SUBJECT: 3212 Adeline Street ________________________________________________________________________ I have reviewed the parking survey data collected by MTD for Gezahegn Mengistu for the 3212 Adeline Street restaurant application. A summary of my review follows. The parking survey’s study area included: - Adeline Street from Alcatraz to Woosley Harmon Street from Ellis to Adeline Fairview street from Ellis to Adeline The survey was conducted on a Wednesday, December 11 and a Saturday, December 14, 2013. It counted vehicle occupancy at 6 PM and 8 PM on both days. Both days had sunny and clear skies. Attachments A and B present a summary of the parking survey showing capacities, occupancies, and vacancies. There are a total of 150 parking spaces in the study area. Parking occupancy was never over 51% meaning there were always over 74 parking spaces vacant. Therefore, the applicant’s parking request for a waiver of 2 parking spaces would be able to be absorbed within the current on-street and parking capacities. A summary of my review follows. The parking study area consisted of the following streets – see Attachments 1 and 2 for maps and block-by-block summaries of each day’s observations. - Alcatraz – Ellis to Adeline Alcatraz – Adeline to 450’ east of Dover 63rd – MLK, Jr to Dover Adeline, East Side – Alcatraz to 65th Adeline, west side – Alcatraz to Harmon Adeline, west side – 63rd to Alcatraz Dover – Alcatraz to 62nd Street (north leg) Both City lots (fronting Alcatraz and immediately east of Adeline) The parking observations were conducted on two weekdays – one on Wednesday, March 27, 2013 and the other on Friday, March 29, 2013. The data were collected at 10:00 AM, 2:00 PM, and 6:00 PM on both days. Attachment 3 summarizes the observations for four areas: - 1) entire area; 2) area west of Adeline; 3) area east of Adeline; 4) City lots In the entire survey area, there are 271 parking spaces with occupancies ranging from 39 percent to 64 percent. This translates into 99 to 166 parking spaces available during the times surveyed. 3271 Adeline Parking Survey June 6, 2013 ATTACHMENT 4 ZAB 04-10-14 page 2 ofPage 2 5 of 8 For the area east of Adeline (excluding the two City lots) and, therefore, closest to the project, occupancies ranged from 44 percent to 75 percent. This translates into 37 to 84 spaces available during the times surveyed. The two City Lots were only 6 percent to 18 percent occupied translating into 42 to 48 parking spaces being available during the times surveyed. Therefore, the applicant’s request for a parking waiver of 34 parking spaces would be able to be absorbed within the current on-street parking capacities.
