 Had floated the company M/s Stock Guru India in 2010 in Delhi
and lured investors on the promise of highly lucrative returns.
 Involved in a fraud of over Rs 493 crores with 2 lakh investors.
 Multiple identities revealed.
The Economic Offences Wing, Delhi Police has arrested a husband wife team of
professional cheats namely:

in a multi crore and multi victim scam of about Rs 500 crores involving more than 2 lakh
victims. The accused persons are also involved in several other cases of cheating,
forgery and fraud registered in Uttarakhand, Himachal Pradesh, Rajasthan, Madhya
Pradesh, Sikkim, Maharashtra etc.
In the matter of Stock Guru, two cases, namely FIR No. 84/11 dt 7.4.11 u/s
406/420/34 IPC and FIR No. 152/11 u/s 406/420/34 IPC dated 29.06.11 PS Moti Nagar
were initially registered and investigated in West District and subsequently transferred
to EOW Crime Branch in July 2011. The cases were registered on the complaints of
Sunil Kumar r/o Sonipat (Haryana) and Sunil Kumar r/o Gurgaon (Haryana)
respectively. It both the cases, the victims were induced to invest money in M/s Stock
Guru India, 56/A-1, Lisa Complex, Rama Road, Delhi on the promise of lucrative
returns and against promissory notes provided by Lokeshwar Dev, Priyanka Dev and
others. They had guaranteed to provide a 20% return per month up to six months on
the principal amount followed by a subsequent refund of the principal amount in the
seventh month, through prudent and source based investments in the share market.
However, instead of returning their investments as promised, Lokeshwar Dev &
Priyanka Dev suddenly shut down their office and decamped with all the collected
funds. Their scheme to induce public at large was quite elaborate with conferences and
distribution of very attractive brochures in 5 star hotels all over India. They also had
multiple agents across the country who mobilised funds on their behalf.
Till date, as many as 14,303 complaints have been received in this matter in
EOW, Delhi. Investigation of these cases was taken up in a professional manner.
Investigation revealed that there were about 2,05,062 investors who had invested Rs.
10000/- or more totaling an investment of about Rs. 493 crores in the M/s Stock Guru
India. Taking into account the gravity of the crime and the quantum of funds involved a
special team comprising of Insp. Raj Kumar Saha, SI Afsar Raza, SI Amit, SI Harish
and HC Habib Khan from CBT section, EOW was formed to investigate the matter
under the supervision of Sh. S.D. Mishra, Addl.DCP/EOW. With the accused
persons resorting to crimes across the country, HC Habib Khan was given the singular
task of establishing their identity and whereabouts. The year long investigations took the
members of the special team in general and HC Habib Khan in particular to
Moradabad, Dehradun, Alwar, Nagpur and Goa and finally resulting in the
apprehension of the alleged persons in Ratnagiri, Maharashtra.
The accused have procured passports too in their assumed names of
Lokeshwar Dev and Priyanka Saraswat Dev. The alleged Lokeshwar Dev had
submitted documents like property papers, mobile phone bill, copy of marksheet of 12 th
class (CBSE) for issuance of his passport. During investigation, said marksheet was
found to be of one actual Lokeshwar Dev s/o Sh Beer Singh r/o Krishna Kripa
Charkhana Bell Road, Society Area Clement Town, Dehradun, Uttarakhand, age 26 yrs.
However, it was revealed that the accused person had acquired the identity of the real
Lokeshwar who had deposited his marksheets along with Rs. 35,000/- in the office of
one Dr. R. K. Maheshwari, for getting a diploma in Psychotherapy. In fact in Dehradun
the accused persons posing as Dr. R. K. Maheshwari and Dr. Prachi Maheshwari,
collected a lot of money from prospective students on the pretext of providing them
diplomas in Psychotherapy and subsequently absconded for some unknown place. A
case FIR No. 32/09 u/s 406/420 IPC was registered at PS Kotwali, Dehradun in the
matter. Likewise, documents submitted for issuance of passport in the name of Ms
Priyanka Dev and his daughters were also found to be fake. Even the birth certificates
of his daughters were found to be fake.
Investigations revealed a total of 94 bank accounts spread over 20 odd banks.
These bank accounts were opened and operated by the accused persons in the names
of at least 13 different names and entities in Delhi and outside Delhi. All these bank
accounts and other Fixed Deposits, Share investments were identified and frozen
systematically by the investigative team. 12 properties including 8 flats in Dwaraka, 1
flat each in Bhiwadi, Alwar & Moradabad and 1 villa in Goa which has been
purchased/owned by alleged persons were also identified and attached. Due to
sustained and diligent efforts by the Investigation Team, a large quantum of assets and
embezzled funds were traced and attached as indicated:

During investigation, 12 vehicles including a Toyota Land Cruiser, a Mercedes
and a Hyundai i20 were also identified which had been purchased by accused
Lokeshwar Dev and Priyanka Dev either in their name or in the name of their
companies. One Mercedes found in Goa, has been taken into possession and efforts
are on to trace the other vehicles. Various RTOs , Transport Authority, Delhi have also
been requested to freeze/stop the further sale/transfer of the said vehicles.
Background of Accused Persons –
Sustained investigative efforts led to the identification of the alleged Lokeshwar
Dev as Ulhas Prabhakar Khaire s/o Prabhakar Khaire r/o Laxmi Nagar, Nagpur,
Maharashtra. However, accused Ulhas Prabhakar Khaire was not a stranger to crime.
He left studies after class 11th and started a construction business in a partnership. A
case of cheating / forgery was registered against him in Nagpur. He left Nagpur in the
year 2004 and has not returned to Nagpur since then. He is also declared as P.O. in the
said case. He escaped to Pune in 2004 and worked in a call center for a few months. In
2005 he came to Bangaluru and started working in a Finance comapany. In Bangaluru
he met and married a Mysore girl namely Raksha Urs, a person with a similar
disposition. After marriage they left Bangalore and under the assumed names of Rohit
Khatri & Kanchan Khatri reached Lucknow where they took up a job in a call center.
In 2006 they went off to Ahmedabad as Dr. Raj Zaveri and Dr. Priya Zaveri and later
on went to Bhuvneshwar and then later on to Raipur. Till that time they had only made
sporadic forays into crime. They used to obtain an identity and an address and then
obtained high value credit cards from various banks. After withdrawing money and
making purchases they used to move off to another city and assume another identity.
However, 2009 was their first major step into an organized racket. They moved to
Dehradun as Dr. Rakesh Kumar Maheshwari and Dr. Prachi Maheshwari and
opened an Institute of Psychotherapy & Counselling at Shop No. 5, Property No 110,
Rajshree Complex Tagore Villa Chakrata Road, DehraDun. They were supposed to
train and provide a certification in Psychotherapy & Counselling to various prospective
students. However, they collected vast sums and moved to Delhi in December 2009
under the names of Lokeshwar Dev and Priyanka Dev. Initially they took up a flat in in
West Patel Nagar and started running advertisements in newspaper about investments
tip in stocks. Subsequently they started many firms namely M/s Stock Guru India, SGI
Research & Analysis, SGI Buildtech Ltd.,SGI Beverages Ltd., SGI Securities Pvt. Ltd,
G3 Commodities Pvt Ltd and M/s Coppertrenz from Moti Nagar, Delhi. On the pretext
of providing huge returns from stock trading they collected huge funds and absconded.
Cases in Rajasthan, Sikkim, Orrissa, Sikkim and Chattisgarh in the matter of M/s Stock
Guru have also come to light.
From Delhi they escaped to Goa in July 2011. Due to insistent pressure from the
Investigative Team they moved off to Ratnagiri where they took up a rented house, got
PAN cards and opened bank accounts as Sidharth Jai Marathe and Maya Marathe. The
accused Ullhas had also started a share trade business in the name of JVG Securities
with offices in Ratnagiri and Mumbai, while accused Raksha started a media business.
Accused Ullhas is only class 11th pass while accused Raksha did 2nd year BA in
photographic journalism. Both of them are experts in disguise so much so that their
various photographs also look startlingly different. They are also very fond of electronic
gadgets and possess many laptops notebooks, many expensive premium watches,
various iphones, touch phones and ipads.
The two accused persons namely Lokeshwar Dev Jain @ Ulhas Prabhakar
Khaire and Priyanka Dev Jain @ Raksha are now on Police Remand. Efforts are on to
trace the other co-accused persons and affect more recoveries in the said cases.

