee, Bantam, Midget: $250.00 per team. Section c) - These fees are mandatory for all teams participating in the playoffs. The fees will be used to offset the cost of hosting the playoffs, i.e. ice rental, officials and timekeepers. Section d) - The fees are payable directly to the C.A.H.L. and due by the December meeting of each year. These fees will then be forwarded by the CAHL Treasurer (Secretary-Treasurer) to the host Association at the meeting following the playoff date. Section e) - These fees are subject to revision at the C.A.H.L. Annual meeting. Article 21 – C.A.H.L. Season and Playoff Trophies/Banners Section a) - The Season Leader trophy, Banner and individual plaques for first place teams in each division will be presented by the Association hosting the Playoffs at a formal ceremony. Section b) - The Playoff trophy, Banner and individual plaques for first and second place teams in each division will be presented by the Association hosting the Playoffs at the end of the final playoff game. Section c) - All trophies are to be returned to the C.A.H.L. by the January meeting prior to the playoffs. Section d) - The winning team is responsible for the engraving of the trophy each year. Section e) - The Banners and individual Plaques for both the Season Leader and Playoff winners are to be purchased each year by the Treasurer (Secretary-Treasurer) or designate. Section f) - Individual plaques will be purchased for the first place teams during the season and the first and second place teams in the playoffs. Revision Date: October 2012 C.A.H.L. Page 16 of 24 Article 22 – Communication of Game Results to the Media Section a) - Some member associations of the C.A.H.L. have begun reporting league game results to local media. The CAHL executive recognises that this is a valuable way to promote hockey within the region and has developed the following to assist member associations in working together to accomplish this goal. Section b) – Consent to publish a player’s name Subsection i) – All member associations should obtain written consent from each of their player’s parents (or guardians) before releasing that player’s name to the media. A consent form that requires a signature is recommended. This form should be organised so that consent is given when the parent (or guardian) signs the form. In other words; if there is no signature, then no consent has been given, and the player’s name cannot be released to the media. Subsection ii) - Each association will use these consent forms to create a list of players whose name cannot be released to the media. This list will be brought to the CAHL executive by each association’s CAHL representative. A master ‘do not publish’ list of player names will be created and sent to all CAHL executive members. They will take the list back to their association and make sure that the coaching staff of each team has a copy of this list. Subsection iii) - The coaching staff person reporting game results to the media must check this list before submitting any reports to ensure that no name on the list appears in the report. Section c) – Responsibility to report Subsection i) – The responsibility to report game results rests with the coaching staff of the Home team. The coaching staff of the Visiting team can only report the game results if the Home team’s staff decline the task. There is no obligation on either team to report game results. Subsection ii) - A member of each team’s coaching staff should meet before the start of game play to determine which team will have the task of reporting to the media. The team preparing the media report must check the ‘do not publish’ list to ensure that the report does not mention the name of any player on the list before the report is sent to the media. Section d) – Source for reporting game results Subsection i) - Game sheets are the official record of the game. Teams should use their copy as the source document for reporting the game’s final score, which players scored those goals, and who gave them assists. Please keep the reports positive and remember to mention the players from both teams who scored and got assists. Revision Date: October 2012 C.A.H.L. Page 17 of 24 Section e) – Reporting final scores from games in the Squirt division Subsection i) - Teams in this division may report which team has won the games played, but not the final score. There is often a wide skill difference between players in this division. Occasionally a team may find itself constantly losing games by a large score difference. Mercy rules in place at each arena help prevent players from becoming demoralised by reading how many goals they are down from the scoreboard. It is equally important that they not learn the final score for their game from local media. We do not want these players to lose interest in hockey because they are made to feel they are not good at it. They are our future players and we will help them improve. The CAHL expects that all association will respect the feelings of these young players by not reporting the final scores for all games in this division. Section f) - Reporting game results to the radio Subsection i) - Moose FM Local radio station Moose FM has requested that only the information listed below be sent to them. They do not have enough air time to list all player goals and assists. Please send only the requested information to Bobby Alexander at balexander@moosefm.com . -Names of the teams playing -Where the games are being played -The final score for each game being played. Section g) - Reporting game results to print media Subsection i) - The Standard The Standard newspaper is willing to printing our supplied stories if they have the space available. They have requested that game results be emailed to news@elliotlakestandard.ca as early as possible each Monday morning so they can be included in the Wednesday edition of the paper. Please keep your reports positive and balanced. Remember to mention the achievements of both teams. Please ensure your camera is set to take photos with the maximum resolution possible if you wish to include pictures with your email. The Standard may not always print the pictures, but ensuring they are of the highest resolution possible will improve the chances of them appearing in the paper. Page 19 of 24 Appendix B – Example of Playoff Rules CENTRAL ALGOMA HOCKEY LEAGUE PLAYOFF RULES AND REGULATIONS The hosting Association has the right to cancel and/or postpone any or all games due to weather. In the event of the cancellation of games, some and/or all games may be played outside the CAHL Constitution with the unanimous support of all associations involved. All games must be played and/or forfeited before a championship game can be played. When playoff schedules are based on standings, and two or more teams are tied, standings for the playoff schedule will be as follows: A – The team with most wins take the higher position B - If still tied, the team with the best head to head record takes the higher position C - If still tied, a coin flip will determine the higher position 1. All games will be played under CAHL and HC rules unless otherwise stated. 2. Any team found to have an ineligible player on their team will be disqualified from the playoffs and their Association fined. 3. Any player receiving a match penalty, gross misconduct, or fighting penalty must serve the minimum OHF suspension. 4. No protest of referee’s judgement will be accommodated. 5. All protests must be filed with the playoff committee and their decision will be final. 6. All disputes and misunderstandings will be dealt with by the playoff committee and their decision will be final. 7. The higher seated team will be awarded home team advantage in each game. 8. Should two teams have conflicting sweater colours, the home team is responsible for changing sweaters. 9. The ice will be cleaned every hour at the discretion of the home association. 10. All teams will be ready to play 15 minutes prior to game time. 11. Prior to the game, 2 minutes will be placed on the clock for warm up. When the buzzer sounds, all pucks are to be picked up and the game will start. 12. Each team will get one 30 second time out in semi-final and final games only. 13. In the event of a forfeit, the game will end in a 1-0 score. 14. Mercy rule shall NOT include running of the clock… only a 7 goal difference on the score board. All goals are recorded. In the event that teams are tied at the end of the round robin play, the tie breaking rules are as follows: If two teams are tied: a) The team with the most wins will take the higher position b) The winner of the game(s) between those two teams will take the higher position c) The team with the best goal average will take the higher position. The goal average of a team is determined by goals for divided by goals for plus goals against. The team with the higher percentage wins. All round robin games are included. Example goals for 10 goals against 14 (10/24=.42) d) The team that scored the first goal in the game involving both teams would take the higher position. The team with the least number of penalty minutes. (GM=10 min, GRM=10 min, M-10 min) e) A coin toss done in the presence of a representative from each team and the hosting Association.
