Managed large scale mixed finance redevelopment projects with combined total development
costs of over $100 million, including New Communities Initiative properties, where local
funds are used in place of HOPE VI subsidy to redevelop economically challenged areas
improving both the physical assets and human capital.
Represented DCHA in District-wide and national housing policy committees, including the
Fannie Mae Housing in the Nation’s Capital Advisory Committee and the Mayor’s Green
Building Advisory Council.
Responsible for DCHA application for competitive ARRA economic stimulus funds and for
ongoing management and reporting of the use of those funds.
Responsible for DCHA participation and support of DC Promise Neighborhoods application.
Advised the Director in District housing policy, real estate development, and green affordable
housing matters.

Managed the Comprehensive Housing Strategy Task Force, a 28 member body charged with
developing a 10 year strategy to increase the amount of mixed-income, culturally diverse
neighborhoods, the number of affordable housing units, and the overall production of housing
in the District, while minimizing displacement of current residents. Managed $400,000
budget and six staff members over the course of two-year task force.
Produced the monthly Housing Pipeline Report which outlines District investment in
affordable housing on a per project basis, including depth of affordability, source of funds, and
number of units produced.
Managed New Communities Initiative, urban redevelopment program with initial $6 million
planning and operating budget to create several initiative area master plans and execute
significant redevelopment in those areas. Responsible for implementing redevelopment plan
for first 28 acre area, assembling 10 acres of the area from private owners, and securing $558
million in diverse public and private sources for project budget.




Disposed of District-owned real property, coordinate interagency housing policy initiatives,
and serve as chief housing policy advisor to the Deputy Mayor.
Member of Department of Housing and Community Development Loan and Project
Committee, evaluate loan and project proposals, evaluate and approve project underwriting
including Federal, local and conventional financing, make funding recommendations to the
Director.
Represented the Deputy Mayor on the District of Columbia Housing Authority Board of
Commissioners. Responsibilities include policy, operations, and financial advice.
Managed Housing Strategy Group consisting of all housing cluster agency directors and
executive staff responsible for coordination of all housing capital, planning and funding for
the District.

Provided ongoing representation to cooperative associations on corporate and real estate
development matters including obtaining rehabilitation funding, contract negotiation,
rehabilitation project management, development consulting, and corporate governance.

Prepared and analyzed financial projections in relation to affordable housing and
economic development for clients, including local and federal government
agencies, community development corporations and non profit sponsors.

Researched and wrote “Tenant Opportunity to Purchase Law in D.C.: Analysis and
Recommendations for Intervention,” for the Fannie Mae Foundation. Developed
research method, presented method to Institutional Review Board, conducted focus
groups, compiled data, and completed a written report with substantive
recommendations to Fannie Mae.

Supervised law students doing case work, conduct weekly meetings, develop
formal work plans, edit student written work in terms of legal analysis, citations,
style, evaluate student presentations and grade overall performance. Lead several
weekly three-hour clinical seminars on Housing and Community Development.