ONE NIGERIAN NATIONAL INVOLVED IN DRUG TRAFFICKING ARRESTED.

60 Gms OF FINE QUALITY COCAINE SEIZED.


A team of officers of the SOS/Crime Branch led by Inspr. Kharak Singh and consisting of SI
Paramjeet Singh HC Sanjeev Kumar Ct. Manoj Kumar, Ct. Surender Kumar and Ct. Nishant Kumar
under the supervision of ACP Sh. Krishan Kumar and overall supervision of Addl. DCP Sh. Bhishm
Singh have apprehended one Nigerian national involved in trafficking of drugs and have recovered
60 Gms of fine quality Cocaine. The Cocaine recovered is worth Rs. 60 Lakhs (approximately) in the
International Market.
An information was received on 09/11/2012 by SI Paramjeet Singh that a person namely
Okechukwu who is a Nigerian National and residing somewhere in Mahavir Enclave area, Dabri,
Delhi and is indulging in supply of Cocaine in Delhi and would be coming opposite I. P. College
gate, Shamnath Marg, New Delhi between 5.30 PM to 6.00 PM to deliver supply of Cocaine to his
clients. A trap was laid opposite I. P. College gate, Shamnath Marg, New Delhi and one person
namely Okechukwu Chukwuwetalu s/o Mr. Chukwuwetalu r/o Anambra State, Nigeria, age 29 years
was apprehended by the staff of the Special Operation squad of the Crime Branch at 5.50 PM,
opposite IP College gate, Shamnath Marg, New Delhi. 60 Gms of fine quality Cocaine was recovered
from his possession. A case vide FIR No. 264/12 dated 09/11/2012 U/s 21 of NDPS Act has been
registered at PS Crime Branch.
Okechukwu Chukwuwetalu s/o Mr. Chukwuwetalu r/o Anambra State Nigeria was
subjected to intensive interrogation. During interrogation he has revealed as under:Okechukwu Chukwuwetalu is a 29 years young man. He studied up to Higher Secondary School.
His father and mother were suffering from some chronic diseases. Due to hardship, he came to India
for business of readymade garments 10 months back and stayed in Mumbai at Mohammad Ali Road.
Initially he started garments business but he suffered huge loss in it. Meanwhile he came in contact of
another Nigerian national BUZO who was involved in Drug-trafficking. To earn quick money he tied
up with Buzo. One week ago He came to Delhi on call of BUZO and stayed in Mahavir Enclave,
Dabri area, Delhi and started the supply of cocaine in Delhi to his clients after procuring the same
from Buzo. On 9.11.12 when he came to deliver 60 Gms Cocaine assignment to some customer he
was apprehended. Efforts are on to locate the source of supply and customers as well.
Further investigation of the case is in progress.

A team of officers of Special Cell/Northern Range, led by

reward of Rs. 15,000/- was declared on his arrest by Delhi Police.
There was a dispute between the families of two cousins
namely Subhash r/o Village Janghola and Satbir r/o Village Palla,
neighbouring Villages. In the late evening hours of 06/11/2011, on
a minor dispute on Tube well water, Satbir alongwith his wife
Rambiri and his four brother-in-laws namely Rambir, Satbir,
Deepak and Ranbir, all hailing from Baghpat, UP, and other
relatives assaulted the family members/relatives of Subhash with
fire-arm and lathies. In the assault, sister-in-law of Subhash
namely Shyamo w/o Karambir and one Jai Prakash s/o Chander
r/o Village Palla sustained bullet injuries and were seriously
injured. All the offenders fled away from the spot after committing
the incident. Shyamo succumbed to her injuries in the hospital.
Case FIR No. 379/2011 at 06/112011 U/S 147/148/149/307/323
IPC & 25,27/54/59 Arms Act was registered at PS Alipur, Delhi.
In retaliation, a mob consisting of Satbir and his
relatives, all residing in Village Janghola, attacked at the house of
Satbir. The mob was carrying iron-rods, bricks and lathies, they
broke open the doors of the house and mercilessly beat up the
inmates including Satbir, his wife and his four brother-in-laws. In
the assault, one of the brother-in-law of Satbir namely Satbir s/o
Kadam Singh was killed whereas others were seriously injured. A
Case FIR no. 380/2011 u/s 147/148/149/302/307/427/452 IPC
was registered in this regard at PS Alipur, Delhi. In this case, 14
accused persons have since been arrested whereas Anand Prakash
@ Anand s/o Chhatter Singh and Narender s/o Beer Singh were
absconding. Cash reward of Rs. 15,000/- was declared by Delhi
Police on the arrest of these absconders.
During enquiries, it transpired that the said Anand
Prakash is still in touch with his family and used to come to meet
his brother Subhash at GTK Bus Depot, Azadpur, Delhi. Subhash
is on bail in this case and has been working in Delhi Transport
Corporation.
It was learnt that the said Anand Prakash would come to
GTK Bus Depot, Azadpur, Delhi to meet his brother Subhash. A
team of Special Cell/NR arrested Anand Prakash. He remained in
touch with his family during this period of more than one year. He
used to sell the crops of his farms at Sabzi Mandi, Azadpur and
mostly stayed at the Sabzi Mandi, Azadpur.

