Feasibility Study for a planned cable car near Opatija

Narrative Project Description
The project initiators plan to develop a cable car connecting the Croatian coastline with Vojak
(the highest peak of the Učka mountain range). The valley station will be situated in the
village of Medveja, approximately 10 kilometers to the South of Opatija and the total length of
the cable car will be 4,7 kilometers.
The project is included in the list of the most important tourism development projects of
Croatia and significant financial support from EU structural funds is expected.
Kohl & Partner supported the project already five years ago by conducting a Pre-Feasibility
Study, mainly clarifying the best possible route for the cable car and the key success factors
for the realization of the project.
Now a full Feasibility Study will be conducted including the following elements:

Updating the analysis section of the Pre-Feasibility Study (regarding accessibility,
catchment area, Nature Park Učka, SWOT-analysis, price level of Croatian tourism
attractions, penetration rates of comparable tourism attractions, etc.)

Definition of different investment model scenarios for the project
•
Determination of the economic parameters of the project (in three scenarios for 20
years) including
o
Pricing
o
Amount of expected annual passengers
o
Expected revenues
o
Expected costs
o
GOP and EBITDA
•
Calculation of further indicators (e.g. Return on Investment, Capital servicing, etc.)
•
Drafting of a partner program for marketing