 100-120 CASES OF KIDNAPPING AND HIGHWAY DACOITY SOLVED.
 GANG LEADER SALLI AND ASSOCIATES ARRESTED.
 GANG COMMITTED CRIMES IN DELHI, HARYANA, RAJASTHAN, UP,
BIHAR, JHARKHAND AND WEST BENGAL ETC.
With the arrest of six persons namely (1) Salli S/o Badan Kha Meo r/o Guraksar,
PS Hathin District Palwal, Haryana (2) Jakir @ Jaki S/o Md. Badlu R/o Vill. Rithat,
Mewat, Haryana (3) Subbi S/o Sirdar Vill. Guraksar, Hathin, Palwal (4) Jamshed S/o
Rati Vill. Guraksar, Hathin, Palwal (5) Anid @ Aneesh S/o Roojdar R/o Vill. Guraksar,
Hathin, Palwal and (6) Farooq S/o Late Sadik r/o Vill. Bisambra, District Kosi, UP, the
special cell have busted a gang of Mewati dacoits and kidnappers, who indulged in
more than 100 sensational dacoities and kidnapping.
INCIDENT:
After the increasing incidents of Mewati gang in NCR and Delhi, a renewed effort
was made to capture the members of the Mewati gangs. The grave threat posed by
them was of such a magnitude that the matter required to be discussed in the periodic
crime coordination meeting with the neighbouring states, which are chaired by the
Commissioner of Police, Delhi. A dedicated team of selected brave police officers
and men was constituted under the leadership of Insp. Ishwar Singh to track the
movement of the gang under the direct supervision of ACP Sh. S.K.Giri.
The team visited Mewat District and other areas in which they operate to develop
intelligence about the gangs indulging in the grave crimes of dacoity, kidnapping, cattle
lifting etc. The police officers of the concerned Districts of Uttar Pradesh and Haryana
were also consulted to know their modus operandi, various gangs operating in Delhi,
weapons used etc.
It was learnt that they travel in SUV and TATA 407 to identify their targets and
commit crimes with impunity. The criminals are so desperate and ruthless in their
pursuits that even if a police picket or a police vehicle try to stop them, they do not
hesitate to fire on them and run them over. They even break the barricade by firing on
the police party. Most of the gangs belong to Gurksar, Khalluka, Nuh, Punhana where
police is unable to raid their villages in view of the stiff resistance put up by the entire
village. In the past they attacked the police parties several times and were successful in
getting the arrested criminals released from the custody of police teams.
They operate all over India in groups comprising of 8-10 members and rob the
vehicle which their receivers of stolen property want from them. The vehicles are sold
at much cheaper rates to the receivers, who are party to the grave crime. The vehicles
robbed are invariably a truck or a dumper or an SUV. They force the vehicle on highway
to stop. After having done so they overpower the driver/cleaner of the vehicle at gun
point and tie them up with rope. They rob the driver of his belongings, including the
mobile phone. They keep those tied with them until the safe escape of the gang and
vehicle. After that they throw him of the vehicle or tie him with a tree in lonely places
with the instructions not to raise alarm till they come and untie him.
On 17.10.2012, one Khalid of Ghaziabad, an illegal arms supplier, who supplied
arms to the robbers in Delhi and NCR, was apprehended by a team of Special cell. He
also supplied arms to Mewati Gangs. It was learnt that the gang had moved to West
Bengal and Jharkhand region to escape being captured by police, which was close on
its trail. They also started robbing the trucks on demand placed to them by their
receivers.
On 02.11.2012, the police team reached Murshidabad, West Bengal tracked their
moments tried to spot them. Insp. Ishwar Singh too joined the team on 04.11.2012 in
West Bengal. HIWA truck was their preferred vehicle to rob. They also robbed Scorpio
SUV and Long body truck. They sold the trucks at a meager amount of 2-3 lacs, when
the actual cost of these trucks ranged between 18-20 lacs. The receivers, in turn
arranged fake documents and sold them over for 10-12 lacs.
On 07.11.2012, two members of the gang, namely, Anid @ Aneesh and Farooq
and wanted in Case FIR No. 29/12 dated 17.10.2012, PS Special Cell were picked by
the team and put through sustained interrogation. They disclosed that in the night they
along with Salli, Baniya, Sanna, Zakir, Shabbi and Zamshed robbed a Scorpio from
Ranchi. They stopped the Scorpio SUV at gun point and overpowered the driver and
tied him to a tree at a lonely place near Hazari Jharkhand. Salli and other left for Delhi
to rob a TATA -2518 (10 tyres) to fulfill the demand of a supplier in that region.
The team rushed back to Delhi and passed on the information to ACP Sh.
S.k.Giri about the movement of the Salli and his gang to Delhi. The team also got
specific information about the gang and traced them on 08/11/2012 around 11:00PM at
Murga Mandi. Another team was sent, in the mean time, to join the team following them
and finally apprehended Salli, Zakir, Shabbi and Zamshed while they were coming from
Ghaziabad on NH 24 near Murga Mandi. As was expected from them, they put strong
resistance and fired on the police party but they were eventually overpowered and
apprehended after a brief exchange of fire. No one was injured in the incident. Two .32
bore pistols + 8 cartridges, one 9MM pistol + 3 cartridges, one Scorpio SUV, one base
ball bat and one lathi was recovered. A case vide FIR No 31/12 u/s
186/353/307/365/398/120B IPC & 25/27/54/59 Arms Act was registered at PS Special
Cell and investigation was taken up.
Salli has more than 3 dozen cases of robbery/dacoities to his name. A reward of
Rs One lac has been announced by Commissioner of Police, Delhi for his arrest. He
carries a reward of Rs.15,000/- announced by IG/Agra, UP vide his order dated
23.12.2011. He escaped from the custody of Rajasthan police on 21.2.2011 when he
was being produced at a court in Deeg, Bharatpur. A case FIR No. 118/11 U/s
223,229,225 IPC was registered at Deeg Police Station. He has escaped from the
custody of police on three occasions, including the one above. Since his last escape he
has committed dacoity almost every day. The police is now, very painstakingly, verifying
on the ground every single dacoity that he has committed. These dacoities will number
in excess of 100. It is a difficult task considering the wide expanse of areas in which he
has committed the crime. Also he does not remember clearly the details of every crime
that he has committed.
Accused Jakir @ Jakri has a reward of Rs. 50,000/- from Noida Police, in FIR No.
828/09 U/s 397/395/412 IPC, PS Sector-39, Noida. In this incident he along with Salli
and other associates looted a truck carrying new tractors from Sector 39, Noida.
Subbi has a reward announced against his name for a sum of Rs.15,000/- from
IG/Meerut vide his order 4.4.2010.
FIR No. 483/11 U/s 332/353/307 IPC, PS Punhana, Distt. Mewat, Haryana.
On 18.12.11, he along with his associates travelling in a Scorpio car, fired upon a police
party and escaped when he was surrounded by them. They were being checked by a
police party in the area of PS Punhana, Distt. Mewat. SI Vrishbhan sustained bullet
injuries in this incident. Fortunately, but survived despite the injuries
Case FIR No. 115/12 U/s 392/506/34, PS Nangloi, New Delhi.
In this incident, he along with his associates robbed a truck at gunpoint in the area of
PS Nangloi, Delhi. In this case his associates Rizwan and Sahir Khan were arrested
and Salli is declared a Proclaimed Offender and has a reward of Rs. 1,00,000/-.
Case FIR No. 828/09 U/s 397/395/412 IPC, PS Sector-39, Noida.
In this incident Salli and his brother Jaffru along with Jakri and other associates
looted a truck carrying new tractors from Sector 39, Noida. In this case his elder brother
Jafru is also wanted.

On 07.11.12, Salli along with his associates namely Jakir @ Jakri, Subbi,
Jamshed, Anid @ Aneesh, Farooq overpowered the driver of one Scorpio car at
gunpoint on NH-2 in the area of PS Mandar, Ranchi, Jharkhand in which he was finally
arrested by the police party in Delhi.

ORDER
Whereas, there is mushrooming of BPOs (Business Process Outsourcing Centers) prominently
known as Call Centres, Corporate and Media Houses in Delhi and other parts of the NCR offering employment
opportunity for the youths.
2. And whereas, the employees including young women from across the country have been staying in various
parts of Delhi while their work place may be in the NCR region and their employers are providing cab services
for the purpose of picking up and dropping them from their place of stay to office and back. As these
organizations are functioning round-the-clock, the cabs are ferrying employees even at late night hours. Such
employers are reported to have hired cabs on contract basis and have not been able to properly monitor these
cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave
danger to human life, safety and security of the employees, especially of women employees.
3. And whereas, it has come to notice that certain criminal and anti-social elements look for soft targets,
particularly during the odd hours and the women employees who travel during late night hours are vulnerable
to crime and criminal acts by such elements, if they are not dropped securely and safely at their places of stay.
4.And whereas it is rendered imperative to put some regulatory checks on organizations having such service of
picking and dropping their employees and the transporters, security agencies, drivers and security guards
involved in the same so that anti-social and criminal elements may not cause danger to human life & safety
and their property and it is felt that immediate action is necessary in this regard.
5. Now, therefore, in exercise of the power conferred upon me by the virtue of Sec. 144 Cr.PC 1973 (No.2 of
1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No.U-11036/(i) UTL dated
09.09.2010, I Brijendra Kumar Yadav, Asstt. Commissioner of Police, Sub-Division Gokal Puri, do hereby
make this written order that all such organization like BPOs, Corporate and Media Houses having the system
of picking up and dropping their employees and the concerned transporters, security agencies, drivers and
security guards in the jurisdiction of Sub Division Gokal Puri, Delhi shall:-
a)
Maintain a data base of all employees, security personnel, cab drivers and contractual workers working
with them for access by the police as and when required.
b)
Hire and security personnel and other contractual personnel as far as possible from licenced agencies
only.
c)
Ensure verification of antecedents of all their employees including contractual employees.
d)
Ensure that women employees are not made to travel alone with the cab driver during the night and a
duly verified security guard or a male colleague (regular employees of the company) is invariably
deployed in each cab carrying women staff during night hours i.e. 8 PM to 7 AM.
e)
Choose the route in such manner that as far as possible a woman employee is not the first one to be
picked up or the last to be dropped.
f)
Ensure that during the night hours cab involved in transportation of women employees drops such
employees right at their houses, remains halted at the point where a woman employee has been
dropped till she confirms about her arrival/reaching at her residence/place of stay through a telephone
call.
g)
Ensure that, whenever the house of a woman employee is so located that the approach road is not
motorable, the duly verified security guard or the male colleague during night hours, accompanies the
employee on foot up her house and takes a confirmation about here safe arrival.
h)
Exercise effective check and control on the vehicle’s movement in order to check any unwarranted
activities of the cab drivers, such as picking up strangers, straying away from the designated route etc.
i)
Get GPS system installed in the cabs used in the transportation of employees, especially of women
employee.
6. These orders shall come into force with effect from 17.11.2012 shall effective for a period of 60 days up to
15.01.2013 (both days inclusive) unless withdrawn earlier.
7. Any person/employer/ Transporter etc. contravening this order shall be liable to be punished in accordance
with the provision of Sec. 188 of the IPC, and
8. As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be
published for the information of the public through the press and by affixing copies on the notice board of the
offices of all DCsP, Addl.DCsP, ACsP, Tehsil Offices, all Police Stations concerned and the offices of NDMC and
MCD.

Whereas a large number of commercial places/shops have come up in North-East
Distt., Delhi which are popularly known as Cyber Cafes and a large number of people visit them
to use the facilities available in such places including e-mail facility.
1)
And whereas it has come to notice that certain criminal anti-social elements/terrorists are using
these facilities to mislead the security/investigating agencies, create panic in the public, endanger
the security of VVIPs and Govt. Institutions help in the terrorist activities directly affecting the
security of the State.
2)
And whereas it is necessary to take speedy measures in this behalf to prevent danger to human
life of safety, to thwart/prevent terrorist activities, which may affect the security of the State and
disturbance of public order and tranquility.
3)
Now, therefore, I Brijendra Kumar Yadav, Asstt. Commissioner of Police, Sub-Division Gokul Puri,
North East District, Delhi in exercise of the power conferred upon me under section 144 Cr. P.C.
1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, and Notification No. U11036/1/2010-UTL, dated 09.09.2010 do hereby make this written order for strict compliance
by the owners of such Cyber Cafes in the entire Sub Division Gokul Puri ,North-East District,
Delhi.
(a) Prohibiting the use of Cyber Café by unknown person and whose identity has not been
established by the owner of Café.
(b) Maintaining a register for identity of the visitor/user.
(c) Make an entry in the handwriting of the visitor/user mentioning name, address telephone
number and identity proof. The visitor/user shall also sign the register kept for this
purpose.
(d) The identity of the visitor/user shall be established through identity card, voter card, ration
card, driving license, passport and photo credit card (any one of them).
(e) Activity server log should be preserved in main server and its record should be preserved for
at least six months.
(f) If and activity of the visit is of a suspicious nature the owner of Cyber Café will immediately
inform the police station
(g) Record be maintained about the specific computer used by the person, and
(h) Make sure that the users of Cyber Café are photographed on continuous basis and a record of
the same is being maintained properly.
4) This order shall come into force with effect from 16.11.2012 and shall remain in force for a period
of 60 days i.e. upto 14.01.2013 (both days inclusive) unless withdrawn earlier.
5) Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.
6) As the notice cannot be served individually on all concerned, the order is passed ex-parte. It shall be
published for the information of the public through the press and by affixing copies on the Notice
Board of the offices of all Districts, Police Stations concerned and the offices of the MCD, NDMC,
PWD, DDA, DMs, FC, Tehsildar etc.

India International Trade Fair, 2012
India International Trade Fair, 2012 is being organized at Pragati Maidan
from
to 27th November, 2012. The Trade Fair attracts about a lakh visitors
everyday. Because of the Trade Fair rush, traffic congestion is expected on the days
of Fair at Mathura Road, Bhairon Marg, Ring Road, Shershah Road and Purana Qila
Road. People not connected to Trade Fair may take alternative routes to avoid
congestion.

There will be no entry for Trade Fair after 4.00 p.m. on weekends and
after 6.00 p.m. on weekdays.
Tickets are sold upto 2.00 p.m. on weekends & upto 4.00 p.m. on
weekdays.
Entry to the Fair will be restricted for business visitors only from 14th to 18th
November, 2012. Trade Fair will be open for general public from 19th to 27th
November, 2012.
TRAFFIC RESTRICTIONS AND DIVERSIONS
To have smooth traffic and avoid congestion on the affected routes, Traffic
Police will be taking the following measures:
i)
No vehicle will be allowed to halt or park anywhere at Mathura Road and Bhairon
Marg. There will also be no parking by visitors at Sher Shah and Purana Qila
Road.
ii) Any violation by any vehicle will be prosecuted for improper parking. Improper
parked vehicles will be towed away with fines of Rs. 600 for improper parking and
disobedience of lawful instructions apart from towing charges.
iii) U-turn on Mathura Road will be prohibited. Right turn from Mathura Road to
Purana Qila road and Bhagwan Das Road will not be allowed.
HOW TO VISIT TRADE FAIR

People can visit Trade Fair by taking Metro train and alight at Pragati
Maidan Metro station. Those using DTC buses for travelling from Delhi
or NCR can alight at designated bus routes on Mathura Road and
Bhairon Marg.
Those who want to use their own vehicles for reaching Pragati Maidan
must avail Park & Ride facility specially provided for this purpose at two
locations at Sunehri Pullah near Dayal Singh College on Lodhi Road and
Ashpond behind Rajghat. From Park & Ride locations, there will be free
DTC shuttles to take visitors to Pragati Maidan.
These coming for trade fair can use High Court Parking on Purana Quila
Road on Payment basis.
PRE-PAID TSR FACILITY
Pre-paid TSR facility will be available for visitors at Gate No. 9 on Mathura
Road and Gate No. 2 on Bhairon Marg.
TICKETS FOR TRADE FAIR
Tickets for the Trade Fair can be bought at any Metro station in Delhi or NCR
and can also be bought at Gate No. 1 & 2 of Pragati Maidan and Bhairon Marg. There
is no sale of tickets for the Fair anywhere else.
ROUND ROBIN SHUTTLES
There will be Round Robin DTC Shuttle connecting Pragati Maidan Metro
Station, I.P. Metro Station and gates of Pragati Maidan. People can use this Round
Robin Shuttle for entry and exit from Pragati Maidan and connecting to Metro
Stations, Pre-Paid TSR facility and Park & Ride facilities.
PEDESTRIAN FOOT OVER BRIDGES
There will be large number of pedestrian movement on Mathura Road. As heavy traffic
is expected to ply on this road throughout the day, people should use three foot over bridges
on Mathura Road. There is also an underpass for crossing the road by people at Bhairon
Marg.
SECURITY PRECAUTIONS
People are advised not to touch unclaimed objects as these could be dangerous. There
will be CCTV coverage for watch against anti social elements. People should be careful of
pick-pockets and eve-teasers. There will be continuous presence of police to assist people in

LAND GRABBER WITH PECULIAR MODUS OPERANDI ARRESTED
The staff of P.S. Swaroop Nagar has arrested one land grabber Jai
Parkash Sharma @ Raju Kubra S/o Chet Ram R/o B-78 Swaroop Nagar Delhi
for selling five flats posing himself as real owner on the basis of false NCR
INCIDENT, Team & Arrest :On 5/11/12, a PCR call regarding quarrel was received at PS Swaroop
Nagar and the same was entrusted to SI Ramesh who reached the spot and
recorded the statement of Pardeep Mittal s/o Sh. Ram Kumar r/o D-80,
Swaroop Nagar, Delhi & Bharat Sharma s/o Dharambir Sharma r/o Flat No.
28, Nav Shakt Sadan Appartment, Sector-13, Rohini (complainant) and Sh.
Ram Niwas Kansal. Both Pardeep Mittal & Bharat Sharma (complainant)
stated that they have purchased one flat each at D-141/142, Swaroop Nagar
from Jai Parkash @ Raju Kubra and paid Rs. 39 lacs (17 & 22) to him. Both
complainants further stated that on asking of the original documents of
aforesaid flats Jai Parkash @ Raju Kubra posed himself as real owner by
showing them MCD Challan & NCR reg. missing of ownership documents. SI
Ramesh also recorded the statement of Sh. Ram Niwas Kansal, real owner of
the aforesaid flat who told that he is the sole owner of the aforesaid building
i.e D-141/142, Swaroop Nagar containing 8 flats and also produced the
ownership documents of the flats.
He categorically denied selling of
aforesaid flats to anyone. He further stated that Jai Parkash @ Raju Kubra
was engaged as supervisor to lookafter the construction work on a salary of
Rs. 25,000/- per month and a written agreement was also executed between
him and Jai Parkash @ Raju Kubra in this regard. Taking advantage of the
situation, Jai Parksh @ Raju Kubra lodged a false NCR at PS Gulabi Bagh on
13.7.10. He also got MCD Challan and papers of a case of electricity theft.
Then he sold five flats to different purchaser by posing himself as the real
owner and took more than one crore rupees. Then he also gave the
possession at his own knowing the actual position. After enquiry, two FIRs
have been registered on the complaints of Pardeep Mittal & Bharat Sharma
Vide FIR No. 233/12 & 234/12 U/s 420/468/471/120B IPC PS Swaroop
Nagar.

constituted a team of SI Jagdeep, SI Ramesh, HC Parveen, Ct Baljeet Singh,
Ct Attar Singh and Ct Anand who arrested Jai Parkash @ Raju Kubra from
the jurisdiction of PS Civil lines on secret information after conducting
several raids at different places.
PROFILE
Jai Parkash @ Raju Kubra was born on 6/2/76. He studied only 9 th
standard. He was earlier residing in the area of PS Roop Nagar till 2001 but
he shifted to Swaroop Nagar after registration of criminal cases against him.
After shifting to Swaroop Nagar, he started the business of property dealing
and sold some plots on commission basis. He also opened his own office of
property dealing in the name and style of Sri Balaji at Swaroop Nagar, Delhi.
During selling of some plots at Swaroop Nagar and nearby areas, he
observed that disputes come across over the plots due to unique topography
in Swaroop Nagar. Then, he along with his allies started extorting money
from the innocent/poor buyers by filing complaints in the police station and
simultaneously in the court u/s 156(3) CrPC alleging occupation of plots on
wrong documents. He has also been previously found involved in the
following cases.

THREE DESPERATE AUTOLIFTERS/ROBBERS ARRESTED
INCIDENT,TEAM & ARREST:-
On 10. 11. 12, HC Suraj Bhan, Ct. Ramkesh and Ct. Jitender were
performing vehicle checking duty at L.B. College picket Swami Narayan
Marg Delhi. At about 4.20 PM they saw three boys coming without
helmet on pulsar motor-cycle bearing registration no. DL 6SV 8169 from
Bharat Nagar Ganda Nala to Ashok Vihar Side. HC Suraj Bhan tried to
stop the motor-cycle to check the documents but the driver of the
motor-cycle try to flee away. HC Suraj Bhan along with Ct. Ramkesh and
Ct. Jitender immediately rushed toward them and apprehended all the
three boys. Later, they were identified as 1) Shakil s/o Rustam, r/o
kachchi colony, Mustafabad Garden, Ghaziabad, U.P. 2) Saddam s/o
Khalil r/o Kachchi Colony, Mustafabad garden, Ghaziabad, U.P. and 3)
Chaman s/o Jagdish r/o WP 425, Wazirpur village. On their formal
search, one country made revolver was recovered from the possession
of Shakeel and button operated knife from Saddam. Motor Cycle was
also found stolen from the area of P.S.Ashok Vihar vide case FIR No.
280/12 dated 7/11/12 u/s 379 IPC. Accordingly, a case vide FIR No.
253/12 u/s 25/54/59 Arms Act PS Bharat Nagar was registered against
accused Saddam and case FIR No. 254/12 u/s 411/34 IPC & 25/54/59
Arms Act against accused Shakeel and all the three accused persons
were arrested. Accused Chaman has been involved in three cases of
house trespass, rape and snatching and accused Shakeel in two cases
of burglary and robbery.

 One Auto Lifter arrested by PS Badarpur South East District.
 07 Stolen Motorcycles and a Spring Actuated Knife recovered.
With the arrest of desperate auto lifter Ravi Kumar S/o
Sh. Dharampal Singh R/o H. No.
44 (House of Mr. Ashok Kumar), Gali No.2, Harijan Basti, School Road, Meethapur, New Delhi 110044,
the team of PS Badarpur, South-East District has worked out seven cases motor vehicle theft and
recovered seven stolen motorcycles from his possession and instances.
TEAM & INVESTIGATION:In order to prevent the incidents of auto theft in South East District, the team of PS Badarpur
South East District was specially asked to look into the matter. In view of this a team of PS Badarpur
under the leadership of Inspr. Akhilesh Yadav, SHO/Badarpur consisting of SI Megh Raj Kaushik, HC
Ghanshyam, Consts. Daal Chand, Yogesh Tyagi, Sunil Kumar and Jagdish Chand under the supervision
of Sh. Vipin Kumar Nayyar ACP/Sarita Vihar to develop intelligence regarding such gangs operating in
South East District were constituted. The team received some credible information regarding few
criminals operating in South East District. The information was further developed. On 11-11-12 at about
7:30 PM, one person later on identified as Ravi Kumar S/o Sh. Dharampal Singh R/o H. No. 44 (House of
Mr. Ashok Kumar), Gali No.2, Harijan Basti, School Road, Meethapur (PS Jaitpur), New Delhi 110044,
was apprehended near Bijender Murti, Molarband, Badarpur New delhi, when he came on a motor cycle
bearing registration No. DL-9-SJ-9114 from Jaitpur more, Badarpur towards Mithapur without helmet.
On checking he could not produce any ownership proof of the said motorcycle and tried to escape from
the spot. The alert police party overpowered him. During sorcery search a spring actuated knife was
recovered from the right front pocket of his pant. On this a case vide FIR No. 351/12 u/s 25/54/59 Arms
Act, was registered against him. During enquiry it was revealed that the motorcycle on which he was
riding was found stolen from the area of PS Jaitpur vide case FIR No. 386/12, U/s 379 IPC. During his
sustained interrogation he disclosed that he had stolen many more motorcycles from the area of Jaitpur,
NFC, Pul Pehladpur & Sarai Khwaja (Faridabad).
INTERROGATION & MODUS OPERANDI:-
On sustain interrogation he disclosed that he was born in Delhi on 19-9-1986, and he completed
his primary education from Meethapur MCD School, and after that he joined the Sr. Sec. School,
Molarband for further studies but, could not completed his studies upto 12th level and was failed in the
same class.
After that in year 2003 he had worked as an auto rickshaw driver, for 2 years and after that he worked as a
crew member in Dominos Pizza, Kalkaji Branch for one year. Later on he worked with McDonald in
GK-1, Lajpat Nagar and Saket Branch for 3 and ½ years. During this period he fell into bad company and
started consumption of whisky and other intoxicating drug especially Proxy-1capsules. Due to that he
was thrown out of his job. After that their financial condition got very crucial. He started his new carrier
as an auto lifter with a motorcycle theft in the area of PS Pul Pehladpur, and stolen a Glamour motorcycle
and used it with fake number plate, which was recovered from his house, on his instance. After enquiry it
was found stolen from PS Pul Pehladpur area vide FIR No. 135/10, U/s 379 IPC. After that he had stolen
5-6 more motorcycles in the current year 2012 from the area of PS New Friends Colony, Jaitpur, and
Sarai Khwaja (Faridabad, Haryana). He had used master key to break the lock of parked motorcycles. He
always keeps a spring actuated knife with him for his protection in any type of emergency during the
operation of crime. After theft he kept all the stolen motorcycles in different areas and was seeking for a
receiver of stolen property.

BRIEF FACTS:
With the arrest of Ashok @ Vicky @ Pandu (age 23 Yrs) S/o Bhanwar Lal R/o D-16, Sec-3,
Rohini, Delhi.,Rajesh (age 22 Yrs) S/o Rameshwar Dayal R/o B-5/45, Sec-5, Rohini, Delhi. and receiver Naresh
Kumar (age 54 Yrs) s/o Om Prakash r/o E-2/ 105, Street No. 3, Shastri Nagar, Delhi the Special Staff, Outer District,
Delhi has busted a gang of auto-lifters, snatchers, burglars and worked out two cases of motor vehicle theft, one case
of mobile theft, one case of mobile snatching and one case of house theft.
INCIDENTS

Case FIR No 49/12 dated 03/03/12 u/s 379 IPC PS South Rohini, Delhi
Dr. Shweta reported that her mobile phone make Samsung Galaxy had been stolen from her bag by two
persons walking beside her when she was at M2K Rohini market, the above case was registered and
investigation taken up.

Case FIR No 165/12 dated 06/06/12 u/s 356/379/34 IPC PS North Rohini, Delhi.
Smt. Shivani w/o Sh. Kapil Wadhwa reported that her bag was snatched by two motorcycle borne persons
near Rohini East Metro Station, Delhi. The bag was containing one mobile make Samsung Wave, some
documents and Rs. 10,000/- cash. The above case was registered and investigation taken up.

Case FIR No. 126/12 u/s 379 IPC PS South Rohini, Delhi
Sh. Yogesh Sharma reported that his motorcycle Bajaj Discover registration no. DL4S-ND-3106 was stolen
from Jaipur Golden Hospital staff parking. The above case was registered and investigation taken up.

Case FIR No. 197/12 u/s 380 IPC PS North Rohini, Delhi.
Sh. Premchand reported that house theft has taken place in his house at Sector-8, Rohini and gold
ornaments, silver and one Sony camera were stolen.

Case FIR No. 425/12 u/s 379 IPC PS Subhash Place, Delhi
Sh. Ram Badan reported that his motorcycle Bajaj Platina Motorcycle Colour Black/Silver bearing
Registration No. DL6S-Z-9159 was stolen from Netaji Subhash Place. The above case was registered and
investigation taken up.
INVESTIGATION:On 11.11.12, a secret information was received that in front of MTNL office near Jaipur Golden Hospital,
Sector-3, Rohini, Delhi at 3.00 P.M. Two persons later on identified as Ashok @ Vicky (age 23 Yrs) @ Pandu S/o
Bhanwar Lal R/o D-16, Sec-3, Rohini, Delhi. and Rajesh (age 22 Yrs) S/o Rameshwar Dayal R/o B-5/45, Sec-5,
Rohini, Delhi came on Bajaj Platina Motorcycle Colour Black/Silver bearing Registration No. DL6S-Z-9159.
Ashok @ Vicky @ Pandu was driving the motorcycle while Rajesh was sitting on the pillion seat. They were
stopped by the police party. They could not produce any documents relating to the ownership of the motorcycle. On
sustained interrogation/enquiry, they revealed that this is a stolen motorcycle from the area of P.S. Subhash Place.
The Motorcycle was found to be stolen vide Case FIR No. 425/12 u/s 379 IPC P.S. Subhash Place, Delhi. From
their possession two mobile phones snatched / stolen reported vide Case FIR No. 165/12 u/s 356/379/34 IPC PS
North Rohini, Delhi and Case FIR No. 49/12 u/s 379 IPC PS South Rohini, Delhi were recovered. Both were
arrested u/s 41.1(D)/102 Cr.P.C. On their instance, one more motorcycle Bajaj Discover registration no. DL4S-ND3106 reported stolen vide Case FIR No. 126/12 u/s 379 IPC PS South Rohini, Delhi has also been recovered.
Further the above noted accused disclosed that they used to sell the stolen property to one Naresh Kumar s/o Om
Prakash r/o E-2/ 105, Street No. 3, Shastri Nagar, Delhi and they could get recovered the stolen property sold to
him. On the instance of Rajesh and Ashok the receiver of stolen property, Naresh Kumar was arrested and one Gold
Chain stolen vide case FIR No. 197/12 U/s 380 IPC PS North Rohini, Delhi was recovered from him.

ILLEGALLY STORED FIRE CRACKERS (504 KG) SEIZED
The staff of Police Stations Uttam Nagar and Janak Puri, West District have arrested two persons
namely Mukesh Jindal R/o WZ-163, Hastsal Road Uttam Nagar and Rohit Sharma S/O Late Sh. Dinesh
Sharma r/o WZ-59, Ist floor, Poasangi Pur, Janak Puri, New Delhi and 300 Kgs. and 204 Kgs. crackers
of different trademarks have been seized respectively from their premises. Accordingly, cases vide FIRs
No.473/12 and 298/12 u/s 286 IPC & 9(B) Explosive Act 1884 have been registered at PS Uttam Nagar
and Janak Puri against both of them.

INCIDENTS
1.
On secret information a raid was conducted at the premises, A-198 Gali No.1, Hastsal Road
Uttam Nagar at the Godown of Sh. Mukesh Jindal and crackers about 300 Kgs. have been
recovered from there. A case FIR No.473 dated 12.11.12 u/s 286 9 (B) Explosive Act has been
registered at PS Uttam Nagar. The owner of the Godown Sh. Mukesh Jindal has been arrested.

On 11.11.2012, secreat information was received that a person namely Rohit Sharma is selling
the illegal crackers and if the raid is conducted then illegal crackers can be recovered.

On the direction of ACP/Vikas Puri Sh. P.C. Mann and under the leadership of Inspr. Ashok
Tyagi, SHO/Uttam Nagar and Insp.HSP Singh, SHO/ Janak Puri, a team comprising of SI Ghanshyam
Kishore, HC Ombir Singh No.1702/W and HC Yogesh No. 454/W, HC Bijender No. 1653/W was
constituted and raid was conducted at A-198 Gali No.1, Hastsal Road Uttam Nagar and WZ-59, Posangi
Pur. The owners of the shops were asked to show whether they hold license or not. They could not
produce any license. Search of the shops were made and 300 Kgs. and 204 Kgs. crackers have been
recovered from their premises.

team on which 06 cases of impersonation were detected registered and below
cited accused persons have been arrested.
Interrogation of accused revealed that the motive for indulging in
crime in all cases was due to old friendship in one case a cousin has
impersonated being relative.

ONE ENGINEERING GRADUATE WHO TURNED AS LAPTOP THIEF ARRESTED,
5 LAPTOPS, 1 TABLET AND STOLEN DOCUMENTS RECOVERED
North District has arrested Neeraj Sharma s/o Sh. Om Shankar
Sharma r/o H. No. 1102, Gali No. 16, A-Block, Mandoli Extention, Harsh Vihar,
Delhi (Permanent resident of H. No. 271, Gali No. 4A, Mohalla Shivpuram, Badayun,
UP, aged 35 years, and Vikas Verma s/o Late Sh. Ramesh Chand Verma r/o A-16,
Gali No. 6, Khazani Nagar, Johripur, Delhi, aged 25 years, and busted a gang of
high profile laptop thieves. 5 laptops, 1 tablet and several stolen documents have
been recovered from their possession.
INCIDENT AND TEAM:
Complaints regarding theft of bags particularly laptop carry bags of
passengers while traveling by bus were received at Police Post ISBT, Kashmere
Gate, Delhi. On 07-11-2012, two cases vide FIR No. u/s 379 IPC were registered at
PS Kashmere Gate regarding theft of laptops. Consequently, a special team
comprising of SI Ajay Singh Negi, ASI Jai Parkash, HC Vijay, HC Raghu Nath, Ct.
Sandeep, Ct. Ravinder and Ct. Ram Phal was constituted under the close
supervision of Inspr. Madhukar Rakesh, SHO/Kashmere Gate and overall
supervision of Sh. Sagar Singh Kalsi, ACP Kotwali. Sources were deployed and on
07-11-2012, at about 7.15 pm, secret information was received regarding
movement of a person inside ISBT in suspicious circumstances. Ct. Sandeep and Ct.
Ravinder apprehended that person who was later on identified as Neeraj Sharma
s/o Sh. Om Shankar Sharma r/o H. No. 1102, Gali No. 16, A-Block, Mandoli
Extention, Harsh Vihar, Delhi (Permanent resident of H. No. 271, Gali No. 4A,
Mohalla Shivpuram, Badayun (UP). He was carrying a laptop bag containing some
documents. During verification, documents were found stolen vide FIR No. 229/12
u/s 379 IPC PS Kashmere Gate, Delhi. Subsequently, accused Neeraj Sharma was
arrested in this case.
INTERROGATION:
During the course of investigation, it was revealed that accused Neeraj Sharma was
born in 1975 at his native place i.e. H No. 271, Gali No. 4A, Mohalla Shivpuram, Badayun, UP. His father
Om Shankar was a lecturer in Govt. Inter College, Badayun, UP and he retired from service around 6
years ago. He completed his primary education from Badayun, UP and there after, he went for higher
studies to Aurangabad, Maharashtra. In 1998, he completed B. Tech. (Electronics) from Dr. Baba Saheb
Marathwada Institute of Technology, Aurangabad. After that, he worked in several companies in Noida
and Ghaziabad. 5 years ago, he got married but soon after marriage, he fell in bad company and left his
wife, who ultimately divorced him. He got addicted to playing satta. He lost about Rs. 2 lakhs in satta
about 3 years back. In 2010, he joined Philips India’s Health Care division and served there for 1 ½ years.
He left the job and started stealing laptops and bags from passengers travelling in buses. On further
interrogation, he revealed that he used to choose soft targets, having laptop carry bags and would travel
in the same bus as the target. In the course of journey, he would steal the laptop bag when possible. He
confessed to his involvements in almost 10-12 such cases. During the search of his rented
accommodation, documents such as ATM cards, original mark sheets, visiting cards, cheque books etc.
of several persons were recovered. He further revealed that he used to sell these stolen laptops to one
Vikas Verma, who operates from a shop at Nehru Place, Delhi. Subsequently, Vikas Verma s/o Late Sh.
Ramesh Chand Verma r/o A-16, Gali No. 6, Khazani Nagar, Johripur, Delhi was also arrested u/s 103 DP
Act. Five laptops and one tablet were recovered from his shop.
Further investigation and interrogation is on.

1. Neeraj Sharma s/o Sh. Om Shankar Sharma r/o H. No. 1102, Gali No. 16, ABlock, Mandoli Ext., Harsh Vihar, Delhi, aged 35 years, is a permanent resident of
Badayun, UP. He is a graduate in Engineering and belongs to a respectable family.
He came in contact with some bad elements and got addicted to playing satta. He
incurred huge losses in satta and to overcome the losses, he started stealing
laptops etc.
2. Vikas Verma s/o Late Sh. Ramesh Chand Verma r/o A-16, Gali No. 6, Khazani
Nagar, Johripur, Delhi, aged 25 years. He is a computer literate and about 4 years
back, he opened a Computer Institute at Johripur, Delhi, but he suffered losses and
closed the institute. Then after, he opened a shop at Nehru Place, Delhi. To earn
quick and easy money, he started purchasing stolen laptops.
RECOVERY:
1. Five laptops
2. One tablet
3. One bag containing documents.
4. Documents such as ATM cards, original mark sheets, visiting cards, cheque books etc. of several
persons.

 ROBBER ARRESTED, WANTED IN MURDER CASE OF PS JEWER (UP)
 A REWARD OF RS. 5,000/- WAS DECLARED BY UP POLICE
 COUNTRY MADE PISTOL ALONGWITH TWO LIVE CARTRIDGES RECOVERED
 ACCUSED WAS ALSO DECLARED PROCLAIMED OFFENDER IN TWO CASES BY THE
COURT.
North District has arrested one robber namely Gulzar Khan, aged 30 years, s/o
Maqsood r/o Village Aurangabad, Mohalla Nai Basti, P.S. Aurangabad, District Bulandshaher, U.P. and
recovered one country made pistol with two live cartridges from his possession. He was wanted in a
murder case of P.S. Jewar, UP, in which cash reward of Rs. 5000/ was declared by Uttar Pradesh Police
on his arrest. He was also declared Proclaimed Offender in two cases by the Court.
INCIDENT AND TEAM:
On 10.11.2012, secret information was received by HC Rajeev, No. 2866/N of Special
Staff/North District that a robber would reach Kudesia Park, Ring Road, Civil Lines with an illegal weapon
in his possession. Accordingly, a team consisting of SI Gaje Singh, HC H.C. Rajeev,No. 2866/N, HC
Mahesh, No. 24/N, H.C. Mohd. Ismail, No. 2233/N, was constituted under leadership of Inspr. Sajjan
Singh, I/C, Special Staff/North and close supervision of Sh. R. K. Singh, ACP/Operation Cell/North District.
Acting upon the secret information, a trap was laid near Kudesia Park, Civil Lines. On pointing out by the
informer, a person approaching from ISBT side was stopped and over powered by the team. He was
identified as Gulzar Khan s/o Maqsood r/o Village Aurangabad, Mohalla Nai Basti, P.S. Aurangabad,
District Bulandshaher, U.P. One country made pistol with two live cartridges was recovered from his
possession. Accordingly, a case vide FIR No. 191/12 u/s 25 Arms Act was registered at P.S. Civil Lines and
he was arrested.
INTERROGATION:
During the course of interrogation, it was revealed that accused Gulzar Khan was
born in 1982 at Village Aurangabad, Mohalla Nai Basti, P.S. Aurangabad, District Bulandshaher, UP. He
has studied up to 11th class. After that, he started tailoring work. In 2008, he was arrested in a dacoity
case of P.S. Buland Shaher, U.P. In jail, he met Yasin, Som Dutt, Vinod, Sonu and other criminals and he
was initiated into the world of crime. After coming out from jail, he indulged himself in auto lifting and
robbery along with other associates. In October, 2010, he along with other associates was arrested by
Crime Branch, Delhi Police, when he was planning to commit dacoity in Container Depot, Tughlaqabad,
Delhi with his other associates. His sister Bilkish was married to one Jual Hasan r/o Jewer. She was going
through strained relations with her husband. On 03.06.2012, accused Gulzar murdered his brother-inlaw Jual Hasan, when he was driving car of his employer in Jewer, UP. Since then, he was absconding
and has been avoiding his arrest. A reward of Rs. 5,000/- was declared by SSP, Gautam Budh Nagar (UP)
on his arrest. He was also declared Proclaimed Offender in two cases of Delhi by concerned Courts. He
was also wanted in two cases of P.S. Kotwali, Bulandshaher, UP and proceeding u/s 82/83 Cr.PC has
been started against him in another case of P.S. Dwarka, Delhi.
